STANDARD CONSTRUCTION SPECIFICATIONS

SECTION
GENERAL REQUIREMENTS

This Section shall be applied in conjunction with the General Conditions of Contract, Special
Conditions of Contract and all following Sections of the Standard Construction Specifications
and establishes the general obligations and responsibilities placed on the Contractor and the
general requirements and facilities required in relation to the work site.

SECTION 1

GENERAL REQUIREMENTS

1.1

CONTRACTOR'S EMPLOYEES

The Contractor shall make all the necessary arrangements for the recruitment and provision of
skilled and unskilled labour and supervisory staff required for the execution of the Works,
including passport and entry formalities and the obtaining of residence visas and work permits.
The Contractor shall be deemed familiar with and shall observe the laws and regulations of
Nigeria - particularly in relation to the employment of both national and foreign workers, and
shall comply with the requirements of all relevant statutory employment regulations. The
Contractor shall keep an up to date list detailing the various categories and numbers of staff and
labour employed (both directly and by his sub-contractors) on the Site and shall submit such
information whenever required by the Nigerian Authorities or the Company.
The Contractor's engineers and supervisors on the Site shall be capable of speaking, reading,
writing and fully understanding English.
The Contractor must fulfil normally accepted obligations in respect of the accommodation,
feeding, safety, welfare and medical facilities for all personnel in his employ as necessary to
ensure satisfactory efficient execution of the work under the Contract.
The Contractor must ensure that all his employees are healthy and free from infections or
contagious disease.
Any employees) suspected of being afflicted by or harbouring such
infection or disease shall not be allowed on the Site area until pronounced free of infection by a
responsible medical Authority.

1.2

ACCESS AND CO-OPERATION WITH OTHERS ON SITE

The Contractor shall be deemed to have satisfied himself as to access to the Site, and shall inform
himself and comply with any regulations limiting the size and weights of vehicles and loads
which may be conveyed over roads en-route to the Site or in and around the Site itself.
The Contractor shall not have exclusive possession of the Site. Security measures and all work
carried out on Site shall allow access to and afford reasonable facilities for employees of the
Company or any other authorised body and the workmen of any other contractor employed by the
Company in connection with the
Contract or otherwise. The Contractor shall use his best endeavours to co-operate with such
persons without interfering

with them and shall follow the 'instructions of the Company Representative in that connection.
Any matter of dispute shall be immediately referred to the Company whose decision shall be
final and binding.

1.3

ACCESS AND ASSISTANCE FOR INSPECTION OF WORKS

The Contractor shall provide a safe means of access to any part of the Works as may reasonably
be required by the Company Representative(s) to enable inspection of the Works or temporary
works to be carried out. The Contractor shall also provide such staff and labour as is reasonably
necessary for assisting the Company Representative(s) in measuring, testing and checking the
work being carried out on Site.

1.4

TEMPORARY STORAGE AND OFFICE BUILDINGS

The Contractor shall supply and erect all temporary office and storage buildings, sanitation etc.
required by him for the accommodation of his staff, labour, plant and materials.
The location and layout of the Contractor's offices and storage buildings shall be to the approval
of the Company.

CONTRACTOR'S CAMP

The Site for the Contractor's camp is to be subject to the approval of the Company. The
Contractor shall submit to the Company for approval a preliminary layout of his proposed camp
in which the boundary limits are clearly delineated together with a written detailed description of
the facilities he is proposing to provide.
The Contractor will be required to agree and delineate the limits of the area of his camp at the
commencement of the Contract.
1.6

OFFICE FACILITIES FOR COMPANY REPRESENTATIVES

Before commencing the Works, the Contractor shall install at an approved location on Site one
fully equipped air-conditioned office building for the exclusive use of the Company's
Representative(s) and shall, throughout the Contract, maintain and cleanse the same and maintain
an adequate supply of potable water and electricity to the office all at his own expense.
The Contractor shall submit to the Company for approval. full specifications and working
drawings of the proposed building before commencing its installation.

