Amid unfaltering job losses and a fiscal roller-coaster of fluctuating oil prices, the provincial government went steadfastly into the red
to combat Albertas economic downturn with
the release of a budget that plunges the province into billions of dollars of debt, exceeds the
governments own legislated debt ceiling, and
already prompted a credit rating downgrade.
The New Democratic Partys (NDP) budget,
released last week, shows plans to borrow billions of dollars for operations, and propels the
government into a $57.6 billion debt by 2019.
With steady spending over the next three years,
Alberta will brace itself for a $10.4 billion deficit by the end of this year.
While the government kept their promises,
refraining from introducing a provincial sales
tax, continuing to funnel money into the $34
billion five-year infrastructure program, and
providing funding for the previous governments plan of school modernization and construction which includes Strathmores new
school in Edgefield the NDPs spending spree
fell flat on impressing the official opposition.
Despite being promoted as the Alberta Jobs
Plan, the budget only sets aside $250 million
over a two-year span for job creation, introduces a carbon tax effective Jan. 1, 2017 that will
cost the average family between $500 to $1,000
a year, and shelves the campaign promise to
reduce mandatory school fees.
This is entirely what we expected the
NDP were going to break promises either way,
said Wildrose Shadow Finance Minister and
Strathmore-Brooks MLA Derek Fildebrandt.
They were either going to break their promise to balance the budget by 2019 and not take
on nearly as much debt, or they were going
to break their promises around massive new
spending programs. Obviously they decided,
from their perspective, new spending programs were a more important promise to keep
than pertinent financial management.
Last fall, the provincial government set the
debt-to-normal-GDP ratio at 15 per cent. Yet
the budget foreshadows those numbers to hit
15.5 per cent by 2019. In light of the details
released, the credit rating agency Dominion
Bond Rating Service (DBRS) downgraded the
provinces long-term debt rating from triple-A
to a high double-A.

Longtime CAO retires after two decades

It was a testament to Dwight Stanfords leadership, work ethic, and his
24-year reign as chief administrative
officer for the Town of Strathmore
when over 130 people gathered on
April 15 to celebrate the man who will
bid adieu to the position and enter
into retirement this Friday.
April 22 marks a bittersweet day
for Stanford who has seen the town
grow from 4,000 people to a population of nearly 14,000, dealt with seven
different councils, and even made history when he became the first person
Canada-wide to receive the Canadian
Association of Municipal Administrators Distinguished Service Awards for
40 years serving as a CAO.
With nearly a quarter-century of experience under his belt, Stanford felt
it was time to spend more time on his
farm and his exceptionally large family, and therefore announced his retirement last year.
I feel good about the things that
have happened and what council have
helped do and make all these things
possible, said Stanford. Every council
is different and in what they wanted,
but over the years theyve all been
unanimous that they want growth and
development, which makes it positive.
Looking back over the years, Stanford
recalled several highlights throughout
his career that include the $52 million
waterline from Calgary, a new wastewater treatment plant to replace lagoons, a much-needed water reservoir
on Wildflower Road and working with
various developers and numerous area
structure plans. While he has worked
with numerous councils with various
agendas since being hired by former
Mayor Keith Schneider, Stanford said
the current council focused on the development of more pathways, protect-

ing the environment, and acquiring


more money from the government for
roads, water, and sewer projects.
Stepping in to fill his shoes, former
High River CAO James Thackray will
officially settle into the position on
April 25. Originally from British Columbia, he started in his first administrative job in 1996 and plans on getting acquainted with Strathmore, the
staff, and its issues by listening and
working together.
I hope I can honour Dwights legacy and keep it going, said Thackray.
Dwights a tremendous guy I really
have the highest regard for him and if
I can be half as good, hopefully thatll
be a good thing. I like the way he rolls;
lets get it done. Its a cool time to be in
Alberta and a cool time to be in Strathmore.
Stanford, a father of eight and
grandfather of 27, grew up in southern Alberta and attended universities
in Oklahoma and Texas, and Brigham
Young University, where he received
his Ph.D. in business administration.
He returned to Canada to work with
the federal government as supervisor
of budgets and administration for air
control in Edmonton. Since then he
held jobs all over Canada, including
Toronto, Kamloops, Regina, and the
County of Vulcan, as a county manager,
town manager, auditor, and director of
business development before accepting the CAO position in Strathmore.
Numerous local residents attended
the invitee-only retirement party in
honour of Stanford last week, including approximately 14 guest speakers
such as MP Martin Shields, Councillor
Bob Sobol and Councillor Denise Peterson, and Wheatland County Reeve
Glenn Koester to name a few.
Im going to miss a lot of things,
said Stanford. Im going to miss my
staff big time, and Ill miss making lots
of important decisions. I helped get a

4(c) No person shall allow:


(i) a Recreational Vehicle in a front yard
for longer than seventy-two (72) hours in
any one hundred and sixty-eight (168) hour
period;
(ii) a Commercial Vehicle of gross weight
exceeding five thousand five hundred
(5500) kilograms to be parked in a yard in a
residential district for longer than twenty
four (24) hours to load or unload the same;
(iii) a motor vehicle, Commercial Vehicle,
or Recreational Vehicle to be parked in any
yard in such a manner that in the opinion
of a Bylaw Enforcement Officer, the line of
sight for vehicular and/or pedestrian traffic
is impaired to the point where it constitutes

an unsafe or hazardous condition, or it


constitutes any traffic hazard, or any public
safety hazard;
(iv) parking of any motor vehicle (including
automobiles, trucks, boats, campers,
Recreational Vehicles, and motorcycles)
on any portion of a front yard or side yard
except on an area that is graveled or paved.
A paved surface may consist of cement,

Selling sugared soft drinks is big business.

