Dear Mr. Kelly,
As you are aware, the Judiciary Committee is investigating Ms. Huma Abedins work
arrangements during the time period when she was simultaneously employed by the Department
of State, Teneo, and the Clinton Foundation. Emails provided to the Committee indicate that
while Ms. Abedin was a full time employee at the Department she was also a primary contact for
Teneo when it wanted access for its clients not only to the Department but also to the White
House.
For example, in May of 2014, Tom Shea, Managing Director at Teneo Strategy, emailed
Orson Porter, Senior Vice President at Teneo Strategy, with respect to The Presidents Global
Development Council. The title of the email was [s]he is expecting us to help her get
appointed to this. The email chain, which at one point was located on Ms. Abedins account on
Secretary Clintons server, indicates that the subject of the appointment was Ms. Judith Rodin.
In an April 10, 2012 email to Doug Band, President of Teneo, Mr. Porter stated, Hey
brother its been a lift in the [W]hite [H]ouse. She is not on anyones friends list VJs office
promised to send it up the flag pole, but they will need to hear from someone outside of us . . . .
Several hours later, Mr. Band emailed Ms. Abedin the following:

Huge foundation/cgi supporter and close pal of wjc
Teneo reps her as well
Can you help? 1
Approximately six weeks later, on May 22, 2012, Mr. Band again reached out to Ms. Abedin for
help with the appointment by resending the previous emails. On May 24, 2014, Ms. Abedin

forwarded the emails from her personal @clintonemail.com address to what appears to be her
Department email address. Less than two weeks later, on June 4, 2012, Ms. Abedin became an
SGE and sometime after that, she was reportedly hired by Teneo and the Clinton Foundation
while simultaneously working for the Department.
In addition, on May 11, 2012, presumably prior to being hired by Teneo, Ms. Abedin
emailed Amitabh Desai, former President Clintons Foreign Policy Director at the Clinton
Foundation, and asked, [d]o you get your healthcare from teneo or the foundation? To which
Mr. Desai responded, foundation. 2 It is unclear from the public reporting when Ms. Abedin
began her discussions about future employment at Teneo and the Foundation. Thus, it is unclear
whether these discussions occurred before or contemporaneously with requests for her to
perform favors for Teneo clients.
Emails provided to the Committee by the Department as a result of litigation surrounding
FOIA requests show that, while an SGE, Ms. Abedin was a main participant in business-related
communications involving employees of Teneo, the Clinton Foundation, and the State
Department. 3 For example, an email sent to Ms. Abedins government address involved a
discussion about creating a non-profit entity called Friends of the Clinton Centre. The nonprofit was intended to raise funds for Secretary Clinton and former President Bill Clinton to use
in Ireland. Further emails provided to the Committee reveal that Ms. Abedin was a main point of
contact for Teneos access to Department events, such as the Ireland related events during
Secretary Clintons trip in early December 2012. 4 Additionally, the Washington Times recently
reported that Teneo paid Ms. Abedin to assist in staging a September 20, 2012 event at the Essex
House in New York that was designed to entertain potential Teneo clients. 5 Ms. Abedin was
an employee for the Department during the Ireland and Essex House events.
The series of emails illustrate the intersection between business arrangements and official
business among high-level Department officials, Teneo, and the Clinton Foundation. Yet, in a
letter provided to the Department of State on July 5, 2013, Ms. Abedin claimed:
I was not asked, nor did I undertake, any work on Teneos behalf before the
Department (and I should note that it is my understanding that Teneo does not
conduct business with the Department of State). I was also not asked, nor did I
provide, insights about the Department, my work with the Secretary, or any
government information to which I may have had access. 6
Although an SGE is not subject to the same conflicts of interest rules as regular government
employees, financial ethics and conflicts rules still apply to certain facts and circumstances. 7
Further, due to the fact that Ms. Abedin worked 244 days as an SGE in violation of the 130 day

threshold imposed by federal law, there is some doubt as to whether she retained her SGE status
during this time. Since Ms. Abedin was a government employee at the same time she was a
Teneo employee, the American people have a right to know more about her working
arrangements with Teneo. Accordingly, please provide the following:
1. On what date did Teneo hire Ms. Abedin? In addition, what was the purpose of
employing her while she was an SGE at the Department?
2. What was Ms. Abedins title at Teneo? What were her job duties under that title?
3. Please provide a copy of the employment contract document Ms. Abedin signed with
Teneo.
4. Were any other persons considered or interviewed for the position for which Teneo hired
Ms. Abedin? If so, please provide their names. If not, why was only Ms. Abedin
considered?
5. In a letter to the Department of State, Ms. Abedin stated that she helped organize a
major annual firm event. Which major annual firm event is she referring to? Please list
all entities that funded, participated in, or attended the event.
6. Please describe the relationship Teneo has with the World Ireland Funds. In addition,
please describe the role Teneo played during Secretary Clintons trip to Ireland in early
December 2012, whether Teneo funded any aspects of it, a description of what was
funded, and the amount that Teneo spent to fund its portion of activities.
7. When did Ms. Abedins employment for Teneo terminate?
8. Does Teneo currently employ any other individuals who are simultaneously employed by
the U.S. Government? If so, who and for which agencies do they work?
9. Has Teneo ever employed any other individuals who were simultaneously employed by
the U.S. Government? If so, who and for which agencies did they work?
10. Has Teneo ever conducted business with the Department of State? Is Teneo currently
conducting business with the Department? If so, please describe the type of business that
was conducted and/or is being conducted.
11. Has Teneo ever conducted business with the Department of State on behalf of a client? Is
Teneo currently conducting business with the Department on behalf of a client? If so,
please identify the client(s) and describe the type of business that was conducted and/or is
being conducted.

15. On June 19, 2012, State Department personnel sent Ms. Mills a revised itinerary for a
June 19-20, 2012 trip to New York. That itinerary indicates that on June 20, 2012 Ms.
Mills planned to attend a meeting in Teneos offices for three hours from 7:30am to
9:50am. What was the purpose of that meeting? What was actually discussed at that
meeting? Did Teneo pay for any aspect of Ms. Mills travel, food, attendance, or
participation? Please list all individuals in attendance and provide all records related to
payment.
16. Did Teneo pay for any aspect of Ms. Abedins involvement relating to the Essex House
event, including travel, food, and hotel expenses? Did the State Department pay for any
aspect of Ms. Abedins involvement? Please provide all records related to payment.
