ClimatePlanrequirements.
Asifoncue,SenateandHouseRepublicanscriedfoul,sayingtherewasnothinginthe
FiscalCodebilltheGovernordidntseeoragreetobefore.[Theresthatwordagreedto

Gov.WolfcounteredonaPittsburghradioprogramWednesdaysayingthesewerethe
samepeople[Republicans]hehadanagreementwithbefore[severalinfact]andtheyfailedto

inCommonwealthCourtchallengingthem.
TheHouseandSenatecanstoptheregulationsbypassingaconcurrentresolution
disapprovingthem,whichmustbesignedbythegovernor.Ifhevetoes,theGeneralAssembly
canoverridethevetobyatwothirdsmajority.
However,legislatorssupportingtheregulationsarguethataftertwopubliccomment
periods,12publichearings,twodozenadvisorycommitteemeetingsandnearly28,000
stakeholdercomments,theissuehasbeenthoroughlyvettedandthetimehascomefortheIRRC

ofnativebrooktroutarebeingseeninsectionsofthestreamtheywerenotpresentinjustafew

andeducationdayforlocal6thgraders.Scottcompletesalloftheseprojectsandmanyothers,
includingstreamhabitatandstabilizationprojectsandotherAMDrelatedprojectsthroughout
thecounty.

AndersonCreekWatershedAssociation:
The
AndersonCreekWatershedAssociation
was
formedin1998togiveavoicetoAndersonCreek.Whilethestreamwaslargelywrittenoffas
deadduetothelegacyofcoalmining,thededicatedvolunteersofACWAhavealwaysseenthe
potentialofthisstream.Sinceitsformation,ACWAhascompletedanassessmentofthestream
anddevelopedthe
AndersonCreekWatershed:Assessment,RestorationandImplementation

Plan
.In2008,theycompletedtheconstructionofapassivetreatmentsystemonBilgerRun.
ThissystemhasextendedthehealthystretchesofBilgerRunandimprovedtheoverallhealthof
thestream.In2013,ACWAcompletedrestorationonanabandonedmineintheLittleAnderson
CreekWatershed.Thisworkisstartingtoimprovethewaterchemistryofthissectionofstream.
Thegrouphasfacedmanyobstaclesintheyearstheyhavebeenworkingontheseprojects.The
dedicatedvolunteerscouldhaveeasilygivenupyearsago,butinsteadtheyhavepersevered!

DeerCreekWatershedAssociation
hasbeen
workingonrestoringDeerCreeksince2005.Inthattimetheyhavecompletedanassessmentof
thewatershedthatresultedintheDeerCreekWatershedImplementationPlan.Whilecontinuing
tomonitorseverallocationsinDeerCreek,Theypartneredwiththe
ClearfieldCounty
ConservationDistrict
tosecurefundsforthedesignofapassivetreatmentsystemsontheworst
dischargeinthewatershed.Theyarecurrentlyseekingfundsforconstructionofthissystems,
whichwhencompleted,willimprovewaterqualityinthemainstemofDeerCreekenoughto
supportwildtroutallthewaytoitsconfluencewiththeWestBranchSusquehanna!Foryears
nowthegrouphasbeenonthevergeofaccomplishingtheirdreamofonedayrestoringthefinal
3milesofDeerCreek,themostimpairedsection.Throughupsanddowns,successand
drawbacks,theyhavestayedtogetherandkepthopealivethattheywouldsucceed.Fortheir
diligence,patienceandhopefulness,theydeservetobetheOutstandingWaterGroupoftheYear
for2016.

asnice,likefloodingofhomesandbusinessesandanincreasedflowofsewageandpollution
intolocalstreams.
ManycommunitiesinWestmorelandCountyregularlydealwithproblemscausedbytoo
muchrainandstormwaterrunoffwithnoeasyplacetogo.
Ifyouknowofsuchaproblemplace,youareencouragedtoattendoneoffourpublic
meetingsthatwillbeheldduringApril.
Themeetingsareonewayorganizershopetoidentifywherestormwaterproblemsare
especiallytroublesomeinWestmorelandCounty,withthegoalofultimatelyidentifyingwaysto
fixthem.

