Township looks
to keep taxes flat

Kid-friendly cooking

Part two of the budget presentation delved


into the potential tax increase and the three
potential routes township could take to prevent it

host to the first public revealing
of the initial draft of the 2016
budget.
Well, the expenses portion.
One major point was missing
from that presentation the tax
increase for residents.
The committee spent last
weeks meeting giving the second
half of the presentation and delving into this sought-after information.
The committees initial plan
was to attempt to put together a
budget with no tax increase. However, after doing its due diligence,
it was clear this would be a tall
task.
The townships fund balance is
down quite a bit this year, dropping from almost $1 million to
about $500,000. So to get this budget down to a zero tax increase, the
township would likely be looking
at deferring about $480,000 in
school taxes. The township has
not deferred school taxes in sever-

al years.
Theres about $2.9 million
available to defer, and the Tabernacle budget would require the
township to use about $450,000 of
that to reach the goal of keeping
taxes flat.
The township is the tax collecting entity for all of the taxing
bodies; it collects for the county,
the local school district and the
regional school district. It collects
for the schools six months in advance of when the money is due,
so at any point in time, it would
have six months worth of school
taxes on the books as a liability.
To keep taxes down, the state
will allow the township to defer
those taxes or wipe off the liability from its books and utilize the
money it has already collected to
fund its budget.
So rather than using money
that has been taxed, it is able to
ship this over and use it to balance the budget.
Unfortunately, there are no
new revenue sources in town or
being given from the state this

Easter egg hunt set for March 19


Medfords annual Easter egg
hunt is set for March 19 at 11 a.m.
in Freedom Park.
Preschoolers through fourth

Lines on the Pines returns


South Jersey tradition to celebrate the historic Pine Barrens

The Lines on the Pines indoor
celebration of the New Jersey
Pine Barrens has become tradition in South Jersey.
This popular book-signing, history, arts and craft show is dedicated to honoring the authors and
history as well as the humanities
and the arts of the Pinelands.
It is a free day, open to the public, courtesy of the 501 (c) (3) New
Jersey nonprofit corporation Its
a Sign of the Pines.
The group originally began as
a conversation among friends sitting in a Piney bar.
How could we bring likeminded people together to celebrate and maintain the cultural
richness of the New Jersey Pine
Barrens? said Linda Stanton,
founder and president of the It's a
Sign of the Pines organization.

Eleven years ago, the first


weekend gathering brought together authors and historians
whose work reflected upon or was
influenced by the Pines.
They decided to make the gathering an annual get together, and
it has become a much-anticipated
networking opportunity for presenters and for local community
members who attend by the hundreds.
The event is about raising
awareness, not raising money,
Stanton said. We want to provide
a venue in a networking and social environment for local authors and artists as well as historic and environmental groups
of the New Jersey Pine Barrens
to showcase their talents, sell
their products and share information.
The historically well-attended
event is gaining a reputation for
having a laundry list of talent on

Gov. Christies 2016 budget address.
Where would state aid stand? was
the question on everyones mind. If
state aid went down considerably, how
hard would it hit the school districts
bottom line?
Come last month, though, these
same administrators were able to
breathe a sigh of relief when Christie
announced that his budget proposal
would actually increase state aid to
schools and, more importantly, wouldnt reduce aid to any school district.

support to schools, which represents a
1 percent increase over last year.
The rest of that 4 percent increase is
earmarked for debt, pension and
health care.
The good news for school districts

like ours, which doesnt receive the


bulk of state aid to public schools anyway, is that we will not lose any state
aid from last year.
Well actually be seeing an increase
in state aid, which is a rarity, even
though that increase is only very minimal.
While we certainly could have used
more help from the Garden State, its
comforting to know we wont have to
kick in more money out of our already
thin pockets.
So two thumbs up to Christie for
paying attention to one of the most important aspects of life here in New Jersey our public schools.