A year after its conception, a new initiative is finally taking shape, encouraging women to become financially
involved with a local charity, have fun,
and strengthen their voice in a sport
that until now has been predominantly
male-dominated chuckwagon racing.
Sweet Cheeks, the brainchild of
Strathmore and District Agricultural Societys Director Gwen Schneider, came
to fruition this year when Schneider attended the 2016 WPCA tarp auction at
the Grey Eagle Casino in Calgary and
secured a driver for the cause.
The initiative aims to garner the involvement of Strathmore women and
those in the surrounding areas to donate $250 for the exchange of their
name on the tarp and to become part
of a core group with decision-making
rights; especially regarding the charity
recipient of excess funds.
This is about women wanting to do
something great in the community,

done, women get together, they go as a
group, and they get it done. Everybody
likes to have fun, but if you can have
fun and help others at the same time
that makes it all the better.
Fourth generation chuckwagon driver Cody Fraser, who is following in his
father Rick Frasers footsteps, will be
racing for Sweet Cheeks at this years
Strathmore Stampede.
Having acquired the prospective athlete for $3,250, the money raised will
be allocated to recover the $1,000 cost
of the tarp and recoup the cost of the
driver. However, Schneider hopes that
donations will reach beyond the initial
costs and be redistributed to a local
charity such as the Wheatland and Area
Hospice Society.
Those women pledging the $250 this
year will be the only ones with their
name permanently displayed on the
tarp.
Gwen wanted to do this for the last
two years, so this year she bit the bullet to bid and got a driver, said Judi
Wilson, a volunteer and former director
of the Strathmore and District Agricultural Society. The core group would
be able to make all the decisions concerning charities and the extras. But if
you dont get in on it as a core group
this year, theyve lost their chance.
While the target group is focused on
women, anyone can make a donation of
any amount to the cause and be considered an associate. Although Schneider
realizes that $250 can be a large sum of
money for some people to dish out, she
hopes that families or womens groups
will pool their resources and sign the
tarp under the group or family name.
Next year we will not have to buy
a tarp, which makes things a little
cheaper, but we still need to invest
in our rodeo and chuckwagons, then
find the charity that is in the greatest
need, Schneider added. If we have
100 women or maybe even 200 who
donated $100 we could do a lot of different charities. Sweet Cheeks will be
about women who want to have fun,
who care, and are always on a mission
to help others.

Wow, what a year! Since I was here
last, the summer of 2015, a lot has happened both personally and in the world
around us. Personally, I find myself going into my third and final year of my
journalism degree at Mount Royal University.
I grew more as a person and a journalist finding the issues I was interested in. I became more outspoken and
outgoing although my shyness still
remains. I unfortunately didnt get to
write too many stories this year, although I did do some coverage on the
federal election for one of the universitys papers. I did, however, learn to
tell stories in different formats like a
podcast and video.
When I left the Strathmore Times last
summer I left with a new sense of accomplishment, having managed to survive the rather scary world of journalism.
I also realized that while I had
learned so much, there was still so

NDP spends off the debt cliff while sticking families with carbon tax

The NDP budget released this week throws caution to the
wind in its reckless fiscal plan, and punishes families with a
$3 billion carbon tax.
Driven by a decade of overspending, Alberta has already
run eight consecutive deficits under four PC premiers and
one NDP premier. Albertas net financial assets have declined
by $65 billion since 2008 - a staggering balance sheet meltdown that should shock Albertans.
With a consolidated deficit of $14 billion this year alone,
Albertas debt will reach at least $56 billion by 2018. The

It is official. Our Comrade George Freeman was awarded the Knight of the French National
Order of the Republic of France. It was a very memorable afternoon, last Friday. Congratulations Comrade Freeman. We are indeed very proud of you!
I just received an article which was written by a Veteran who is now a journalist. It was
sent to me by a Veteran of our Legion, who is also a good friend. The article was all about how
bad the Legion is and why the writer will not join. It was very sad and horribly to the point,
and then I read the comments that over a 100 people made, for and against the Legion. Our
Strathmore Legion is very fortunate with its president, Comrade Jenny Schumann. She is an
Associate member who simply cannot do enough for her Veterans. She is a Life Member for
her exemplary work for the Legion. I have been an Associate Legion Member for 20+ years,
and Legion secretary for most of those years. My father, who passed away last year, was a
WWII Veteran. My husband is a Veteran who served after the war. Our wonderful executive if
made up of Veterans, Associates and Affiliates who will do whatever they can for the Veterans,
whether they are members of the Legion or not. A Veteran is a Veteran. My point here is, that
you dont have to be a Veteran in order to belong to the Legion and become a part of it. What
I would like to know is this: how many of you who read this article, think detrimentally of the
Legion? How many of you have had bad experiences with ANY Legion, and will never go

your experiences, good or bad, with this or any other Legion you may have had. If you would
prefer to write a letter, please drop it off or send it to the Legion, to my attention only. I will