Everyoneiswelcometoattendthesemeetings,andweespeciallyhopethatpeoplewho
knowofordealdirectlywithstormwaterrunoffsituations,suchasfarmers,businessowners,
engineers,developers,andmunicipalofficials,willattend,saidGregPhillips,District

WestmorelandConservationDistrict
.
Phillipsorganization,alongwiththeWestmorelandCountyDepartmentofPlanningand
Development,iscoordinatingthiseffort,whichhasthebackingoftheWestmorelandCounty
Commissioners.
Inputfromthepublicmeetingswillbeusedoverthenextfewyearstodevelopa
comprehensiveplanformanagingstormwaterinWestmorelandCounty.Thisplanwillinclude
suchthingsasthedevelopmentoflocalmunicipalordinancesregardingstormwater
management,planningforbetterupfrontmanagementofstormwater,andwaystosolveflooding
andotherwaterrelatedproblems.
Theplanwillbespecificbywatershedandwillmeettherequirementsofthestate
StormwaterManagementAct(Act167).
Publicmeetingswillbeheldinfourlocationsthroughoutthecountyfortheconvenience
ofareacitizens.Eachmeetingwillbeexactlythesamesothereisnoneedtoattendmorethan
one.

cigarettebuttscanbeoneofthemostchallengingaspectsoflitterremoval.Thispartnershipwill
providetheparkwithadditionaltoolsandresourcestocollectthebuttsbeforetheybecomelitter
andhelptokeepMoraineStateParkbeautiful,saidDustinDrew,ParkManager,MoraineState
Park.
Tobaccoproducts,consistingmainlyofcigarettebutts,arethemostlittereditemin
America,representingnearly38percentofallitemslittered,accordingto"LitterinAmerica,"
KABslandmarkstudyoflitterandlitteringbehavior.
Overthepast10years,theCLPPhasconsistentlycutcigarettebuttlitterby
approximatelyhalfbasedonlocalmeasurementstakeninthefirstfourmonthstosixmonths
afterprogramimplementation.
Surveyresultsalsodemonstratedthatascommunitiescontinuetomonitortheprogram
thosereductionsaresustainedorevenincreasedovertime.

comingtothelocalcommunity.
WasteManagementcurrentlyownsandoperatestheTullytownandGROWSNorth
landfills.Theaveragedailyvolumeof18,333tonsandthemaximumdailyvolumeof20,000
tonswillnowbesharedacrossallthreefacilities.Atanytime,thesevolumescannotbeexceeded
byanycombinationoffacilitiesinoperation.
DEPrecentlyrenewedtheTullytownLandfillsolidwastepermittobeineffectuntilno
laterthanMay21,2017,afterwhichthefacilitymustceasewastedisposaloperationsand
properlyclosethefacility.
GROWSNorthLandfillispermittedtoreceivewasteuntilnolaterthanFebruary15,
2019,atwhichtimeitwillceasewastedisposaloperationsandproperlyclose.

ClimateChangeAdvisoryCommittee
fordraftingsucha
comprehensiveupdate.
OneconcernwehaveisthattheplandoesnotsetatargetforGHGreductions.Whilenot
explicitlyrequiredbylaw,withoutaspecifictarget,andtimelineforachievingit,the
recommendationsintheplanareoflimitedsignificance.
Onlywithameaningful,andactualtarget,candecisionmakersthenassesswhat
combinationofactionsfromtheplanwillbethemostcosteffectivemeansforachieving
sufficientGHGreductions.
Thereisgeneralconsensusamongexpertsthattheygoalsofthe
[EPA]CleanPower
[Climate]Plan
willnotbesufficienttoachievethecarbonreductionsnecessarytoprevent
irreparableharmfromclimatechange.
Strategieschosentomeeta20or30percentgoalmanynotbethemostcosteffective
optionsforreachinga50or80percenttarget.Infact,theycouldlockusintopathwaysthat
makeitmoreexpensivetoeventuallyachievedeeperreductions.
Ataminimum,thestateshouldbefocusingonagoalof80percentreductioninGHG
emissionsbymidcentury.PECrecommendsastrategyofdeepdecarbonization,witha
particularfocusonelectricitygenerationanduse,whichhashistoricallybeenthelargest
contributorofGHGemissioninthestateaccountingforoveronethirdofstatewidegrossGHG
emissionsin2012.

