Moving forward with the nexus approach


The nexus approach aims to improve the use of water, energy and food
resources by coordinating sectoral strategies and improving governance
processes. Since the Bonn conference, hosted by the German government in
2011, GIZ on behalf of the BMZ has supported several initiatives to integrate a
nexus perspective in its water, energy and agriculture programs. Two new
initiatives which work at the intersection of energy, water and agriculture are
profiled below.
GIZ supports BMZ in initiating and coordinating a so-called High Impact
Opportunity (HIO) on nexus in the framework of the UN Sustainable Energy for
All initiative. Partners in this initiative are FAO (co-lead), UNEP, USAID, the
World Bank and REEEP. The HIO shall promote the nexus approach at the
policy and implementation level. It will work to acknowledge the
interdependencies between water, energy and food in sectoral policies and
strategies. It further aims to coordinate the development of new methodologies
and innovative approaches that support the implementation of concrete nexus
projects. Currently, BMZ, FAO and GIZ are preparing the timeline for the
initiative until end-2014.
GIZ has further been mandated by BMZ to implement a new program called
Powering Agriculture Sustainable energy for food production. This intervention
aims to improve the sustainability of energy-use for agricultural production and is
the German contribution to the larger joint-initiative of USAID, SIDA, Duke
Energy and the BMZ called Powering Agriculture An Energy Grand Challenge
(PAEGC) . The overall PAEGC-Initiative works to accelerate the development
and deployment of clean energy solutions for increasing agriculture productivity
and/or value in developing or advanced developing countries. The GIZ will
provide technical and financial support to selected activities of PAEGC with
potential for scaling-up and will work to strengthen the initiatives impactorientation and its monitoring and evaluation framework. The GIZ will also
particularly focus on improving knowledge on energy costs and efficiency in
agricultural value chains, building advisory capacities, supporting cooperation
with the private sector and research institutes in emerging markets, and on the
development and dissemination of marketable business solutions for clean-

Uganda

And then, there was light


Amos Tugumisirize recently
flicked the new switch in his store
and there was light.
As the owner of a small general
merchandise shop and bar in
Buhoma, Amos supplies his
customers with items for their
daily needs. His shop is one of
the 62 connections within the
community that have been electrified through the Bwindi Micro Hydro Power
Project, which supplies the community with 64 KW.
Located at the border of the Bwindi Impenetrable National Park, this relatively
small hydropower scheme is generally less disruptive to nature compared to
bigger schemes. It also electrifies various small businesses like barber shops
and phone charging facilities, a tourist lodge and a community hospital that
serves 100,000 patients.

A power pioneer scales new heights


A partnership comprising local
businessmen, international
investors, an agricultural
cooperative, a local hospital and
a parish recently connected its
first micro-hydropower plant
(MHPP) with a capacity of 438
kW to Rwandas national grid.
SOGEMR a pioneer in local
private electricity generation
achieved this with technical and business advice as well as a limited subsidy
from the Private Sector Participation in Micro-hydro Power Supply for Rural
Development (PSP Hydro) project, which is part of the Energising Development
(EnDev) programme.
When SOGEMR first started its project, no private hydro plants existed in
Rwanda and firms had to operate without a clear regulatory framework for
private power producers.
With the PSP Hydro projects support, the Government of Rwanda together
with the local private sector has now established a comprehensive framework

for private investments in the energy sector. This includes a renewable energy
feed-in tariff (REFIT) programme, and standardised processes for Power
Purchasing Agreements (PPAs), licensing and environmental clearances.
The new framework has allowed SOGEMR to independently begin developing a
4.5 MW site, for which it has secured funding from the OPEC Fund for
International Development (OFID) and the World Bank. This successful scalingup demonstrates the potential of a private sector approach in terms of impact,
self-replication and sustainability.

WACCA workshop validates framework action plan


The inaugural Regional Stakeholder
Workshop of the West African
Clean Cooking Alliance was held in
April in Ouagadougou, Burkina
Faso.
Over 200 high level experts
attended this workshop, which was
organised by the Regional Centre
for Renewable Energy and Energy
Efficiency (ECREEE) on behalf of
the Economic Community of West
African States (ECOWAS), and supported by GIZ HERA, and other partners
such as GERES and ENERGIA.