is digging is real cause for worry.
However serious this problem is, it was entirely avoidable. Governments of different partisan
stripes over the last decade refused to heed calls
for spending restraint, and we are now reaping
the consequences.
While the Wildrose called for $2 billion of
spending reductions from 2015 levels, the NDP
will forge ahead with huge new spending increases of $6.5 billion over the next three years.
Under former Premier Alison Redford, Ralph
Kleins strict controls against excessive government borrowing were repealed, and replaced
with weaker controls that contributed to the current state of our finances. Last November, Premier
Rachel Notley watered down these already weak
controls even further, raising Albertas legal debt
ceiling to 15 per cent of GDP.
After just five months, the NDP are already projected to break their own debt ceiling law, and
quietly announced that they will repeal it in order
to make this budget legal.
Having no debt limits whatsoever will put Alberta on course for yet another costly credit
downgrade.
Even without another credit downgrade, debt interest costs will reach $2 billion per year by 2018,
making it the most expensive branch of government after health, education and social services.
As much as the NDP may dismiss these facts
as academic balance sheet issues, they have real
consequences for Albertans.
Higher debt interest costs will be passed on
to Albertans, costing the average family $2,000.
Thats $2,000 a year that will only pay interest
on the governments credit card, without a single
penny of the principle.
In addition to reckless borrowing, the NDPs
budget will impose the single largest tax increase
in Albertas history. The Carbon Tax will ramp up
starting in 2017 and raise $9.6 billion over five
years, costing the typical family roughly $1,000 a

year. The rebate cheques will cover less than half


of this cost, ignore the higher costs to electricity and consumer goods, and exclude an Albertan
with an income higher than $51,000.
Now what is all of this borrowing and new taxes
going towards? Mostly, new bureaucrats and government slush funds.
More than three quarters of the Carbon Taxs
$9.6 billion in revenue will be directed mostly to
a series of corporate welfare subsidies and spending programs that the NDP hope will be able to
entirely reform our power grid in just a few short
years. Its a risky gamble on an experiment that
has yet to work in any other North American jurisdiction.
Most of the borrowing will go to paying for the
already bloated size of government. Rather than
put forward a serious job creation plan for the
private sector, the NDPs budget hires even more,
high-priced bureaucrats to staff the governments
ranks.
Instead of increasing spending by $5 billion
over the next three years, the Wildrose presented a 10-point spending reduction proposal that
would generate $2 billion in savings this year
while keeping essential services intact. Given that
our government spends $2,000 more person than
BC and Ontario thats $8 billion in added spending annually - finding meaningful savings every
year while holding the line in general is the only
responsible way to address our fiscal crisis.
Carbon taxes and massive debt is not the answer. The NDPs 2016 budget is hugely irresponsible and imposes punishing new costs on families
today and promises even more in the future. The
Official Opposition will hold them to account and
continue to propose solutions to undo the damage.

NDP go heavy into red

According to the Wildrose official Opposition,
members had warned the NDP about a decline in
credit rating and surpassing their own debt ceiling.
We did not expect them to blow through it in
just five months and have to repeal it that fast,
said Fildebrandt. This is grossly irresponsible and
its going to mean billions of dollars of debt placed
on future generations. I think that taking on $56
billion of debt in just three years is not just bad
financial management, its morally repugnant.
However Joe Ceci, the president of the treasury board and minister of finance, defended the
budget publicly, arguing it embodied the partys
priorities such as quality education and adequate
and timely health care. He further stated that the
plan will move Alberta forward and was inspired
by its people.
Today our province faces a choice, Ceci said.
The first option is to slash and burn vital programs and services that Alberta families count on.
This means laying off nurses and teachers. This is
the wrong path; it moves us backwards. Instead
well carefully manage spending, ensuring were
spending every tax dollar wisely. Budget 2016 is
designed to support Albertans as we face a oncein-a-generation economic downturn.
During his speech Ceci emphasized four areas
of the Alberta Jobs Plan: supporting families and
communities, investing in infrastructure, support-

ing Alberta businesses, and diversifying the energy industry.


The NDP is also introducing a carbon tax that
Albertans will see implemented at gas pumps
and on their heating bills starting next year. The
government said rebates will be offered to singles earning a maximum of $51,250 and families
with two children making no more than $101,000.
While the money is expected to be invested into
green infrastructure, clean energy research, and
energy efficiency programs, Fildebrandt called the
levy an extreme environmental program designed
to seize more taxpayers dollars, while rebates
wouldnt come close to compensating the average household. Furthermore, he called the NDPs
$250 million job creation announcement a joke,
referencing the governments first job subsidy
program, which he said was cancelled.
According to Ceci, the government aims to have
the budget balanced by 2024. However, with an
expected $10.1 billion deficit next year and an
$8.4 billion drop the following year, the official
opposition remains doubtful.
Were going to fight it tooth and nail as the official opposition and were going to have to clean
up this financial disaster if were government in
three years, Fildebrandt said. In the meantime
the NDP are doing what they do everywhere else
if they get into power. Theyre going to smash and
grab taxpayer money and run up debt right now
and let someone else clean up the mess and do
the hard work later.

So, once again Spring has sprung I know theres
an old poem by Ogden Nash about that, but Spring being sprung also means that I (once again) am on a path
to lose weight! Rather than bore you with my plan, I
thought Id show you the e-mails I have to send out.
So, here we go:
Dear Doc, Ive bought that dumb book you recommended on how people are too hooked on meat, and
need to switch to fruits and vegetables. I just want you
to know that while the book has some great ideas
I still hate it.
Dear Brennen, Abbey, Breanne, Kody, Sheldon,
Steve, Bob, Brad, Ken, Richard, James, and Gerald I
cant come out to play much anymore, and if I do, Im
supposed to try lemon water and a salad, or greens.
Greens thats what my supper used to eat, as in beef,
as in cattle! I hate greens.
Dear Feet, I know youre there, its just that sometimes when I stand and look down I dont always
see you anymore! I hope that in the next month or so,
Ill be able to see you more often!
Dear Scale, you suck. I can see you in my mind,
and youre always on it, which is weird because I hate
you so much! You always let me down, and always
give me bad news! You need to change your attitude,
mister!
Dear Willpower, its been a long time! Whereve
you been? I havent seen you in about seven years! I
need you to try and take the next train, or whatever
you travel by nowadays and help a fella out! I know
you probably have others you need to help, but come
on, I havent used you in a long time!
Dear Treadmill, Im sorry you sat collecting dust
these last months, and Im sorry the weathers so nice
I wont be on you for a while (that sounded pretty
bad, when I think about it!). Im also sorry I used you
to store stuff on, like coats my marking! Ive also got