schedulemeansthatwellrealizecost,environmentalandoperationalbenefitsquickly.
AspartofTrilliumsproposal,CNGfuelingwillbeaccessibletothepublicatseven
transitagencysites,withtheoptiontoaddtoadditionalsitesinthefuture.PennDOTwillreceive
a15percentroyalty,excludingtaxes,foreachgallonoffuelsoldtothepublic,whichwillbe

usedtosupportthecostoftheproject.
Theteamhasguaranteedatleast$2.1millioninroyaltiesoverthetermoftheagreement.
PennDOTalsoexpectstransitagenciesandthedepartmenttoseesignificantsavingsdue
totheproject.BasedoncurrentCNG,dieselandgasolinepricesaswellasfuelusage,agencies
cansaveatotalofmorethan$10millionannually.
Duetotheseexpectedsavings,transitagenciessustainabilityisincreasedand
dependencyonstateoperationalsubsidiesisreduced.After10years,thedepartmentestimates
thattheprojectwillpayforitselfwiththeestimated$100millioninsavings.
WithPennsylvaniasnaturalgasresources,thisprojectwillnotonlybringefficiencies
fortransitagenciesandthestate,butwerealsohelpingestablishafootholdfortheCNG
transportationmarketinareasthatmaynothaveseenthisopportunityforsometime,Richards
said.
UsingtheP3procurementmechanismallowsPennDOTtoinstallthefuelingstations
fasterthanifatraditionalprocurementmechanismwasusedforeachsite,resultinginsignificant
estimatedcapitalcostsavingsofmorethan$46million.
ThisisanexcitingdayforPennsylvaniaasweconnectvitalcitizenserviceswith
forwardlookinginfrastructure,saidSen.JohnWozniak(DCambria)whoparticipatedinthe
event.Imalsopleasedthatthisprojectwillstartinourbackyardsothisregioncanquicklyreap
thispartnershipsbenefits.
Whentheprojectiscompleted,thefuelingstationswillsupplygastomorethan1,600
CNGbusesattransitagenciesacrossthestate.

Themonitoringwasconductedinresponsetoresidentsconcernsaboutaplannedsilica
sandtransferstationanditspotentialeffectsonairquality.
Therewere113samplestakenforcrystallinesilica(PM4.0).Allbuttwoofthesesamples
werelessthandetectablelevels.

Thetwosamplesthatdidhavesilicaconcentrationsabovethedetectionlimitswereonly
traceamountsandinsufficienttoraiseanyimmediateconcernaboutpotentialadversehealth
impacts.
Traceamountsofsilicainthesamplingisnotunexpectedsmallamountscanenterthe
airfromavarietyofnaturalcausessuchassoilandrainorfrommanmadesourcessuchasroad
constructionorquarryoperations.

publicwithabaselineofambientairqualitywhichwouldhavebeenusedtomonitorand

TheDepartmentdevelopedasamplingprotocoltomeasureambientcrystallinesilica
concentrationsasparticulatematter(particlesintheairexpressedasPM)in4microns.The
projectwasalsodesignedtocollectparticulatematterinmeasurementsof2.5microns(PM2.5)
and10microns(PM10).
Ananalysisoftheresultsofthesamplingwoulddeterminethebaselinelevelsofambient
crystallinesilicaconcentrationsinthemonitoringarea.
Themonitoring,whichtookplacefromAugusttoSeptember2015,analyzeddatafrom
threeairsamplingmonitorsplacedneartheproposedfacilitytogetarepresentativepictureofthe
localairquality.Atotalof105PM10and105PM2.5samplesweretakenduringthemonitoring
period.
TheresultsoftheshorttermmonitoringinTunkhannockwerealsocomparabletoother
particulatemattersamplesintheregion.
Becauseofthecancellationoftheconstructionofthesilicatransloadingfacility,theDEP
hasterminatedthebaselinemonitoringprojectintheTunkhannockarea.