The building shall contain, as a minimum, a corridor leading to two offices, having a minimum
total floor area of 26 square metres, a galley kitchen, toilet (chemical or flush type) and
wash/shower rooms.
The offices shall be provided with approved wall-mounted air conditioning units, each of 1 ton
minimum cooling capacity and the kitchen, toilet and washroom shall be provided with extractor
fans in good working order.
The building shall be provided with shaded window surrounds and all windows shall be provided
with lockable glazed window units, sliding fly screens and internal Venetian blinds.
Two 13 amp socket outlets shall be provided in each of the office rooms and in the kitchen.
The kitchen shall contain a stainless steel sink bowl and drainer unit with suitable storage
cupboards and drawers. An electrically heated hot water storage cylinder shall be installed for
supplying the kitchen sink, wash hand basins and shower.
The kitchen shall also be provided with a 2-burner cooking range, 6 cubic foot refrigerator, an
electric kettle, crockery, cutlery and such other items as the Company Representative may
reasonably require.
The following furniture and equipment is also to be provided by the Contractor for the Company
Representative and office staff:2 No. Double-pedestal desks size 180 cms x 90 cms x 75 cms approx.
2 No. Tables size 200 cms x 100 cms 1 No. Stick-file type drawing rack 2 No. four-drawer filing
cabinets 2 No. swivel chairs with armrests 2 No. chairs with armrests
6 No. stacking chairs
1 No. wall mounted blackboard size 200 cms x 100 cms
2 No. wall mounted pinboards size 300 cms x 100 cms
2 No. 3-tray filing baskets
2 No. wastepaper baskets
3 No. 9 kg water type fire extinguishers
The Contractor shall also provide a full-time steward/messenger for these office facilities
throughout the contract period.

1.7

WATER SUPPLY
The Contractor shall be responsible for providing a sufficient
supply of approved (potable quality) water to the Site for all

purposes in connection with the Contract. The Contractor shall


also be responsible for the disposal of all surplus or
contaminated water in a manner approved by the Company
Representative.

1.8

ELECTRICITY SUPPLY
The Contractor shall be responsible and accountable for the
supply of sufficient electricity on the Site for all purposes in
connection with the Contract.

1.9

SANITARY CONVENIENCES
Throughout the Contract the Contractor shall provide, cleanse and
maintain a sufficient number of approved sanitary conveniences
and washing facilities for personnel employed upon the Site. The
Contractor shall also ensure that his employees make full and
proper use of the conveniences.
The Contractor shall also provide two toilets with washing
facilities for the exclusive use of the Company Representatives
and visitors.

1.10 SAFETY PRECAUTIONS


The Contractor shall at all times take suitable precautions to ensure the safety of all personnel on
Site, and of the general public where they may be affected by the construction of the Works.
Safety clothing shall be provided as appropriate to the working conditions at the Site e.g. overalls
'for' all workmen; safety helmets whenever overhead work is in progress; safety boots and
protective gloves to all workmen handling heavy, sharp awkward or hot materials or equipment;
safety goggles whenever grinding, sand or shot blasting, tar boiling or other activity which could
cause damage to the eyes is involved; breathing filters to workmen handling asbestos materials,
bulk cement, bitumen filler or other fine particles, or engaged in sand/shot blasting, tar boiling or
any other activity where dust and fumes are being produced in the course of the work.
Weekly inspections and tests of cranes, hoists and other lifting appliances shall be carried out by
a competent responsible person employed by the Contractor. Full records of all such inspections
an test shall be kept by the Contractor in an approved form and shall be made available to the
Company Representative immediately upon demand.

Guard rails or barriers shall be erected wherever there is danger of persons being injured in a fall.
Warning lights shall be provided during the hours of darkness.
All excavations shall be examined regularly and measures taken where necessary to prevent falls
of material, etc.
A written report of any accident or dangerous incident on Site shall be submitted to the Company
within one day of the occurrence.
1.11 FIRST AID
The Contractor shall provide and maintain in a readily accessible position on the Work Site, a
fully equipped (Company approved) medical first aid post and shall ensure that there are
personnel trained in the application thereof available at all times that work of any nature is in
progress on Site.

1.12

SUPPLY AND TRANSPORT OF PLANT

All risks, responsibilities and expenses in connection with the supply, transport, storage on and
off the site, loading and unloading of Plant and Contractor's equipment, shall be borne by the
Contractor. The Contractor shall observe all regulations concerning the size and weight limits on
public and site roads,..,.,
The Contractor shall take great care and all reasonable precautions to ensure that roads and
thoroughfares used by him either for the construction of the Works or for the transport of plant,
labour and materials are not made dirty- as, a result of
such construction or transport. In the event of their becoming dirty the Contractor shall'
immediately take all necessary steps to clean them.

