A WORD FROM THE PRIME MINISTER,


HEAD OF GOVERNMENT

With the return of Madagascar to the family of nations, supported by the international
community, the Malagasy Government is continuing its efforts to strengthen development cooperation in accordance with the instructions of His Excellency the President
of the Republic.
The team which I lead is committed to taking the steps necessary to achieve the goals
set out in our National Development Plan, to coordinating and mobilising all of the parties involved using an agreed, optimal coordination mechanism, in particular by means
of sector and subject-specific platforms.
The coordination mechanism presented at the last meeting of the Strategic Dialogue
Group should allow resources to be harmonised and put to optimal use, so that such use can have a real and significant impact in the
regions and communes of Madagascar. In this regard, I am pleased to present this bulletin which is, among other things, an essential
tool for communicating, raising awareness and informing all those involved in or benefitting from cooperation activities of recent
developments. It will highlight the major trends, on the basis of the data which we share in it. This initiative is part of Madagascars
implementation of its international commitments in relation to transparency and cooperation effectiveness.
Finally, I would like to express my thanks and encouragement to all of the key personnel at the Office of the Prime Minister and to
all those who have contributed to the preparation of this periodical bulletin. I encourage you to continue your involvement and to
remain at all times attentive in analysing and monitoring our actions to achieve tangible results for the benefit of the Madagascan

With regard to aid projections, the


available data suggest a projected disbursement level of around
US$575 million for 2015 and
US$382.3 million for 2016. For the
time being, these projections do
not provide information as to the
sources of funding for multi-donor
projects or programmes.

corresponding to Madagascars
effective return to constitutional
order.

The recorded volume of aid disbursed in 2014 was greater (by


36%) than at the beginning of the
crisis, standing at US$579 million.
There was no significant variation
in this figure in the intervening
period, with aid volume reaching
its lowest level in 2012, before rising again as a result of the combined efforts of all of the relevant
parties towards a return to constitutional order.

to commit funding at the beginning of each financial period. According to the information available, whilst 62% of aid in 2009
was not disbursed until the end
of that year, the situation improved to give a figure of 27% of aid
in 2013.

Following the crisis, the suspension of budget support by Madagascars principal partners, in 2009,
led to a significant reduction in the
volume of aid provided. Partners
suspended new programmes,
as well as the work of major projects managed by or through the
Government. The majority of that
work was carried out by independent agencies, in particular
through INGOs.

BREAKDOWN OF AID BY SECTOR AND BY DONOR

The countrys principal multilateral partners are the World Bank, the
European Union, the United Nations,
the African Development Bank and
GAVI. Together they were responsible
for 95% of multilateral contributions,
representing almost 74% of total disbursements in 2014.
Japan, Norway, Germany and Switzerland made total disbursements of almost US$44.3 million. In terms of bilateral cooperation, US$63.6 million of disbursements were made in the context
of USAID-funded programmes. In addition to its decentralised cooperation

activities, France disbursed US$23.8


million through the programmes and
projects supported by the AFD (French
Agency for Development), the FFEM
(French Global Environment Facility)
and the SCAC (Department for Cultural
Cooperation and Action).
The support provided was notably
concerned both with the general
strengthening of governance and
more specifically with joint efforts to
restore constitutional order. Aid for
these purposes amounted to almost
US$148.5 million. However, significant disbursements continued to be
made in the context of social projects
and programmes, in particular those
designed to improve public health
(US$146.8 million) and education
(US$60.3 million).

PROJECTED DISBURSEMENTS
The AMP database currently contains
more than 1,000 projects on which
information is supplied directly by
development partners themselves
(by means of online data entry and
the submission of electronic files).
This national aid database (see www.
amp-madagascar.gov.mg)
is
managed by the Office of the Prime
Minister and records all of the activities (projects and programmes) of
Madagascars development partners,
both countries and organisations.
The data provided are constantly
evolving to meet users requirements,
in particular by moving towards a
genuine regional breakdown of data
and improving aid predictability.
With regard to the latter, information on projected disbursements is
increasingly sought by users. Such
projections, however, continue to
present a challenge.
This year, US$575 million of aid will
be disbursed, according to our principal partners, and a large part of this
amount will come from multilateral partners. France, notably, is pre-

dicting an overall disbursement of


around US$62.2 million.
According to the information in the
database, the projected disbursements for 2016, of around US$382.3
million, consist largely of funding
pledged by multilateral partners.
The World Bank anticipates disbursements of around US$146.5 million
in 2016. The United Nations believes
that it will be in a position to make
disbursements of almost US$103.3
million through its various agencies,
in the context of the implementation
of the current UNDAF. As to bilateral
partners, projects and programmes
funded by Germany represent
US$12.4 million of projected disbursements.
It should be noted that when the
projections are submitted, they do
not look at the question of sources
of funding for multi-donor projects
or programmes. Cases such as these,
which could lead to double-counting, are dealt with by reference to future submissions to the Office of the
Prime Ministers centralised database.

Could you please tell us what are the


main types of support which the IMF
has given to the country since its return to constitutional order?
The main types of support which the IMF
has given to the country since its return
to constitutional order can be divided into
three categories:
the first annual article IV consultation, which
assesses the countrys economic health;
financial assistance of US$47.1 million to
support the balance of payments, covering the period from June to December
2014 and made through the Rapid Credit
Facility (RCF) programme; and a number of

technical assistance missions for the benefit


of the Ministry of Finance and Budget and
the Central Bank of Madagascar, in various
fields, such as tax, public spending management, statistics, monetary and exchange
rate policy and central bank legislation, and
capacity building for the management personnel of these institutions in the form of
training on a variety of themes, delivered
online or on-site at the Regional Center for
Technical Assistance in Mauritius.
What support does the IMF plan to
give to Madagascar in the short and
medium term?
In the short and medium term, the IMF
plans to support Madagascar through a
three-year programme called the Extended
Credit Facility (ECF), providing funding of
around US$220 million. The ECF was set
up to make payments under the Poverty
Reduction and Growth Trust, as part of a
wider reform to make the IMFs financial
support more flexible and better tailored
to the countrys needs. Negotiation of

this programme is already underway and


its implementation will be accompanied
by technical assistance to improve the
countrys capabilities in relation to the implementation of the reforms identified in
the programme.
What is your analysis of the countrys
economic and financial situation in
2015?
For the time being, the countrys macroeconomic situation remains relatively stable.
However, implementation of the budget is
still problematic, as the authorities are still
facing numerous challenges, in particular
in relation to revenue collection and public
spending. Fiscal performance has so far
been disappointing. Added to this are the
problems related to the various State-owned companies which are placing an unnecessary strain on the budget by preventing
a more efficient use of resources. Unless
this on-going issue is addressed, there is a
risk that the countrys macroeconomic stability will be compromised.