Dear Sweat, you and I are going to be really good

friends starting today! Weve been apart for quite


awhile, but I think its time we got reacquainted. Yeah,
I know we havent really missed each other, and I really dont like you that much, sweat but we have to
work together. We have to put our differences aside for
the next while!
Dear Runners, like Treadmill, I have to apologize
for whats about to happen to you! I have to go waddling and thundering along the pathways, and you
have a big job! Its like that old Beatles song that goes:
Boy, you gotta carry that weight, carry that weight a
long time. I know its gonna be rough, but hey, youve
had it pretty easy for a long time! Youve been sitting
on Treadmill doing nothing for months now! Suck it
up I have to!
Dear Second Helping, Im sorry, but were through.
Its not you, its me. Im just not good enough, you can
do so much better! Im sure there are plenty of nice,
middle aged guys you could be with. Someday, youll
thank me for this. Maybe not now, or tomorrow, but
someday, youll find that special guy wholl be with
you always, and always count on you! Dont look back,
I want to remember you just like you are a second
helping of roast turkey, stuffing, and buttery mashed
potatoes. Go now, before I change my mind, and we
both grow to hate each other! Sniff, sniff sob!
Dear Pie, our friendship is over! You have fooled
me for the last time with your sweetness, and taste,
and goo! Im done!
Dear Pizza, no matter what you may have heard
from the others I can never leave you! You had me
at hello well actually, you had me at Mozzarella,
Cheddar, and Provolone! I know youre like that Bryan
Adams song that goes, Im gonna run to you. But I
cant help it! We have to stay together. I guess while
were on movie and song lines, theres one last line for
you and me Pizza I wish I knew how to quit you!

Having played in Gleichen and Lyalta previously, the two-piece folk band
The Great Plains will soon be coming
to Strathmore to woo the audience with
their music.
Darrel and Saskia Delaronde have
been playing music for many years, either in separate bands or in some kind
of a combination. As these other musical
bands split apart the two found themselves to be the last ones standing and
came together to form their own group.
Saskia jokes that that the pair worked
well together and it was a good thing
that they liked each other, too.
They enjoy playing in smaller towns
because of the cozy atmosphere. The
band takes their name from the vast expanse of land and people that help to
inspire their music
This area has always been one of our
favourite places as far as Alberta people
go, said Saskia. They make it a community event and that is why we love

playing in places such as Strathmore.


When it comes to creating their music, both are multi-talented. Darrel plays
guitar, sings and writes, while Saskia
plays bass, guitar, the penny whistle and
sings. For them it is all about making the
best kind of music for their fans; their
sound can best be described as folk music with an infusion of Celtic, country
and rock vibes. Because of this wide
range the Great Plains have an easy time
adapting to their audiences.
The show is very impulsive and fun
and we have a little bit of an outline but
we look at the audience and see what
jives with them, said Saskia.
She added that younger generations
find themselves enjoying edgier folk
songs while an older crowd can sing
along with songs that best represent
them.
The show will take place at the Strathmore United Church on April 29 at 7
p.m. Tickets will available at the door

REMEMBERING OUR ROOTS ~ Bryce Dougan

Bryce Dougans great-grandfather Arthur Dougan was born in Belfast, Northern Ireland in the early 1800s, and family history shows he married Margaret
Elizabeth Stanley, who had been born in
Wales.
Henry Dougan was born in
Napanee, Ont. in mid-1800s,
and married Maria Thompson
in 1890, at Glenwood Springs,
Colo.
Bryces
great-grandfather
on his mothers side was William Hill Taylor, born in Northern Ireland in 1842, one of
six brothers. He married Martha M. McKinny at Bushmills,
Northern Ireland in 1873. His
grandfather, John Taylor, was
born at Ballymoney, Northern Ireland in
1878, and married Matilda Arthur, who
had also been born there. After crossing
the Atlantic by ship, they arrived in Halifax in March 1911, and continued their
journey west by train. John suffered with
asthma, and moved to Southern Alberta
for the climate. Additionally, free land
was available for immigrants, from CPR
and the Government of Canada.
Donald Stanley Dougan (Bryces dad)
was born in 1918 at Denver, Colo. He
married Annie May Taylor, a teacher at
Nightingale School, who, having been
born in Ireland, had moved to Alberta with her family at the age of four
months. Their wedding was held on
May 28, 1938 and they had three sons,
the first born being Donald Bryce Dougan born Jan. 21, 1940. He lived on the
family farm at Nightingale, and attended
school here through Grade 5, then attended school in Rockyford through

Grade 10. This was followed by a correspondence course on mechanical engineering.