1.13

STORAGE OF MATERIALS AND EQUIPMENT

The Contractor shall erect and maintain proper stores for all materials and equipment to be used
in the construction of the Works or to be incorporated in the Works. The Contractor shall submit
detailed proposals for the stores to the Company before their construction is commenced. Should
the Contractor require to store materials on private land he shall first obtain the approval of the
Company and the owner of the private land in writing. Should approval be given to such storage
the Contractor shall abide by any instructions issued as to the locations and duration of the
various stores.
The Contractor shall be held responsible for all plant, materials and equipment in his keeping and
for implementing all necessary security measures to guar against loss or damage.

In the event of loss or damage from whatever cause, the Contractor shall replace, free-of-charge
to the Company, any item of plant, materials or equipment lost or damaged whilst in his custody.
No claim will be entertained from the Contractor for any delay or lost time arising from such loss
or damage.

1.14

DISPOSAL OF UNWANTED WASTE MATERIALS

The Contractor shall remove from the work Site and dispose of all unwanted waste materials
from the Works from day to day as they arise, and finally thoroughly clean up the work Site to
the entire satisfaction of the Company Representative.
The Contractor shall ensure that waste materials removed from the Works are dumped on an
approved recognised tipping area or, in the absence of such an area, the location of the place of
disposal and the method of disposal shall be strictly subject to the approval of the Company.
Should it occur that any excavated spoil, rubbish, surplus materials, etc. have been deposited
elsewhere than at an approved tipping area, the Contractor will be held responsible for clearing
away such deposits and ensuring that they are properly placed in an approved tipping area at no
extra cost to the Company.

1.15

SITE REINSTATEMENT

The Contractor shall make a record to be agreed by the Company Representative of the condition
of the surfaces of the Site immediately before entering on them for the purpose of constructing
the Works, and shall upon completion reinstate all such surfaces to a standard at least equal to the
original condition.
1.16

PROTECTION OF FINISHES

The Contractor shall take every care to prevent damage to the Works and shall ensure that
adequate protection is given to all parts of the Works from the activities of other Contractors and
adverse weather conditions. Vulnerable parts of the Work or surfaces and finishes particularly
liable to damage or deterioration shall be protected as may reasonably be required by the
Company Representative.

1.17

REJECTION OF WORK

Any work rejected by the Company as defective or faulty shall be removed and rebuilt or
replaced by the Contractor free of charge in a satisfactory manner as required by the

Specifications contained herein. All work disturbed, injured or destroyed in the course of
removal of the said condemned work shall be made good at the Contractor's own expense.

1.18

CLAIMS DUE TO WEATHER

The Company will not consider any financial claims from the Contractor or extension of time for
completion of Contract Works due to adverse or abnormal weather conditions.

1.19

CONFIDENTIALITY AND PUBLICITY

The Contractor shall treat all matters in connection with the Contract as strictly confidential and
shall not publish or cause to be published any information concerning this Contract without the
prior approval of the Company in writing.

1.20

SITE DOCUMENTATION

Drawings and Specifications


One copy of the Approved Drawings and Specifications relating to each portion of the Works
shall be kept by the Contractor at a convenient place on the Site and the same shall be available
at all reasonable times for inspection and use by the Company Representative and by any other
person authorised by the Company in writing.
Site Log
Throughout the Contract Period the Contractor shall maintain a daily site log, which shall record
all events of consequence to progress of the works: including numbers, by category, of his work
forces and arrivals of materials and equipment; construction plant employed; visitors to the site;
enquiries and instructions received; weather conditions and synopsis of progress in site work
achieved during the day.
Permit to Work
Before carrying out any work in or near a hazardous area the Contractor must be in possession of
a written Permit to Work issued by the Company Representative or other authorised Company
Operator. The Contractor shall comply with all conditions specified in the Permit throughout the
time he is working in the hazardous area and shall strictly observe its period of validity.
Programme and Progress Reports

The Contract Works shall be carried out strictly in accordance with an approved bar-line activity
programme, showing the allocation of staff, skilled labour trades, construction plant and
equipment to those activities for the duration of the Works. This programme shall be submitted
to the Company for approval at least four weeks before the start of the Contract and shall indicate
in detail the time periods required for the various activities and parts of the works, from
mobilisation until completion. The programme shall be kept up to date and may be subject to
revision from time to time as required by the Company.
Every two weeks during the course of the Contract Works the Contractor shall submit to the
Company four (4) copies of a detailed progress report and marked up chart based on the
programme referred to above, showing the actual status of all work activities and the actual
allocation of staff, skilled labour and construction plant concerned.