investmentsinbicyclingatthefederal,state,andlocallevels.
Thisyearseventhadaddedsignificance,becausethe
PA
EnvironmentalCouncil
sentthreestaffmemberstotheeventforthe
firsttimeinordertolearnandbringbackusefulinformationthat
willhelptransformourstateintoaplacethatwelcomescyclistsof
alllevelsandabilities.
Thethemeofthe2016SummitwasTogetherWeLead,
andalongwithmyfellowPECstaffersFrankMaguireandLizzieHessek,wetriedtobringback
actionablestrategiestohelpPECasweaimtobeastatewideleaderintrailbuilding.
Therewereanumberofthemesthatseemedtoreoccurthroughouttheconferencesthree
daysfromMarch79,andIwantedtoexploreafewofthosetopicsandhowtheywere
interpretedbyeachPECstaffmember.
EquityInDisadvantagedCommunities
TamikaButler,ExecutiveDirectoroftheLosAngelesCountyBicycleCoalitionspoke
aboutunderstandingsystematicproblemsthatkeepresidentsfromgettingonabicycle.
Forexample,LCBCwasnotholdingtrainingsessionsinSouthLosAngelesbecauseof
limitedtransitaccess.TrainsdontgotoSouthLosAngelesbecausetheneighborhoodhasbeen
systematicallydisinvestedinfordecades.
WhenLCBCdecidedtostartholdingtrainingsessionstheredespitethatfact,itaddressed
theissueandgavetheneighborhoodrespitefromtheproblembyexplainingandproviding
trainingonusingabicycleasalternativetransportation.
Inanothersession,wewereshownascreeningoftheshortfilmMamaAgatha.The
filmtellsthestoryofa59yearoldGhanaianrefugeeinAmsterdamwhoteacheslearntoride
classesforothermigrantwomen.Itexploreshowoursenseofsecurityisconnectedtooursense
ofownershipofthepublicspace.
Bytrainingrefugeestorideabicycletheywereabletogiveagroupofwomenasenseof

communityinaplacetheymightotherwisefeellost.AndinAmsterdam,wherebiketransit
makesup32percentofalltrips,ithelpedtoconnecttherefugeeswithimportantresources
aroundtheirnewcity.
Similarly,theNiceRideNeighborhoodProgram(partoftheNiceRidebikesharesystem)
wasimplementedasastartingpointforgrowingacommunityofpeopleonbikesinunderserved
neighborhoodsaroundMinneapolisSt.Paul.
Manyoftheseneighborhoodshavehistoriesofdisinvestmentandseparationduetoheavy
highwayinfrastructureandinequitabledevelopment.
Thepanelexplainedhowtheyusedsmallgroupclasses,targetedparticularlyatolder
populations(manyofwhomhadneverlearnedtorideabike)andwalkedthemthroughthe
processofriding,commuting,andgenerallyusingtheirbikeasarecreationalandutilitymachine
inordertobetterconnectthemtotheircity.
Theprogramofferedattractiveincentiveswhichhelpeddrawalargecommunityof
support.
First,theywereloanedbikesharebicyclesforathreemonthperiodtopracticeon.Ifthey
showeduptoeachweeklyclasstheyweregivenprizeslikehelmetsandiftheycompletedeach
coursetheyweregivena$200credittowardsthepurchaseofabike.
UsingBicycleTourismtoSpurEconomicDevelopment
GinnySullivanofAdventureCyclingmadetheargumentforbicycletourismasdisbursed
tourism.ThecompanydidasurveywiththeMontanaOfficeofTourismthatshowedthatwhile
cartouristshitthehotspots,biketouristsalsovisitsmalltownsoffthebeatenpath.
AdventureCyclingusedthisresearchtochangestateparkpoliciesandhaveseenmore
communitiescatertotouringcyclists.
OntheothersideofthecountryweheardacasestudyabouttheSilverCometTrail,a
multiusetrailthatruns95milesfromAtlantatoAnniston,Ala.Twomillionusersannually
contributeto$57millionindirectspendingand$182millioninpropertyvalueincrease.
BrentBuicefromtheGeorgiaBicycleAlliancenotedthatrealestatedevelopersare
treatingthetrailinthesamewaytheysellriverfrontage.A66mileextensiontoChattanooga
Tenn.,isexpectedtocreatean$86millionincrease,alsolinkingtoAtlantasBeltway.