In 1963, Bryce married Irene Shrumm,
who was born in Coaldale in September
1937. She was an elementary teacher at
Samuel Crowther School in Strathmore.
They met at Strathmore United Church.
This wedding produced one daughter,
two sons, and now seven
grandchildren and one greatgrand-daughter.
When Donald Dougan became unable to look after the
farm due to ill health, Bryce
took over. This was a mixed
farm with cattle, hogs, grain
and hay, and is still operated
today by his son Alan and
grandson Jared.
Bryce and Irene were Charter Members, and the first
President Couple of the Wheatland
Whirlers Square Dance Club in Strathmore, formed in 1974.
He was a church elder at the United
Church for 30 years. In 1970, he became
a member of Strathmore Lodge #53, and
served as Worshipful Master in 1977, followed by Grand First Principal of Royal
Arch Masons in 2003, and is now a Shriner with Big Country Shrine in Bassano.
Of interest to my readers: Strathmore
Lodge provided financial support to
Woods Christian Homes in Calgary, for
a number of years.
He has made a number of trips to the
Middle East, and in particular to Jordan,
with Samaritans Purse, providing muchneeded aid to the residents of this war
torn country.
The major changes he has seen in this
area include the influx of acreages, the
population growth, and the improvements in surrounding highways.

When presented with a challenge, theres not much that can
hold Megan Fachini back.
Thats why in just over a months
time, the Strathmore local will
brave terrain, test her strength
and agility, and push her mind to
compete in the strenuous Woman2Warrior obstacle course that
requires those participating to lift,
climb, jump, and crawl. Yet the
4.5 km challenge also serves as a
metaphor for the 26-year-old, who
wont let anything stand in her
way not even her Cerebral Palsy
or being wheelchair bound to
financially and physically support
the cause of obtaining funds for
people with disabilities or medical
conditions.
Fachini was born with Cerebral
Palsy, which affects her muscle
tone, movement, and motor skills.
Determined to defy the stereotype,
she pursued a career of becoming
an education assistant, attended
the Easter Seals Albertas Camp
Horizon for the past five years,
and was named the youth ambassador for Easter Seals in Southern
Alberta in 2014. It was at the first
Women2Warrior event last year,
where Fachini was asked to deliver a speech and volunteer together
with friend Melissa Schayes, that
sparked the conceptualization of
the duo joining forces to confront
the course head on at the end of
this May.
People look at me and they
think I am what they see and
thats it, but Ive experienced so
much more in life than my 300 lbs
wheelchair, said Fachini. When
Melissa first brought up the idea I
thought are you nuts? Theres no
way I can do this. Its going to be
challenging to do the training and
everything else, but Im up for a
challenge and in my mind theres
no better cause this money can go
towards. I am much more than my
wheelchair. I wont let that hold
me back, I refuse to.
The twosome will enlist the use
of a modified wheelchair - the
Park Explorer, a combination of a
wheelchair and bicycle provided
by Easter Seals and depend on
the strength of firefighters to help
Fachini attain certain obstacles.
While Schayes will push the wheelchair through the course, Fachini
will rely on her own body strength
when approaching the obstacles
requiring much weight bearing.
To prepare for the venture, therefore, shes been strengthening her
legs through sit-to-stand exercises
where she has reached a maximum time standing of 60 seconds.
Although nerves are already
starting to kick in, the determined
Fachini is passionate about the
cause. Women2Warrior raises
money for Easter Seals Alberta and
the Childrens Hospital Aid Society
(CHAS) for the purchase of mobility equipment and to offer summer
camp programs.
The opportunity to get out to
camp is literally the highlight of
my year because its the only place
where nothing matters, she said.
It doesnt matter that I talk funny

or that Im in a wheelchair. Nothing matters because youre there


with a whole bunch of other people who live the same reality as
you so they dont care either. Ive
been to Easter Seals Camp Horizon as a camper and suffice it to
say, I will pretty much bend over
backwards for those guys. Its an
amazing place.
Over the years, Camp Horizon
made it possible for Fachini to participate in activities such as white
water rafting, a high rope course,
and swimming. The change in her
personality and attitude didnt go
unnoticed by those around her,
including Schayes, who is a job
coach with the Strathmore branch
of the Advocacy in Motion Society
(AIMS). In trying to prolong the
positive energy as well as raise
awareness about Cerebral Palsy in
the community, Schayes continued
to encourage Fachini in preparing
for the event.
We live in a community that
doesnt have any education on
Megan, so if we get her out there
and get her through this obstacle
course, its a way for us to educate
people and say just because this
thing that shes sitting in, just because shes in that, it doesnt mean
that she cant do it, said Schayes.
When shes at Easter Seals, she
lights up. Ive never seen this girl
smile so much. If you can get her
to those places and get her to do
these things that she thinks are
amazing then you get to keep that
positivity in her. Thats what we
hope for.
Fachini has already surpassed
her mandatory entrance fee of
$300 and just reached over $700.
Her goal is to gather $1,200 the
amount required to send one individual to camp. While her efforts thus far have only included
a Facebook post and approaching
a few individuals, posters will be
posted throughout the community
to raise the remaining $500 and
more. Fachini and Schayes will
participate in the Woman2Warrior
obstacle course at SAIT in Calgary
on May 28.

