Head Start Job Description


JOB TITLE: Human Resource Coordinator
REPORTS TO: Head Start Program Director

FLSA STATUS: Non-Exempt


DATE: August 31, 2004

HEADQUARTERS: Central Office

POSITION SUMMARY:
The Human Resource Coordinator is responsible for the management of the Human Resource and Employee Relations
function which includes recruiting, employment, affirmative action, compensation, benefits, labor relations,
management training and development, and employee communications. Responsible for ensuring compliance with all
federal, state, and local laws and regulations as they relate to the personnel function.
ESSENTIAL JOB FUNCTIONS
1. Responsible for Human Resource planning and staffing. Seeing that the program has the people they need in the
required positions in a timely manner by placing job announcements internally and externally as needed.
2. Responsible for developing, implementing, and conducting staff orientation.
3. Ensure that performance evaluations, both introductory and annual, are conducted in a timely manner by notifying
supervisors when evaluations are due.
4. Maintain personnel files in accordance with agency/program policies.
5. Maintain staff listing of personnel for distribution to Policy Council for review and approval; to Family Service
Coordinators for review to train new staff in child abuse procedures; to Nutrition Coordinators to train new kitchen
staff; to Education Coordinators to train classroom staff, to Assistant Director to set up transit training for drivers; to
Mental Health/Disability Coordinators to train new Aides; to HSFIS Coordinator to enter ethnicity/head start
background and education/salary levels for PIR reports and to Office Manager to enter dates of introductory/annual
evaluations in Excel.
6. Work closely with the Payroll Clerk regarding time sheets and fringe benefits.
7. Responsible for submitting time sheets to Payroll Clerk in a timely manner.
8. Review and revise Job Descriptions as needed.
9. Place ads, enter applications for employment into Access for ranking with point system and coordinate interviews
with Supervisors and/or content area Coordinators.
9. Prepare and submit Payroll Authorization forms as needed.
10. Manage the day-to-day benefits activity in current manner. Ensure timely resolution of benefits claims and
employee requests. Maintain current working knowledge of benefits laws and IRS requirements to ensure the company
compliance with laws and regulations regarding benefits.
11. Work closely with the Director to develop needed management or other business-related training programs. For
example, the Human Resource Coordinator should be able to design, implement, and personally conduct such training
programs for supervisors as How to Hire, Discipline, and Terminate Employees in Order to Avoid Unnecessary
Litigation.
12. Design and implement employee communications programs in order to ensure on-going, positive communications
throughout the program.
13. Ensure that the agencys affirmative action program, is being followed; and that there is no discrimination in any of
its functions on the basis of race, sex, color, handicap, national origin, religion, creed, age, marital status, sexual
preference, citizenship, authorized alien status or veteran status.
14. Maintain a current working knowledge of all state, federal, and local laws as they pertain to the Human Resource
function in order to ensure compliance in a timely manner.
15. Maintain all personnel policies, procedures, and employee handbooks in a current manner. Ensure that all program
employees receive revised and updated policies and manuals.

16. Provide guidance and expertise to employees, supervisors, Program Director, and the Executive Director in the
management of the total human resources of the organization in a positive, flexible, and competent manner.
17. Perform any other duties as assigned by the Head Start Program Director.
JOB REQUIREMENTS:
EDUCATION/EXPERIENCE: Minimum: Bachelor degree in business administration, human resource
management, or related degree, or a minimum of four years experience in these fields. One year of related
experience may be substituted for one year of college. Knowledge of principles and practices of effective
human resources management and personnel administration.
SKILLS: Strong managerial experience in the Human Resource field. Strong leadership ability, management,
organizational, and human relations skills. Good interpersonal and communication skills, including the ability
to work as part of a team, communicate effectively both orally and in writing, receive and provide feedback,
and manage dynamic interchanges in meetings. An understanding of the Head Start philosophy and the ability
to implement its principle of shared authority and decision-making. Ability to work effectively with
individuals from various ethnic, socioeconomic, educational, and cultural backgrounds. Ability to identify
assimilates, comprehend, and solve critical elements of various situations (initiate solutions without constant
supervision).
OTHER: Professional in manner and attire. No record of a conviction which would contraindicate
employment. Must have a valid Class C Drivers License and a reliable vehicle with current vehicle liability
insurance; insurable under HCCAAs vehicle insurance policy. Every 2 years: a TB test with a negative reading
and a Head Start physical screening. Must comply with all HCCAA Policies, and maintain confidentiality and
courtesy in all phases of agency operations.
SUPERVISORY RESPONSIBILITIES:
None.

Head Start Standards.
EQUIPMENT TO BE USED:
Must be able to operate a computer and other office machines such as fax, calculator, copier, and telephone. Must be
able to drive agency vehicles.
TYPICAL PHYSICAL DEMANDS:
Requires sitting, standing, bending, reaching, and driving. May require lifting up to 40 pounds. Requires manual
dexterity sufficient to operate standard office machines such as computers, fax machines, calculators, telephones, and
other office equipment. Requires normal range of hearing and vision.

TYPICAL MENTAL DEMANDS:


Must handle new and diverse work problems on a daily basis. Personal maturity is an important attribute. Must be able
to resolve problems, handle conflict, and make effective decisions under pressure. Must have the ability to listen
objectively to people, perceive the real problem and assist in bringing issues to a successful conclusion. Must relate
and interact with employees at all levels within the Agency. Bilingual skills are encouraged.
WORKING CONDITIONS:
Occasionally called upon to work outside of the normal 8-5 working day, or work odd schedules. May travel to centers
located in service area while school is in session, or to meetings as required.
