The County Board of Jackson County met in regular session in the Courthouse in the City of
Jackson on January 5, 2016. The following members were present: David Henkels, Rosemary
Schultz, William Tusa, Kim Hummel and Don Wachal, Commissioners; County Coordinator, Steven
Duncan and Trish Schulz, Human Resources Technician.
CALL TO ORDER
County Coordinator Steven Duncan called for nominations for Chair. Motion was made by
Commissioner Tusa and seconded by Commissioner Hummel to nominate Commissioner
Rosemary Schultz as Chair for the year 2016. Motion was made by Commissioner Henkels and
seconded by Commissioner Wachal to cease nominations and cast a unanimous ballot. Motion
carried unanimously.
Chair Schultz called for nominations for Vice-Chair. Motion was made by Commissioner
Henkels and seconded by Commissioner Wachal to nominate Commissioner William Tusa as
Vice Chair for the year 2016. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to adopt the
Agenda. Motion carried unanimously.
CONSENT AGENDA
Motion was made by Commissioner Hummel and seconded by Commissioner Wachal to
approve the Consent Agenda. Motion carried unanimously.
Resolution 16-001 approving the December 15, 2015 Proceedings of the County Board.
Resolution 16-002 approving all Commissioners disbursements in accordance with Minnesota
Statutes 130.01, subd. 4(b), recorded on warrants numbered 76991 through 77134 in the amount of
$515,848.38 - for Revenue Fund, $58,369.34; Road and Bridge, $65,481.57; CIP Bonds, $1,680.00;
Ditch Fund 41, $372,877.95; Insurance Trust, $2,176.00; Tax and Penalty, $27.00; and Library,
$15,236.52. A detailed list of claims paid is available at the Auditor/Treasurers Office upon
request.
Resolution 16-003 adopting Roberts Rules of Order as the official parliamentary authority
governing rules of procedure for Jackson County Board of Commissioners meetings for 2016.
Resolution 16-004 Appointing County-Designated Employee Responsible for Enforcement of
Control or Eradication of Noxious Weeds in Jackson County.

APPOINTING COUNTY-DESIGNATED EMPLOYEE RESPONSIBLE FOR
ENFORCEMENT OF CONTROL OR ERADICATION OF NOXIOUS WEEDS IN
JACKSON COUNTY
WHEREAS, the County Board is required under Minnesota Statute 18.80 to appoint either an
agricultural inspector or a county-designated employee to carry out duties as specified in statute.
Resolution 16-008 adopting the Jackson County Summary Budget for 2016.
The following is a summary budget for the 2016 fiscal year for Jackson County, Minnesota. This
summary is published in accordance with Minnesota Statute 375.169. The detail of the County
budget is on file in the County Auditors Office at the Courthouse in the City of Jackson,
Minnesota, and may be viewed during normal business hours.

Resolution 16-009 approving issuance of a county issued credit card, with a credit card account
limit of $500, to be utilized by Building Maintenance Supervisor, Bob Flohre, to only be used to
purchase services, supplies, materials and equipment for the County when no other established
payment method is accepted.
PRINTERS PROPOSALS
Justin Lessman, Livewire Printing, presented proposals for the publication of all Board Proceedings,
the Annual Financial Statement and the List of Delinquent Real Estate Taxes for the year 2016. Said
proposals are on file in the office of the County Coordinator.
Motion was made by Commissioner Hummel and seconded by Commissioner Henkels to adopt
Resolution 16-010 accepting the proposal of the Jackson County Pilot, Lakefield Standard and the
Tri-County News for publication of all Board Proceedings in 6 point font, the annual financial
statement and the list of delinquent real estate taxes for the year 2016. Said proposals are on file in
the office of the County Coordinator. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Wachal to adopt Resolution
16-011 designating the official newspaper for 2016. Motion carried unanimously.
RESOLUTION 16-011
DESIGNATION OF OFFICIAL NEWSPAPER
WHEREAS according to Minnesota Statute 331A.04, the Jackson County Board of
Commissioners is required to designate an official newspaper at the first County Board meeting of
the year; and
WHEREAS according to Minnesota Statute 331A.12, the County Board may designate the
Countys Web site as the official manner of publication for transportation project request for
proposals (RFPs); and
WHEREAS Jackson County has a Web site as defined in Minnesota Statute 331A.12 with an
addressable location of www.co.jackson.mn.us.
NOW, THEREFORE, BE IT RESOLVED, that the Jackson County Pilot, published on Thursday
of each week, be and the same hereby is designated by the Jackson County Board of Commissioners
of Jackson County, State of Minnesota, as the official newspaper of said county for the year 2016.
BE IT FURTHER RESOLVED, that the County Board hereby designates the Jackson County Web
site, with an addressable location of www.co.jackson.mn.us, as the official publication site for
transportation project RFPs.

COUNTY COORDINATOR
Motion was made by Commissioner Schultz and seconded by Commissioner Hummel to adopt
Resolution 16-015 re-appointing Dorothy Ulbricht to the Extension Committee for a three-year term
to expire January 8, 2019. Motion carried unanimously.
Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to adopt
Resolution 16-016 re-appointing Larry Leopold to the Extension Committee for a three-year term to
expire January 8, 2019. Motion carried unanimously.
Motion was made by Commissioner Tusa and seconded by Commissioner Wachal to adopt
Resolution 16-017 re-appointing Stan Sievert to the Housing Redevelopment Authority Board for a
five-year term to expire February 28, 2021. Motion carried unanimously.

Motion was made by Commissioner Henkels and seconded by Commissioner Tusa to adopt
Resolution 16-021 authorizing a per diem rate of $50.00 and mileage rate at the IRS rate, which is
54. cents/mile, effective January 1, 2016 for lay persons serving on the following Boards,
Commissions and Committees: Planning and Zoning Commission; Parks Board; Board of
Adjustment; Extension Committee; Housing and Redevelopment (HRA) Authority; Comprehensive
Water Management Advisory Committee; Revolving Loan Fund Advisory Board; Rural
Development Financing Authority; Local Mental Health Advisory Council; Southwest Mental
Health Center Governing Board; Regional Trails Committee; Library Board; Radio Board; Law
Enforcement Liaison Committee and any Board, Commission or Committee approved and
appointed by the County Board.
Motion was made by Commissioner Henkels and seconded by Commissioner Wachal to adopt
Resolution 16-022 extending the Professional Service Agreement with Phillips Agency for updates
to the County web site through February 29, 2016 under the same terms and conditions as the
existing agreement, subject to County Attorney approval. Voting in favor of the motion were
Commissioners Schultz, Tusa, Henkels, and Wachal. Voting against the motion was Commissioner
Hummel. Motion carried.

Motion was made by Commissioner Hummel and seconded by Commissioner Tusa to adjourn
the meeting. Motion carried unanimously.
