Governor Amado T. Espino, Jr.

is a visionary leader who has a deep sense of love for his


province and for his people.
When the surroundings and the buildings of the Capitol Complex were full of clutters, reeking
with foul smell and the buildings were drab and worn out, he told the provincial employees about
three years ago that he will make the Pangasinan Capitol as the best in the country. There was a
lukewarm response.
After that speech, he buckled down to work, renovating and reconstructing not only all the
buildings inside the capitol complex, but also the Narciso Ramos Sports and Civic Center, the 14
provincial government-run hospitals, and the seven agricultural field stations.
Not long after, all facilities of the provincial government sported a new look, amazing anybody
who sees it.
Now, the Capitol is considered as the best capitol in the country, and probably one of the best in
the world. The provincial hospitals are now at par with, if not better than, private hospitals in
Pangasinan in terms of overall ambience and personal care and attention to patients, especially
the poor.
The notion that government projects are sub-standard is no longer true. Under the leadership of
Governor Amado T. Espino Jr., the provincial government provides first-rate public service and
implements projects with world class standard.
Definitely, he has restored in just a few years the dignity of the officials of Pangasinan including
the rank and file employees. Endowed with a heart of a champion, he has always aspired to be
number 1.
He has made Pangasinan number 1 nationwide in PhilHealth Universal Enrolment for indigents.
From a stunted economic growth, Pangasinan has become one of the countrys most businessfriendly provinces, setting the province for the long overdue economic take off.
From being erased in the tourism map, Pangasinan has been transformed as a destination of
choice in northern Luzon with the most number of tourists in Region I.
Even when he was in the military service, he was the most decorated soldier even capturing top
communist and NPA leaders with only a 14-man team.As a police officer, he became the best
provincial commander twice in a row and later as the best regional director.
As a congressman of the second district of Pangasinan, he was awarded as one of the most
outstanding congressmen authoring five bills that became landmark laws of the land.
A man of action, our speaker continues to find ways of making Pangasinan clean, orderly,
alluring and prosperous.

He dreams that Pangasinan will regain its glory many decades ago as the best province in the
country.With his political will, unshakable faith and innovative mind this dream has become
mission possible.
No wonder, in his re-election bid as governor in the last elections, he won overwhelmingly in all
the 44 towns and 3 cities of the province with a historic margin of over half a million votes
against his opponent who lost for the first time in an election.
