Officer honored for saving three lives last month


Council presents Evesham Police patrol officer Brian Strockbine with proclamation at April 12 meeting

In his 20 years with the Evesham Police Department, Chief
Christopher Chew said hes never
seen an officer have quite the
week-and-a-half
that
Brian
Strockbine had last month.
From March 8 to March 17,
Strockbine was involved in saving three lives across three shifts
as well as aiding in the arrest of
an attempted murder suspect.
To recognize Strockbines actions, which Mayor Randy Brown
described as courageous and
heroic, Brown and the township
awarded Strockbine with a special proclamation at Evesham
Township Councils April 12
meeting.
The first incident for which
Strockbine was honored took
place on March 8 when he was the
first officer to respond to a residence where a female on a front
lawn was reported as deceased.
Upon arrival, Strockbine found
the woman had no pulse and was
not breathing, and so he immediately began performing CPR.
After continuously performing
CPR on the victim for three minutes, the woman eventually
opened her eyes and began
breathing.

I believe I was there for about
three minutes by myself before
somebody else got there, which to
be honest three minutes doesnt
sound like its a lot of time, but it
feels like an eternity when youre

recalled the incident.
Once medical personnel arrived on the scene, the victim was
loaded into an ambulance and

began to provide officers with information that led to the arrest of


her husband on charges of firstdegree criminal attempted homicide, second-degree aggravated
assault and third-degree evidence

tampering.
You cant put into words what
it meant, Strockbine said. The
only thing I can compare it to is a

At the April 12 Evesham Township Council meeting, Mayor


Randy Brown and Evesham officials once again discussed the
negative financial impact they believe the potential closure of
Evans Elementary School would
have on the township as a whole.
In front of a packed room,
Brown outlined the loss of tax
ratables, municipal budget constraints and a potential housing

bubble he and officials believe


would all stem from the closure of
Evans.
Brown specifically spoke to a
decrease in property values when
he referenced multiple studies
that claimed neighborhoods affected by the closure of a school
experience a minimum decrease
of at least 10 percent in assessed
property values.
Brown said the township examined the Arrowhead, Tara and
Dominion neighborhoods near
Evans and found the neighborhoods had a combined property
value of $159 million.
With the Evans closure, Brown
said the township believed it was
looking at a possible property tax
loss of $15.9 million in assessed
value. Brown said that loss would
affect homes in neighborhoods
throughout town, as those with
homes in neighborhoods away
from Evans would have greater
difficulty selling their homes as
the homes near Evans would drop
in price.
This isnt an Evans issue,
Brown said. This is an Evesham
issue.
With the lower assessed home
values, Brown said lower appraised home values, more foreclosures and more tax appeals
would inevitably lead to higher
taxes for all residents, as the municipality would be forced to
make up its losses in revenue
elsewhere.
We just lived through the
housing bubble, Brown said.
We are about to create our own
housing bubble in Evesham
Township by doing this.
Township Manager Tom Czerniecki also spoke at the meeting about other methods through
which the township believed the

Evesham Township School District could save money related to


health-care costs associated with
the districts participation in the
states health benefits plan.
According to Czerniecki, in the
2012-2013 school year, the district
had $7.6 million in insurance
claims but paid a total insurance
premium of $8.6 million. In the
2013-2014 school year, the district
had $8.2 million in claims but
paid $9.2 million in premiums,
and in the 2014-2015 school year,
the district had $9.6 million in
claims but paid $10.2 million in
premiums.
Since the district has been consistently putting more into the
state plan than its been getting
out, Czerniecki said the district
should explore the possibility of a
modified self-insurance plan similar to what the township chose to
establish for its employees several years ago.
There is one area that they
could certainly evaluate to find
the resources to keep that school
open, Czerniecki said.
Leading up to the vote by the
Evesham Board of Education to
close Evans, district officials repeatedly outlined $1.4 million that
would be saved with the closure of
the school.
Superintendent John Scavelli
has said that money would then
help the district avoid future cuts
in programs and staff, which
would otherwise also lead to larger class sizes.
In the past, Scavelli has also
noted existing schools could easily absorb Evans students, as enrollment across the district has
been declining for more than a
decade.
District enrollment hit its peak
of 5,436 students in the 2002-2003
school year, but dropped to 4,440
students by this school year. Enrollment numbers are also projected to continue declining to
4,080 students by the current farthest projection of the 2020-2021
school year.

K-9 Ciko tracks down narcotics in vehicle


The following report is on file with the
Evesham Police Department:
On April 12 at approximately 4:30 p.m.,
Evesham police officers responded to the unit block of Columbia Drive for a suspicious
person investigation. During
the investigation, Evesham Police K-9 Ciko was called upon to
assist officers with the detection of nar-

cotics. Ciko was walked around the exterior of the suspects vehicle, at which time
he alerted officers to the presence of narcotics inside the car.
A subsequent search of the
vehicle by officers resulted in
the discovery of crack cocaine,
drug paraphernalia and illegal
firearm ammunition.
A male, age 56, of Philadelphia, was charged with third-degree pos-

police
report

session of crack cocaine and a disorderly


persons offense for possession of drug
paraphernalia. He was lodged in the
Burlington County Jail.
A female, age 39, of Philadelphia, was
charged with third-degree possession of
crack cocaine, fourth-degree possession of
hollow point ammunition and a disorderly
persons offense for possession of drug
paraphernalia. She was released on her
own recognizance.

Evesham Township plans shredding day for residents on May 14


Evesham Township will hold a shredding event for residents on May 14, 8 a.m. to
noon, rain or shine at the parking area of

was able to do, she was able to
give us some vital information as
to what happened to her.
The second incident for which
Strockbine was commended took
place on March 12 when Strockbine heard a report of an erratic
driver near the area he was on patrol.
While waiting at the next intersection where the driver was expected to appear, Strockbine noticed an accident in his mirror involving the driver he was waiting
for.
Upon arriving on the scene, the
interior of the vehicle was filling
with smoke and near catching
fire.
The victim, who was later determined to be suffering from a
diabetic attack, was unresponsive
to Strockbines commands and
unable to open the locked doors of
the vehicle. Strockbine was able
to break the passenger side window, unlock the doors and pull the

victim to safety so he could later


be transported to a hospital and
survive his injuries.
The third incident for which
Strockbine was commended took
place on March 17 when Strockbine was yet again the first officer
on location for a victim who was
not breathing. Once again,
Strockbine began CPR immediately on the victim, who was
eventually stabilized due to
Strockbines efforts.
Chew said that while Strockbine might be humble regarding
his actions, he wanted to praise
Strockbine for the strong impact
his actions had on Evesham as a
community.
On behalf of the entire police
department, I know for a fact that
Brian would do it again, and all of
our officers would do the same
exact thing each and every time,
but really Brian hes exactly
who we are as an organization,
Chew said.

On April 28 Evesham Township School District will be having its first grade round-up.
This day is designated to registering any incoming first grader
who will be new to the district for
the 2016-2017 school year.
Registrations will occur at any
time throughout the school day at
the childs neighborhood school.
No appointments are necessary.

receives silver medal for Russian essay
The 34th National High School
Russian Essay Contest was held
on Nov 18, 2015. Nationally, 49 students competing on the advanced
level received gold medals; one of
these medals was awarded to
Cherokee senior Zachary Fithian.
The 49 gold-medal essays were
then forwarded to Professor
Mariya Borisovna Kataeva at the
Pushkin Institute in Moscow for a
second round of judging.
On April 6, Fithian was award-
