THE COMPANY

The corporate offices of IDCS are located in the heart of Colombo in the Western Province of Sri Lanka. In

B.Sc. Civil Engineering, University of Peradeniya, Sri Lanka. A member of the Institution of Civil Engineers,
London UK with work experience in Sri Lanka, India, Indonesia and the United Kingdom. Mr. Wirasinha is a
senior civil engineer with over 35 years of experience in all aspects of civil engineering especially in the
Highways and Roads sector. He possesses nearly 20 years of consultancy experience in Indonesia, India
and Sri Lanka in planning, design and construction supervision of civil works including roads, highways
and related projects executed under FIDIC conditions of contract and funded by the World Bank, the Asian
Development Bank, JICA and OECF. For well over 10 years he worked in the UK as Highway and Bridge
Engineer and supervised construction of two/three lane dual carriageways, interchanges, culverts, bridges
and related structures.
Supervision and Contract Administration of the Karnataka State Highway Improvement Project funded by
the World Bank. Other major assignments include the Colombo Katunayake Expressway and the
Baseline Road Extension Project in Sri Lanka. He has extensive experience in site supervision, contract
administration and progress and quality control including survey control using Total Station Survey
techniques.

experience in Sri Lanka and worldwide. From 1994 to 2008 he has functioned as Regional Leader and
International Scientist at the International Potato Center (CIP) which is a CGIAR Center of the World
Bank, in Washington DC, USA. Countries of work experience during this assignment period includes,
South West Central Asia and the Caucasus (SWCA), including
Pakistan, Sri Lanka of South and West Asia, Uzbekistan, Khazakstan, Turkmenistan, Tajikistan, Kyrgyzstan
and Afghanistan of the Central Asian countries, and Armenia, Azerbaijan and Georgia of the Caucasus

His early career was with the Department of Agricultural Engineering, University of Peradeniya, Sri Lanka
in the capacity of Head of the Department of Agricultural Engineering, followed by a period of
engagement as Professor / Consultant of Post Harvest Technology at the Asian Institute of Technology,
Bangkok, Thailand.
JAYASURIYA J
Director/HR Management
Bachelor of Arts, University of Ceylon, Peradeniya, 1956. Following graduation he joined the Navy
where he received training in infrastructure development, which includes - Britannia Royal Naval
College; Specialist training in Hydrographic Engineering; Applied Oceanography at United States Naval
Oceanographic Office Washington D.C.; Staff Training at Bittania Royal Naval Staff College, Greenwich.
For a period of three decades Mr. Jayasuriya has worked for the Sri Lankan Navy which comes under the
purview of the Ministry of Defense. Following retirement he worked as the Group Director Human
Resources of a Group of Companies for a period of two decades. Currently he is the Honorary Chairman
of the Board of Trustees Sri Lanka Naval Association; Honorary Chairman Board of Trustees Sri Lanka
Ex Servicemen's Association.

Engineer with wide experience and expertise in highway and bridge construction and construction
supervision of major highway projects. His project experience includes holding positions as Senior
Construction Engineer, Resident Engineer and Deputy Team Leader positions. Recent assignments he has
functioned on include JICA funded Southern Expressway Project and the Outer Circular Highway Project as
the Resident Engineer / Deputy Team Leader engaged in construction supervision, contract
administration and management of consultants.

of Highways, Roads and Bridges and related infrastructure and over 10 years of experience in Contract
Administration. Ms. Nallathamby has functioned as Resident Engineer, Deputy Team Leader and Team
Leader in major road projects in Sri Lanka.

Detailed Narrative Of The Project :
The project caters to supply of drinking water, 3200 m3, for a population of 50,000 persons in 101
villages in the Laboos plateau. River Bana is the source of water supply to the above mentioned
villages, raw water is drawn from the river Bana by means of infiltration galleries aggregating to
550 meters and collected in 3 collector wells, from where it is pumped to a forwarding pumping
station, where the water is treated in micro strainers and disinfected before pumping to two
welded steel service reservoirs on a hillock in the platean in two stages. The pumping head in
each stage is 815 meters and the pumping main is 17 km long, 273 mm dia API class 52 steel main,
lined with cement mortar internally and protected by bitumastic paint and PVC tape wrapping
externally. The pumps are multistage centrifugal pumps (11 stages) with various controls for
automatic starting and stopping multistage pumps, intake pumping sets, monitoring and control
of chlorine dosing, levels of balancing tanks etc. Water is distributed from the service reservoir to
the various villages through a network of DI & GI pipelines aggregating to 120 km, with 90
pressure break tanks to cater to villages located at different elevations.
The water supply to the villages is 60% through public stand posts and 40% through individual
house connections and the entire supply being metered and charged to the consumers. The
contract value of the work was 50 million US Dollars.

Detailed Narrative Description of the Project
Lake Victoria South Water Services Board (LVSWSB), is the agency charged with the responsibility
of the efficient and effective water and sanitation services provision within Nyanza Province and
parts of Rift Valley Province of the Republic of Kenya. The Board has contracted various Water
Services Providers (WSPs) to assist on this account. One such WSP is SIBO Water and Sewerage
Company which undertakes, on behalf of the Board, the provision of Water and Sanitation Services
in Siaya and Bondo Districts.
Detailed Description of the Actual Services Provided by your Firm
a) Detailed Design of Water Supply System
Update and revise water supply and sanitation parameters for Siaya and Bondo in terms of
technical, social, financial and institutional arrangements against the basic design criteria.

Verify the design parameters reported in the Feasibility Study reports for Bondo and Siaya
as a basis of the detailed design.
Prepare detailed engineering designs (detailed
scheme layout, topographic and profile surveys,
hydraulic design of transmission mains and
distribution networks, design of hydraulic structures,
raw water mains, pumping systems, power
generation plant, water treatment plants, storage
tanks, zoning and block mapping, development of
customer database appropriate with billing system
proposed, public water distribution outlets, e.g. water
kiosks and stand posts, mapping and metering of all
consumers), an engineers estimate and tender documents for construction of the works
(Bills of Quantities, Drawings, Technical Specifications and Instructions to Bidders) for
water supply and sanitation improvements.
b) Detailed Design of Improved Wastewater Management Measures
Determine the influent characteristics and
propose appropriate on site intervention
measures on best practices on sewage collection
and handling.
Asses the quantity of effluent discharge (service
loads) expected as a result of proposed water
supply from the town and project discharge in 20
years time through population projection data,
hydraulic and organic loads.
Estimate the volumes of waste water flows
indicating the efficacy of where possible, contributions of storm water flows, industrial
effluent if relevant and taking into account ground water infiltration.
Design strategic intermediate on-site sanitation facilities especially, septic tanks, ablution
blocks and V.I.P latrines.
Design an appropriate and cost effective wastewater handling facilities between onsite
facilities and treatment units other than sewers.
Design appropriate terminal wastewater treatment and disposal facilities.
Formulate a long-term sanitation and hygiene improvement intervention strategy for the
beneficiaries of the Bondo and Siaya towns and environs.
c) Tender preparation and Tendering
The consultant will assist the client to prepare tender documents with TOR, including technical
specifications and drawings for Invitation of Tenders for Construction of the works as follows;
Calling for bids from the contractors.
Evaluation of the bids presented by prospective contractors.
Selection of suitable contractor from the bidders.
Documentation of entire bidding process.
d) Provide competent and adequate supervision of the works.
