NOTICE TO CEASE AND DESIST

Department of Health Complaint #: 2015-26056

The Department of Health ("the Department") is the state agency charged with regulating the
unlicensed practice of health care professions in the State of Florida. Section 456.065, Florida Statutes
(2014) empowers the Department to issue a Notice to Cease and Desist when the Department has
probable cause to believe that any person is practicing a health care profession without an active, valid
license to practice that profession.
The Department has probable cause to believe that MALACHI LOVE-ROBINSON of 1209 N.
AUSTRALIAN AVENUE, WEST PALM BEACH, FLORIDA, 33401, is not licensed by the
Department or the Board of MEDICINE and is practicing as a Medical Doctor and : did violate the
following provisions of law: F.S. 456.065, F.S. 458.327(1)(a) and F.S. 458.327(3)(d) by committing the
following acts: practice, or attempted practice, of medicine without being duly licensed, and by leading
the public to believe subject was a licensed medical doctor, without holding an active license. To wit,
from approximately September 23, 2015 through present, MALACHI LOVE-ROBINSON practiced as a
medical doctor at New Directions, 1101 North Congress Avenue, Boynton Beach, Florida, 33426, and
also advertised the practice of medicine at www.lifescript.com, www.carebulletin.com., npidb.org,
www.missionarychapel.com and www.healthgrades. MALACHI LOVE-ROBINSON is not licensed as a
medical doctor in the state of Florida. The practice of MEDICINE without an active, valid license or
permit is strictly prohibited by Section 456.065, Florida Statutes, and constitutes a crime.
WHEREFORE, in accordance with Section 456.065, Florida Statutes (2015), MALACHI LOVEROBINSON is hereby notified to cease and desist from practicing massage therapy in the State of
Florida unless and until HE is appropriately licensed by the Department.
The Department may file a proceeding in the name of the state seeking issuance of an injunction or a
writ of mandamus against any person who violates any provision of this Cease and Desist. If the
violation continues and the Department is required to seek enforcement of this Notice to Cease and
Desist, the Department shall be entitled to collect its attorney's fees and costs.
