THE NORMS OF CONDUCT FOR PUBLIC OFFICIALS AND


EMPLOYEES
1. COMMITMENT TO PUBLIC INTEREST

REFLECTION FOR DEEPENING


How can you show your commitment to public interest?
Government officials and employees at all times maintain public
interest over and above personal interest. I can show my commitment to
public interest by doing the following: report or come to office on time;
serve the client or people efficiently & effectively that when they leave
the office they are satisfied with my service; with regard to office
property, I will use it properly or handle it with the diligence of a good
father of the family; prioritizing people with disability, senior citizens
and pregnant women; always maintain cleanliness in the office by
disposing the garbage properly; and lastly I will recycle office supplies
like for example the back portion of the used bond papers can be cut into
one-fourth or one-eight pieces and can be used as writing materials.
2. PROFESSIONALISM

How can you become more professional? How can you improve the work
you do in the office to improve your service to the public?
Employees in the government shall discharge and carry out duties and
responsibilities with utmost professionalism, excellence, intelligence,
devotion, and dedication to duty.
I can become more professional if I pursue additional trainings or any
grants in relation to my field of work. I will attend seminars which
enhance and upgrade my professional growth.

I can improve the work I do in the office to improve my service to the


public by seeing to it that I discharge quality of work. This quality of
work or shall we say the output of my work can be achieved if I possess
specialized knowledge and skills in the performance of my work.
3. POLITICAL NEUTRALITY

How can you put into practice political neutrality?
I can put into practice political neutrality by giving service to the
people without discrimination. I will avoid partiality in the exercise of my
duties particularly in dealing between two competing groups. I will refrain
myself from participating actively in political campaigns. I will not favor
any individual or group because of his/her political party affiliation.
4. JUSTNESS AND SINCERITY

Can you recall an experience when your honesty was tested? Or when
you became a victim of dishonesty?

your work?
I conclude from my experience that no good things will come to those
who are dishonest.
Honesty is the best policy. Honesty in work is vital that all employees
should know. Honesty in government service is likewise essential for the
effectivity in working for the public welfare.

Being just and sincere are virtues which employees must possess to
remain true to public at all times. To be just and sincere means to serve
people without discrimination.
I can also show justness and sincerity in the performance of my work
by serving them just like everybody else, regardless of their creed, religion,
and their status in life. I will serve people without discrimination and in a
holistic way.
5. RESPONSIVENESS TO THE PUBLIC

How can you show Responsiveness? What realization did you gain from
this session? List down below your answer.
Employees in the government must show responsiveness to the public.
A public servant always bears in mind the saying mamayan muna, hindi
mamaya na.
I can show responsiveness by taking action immediately whatever the
concern of the clients in relation to my office where I am connected. I must
serve them just like everybody else regardless of where they come from,
how they look or how they dress, regardless of position, rank or status and
religious affiliation.
My realization that I gain from this session are as follows:
1. An employee who has awareness of other peoples need with the ability
to give appropriate assistance to such needs shows responsiveness to the
public.
2. Responsiveness can be shown to an employee if he/she is being aware of
socio-economic conditions of the country, especially in the remote area.
3. A social conscious person possesses a level of understanding which is
deeply rooted within him/her.

6. NATIONALISM AND PATRIOTISM


My feelings as a Filipino
I feel happy because I am a Filipino. I am proud also to be a
Filipino. I love my country and my co-Filipino. But inevitably, I feel
unhappy, not contented and even disgusted about being a Filipino.

I. How do you feel now for the country? Do you now feel a sense of pride
for her knowing how powerful Filipinos are as people? How would you
show your love for her? How much do you care about her? Write your

I feel happy for my country. I am happy because of the development
and progress that we experience now.
Likewise, I feel now a sense of pride about those powerful Filipinos
who placed Philippines at the top. I feel sense of pride as well about our
beautiful places which are being visited constantly by tourists.
I would show my love for her by doing these: I will obey the laws,
patronize own products, always keep my place clean, serve people with
utmost diligence, vote in an election and other good deeds.
I care much for our country. This is my native land, thus, I will
defend her against those who take advantage and show disrespect on her.

There is one dream that all Filipinos share;


that our children may have a better life than we have had.
So there is one vision that is distinctly Filipino;
the vision to make this country, our country, a nation for our children.

importance of democracy in a free and just society?
A HUMBLE nation where humble people reside, a kind of nation
where great leaders are likewise great followers. No one could ever feel
oppression and discrimination because humility among people exists. No
one is left behind for all for one, one for all.
