JOB SPECIFICATION

JOB TITLE:

Electrical Engineer

LOCATION:

Saudi Arabia

JOB PURPOSE / SCOPE


The Electrical Engineer will be responsible for electrical activities associated with commissioning and startup of electrical equipment and systems associated with a 1650 MW Combined Cycle Power Plant. The
plant is equipped with 6 GE 7F-5 gas turbines, 2 GE steam turbines, 8 generators and associate BOP
equipment. Responsibilities will include commissioning and start-up of electrical equipment, including GSU,
GIS, aux transformers, high voltage, medium voltage and low voltage switchgear, analysing test data and
providing recommendations. The Electrical Engineer, will be expected to perform these activities without
oversight from senior personnel. Working knowledge of utility power plant systems and large transformers
and generators is mandatory.

DUTIES AND RESPONSIBILITIES

The Electrical Engineer, you will be responsible for commissioning and start-up of high voltage,
medium voltage, equipment and day-to-day electrical issues.
Review commissioning and start up strategies for electrical equipment, monitor work activities to
ensure effectiveness and adherences to scope and Electrical Standards. Ensure spare parts
descriptions are correct for critical equipment.
Lead development and review of site procedures and engineering standards.
Review design basis for interlocks, electrical power distribution, area classification, and National
Electrical Code compliance, and/or all governing or adopted codes, as needed.
Review, and approved electrical specifications and design drawings/calculations within scope of
the project.
Provide technical suggestions for engineering contractors on electrical power systems.

Review system definition and P&IDs boundaries.

Obtain the Commissioning managers alignment regarding the system boundaries and MC dates.
Participation in the review of P&IDs and control strategies in view of commissioning, start-up and
safe operation of the power plants.
Perform pre-set to Work check out of system for safety, and technical readiness.
Preparing the system for Set to Work (switchgear positions prior to start up & during start up, exc)
Perform all pre-Set to Work inspection, complete & sign off all appropriate forms.

Identifying problems and shortcomings with existing systems.


Co-ordinating testing and commissioning activities and providing advice on testing and
commissioning procedures and documentation.
Producing or assisting in the production of all tests and commissioning documentation.
Undertaking testing and commissioning activities in line with the specified site requirements.
Monitoring progress, recording all test results, witnessing final testing and acceptance of equipment
and compilation of all documentation for inclusion in the site test dossier.
Ensuring the safe testing and commissioning of completed installations to achieve the necessary
plant performance in accordance with project programmed requirements.
Manage the work of the equipment suppliers rep. in site startup activities and execution of Site
Acceptance Testing (SAT)
Support each system that is turned over, providing supplemental knowledge and technical support
during the dry run of the draft commissioning
Reviewing and commenting on operating manuals and start-up procedures.
Verification that equipment and systems are mechanically complete.
Work closely with the PTW and LOTO supervisors and have a good understanding of these
procedures.
Prevention of hazardous conditions for personnel and equipment.
Support each system that is turned over providing supplemental knowledge and technical support
during the dry run of the draft commissioning;

PERSON SPECIFICATION
Skills Requirement:

Excellent written and oral communication skills, organizational and planning skills, facilitation skills,
computer skills and the ability
Must be proficient in English, with the ability to present information in written and verbal formats.
The Electrical Engineer must be proficient with computer and capable of generating grammatically
correct reports.

Qualifications:
Bachelor's degree in Electrical Engineering in an accredited program
Experience:

Minimum requirement for this position is 10 years experience within a large power plant facility, as
an Electrical Engineer.
Experience with power plant design and project engineering, or utilities a plus.
Experienced in Generator testing and synchronization, including GIS, SCADA,
132 KV, 380 KV, transformers and medium voltage electrical switchgear.
Experienced with Emergency Diesel Generator commissioning test.
Mastery of the theory of operations of major equipment and a working knowledge of high voltage
and medium voltage electrical distribution systems.
Knowledge of a variety of test equipment and test methods employed to test and troubleshoot
electrical equipment.
