taisakuh had as its objective the controlling of certain
organised criminal gangs. Once designated, the
activities of an organisation and its membership become
subject to tighter control and inspection. The three
largest designated crime groups are the Yamaguchigumi,

membership thought to be around 57,000.

They frequently forged 700 notes in one day, using
medical gloves which leave no fingerprint. Some forged
notes were sold to the head (35, presently in prison for
use of forged notes) and associates of the Inagawakai
gang Sanbonsugi family with its base in Shibuya,
Tokyo. Moreover, with the notes having been resold to
members of the Sumiyoshikai, the Yamaguchigumi and
the Inagawakai at a rate of 3000 yen each, they appeared
simultaneously on the market in all parts of the country.
It is thought that Ishigaki must have made profits
running to millions of yen at the very least.
There was the incident in January last year when a
48 year old Korean national living in Japan was arrested
on suspicion of using forged currency after 420 forged
10,000 yen notes were taken into a casino in Seoul. It is
thought he had received them from one of the henchmen
of the boss of the Inagawakai, Kazua Sanbonsugi.
The No 2 Section team consider that with talk of
Ishigakis forged notes spreading rapidly by word of
mouth throughout each gangs sphere of influence,
the notes would have materialised in every part of the
country.