HealthandWellnessthroughBicycling
TheUniversityofSouthCarolinasMorganCleninimploredsessionattendeestobuilda
messagethatresonateswithtargetaudiences.Sheshowedthatinsurveys,thereisanawareness
atanindividuallevelofaneedforphysicalactivity,butithasntledtoaction.
Traditionally,policyactionshavechangedbehavior,butthepoliticalclimaterightnow
doesntallowforit.Shesuggestedanumberofwayswecouldcraftamessagethatresonated
betterwithouraudience
Usesimplerterms,(walkersvspedestrians).
Healthandsafetyarebettermessagestogetherthanhealthalone.
Alistoffactsandstatsarentbelieved,butasinglepowerfulfactresonates.
Roads,parks,andbicyclesneedtobeapartofthephysicalactivityconversationfacilities(like
gyms)thatareoftenseenasasolution,buttherealityisitsthedailysmallchangestolifestyle
thatwillmakeadifference.
Theamountofleisuretimehasntchanged,butthephysicalactivityofourdailyroutineshave.
Ourengineeredenvironmentmakesussedentary.
Localneighborhoodchangesmakemoreofadifferencethanlargecentralizedprojects.

Inasessionaboutusingelectronicslikevehiclesafetysystemsandelectricbicycles
(eBikes),welearnedfromrepresentativesfromBoschandDelphiabouthoweBikescanleadto
anincreaseinridershipwelloverthenormalweeklyaverage.
InastudywiththeUniversityofWashington,asurveyofeBikeusersfoundtheyrodean
averageof3.5daysperweek,comparedwithjustonedayperweekonaconventionalbike.The
samestudyalsofoundthatmorethan70percentofeBikeusersboughtitspecificallytoreplace
somecartrips.
Thisfactastoundedmanyintheaudienceandgaveusadifferentperspectiveonthe
practicaluseofelectricassistbicycles.

Theapphasbeendownloadedmorethan38,600timessofar.Oneofthefirstitemusers
seewhentheappisopenedisanUpcomingTroutStockinglink,whichupdatesinrealtime.
Userscansortstockingschedulesbycounty.TheappistieddirectlyintothePFBCs
onlinestockingschedule,soanglerscanseepastandupcomingstockingsandthetypeoftrout
placedinawater.
TheNearMefeatureusesaphonesGIScoordinatestolocateanddisplaytroutwaters
within5,15,25and50milesoftheuser,whocanthenusemappingappstogetdirectionsto
theirfavoritestockingsite.
Eachyearmorethan850,000anglersbuyafishinglicense,whichisrequiredforanyone
16andolder.
Thepriceofaresidentannuallicenseisjust$21nonresidentannual$51andsenior
residentannual$10.Troutpermitsare$8.Anglersalsocanpurchaseanoptional$5metalbutton
foranalternatewaytodisplaytheirlicense.
ThePFBCalsooffersavoluntaryyouthfishinglicensefor$2.70.Foreveryyouthlicense
sold,thePFBCreceivesapproximately$5infederalfunding,whichisreinvestedintoyouth
