In Morocco, conventional energy resources are limited, the
country depends almost totally from the outside for its
energy supply (97 %)
71 Milliards DH for imports of energy products in 2008
(6.2 Milliards Euro)
Annual average consumption growth of electricity : 7.5 %

the year 2020

Renewable Energy in Morocco in 2020

In 2020, the total installed electrical capacity in Morocco will


be 14580 MW (5292 MW in 2008).
The part of installed capacity of renewable energy will
represent 42% of total electric installed capacity & more
than 20 % of the consumption of electricity by
the year 2020 :
- 14 % from Wind about 2000 MW
- 14 % from Solar Power Plants about 2000 MW
- 14 % from Hydro about 2000 MW.

Production of Electricity in Morocco :
- ONE (National Utility of Electricity)
- Private producers (BOT) after call of tenders
Transmission : ONE has a monopoly of transmission of
electricity. ONE is the single buyer of electricity from IPPs
Distribution : ONE + Governmental companies +
Private Companies in big cities
Price of electricity fixed by Government
Now, No Feed-in-tariff for Renewables Energies

Laws about Renewable Energy &


Energy Efficiency in Morocco
Four new Laws about renewable energy and energy
efficiency are adopted in Morocco in January/February 2010 :
Law 13-09 to promote renewable energy. This new law
would modify the existing Decree of 1968 establishing ONE,
by authorising the production of electricity from renewable
sources by persons other than ONE.
Law 16-09 about new agency ADEREE for renewable energy
and energy efficiency. This law would replace the law 26-80
that created in 1982 CDER (Renewable Energy Development
Center)

Energy Efficiency in Morocco
Law 57.09 about new agency MASEN (Moroccan Agency for
Solar Energy) : Installation of 5 Solar Power Plants by 2020
with a total capacity of 2000 MW
New Law about energy efficiency is adopted by the
Government in february 2010 for :
Identifying throuth technical analysis the potential for
saving & prioritizing the sectors with hightest potential
Defining policy interventions to promote energy
efficiency e.g fiscal, financial incentives & regulations
Law 16-08 (12 June 2008) for self-generation by industrial
sites from 10 MW to 50 MW.

EnergiPro Programme
(Self-Producers wind programme)
Self-producers : Production & consumption of Electricity by
Industrials in the same site of the factory or in others sites.
Taxes of transport :
- 6 cDH/kWh (0.5 c/kWh) until 2011
- 8 cDH/kWh (0.7 c/kWh) from 2012
ONE Tariffs for industrials (Included Taxes) :
- Peak load time (17H@22H) : 1.3010DH/kWh(11.3 c)
- Normal time (22H @07H) : 0.9179DH/kWh(7.98 c)
- Off-Peak time (7H @ 17H) : 0.5649 DH/kWh(4.91 c)
Price to sell Extra energy to grid : 70 % of ONE-Tariffs
Guaranty of Electricity to industrials in each time from ONE
Wind Farms Programmed by self-producers until 2012 :

Morocco has an excellent wind potential mainly in the North
& in the South :
- Essaouira, Tangier & Tetouan with an annual average
between 9.5 & 11 m/s at 40 meters.
- Tarfaya, Taza & Dakhla with an annual average
between 7.5 m/s & 9.5 m/s at 40 meters.

Wind Atlas of Morocco published in 1986, 1995 and

National Energy Priorities & Strategy :
- 18 % of consumption of electricity from Renewable
Energy in 2012 & more than 20 % in 2020.
- Energy efficiency; 15% reduction in consumption by 2020
