Brief Summary: This resolution awards a contract for construction of the 2016
Resurfacing and Sidewalk Program for various streets in the City of Battle Creek to
Lakeland Asphalt, Corp.
Budgetary Considerations: This contract is in the amount of $1,695,681.54 which would
be paid from the following Business Units:

This work is part of our current Capital Improvement Plan.


History/Background:
On January 14th, 2016 the City of Battle Creek received bids for the 2016 Resurfacing
and Sidewalk Program. This contract is for the resurfacing of approximately 8.5 miles
of streets throughout the City of Battle Creek. Along with the resurfacing of streets, this
years contract includes full pavement replacement in pre-selected areas throughout the
City and the fixing of sidewalks throughout the City.
This contract is for the resurfacing of the following streets:
Resurfacing Streets:
Post Edition Area (Jericho St from Lathrop to Kingman; Grenville St from Cliff to Kingman)
Streets shall be milled 1 inches and receive a 1 inch 36A overlay during normal working
hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
6 inch thermo plastic crosswalks, 24 inch thermo plastic stop bars and other associated cold
plastic items shall be placed as directed by engineer.

South West Area (Barrington Circle: +/- 1247 ft; Kensington Ct/Kensington Circle: +/- 3265
ft; Abbington Circle +/- 1120 ft)
Streets shall be milled 1 inches and receive a 1 inch 36A overlay during normal working
hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
6 inch thermo plastic crosswalks and 24 inch thermo plastic stop bars shall be placed as directed
by engineer.

N. Central Area (Maple Terr from Capital-Bryant; Capital Ave from North Ave-M-66; Bennett
St from Main-Elm; East Ave from Emmett-M-66)
Street shall be milled 1 inches and receive a 1 inch 36A overlay during normal working
hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
6 inch thermo plastic crosswalks and 24 inch thermo plastic stop bars shall be placed as directed
by engineer.

N. Central Area (Elm St +/- 250 ft b/w Mary and railroad tracks)
Street shall be milled 2 inches and receive a 2 inch 13A overlay during normal working hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
4 inch waterborne yellow pavement markings shall be placed as directed by engineer.

N. Central Area (Elm St from Capital (M-66) to VanBuren)


Street shall be milled 1 inches and receive a 1 inch 36A overlay during normal working
hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
Approximately 1985 Ft of F4 Curb and 275 Syd of Driveway Nonreinf Conc, 6 inch shall be
replaced as directed by engineer.

Downtown Area (Carlyle St from Michigan to Jackson)


Street shall be milled 1 inches and receive a 1 inch 36A overlay during normal working
hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
24 inch thermo plastic stop bars shall be placed as directed by engineer.

South Hills Area (Edgehill Pl from Country Club to Riverside; Moorland Dr from Country
Club to Edgehill Pl; Edgehill Dr +/- 125 feet westward from Country Club; Oakland from
Capital Ave to Lincoln)
Street shall be milled 1 inch and receive a 1 inch 36A overlay during normal working hours.
Pavement milling and removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
6 inch thermo plastic crosswalks and 24 inch thermo plastic stop bars shall be placed as directed
by engineer.

Cascade Area (Breezy Bluff from George B Pl to end of existing road; Shadywood from
George B Pl to Breezy Bluff; George B Pl from Capital Ave to Breezy Bluff)

hours.

Minges Area (Country Club Dr from Clubhouse to end of existing road; Prospect from

North Washington Heights Area (Fox Ave from Hubbard to Limit; Parkway Dr from
Washington to North Ave; Truth Dr from Jordan to Hubbard; Northside Dr from
Washington westward to end of existing road; Hazel from E Baldwin to Northside Dr; Risa
from Hazel to end of existing road; Baldwin from Washington westward to end of existing
road; Hanover from Helen M. Montgomery to Baldwin)

Pavement Replacement Streets:


North Central Area (Monroe St from VanBuren to circle turnaround)
Street shall be pulverized and graded to receive a 2 13A base layer and a 1 36A top layer
during normal working hours
Pavement removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
24 inch thermo plastic stop bars shall be placed as directed by engineer.

Minges Area (Elsinore Ln from Minges Rd S to end of existing road; Dane Ct from Elsinore
to end of existing road)
Street shall be pulverized and graded to receive a 2 13A base layer and a 1 36A top layer
during normal working hours
Pavement removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.

24 inch thermo plastic stop bars shall be placed as directed by engineer.

Southwest Area (Huntington Blvd from Gethings to Abbington Circle)


Street shall be pulverized and graded to receive a 2 13A base layer and a 1 36A top layer
during normal working hours
Pavement removal shall begin or end at the midpoint of all curb radii.
The limits of the street are in line with the curb line or edge of pavement of each cross street.
24 inch thermo plastic stop bars shall be placed as directed by engineer.

South Washington Heights Area (City of Battle Creek Public Works Building from Kendall
to +/- 1040 Ft)
Street shall be pulverized and graded to receive a 4 inch 3C base layer and 4 inch 13A top layer
placed as two 2 inch lifts during normal working hours

Sidewalk Program
Replacement of Sidewalk throughout the City of Battle Creek
Sidewalk replacement on Streets to be resurfaced and other areas in the City of Battle Creek
(see attachment for areas on resurfaced streets). Areas may be added or deleted as requests are
made at the discretion of the engineer. Turf establishment will be paid up to 2 Ft on either side of
sidewalk unless agreed upon by the engineer.
