Factory & Site Acceptance Tests and Inspection


At all reasonable times during manufacture, the Contractor shall permit the Employer's
Personnel to examine and witness any of the Works being performed on the
Contractor's premises off Site (including Subcontractors' or suppliers' premises).
At least 28 days before the Contractor intends to start the tests or inspections, the
Contractor shall issue for review by the Engineer a programme for the proposed factory
tests and inspections, and the Contractor shall regularly report progress and status to
the Engineer. This programme shall conform to the Quality Plan and ITPs for the
products concerned. The Contractor shall include with the programme the proposed
pro-formas for recording the results of the tests that the Contractor proposes to carry
out. The tests shall include any statutory tests required.
Before dispatch of Goods, the Contractor shall, as appropriate, ensure that all
manufacturers' factory inspections and tests called for in the Specifications and Quality
Plans have been carried out.
For all electro-mechanical Plant and the systems of which they form part, the
Contractor shall identify and give notice to the Employer according to the general
requirements described above and elsewhere of the following tests:

FAT1

Factory Acceptance Test 1, which is the test performed in the Factory of


each component and subsystem (such as sectional valves, instruments,
etc.).

FAT2

Factory Acceptance Test 2, which is the test performed in the Factory of


the integration of subsystems (such as internally and externally coated line
pipes, assembly tests of packaged equipment, cold tests for electrical
equipment, sequential or loop tests for programmable logic control
systems, etc.) without operation.

FAT3

Factory Acceptance Test 3, which is the test performed in the Factory of


the First Article of systems acting together, and which shall include
Systems Integration Tests (such as load tests of packaged equipment,
operational tests of integrated safety system, etc,).

SAT1

Site Acceptance Test 1, which is an inspection and test of the installation


on Site of each major component and subsystem (such as pipeline
section, pipeline crossing sections, and sectional valve stations).

SAT2

Site Acceptance Test 2, which is the test performed on Site of the


integration of major components and subsystems (such as mechanically
completed pipeline sections as defined in the Contract as "Sections of the
Works") after having been mechanically completed as a major component
or a subsystem.

SAT3

Site Acceptance Test 3, which is the test performed on Site of integrated


facilities or systems acting together as a proper integrated whole, and
which shall include Systems Integration Tests (for example, Integrated
Systems could be integrated pipeline sections complete with all sectional
valve stations, crossings, anchor blocks, tie-ins with offtake stations) under
operational condition (Pre-commissioning). Mechanical Completion has
been achieved when SAT 3 certificate has accepted by the Engineer.

SAT4

Site Acceptance Test 4, which is the test performed on Site of integrated


facilities or systems acting together as a proper integrated whole after the
permanent fluid (natural gas) is received, and the integrated facilities or
systems are in service (Commissioning and Trial Operation).

The SAT3 tests within Contract Package No.18 shall be completed by the Contractor,
including all components and subsyste ms. After all SAT3 tests for the whole of the
Works under Contract Package No.18 have been accepted as satisfactory, the
Contractor will be notified by the Engineer that Site Acceptance Tests 4 (SAT4) may
proceed.
The SAT4 tests for the entire Pipeline System shall be undertaken by the Contractor for
Contract Packages No.18 at their own costs. Such SAT4 tests shall be carried out after
the first gas-in being in operation.
The SAT4 tests will constitute the Trial Operation of all systems operating in a
simulated revenue service at the capacity requirements, with all systems acting
together to achieve the daily peak/off-peak schedules at the specified levels of system
availability. In carrying out the Trial Operation the following shall be applicable:
a. The Contractor shall utilize the Employer's staff that have been trained under the
Contractor's supervision to operate the system.
b. The Contractor shall correct all minor defects as soon as they are discovered.
c. If a significant defect is discovered that, within acceptable limits, affects the service
availability but which requires a protracted retrofit programme for its correction , then
the Contractor shall prepare a proposal to the Engineer defining how Final Taking
Over can proceed and the retrofit can be implemented while maintaining a reduced
level of service. If in such a situation the Engineer rejects the Contractor's
proposal, then this shall be deemed to constitute a failure of the Trial Operation.
The Tests After Completion (TAC) shall proceed after the date of issuance of the Final
Taking Over Certificate. This is the Reliability Acceptance Test to be conducted by the
Contractor, in which the reliability of the systems, subsystems and components shall be
monitored , recorded, analysed and reported upon monthly until the successful
completion of the Defects Notification Period. In carrying out the Reliability Acceptance
Test the following shall be applicable:
a. Should any component of the system require a retrofit due to reliability failu re, then
the Defects Notification Period for that element shall recommence from the date
that the retrofitted product is brought into operation.
b. The product warranty shall be deemed to commence from the date stated in the
Final Taking-Over Certificate, but in the case of a retrofitted element or component
