Governor Doyle Signs 24 Bills into Law


MADISON – Governor Jim Doyle today signed into law the following 24 bills at the State Capitol in Madison:

Senate Bill 17 creates a special distinguishing license plate for certain vehicles owned by members of the
National Guard.

Governor Doyle thanked Senators Hansen and Wirch and Representative Hilgenberg for their work on the bill.

Senate Bill 87 increases the maximum annual loan amount to $3,525 under the property tax deferral loan
program at WHEDA.

Governor Doyle thanked Senators Lassa and Hansen and Representatives Berceau and Hebl for their work on
the bill.

Senate Bill 190 makes changes affecting renewals and extensions of business contracts.

Governor Doyle thanked Senators Wirch and Lehman and Representatives Turner and Hubler for their work on
the bill.

Senate Bill 267 makes changes to the definition of plumbing and classifies plumbers who do certain types of
work.

Governor Doyle thanked Senators Plale and Taylor and Representatives Soletski and Sinicki for their work on
the bill.

Senate Bill 399 authorizes two or more political subdivisions to enter into an agreement to issue conduit
bonds.

Governor Doyle thanked Senators Kreitlow and Plale and Representatives Seidel and Hilgenberg for their work
on the bill.

Senate Bill 423 changes the quorum requirements for public library boards in Milwaukee.

Governor Doyle thanked Senators Coggs and Taylor and Representatives Colon and Fields for their work on
the bill.

Senate Bill 452 provides sales and use tax exemptions for most food and food ingredients sold by child
welfare facilities.

Governor Doyle thanked Senators Kreitlow and Taylor and Representatives Dexter and Sinicki for their work
on the bill.

Senate Bill 477 allows abandoned employee retirement accounts in the Milwaukee retirement system not to
be claimed by the state as unclaimed property.

Governor Doyle thanked Senators Taylor and Sullivan and Representatives Fields and Sinicki for their work on
the bill.

Senate Bill 506 expands and clarifies vehicle towing and storage lien requirements.

Governor Doyle thanked Senator Plale and Representative Smith for their work on the bill.

Senate Bill 515 allows a member of the U.S. Armed Forces to provide authorization for the final disposition of
a veteran’s remains.

Governor Doyle thanked Senators Lehman and Miller and Representatives Hilgenberg and Turner for their
work on the bill.

Senate Bill 522 creates various changes to the worker’s compensation law.

Governor Doyle thanked Senators Coggs and Lasee and Representatives Sinicki and Honadel for their work
on the bill.

Senate Bill 617 creates a privilege against disclosure for communications between veterans and veteran
mentors.

Governor Doyle thanked Senators Taylor and Kreitlow and Representatives Shilling and Turner for their work
on the bill.

Senate Bill 678 ratifies a contract with the State Engineering Association for the 2007-09 biennium.

Governor Doyle thanked the members of the Joint Committee on Employment Relations for their work on the
bill.

Assembly Bill 247 grants high school diplomas to certain veterans with service-connected disabilities.

Governor Doyle thanked Representatives Milroy and Radcliffe and Senators Hansen and Lehman for their
work on the bill.

Assembly Bill 503 increases the penalty for exposure to a minor.

Governor Doyle thanked Representatives Staskunas and Hraychuck and Senators Plale and Lassa for their
work on the bill.

Assembly Bill 514 extends application of the DNA evidence exception to time limits for commencing
prosecution of certain crimes.

Governor Doyle thanked Representatives Staskunas and Jorgensen and Senators Risser and Lasee for their
work on the bill.

Assembly Bill 529 creates a penalty enhancer for certain violations of the Wisconsin Uniform Securities Law.

Governor Doyle thanked Representatives Hilgenberg and Hixson and Senators Wirch and Miller for their work
on the bill.

Assembly Bill 659 makes a number of changes in the law related to the administration of HIV tests and the
disclosure of HIV test results.

Governor Doyle thanked Representatives Shilling and Richards and Senators Robson and Taylor for their work
on the bill.

Assembly Bill 670 requires sellers of residential real property to disclose whether the property is subject to a
shoreland zoning mitigation plan.

Governor Doyle thanked Representative Black and Senator Holperin for their work on the bill.

Assembly Bill 709 requires a retail establishment to allow those with certain medical conditions access to
toilet facilities and provides immunity from civil liability related to use of the toilet facilities.

Governor Doyle thanked Representatives Van Roy and Soletski and Senators Lehman and Hansen for their
work on the bill.

Assembly Bill 766 designates a portion of State Highway 50 in Kenosha County as the LeRoy and Lynn
Copen Memorial Highway.

Governor Doyle thanked Representatives Steinbrink, Barca and Kerkman and Senator Wirch for their work on
the bill.

Governor Doyle also signed the following bills to amend and revise existing statutory provisions to improve
clarity and eliminate conflicts:

Senate Bill 492, Assembly Bill 560, and Assembly Bill 567.

Governor Doyle thanked the members of the Law Revision Committee for their work on the bills.