Explosion to
catapult kids
into golf

Jim Cammaert loves to
blow things up. Hes pulled
the trigger on cars, trucks
and houses, and in a weeks
time the special effects fanatic will put on a spectacle at the Strathmore Golf
Course when he creates a
massive fiery blast on a shipping boat in hopes of causing an explosive increase to
junior golf memberships.
The Jim and Audrey Put a
Kid on the Course Fund, the
first of its kind, raises money by providing the opportunity for golfers to attempt
to hit a 100 yard target a
fishing boat to reap the
glory of exploding the vessel if successful. Cammaert
and his wife Audrey have
been members of the club
since the early 1980s, and
are spearheading the initiative to allocate the money to
children up to the age of 18
unable to afford the sport.
Ive been involved with
kids for a long time, and
I find that kids that hang
around the golf course
grow up with a set of values
that are unmatched in other sports, said Cammaert.
Its honesty and integrity.
Theres a whole bunch of
other things around the
sport of golf that makes
people better people. For
kids to have access to that I
think is important.
The father of three and
owner of the Fireworks Factory, coordinated special effects for 26 motion pictures
including some work with
Steven Spielberg. While
the fireworks expert hasnt
worked with movies since
2002, his skills are now being put to good use closer
to home.
With fluctuating junior
memberships, lulls over certain years can contribute
to repercussions in future
years. Josh Witty, the assistant golf professional at
the Strathmore Golf Course,
started playing the sport

special tournaments a year,
an event of this magnitude
has never been attempted
before. Community members will have a chance to
try and hit the fishing-boat
target, which will be located
out on the lake at the golf
course, for $20 a shot or $50
for three tries. Starting at 5
p.m. a foghorn will signal
when a ball hits the boat,
and those individuals will be
entered into the final round
starting at 6 p.m. Through a
random order, the first finalist to hit the vessel, which
contains a sensor to pick up
vibrations, will set off the
much-anticipated remotecontrolled explosion.
I havent blown up a
boat yet, this is my first,
Cammaert said. We want to
make golf accessible to kids
that its not accessible to today. It can be an expensive
sport, so were going to try
and help some kids get on
the course. Anything we can
do to help them out, were
going to do.
The Jim and Audrey Put a
Kid on the Course Fund will
take place on April 27 at 5
p.m. on the Strathmore Golf
Course. The final round will
begin at 6 p.m.

Wheatland County advocates for greener solutions

In light of the provincial governments
recent announcement to introduce a $3
billion carbon tax starting at the beginning of next year, Wheatland County is
moving forward with eco-friendly projects and its first formal environmental
strategy.
As a number of innovative projects are
currently underway in the county - the
wastewater treatment pilot project in
Rosebud, the floating island project in
Carseland, and the waterline to Gleichen
- the county also hosted the Community
Futures Wildroses Generating Electricity
from the Sun workshop and is actively
pursuing provincial and federal grants to
incorporate solar panels on the roof of
the offices expansion.
Despite a proactive push for environmentally friendly options throughout the
area, the county has also focused their
efforts closer to home. So far, lighting
fixtures at the county office have been
replaced with low consumption LED

Weve just started going through our
process for developing an environmental strategy in terms of what were doing
here in the county, as well as promoting
it out to the ratepayers as to what they
can be doing. Its such an agricultural
community so everybody understands
how important the environment is.
On April 7, approximately 60 people
attended the solar workshop, with many
more left on the waiting list, where Executive Director of the Solar Energy Society of Alberta Rob Harlan provided
sought-after education on grid-tie solar
options for Alberta producers and processors.
According to Parkin, the county has
noticed an increase in solar farm applications for residential installations, and
mentioned one of the biggest projects
on a major farm site in western Canada
thats located in Wheatland County. With
the release of details regarding the NDP
carbon tax, where residents may spend
an extra $500 to $1000 annually at the
gas pumps and on heating bills, Harlan
hopes more people will break past the
economic barrier and lack of information, and join those who have already
installed solar options numbers Harlan
said have grown by 100 per cent each
year for the past three years.
Theres definitely an increased awareness of the necessity of moving toward
clean renewable energy sources, he
said.
You have other parts of the world,
Germany and California, solar is becoming a regular thing everywhere, people
just assume that thats how you do it. Alberta hasnt had that kind of exposure
just because weve had the luxury of so
much fossil fuel resources in the province.
While solar energy requires no significant ongoing maintenance and isnt associated with ongoing fuel costs, Harlan
and the county realize the cost required
upfront for installation, and the length of
time required to see a return on the investment, may be a barrier for some residents to jump on board. By spreading
the word through further workshops,
the continuation of eco-friendly projects,
and the creation of the environmental
strategy, Wheatland County may influence more ratepayers to become proactive.

Lost Kites, new film about orphans,


will be shown in Rosebud

Lost Kites, a film in its Canadian premiere tour, will be shown at Rosebud
Church on Sunday, April 24. The film
explores the conditions of orphans
around the world, focusing on the stories of three abandoned children in India, Brazil and China.
The Lost Kites project began three
years ago, when six young men and
women from four different countries
met to create a film about global conditions for orphans and to explore
better ways to care for them. The team
visited 22 countries over a two-year
period, interviewing social workers,
doctors, orphan advocates and orphans themselves. They learned that,
worldwide, 8-10 million children live
in orphanages, while over 100 million
children live on the streets. And they
learned that institutional-style orphanages dont necessarily meet childrens
needs.
These kinds of childcare systems
cant provide the love and nurture that
kids need, said Jeff Rogers, Lost Kites
producer. So it creates a growing attachment disorder that prevents them
from being able to develop further, so
they dont bond the way they could.
Theres a fear. Theres a disconnect. Until they find love they can trust, until
they find love that we believe is ideally
found in family, in permanent family,
theyre going to stay in that disconnect.
And that leads to horrible outcomes.
Some of those horrible outcomes are
indicated in a study done in Russia: a

child who grows to adulthood in an


orphanage is 500 times more likely to
commit suicide than a child who grows
up in a family.
But the Lost Kites film doesnt end
with bad news.
The story is not a gloomy documentary of just heavy facts and harsh realities, Rogers said. We saw that there
was an antidote. There was a hope in
finding families for kids.
For instance, he said, raising children
in families is much less expensive than
raising them in institutions. Even more
important, when children experience
safety, acceptance and love, they can
overcome attachment issues and develop the ability to form healthy relationships.
The Lost Kites team hopes their film
will create an awareness that helps
make that happen.
We hope to see children restored
to families, (children) that are now in
institutional orphan care, Rogers said.
Wed love to see thousands of kids restored to family.

