The Framework
• ASEAN Initiative on Environmentally
Sustainable Cities (AIESC) – 2003/05
• ASEAN Working Group on Environmentally
Sustainable Cities (AWESC) (clean water,
clean soil, clean air)
• ASEAN Secretariat requested the project
from German Government in 2006
• The German Federal Ministry for Economic
Cooperation and Development (BMZ)
commissioned GTZ to execute the project
in 2008

Objective
Small and medium-sized cities are increasingly able to
develop and implement measures to improve the air
quality

Indicators
• At least 10 cities (150,000 – 1.5 million inhabitants) have a
Clean Air Plan (CAP)
• At least 7 cities are implementing CAPs

Project Period
January 2009 – December 2012

The Outputs

• Review/revision of existing or establishment of


new Clean Air Action Plans
• Facilitation of public participation
• Support in the implementation and monitoring of
the Action Plans
• Identification of co-benefits with climate change
mitigation
• Support in finding financial assistance through
e.g. Development Banks (definition of “packages”)

The Road Maps towards a Clean Air Plan

• Preliminary analysis of the air quality in the city


• Preliminary analysis of the sources of air
pollution
• Assessment of the potential for public
participation
• Development of the lay-out and the table of
content for a clean air plan (CAP)
• Determination of the required steps to establish a
CAP (ca. 1 year)

Project Objectives:
Two Phases of three years

Phase-I objective (after 3 years):


Selected ports comply with relevant international
environmental and safety standards and
conventions

Overall objective (after 6 years):


Selected ports have improved the quality and
efficiency of their environmental and safety
management systems.

Important indicators:
• Relevant international standards have been
incorporated in port regulations (national legislations
to be adopted accordingly, if required)
• Standards are enforced (verified through Audits)
• The Personnel has accumulated relevant know-how to
enforce prevailing standards
• The environmental and safety systems are certified by
accredited bodies
• Negative environmental impacts are reduced
• The accident rate in ports has been reduced

Three relevant project elements:

• Adoption of national legislation to international


standards and regulations
• Strengthening of enforcement capacities of
participating ports, including personnel abilities and
procedures
• Organisation, management and implementation of
training measures at regional and local level

Results (Impacts)

• The environmental impacts and risks and the


accident rates in the participating ports are reduced
• The working conditions and welfare of port
personnel and the quality of live in the surrounding
port cities are increased
• The competitiveness and attractiveness of the ports
have improved

3. Energy Efficiency and Climate Change


Mitigation in the Transport Sector
(€ 2 mill. – requested by ASEAN Sec)

The Project Objective


To limit the increase and ultimately reduce transport related fuel
consumption and greenhouse gas emissions through higher energy
efficiency of transport systems in the ASEAN region

Indicators:
•An overall strategy on climate and transport is agreed by the ASEAN Member
States by 201X (timeframe still to be defined)
•Implementation guidelines are developed and adopted by ASEAN Member
States by 201X
•Implementation of the strategies on climate and transport has started in at
least in three ASEAN Member States by end of 201X and in 4 more until one
year later.
•Up to four pilot measures for sustainable transport examples are under
implementation by end of 201X.

The Reality

• Most AQM courses were developed and delivered by


experts from Europe and the United States
• Capacity building for delivery of training itself did
hardly take place, no “home” for training
• Donor-financed AQM training activities usually one
or two-time events, no follow-up, no evaluation of
impact
• High “instructor-dependency"
• Lack of systematic needs assessment, course
development and delivery
• But external funds for training will most likely
always be available…..

Our Approach in Detail


•Develop a systematic needs analysis, based on a target-
oriented training approach
•Eliminate “instructor-dependency”
•Provide high quality, "pre-fabricated" training material by
specialised course developers
•Deliver training by experts trained as instructors, not by
teachers and professors

•Give the regional training system a branding e.g.“TRAIN


for Clean Air”

The Regional Training Approach

Our Approach in Detail (2)


•Establish a regional hub for course development and
national networks of training centres
•Create a regional training system with clearly defined
"Building Blocks", i.e. topics which could be developed
independently from others
•Develop the basic Building Blocks with inputs from the
GTZ
•Approach other donors to join in to finance the
development of further Building Blocks
•Allow interested donors to finance delivery of courses
properly announced in an annual training programme

•Training Needs Analysis – February 2010
•Priority courses to be developed – as of April 2010
• General AQ management for decision makers of smaller
cities (1 day)
• Emission inventories for smaller cities (2-3 days)
• Air quality monitoring for smaller cities (2-3 days)
• General AQM for NGOs in smaller cities (2-3 days)
• Campaign planning and implementation for NGOs in
smaller cities (2-3 days)
•First course deliveries October 2010