However, Doyle isnt known for what
you would consider normal art; she is a
recycling artist.
The six-year veteran of the Lines on the
Pines collects everything from pinecones
to driftwood to antique buttons. She uses
these seemingly useless items to create
signs, necklaces or whatever she can think
of with her creative mind.
If its sitting still long enough, I paint
on it! Doyle said.
She enjoys the opportunity to speak
with guests about her work and about the
importance of recycling when it comes to
the preservation of the Pinelands.
Another Medford group attending the
event will be the Dr. James Still Historic
Office Site and Education Center. The
group got involved back in 2012 and takes
great pride in speaking with Pine Barrens
residents about their family story.
The history of Dr. James Still and his

family is very important to the story of the


Pinelands. His life was an integral part of
history, the families and culture of the
Pinelands in the 1800s, descendant of Dr.
James Still Sam Still said.
The event also features a number of
faces from all over the region that continue
to come back each year after witnessing
the extravaganza.
Lines on the Pines was and is a great
program to keep up interest in the Pine
Barrens, and they are to be thanked for
continuing it, John E. Pearce of the Heart
of the Pines group said.
The event is more like a reunion than
an exposition! The atmosphere sings out!
Americas Old Time Country Music Hall of
Fame representative Jim Murphy said.
I cant thank them enough for their
generosity in giving me a venue to honor
my mother's writing and passion for the
Pines, Anita Marie Lopez said.
The event has found a new home this
year the organization believes will help the
tradition flourish. The historic Renault
Winery located at 72 N. Bremen Ave. in Egg
Harbor City is in the middle of a vast un-

touched area, nestled in the Pine Barrens.


It has charm and history, lots of history, Stanton said. And plenty of parking!
Throughout the day-long event, the musical trio "Cranberry Jam," led by Lines on
the Pines supporter Joe Jones, will be playing traditional Appalachian folk songs.
Guests are encouraged to bring books
from home to be signed by the authors or
purchase books on site as well as handcrafted soaps, baskets, photographs, jewelry, metal works, crafted beer, carnivorous
plants, decoys, hand-spun articles, paintings, candles, Pine Barrens Diamonds,
sculptures and CDs all related to the New
Jersey Pine Barrens.
The event is sponsored by the AtlantiCare Healing Arts Program, Stockton University School of Arts and Humanities, the
South Jersey Culture & History Center at
Stockton, Atlantic County Utilities Authority, Plexus Publishing, Inc. and others.

While Cramer was not all in on
deferring the school tax, he suggested the township look into deferring a portion of it and reaching its goal through finding a reasonable combination of all three
options.
If there were a tax rate increase,
every penny would be the equivalent of a $16 increase for owners of
a home valued at $160,000. This in
turn would add $66,000 per penny
toward the $450,000 goal.
In the end, Cramer left it up to
Lee as far as what direction the
township will ultimately go in,
but stood by his original assessment that there is not $450,000 of
fluff in this budget.
The committee will continue to
play around with these numbers
and will have the first reading of
the budget to be passed in March.

year, officials said, so any increase in the budget requires use


of surplus, leaving the township
with three options. It can defer
school taxes, sift through the
budget and attempt to cut $450,000
in expenses or increase taxes.
One positive discussed was the
unexpended funds from the 2015
budget that will go back into surplus next year, making the fund
balance in 2017 significantly higher than it is now.
However, if the township defers up to 50 percent of the school
tax levy like it is talking about
doing, this surplus will all be
going toward that.
Mayor Stephen Lee attempted
to steer the committee away from

deferring the school taxes due to


his concern for the potential increase from the school district.
I personally am not a huge fan
of borrowing money from two
years ahead of time when were
not really due to have it. I am
more inclined to look at the expense side of the budget and
begin to make some hard choices, Lee said.
Lees proposal of attempting to
cut budget expenses to fill the
$450,000 hole was met by disagreement from other parties.
That would be over 10 percent
of our budget, Committeewoman Kim Brown said.

out of this budget unless there is
a major change in something we