was recently knighted with the National
Order of the Legion of Honour, the highest French order for military merit, to
show gratitude for his service during DDay in which he helped to fight against
the Nazi occupation in France.
Freeman received his medal during a

The CFR Bisons held their year-end
awards banquet at the Strathmore Civic
Centre on April 13, on an evening where
20 teammates got to celebrate another
successful campaign with their families,
coaches, billets and friends.
Bison forward Matt Halkovic had the
honour of receiving the first annual
Markus Lavallee CFR Chemicals Memorial Scholarship for $2,500, and it was a
chance for him to remember his friend.
It was an emotional moment for me,
said Halkovic. Hes really close to me

wouldve tried his hardest and I wanted
to put my full heart into this and the
scholarship, whether it was hockey or
school.
He added that it meant a lot to him
to be recognized by his teammates for
this award despite not being one of the

(AMHL) league Richard Warwick Memorial Award, which goes to the player

Bracko also took home the Most Valuable Player honours for the season.
The Kings also named team equipment manager Scott Pagenkopf as the

15 at the Strathmore Family Centre.
The Junior B squad gathered one
last time to celebrate a successful season, while recognizing the players who
made a difference on and off the ice.
According to head coach Emilio Fuoco, there was one similar characteristic
all the award winners possessed.
Their attention to the details, whether it was offensively or defensively, explained Fuoco. They enjoyed playing
and they wanted to do well, and most
of those leaders were trying to pull the
team with them. By the time the season ended they were all pulling the
rope in the same direction.

Unseasoned players score big to kick off season

Aggression and dominance characterized the seasons first rugby game
as nearly 20 unversed Strathmore High
School players pushed, charged, and
tackled their way to an explosive win.
Having only three high school players and two junior high school athletes
with knowledge of the game return
this season, the teams inexperience
raised much uncertainty heading into
the game against Oilfields High.
Yet doubts diminished rapidly when
the Strathmore Spartans rugby players
stepped onto the field, ran hard, and lit
up the scoreboard 55-5 in their favour.
This was a really good start (and)
a great team effort, said coach Brad
Steele. With no experience and not
knowing how theyre going to play,
they played very well. Weve had some
years where theyre more experienced,
but maybe not as aggressive. These
guys were very aggressive. If this continues we should be very competitive
this year.
Aware of tougher competition on the
horizon, such as Banff and Highwood
High School, Steeles focus in the upcoming weeks will address imperfections noticeable in the April 14 game.
Unlike previous teams, the lack of
rugby knowledge was evident against
the Oilfields High, leading to numerous penalties and overlooked rucks
areas that will need to be refined before opposing a highly-skilled team in
the future.
The newly formed 24-member team
of Grade 10 to Grade 12 students didnt
just make an impression on the coaches, instead pleasantly surprising former
and returning rugby player Riley Johnson, whos been involved in the sport
since Grade 8.
Im actually very impressed with
how we played, it was a really good
game, and I know last year the team
wasnt as strong, said Johnson. I
didnt know what to expect from this
year to be honest. I wasnt sure if we
were going to come into this year with
a lot of players that were just kind of
there and didnt really have the heart,
or if we were going to have athletes out
there willing to go the distance.
Im glad to say that we do have people out here that are willing to put their
heart and soul into it and win rugby
games. Its going to be a good year.
Although no changes have been applied to the coaching methods, Johnson said new and unfamiliar drills
have been introduced to practices this
year. While he echoed Steeles observation about aggression, Johnson added
that the players involvement in other
competitive school sports prior to joining the team most likely impacted last
weeks game and could pave the way
to a successful season.
The Spartans will play Spring on
April 21, followed by a game against
Holy Trinity on April 27, before returning home to Strathmore to take on
Banff on May 4.

I was very surprised to be picked as member of the month


because I see how many others are working hard towards
their fitness goals and deserve the same reward.

Strathmore lacrosse expecting

The Strathmore Lacrosse Club grew by 16 players this season, bringing the total number of players close to 250 and resulting in one more midget girls team being added to the list.
However, according to president Scott Fargey, the option
of two midget girl teams came at a cost to the bantam and
peewee levels, where this years turnout was not significant
enough to form a team.
Were getting pretty close to being able to put a team at
three levels, said Fargey. Hopefully next year if it continues
to grow like that it should be good.
As for the season outlook, the teams havent had a lot
of practice time to prepare because of evaluations, and few
chances to get hyped about the campaign.
However, Fargey remained optimistic that all the teams
will be competitive.
The club took advantage for the second consecutive year
of having former professional lacrosse players Geoff and
Bob Snider of Elev8 Lacrosse out for four hours of coaching
clinics prior to the season, which all the coaches had the
chance to go through.
Once the season gets underway, both teams players will
spend time at each others practices.

a background in lacrosse. A lot of them
have coached before maybe in baseball,
football or hockey but most of them
dont have experience in lacrosse. This
is a great way for everybody to get on
the same page of all the coaches teaching the same things from tyke all way
up to midget.
The annual Redneck Rumble Tournament will run again at the beginning
of June, and Fargey said the event was
sold out before the registration was
out, while hes still getting between
three and five interested parties a day
wanting to participate.
He added that the kids love the tournament but the only concern he had
was that its a B level event, which he
thinks is unfortunate because other
levels are watching from afar and wish
they could be involved.
We just dont have the floor time,
said Fargey. If we had more floor time,
wed run a B and C (level) and all
the teams in our association would be
there, but unfortunately theres such a
lack of floor time in town, theres just
no space to expand the tournament.
As for the junior team, he would like
see them have more of a presence in
the community, while having more promotions to get more fans out to games.

