National Government and State Government Funding Sources;
Government focus on financial governance;

Government focus on electorate attitude to the project;


Interest groups concerns about loss of open water &
recreational lakes;
Customers concern about constraints on use of water and cost
increase. (many water supply customers are also land owners)

1. Implementing Water Authority;

Funds; owner/operator of project; long-term relationship with


customers; future water price;

2. National & State Governments;

Value for money; no cost blow-out; reputation maintained;


achievement of business case objectives;

3. EPA (State & Commonwealth)

Protection of environment values; allocation of saved water;


construction impacts;

4. Local Governments (several);

Maintaining recreational lakes; impacts on existing drainage


systems; local road assets

5. Waterway Managers (State & regional)

Allocation of saved water; construction impacts; maintaining


wetlands;

6. Infrastructure managers (road, rail)

No damage to existing assets; reinstatement of assets as


necessary;

7. Fire Authority;

Loss of water supply flexibility

No landowners are water supply customers.
Delivery is by Alliance contract with risks shared equally by
Owner, Designer & Contractor

Funds; rapid delivery of project; owner/operator of project; longterm relationship with land owners; no issues that could delay the

3. EPA (State & Commonwealth)

Protection of environment values; able to withstand scrutiny from


project objectors;

4. Local Governments (several);

Maintaining relationship with landowners; local road assets

5. Waterway Managers (State & regional)

Construction impacts; project long term impacts;

6. Infrastructure managers (road, rail)

No damage to existing assets; reinstatement of assets as necessary;

7. Fire Authority;

Construction impacts in high risk area

8. Power supply company;

Supply to new areas; peak power demand requirements cost for new
assets;

9. Land Owners (water supply non-customers)

Construction impacts; access to land in future;

Construction impacts; access to lands

Taking action to delay, discredit and hopefully stop the project from
proceeding.

development and affect on local area land values;
Municipal Council and utility Companies concern about quality
of assets taken over by Council;

Land Subdivision -Key Stakeholder Groups:
1. Land Developer

Achieve required infrastructure quality standards, achieve land


marketability standards (aesthetic)

2. Municipal Council

Meet planning standards, meet standards for environment, traffic,


parking, drainage, landscape, open space, aesthetic and for
infrastructure handed over to Council for long-term management.
Also impacts during construction.

3. Power supply Company

Supply to new areas; peak power demand requirements quality of


new assets taken over;

4. Waterways Manager

Drainage discharge standards,

5. Water supply & sewerage Company

Meet standards for infrastructure handed over to Company for longterm management.

6. Adjacent property owners

Involvement during planning stage for impact on land values and


involvement for impacts during construction.

7. Real estate companies

Market the property, influence sales, advise on differentiating


features