It provided a platform for sharing and exchanging best practices and other
information. Deliberations focused on the challenges facing the proliferation of

clean, safe and efficient cooking as a driver for economic growth and for the
improvement of environmental and social conditions.

SolMap makes its mark


The SolMap project was briefly presented in GIZs
Energy Newsletter in August 2012 after 51 irradiation
monitoring stations were set up in India.
The projects objectives are to support the Indian
Ministry of New and Renewable Energy (MNRE) and
the Centre for Wind Energy Technology (CWET) in
implementing Indias National Solar Radiation
Resource Assessment (SRRA) initiative, and to
establish a performance benchmark for existing
solar power plants.
Meanwhile MNRE introduced a solar data accessibility policy that facilitates the
dissemination of quality controlled irradiation data products (global, diffused and
direct normal irradiance values) along with standard meteorological parameters

GIZs SolMap Project conducted quality control and analysis of SRRA data
resulting in industrial grade data products. Over 12 organisations, including
leading Indian solar project developers and international satellite based irradiation
data suppliers, have already procured time series containing solar irradiation and
meteorological data in MESoR format from the project.
MNRE will continue expanding the monitoring network by adding 60 new
irradiation monitoring stations making SolMap the worlds largest pyrheliometric
network.
Meanwhile, the International Renewable Energy Agency (IRENA) started an
initiative called the Global Atlas for Solar and Wind Energy
(www.irena.org/globalatlas), which India and 38 other countries support.
IRENAs atlas will contain a link to specific SolMap/SRRA information, besides
containing basic irradiation data.

Philippines

Climate proofing the RE sector


The GIZ project Support of the
Climate Change Commission
recently conducted an orientation
workshop in Quezon City on
Vulnerability Assessment/Climate
Proofing for RE projects.
The workshop touched on the
Philippine projections and
scenarios of climate change and their relevance for RE development, Climate
Proofing 101, Vulnerability Assessment Tools, climate proofing RE sub-sectors,
and the assessment of institutional capacity for adaptation.
40 participants from the Department of Energy (DoE) and its attached agencies
attended the workshop that featured presenters from the Climate Change
Commission, DoE, the Weather Bureau and the Manila Observatory.
Group exercises were held to produce indicative climate adaptive action points
for the biomass, geothermal, solar, hydro and wind resources that are promoted
under the RE Law (2008). The knowledge gained on the risks, costs, and
effective adaptation strategies will be useful for the energy agencies to manage
the uncertainties caused by the changing climate.
Consequently, the participants recommended setting up an information
exchange system among the agencies; intensifying the information and
education campaign on climate proofing amongst RE developers and the general
public; and conducting follow-up workshops especially the training of trainers for
each agency under the DOE.

Philippines

Tackling administrative challenges for PV project development


Legal-administrative barriers
often hinder the development of
renewable energy projects
especially in emerging markets.
Complex approval procedures
and regulations can hamper the
installation process for on-grid
installations. The resulting extra time and costs may negatively affect
investments.
Administrative procedures are being defined for the Philippines emerging PV
market. GIZs Project Development Programme (PDP) within the framework of
the renewables Made in Germany initiative is providing long-term advice to
government representatives, project developers and other stakeholders on
legal-administrative procedures.
Thus the programme organised a stakeholder workshop in Manila in April,
following a kick-off by the Department of Energy (DoE) in October 2012. Using
practical examples, the participants dissected on-grid and off-grid PV installation
processes and identified time-consuming and costly requirements for
certification and permission.
The lack of a one-stop shop was considered the biggest barrier for on-grid PV
installations, as the current process involves too many authorities. For off-grid
areas the main barriers were considered to be costly bidding procedures and
the lack of adequate support schemes.
The workshop was an important step towards streamlining procedures and
increasing transparency for renewable energy projects in the Philippines. The
stakeholders were sensitised on key issues concerning the legal-administrative
framework for PV installations.