Spartan soccer prepared to battle

After more than a month of conditioning sessions and with try-outs
complete, the Strathmore Spartans
boys soccer 20-man roster has been
announced, and head coach Kaitrin
McDonnell was fortunate to bring
most of her players back.
So far we dont use a ball,
said McDonnell, referring to the
preseason winter dry land sessions.
Its getting their endurance up.
Were out there running in the cold
as much as we can. The improvement is mostly lungs and legs. I
started with a couple of kids who
couldnt do a lap without wheezing. Now they do two laps to warm
up every day.
The selection process was tough
this season because there were 45
players who tried out, but the team
had to be trimmed down to 20 athletes. What she saw in the last week
of try-outs was commitment issues,
which helped her decide which

players to keep and which to cut.


But mostly our skill this year for
just who showed up to play is night
and day compared to last year,
said McDonnell. I was fortunate in
my first year to have highly skilled
players. Last year we played with
who we had and it was a very trying year last year and this year we
have a chance to win some games.
She added that what will help
them win games is the two strong
lines of mid-fielders, and said they
will be effective with their legs, endurance and high skill level.
Overall, if the team can mesh well
together, win at least two games
and move out of eighth place at
zones, thatll be a successful year in
McDonnells books.
We definitely have a team that
shouldnt be taking losses easily,
she said.
The team will play exhibition
games in Brooks at the end of April
before opening up the regular season at Foothills Composite on May
2.

Don Gauthier passed away at home


on Monday, April 4, 2016 at the age of 80. Although
Uncle Don did not start a family of his own, he was
loved greatly by his many nieces, nephews, cousins,
and extended family. He spent most of his time after
retirement staying with family and helping out wherever needed whether it was through farming and
taking care of animals to doing carpentry work and
mechanics. Don was born in Calgary at the Grace
hospital and spent his childhood on his familys farm
west of Calgary. He went to school at Brushy Ridge
School until grade 9, when he moved to Calgary with
his parents where he finished high school at Sunalta
School. After graduating, Don went to work for AGT,
where he continued working until his retirement. He
then moved around a bit residing in several different
homes. He moved to a farm in Springbank, then north
of Cochrane, and finally to Trochu with his mother.
After his mother, Florence, passed away he moved
to Standard to help farm and do taxidermy work with
his nephew Perry. Don also spent his weekends with
his cousin Keiths family in Water Valley, where he
liked to help take care of all the different species of
birds they owned. Don was great when working with
his hands, doing beautiful carpentry work by making
furniture and also scenes for taxidermy. His mind was
always sharp and he loved to learn, he could finish
crossword puzzles in no time and he knew all about
history of many different cultures and he always had
some facts and to tell anyone who was keen to learn.
Many people loved to listen to his stories and lessons. Don is survived by one sister, Marie Ellis, and
one brother, Gordon Gauthier, and also by his many
nieces, nephews, and cousins. Don was predeceased
by his father, John Gauthier in 1967, his mother Florence Gauthier in 2001, and by his three other brothers.

Obituaries
LIEN, Roger
It is with great sadness that we announce the passing of Roger Lien on
April 11, 2016.
The devoted grandfather, dad, brother,
uncle and great-uncle was born in Weyburn, Saskatchewan and grew up in Radville, Saskatchewan.
He graduated from the University of Saskatchewan
as a Mechanical Engineer and went to work with Atlantic Richfield. His work took him and his family to
many different locations including Calgary, Louisiana
and Texas, which is how he ended up with an American-born daughter. He took the family north to Fort
St. John and enjoyed the curling and bowling scenes
there as District Manager with Petro Canada. He finished his career with Petro Can in Calgary and was
able to take an early retirement. This gave him plenty
of time to utterly enjoy his grandchildren. A doting
grandpa, even when they moved to Kamloops, BC 9
years ago he would make a monthly trip to visit. We
were unable to talk him into relocation however, as
he settled in Strathmore 18 years ago and found the
lifestyle and people suited him. He was a volunteer
handibus driver for many years in Strathmore, even
weeks where he worked 60 plus hours he said it was
his all time favorite job. He also volunteered with
Meals on Wheels in Calgary and logged more than
1500 volunteer hours driving for them. In the last few
years health concerns slowed him down but he took
great happiness in playing bridge and made some
great friendships. His intelligence and great sense of
humour will be dearly missed by his daughter Susan
Neurauter, son-in-law Chris Neurauter, grandchildren
Connor Neurauter and Ashlynn Neurauter, sisters
Penny Clark (Larry), Linda Korsbrek (Dwaine) and Trisha Evert (Roger), nieces Jackie Clark (Steve Fedyna)
and Pam Bell (Tom) great-nephew Wyatt Bell and
great-niece Georgia Bell, as well as his bridge friends,
co-volunteers and many recipients of his generous
nature. A celebration of life will be held on Sunday,
April 24, 2016 at the Strathmore Royal Canadian Legion Hall (230 2nd Ave, Strathmore, Alberta) at 3 p.m.
In lieu of flowers the family requests that a donation
be made in Rogers name to The Terry Fox Foundation, Suite D10 - 6115, 3rd Street SE, Calgary, AB T2H
2L2. Special thanks to Dr Gotto and the entire nursing
and support staff staff at Unit 82 for the compassion
and respect they showed Roger during his time there.
