Basic Principles

It is the policy of Kanzler Verfahrenstechnik, wherever it operates throughout the world,

to protect the health and safety of its employees,


to minimise the risk to the public from its operations, and
to protect the natural environment.

The Company respects the rule of law, and aims to improve the environmental and health impact of
its operations by reducing waste, emissions and discharges; and by creating safe work conditions.
KVT recognizes that safe operations depend not only on technically sound plant and equipment but
also on competent people and an active HSSE culture.

Organisation, Roles and Responsibilities

2.1

Roles & Responsibilities

HSSE is the responsibility of all project personnel, all project personnel will be held accountable for
their own HSSE performance. In order to ensure attainment of particular HSSE objectives, certain
roles carry specific responsibilities for formal implementation or reporting of HSSE activities and
these are outlined hereafter.
2.2

Project Manager

The Project Manager reports directly to the client for Project Execution and holds overall
management responsibility for meeting the project objectives in respect of schedule, cost, HSSE and
quality.

2.3

Discipline Engineers

The discipline engineers report to the Project Manager and are responsible for reviewing the
Contractor deliverables in their area of expertise. They participate in hazard identification workshops
and other relevant studies e.g. HAZOPs.

E&P HSSE Objective

The overlying HSSE objective of the Engineering and Procurement is to deliver the design
documents and the equipment for plant installations that can be safely operated whilst causing zero
harm to any persons associated with the project and minimising any adverse impacts to the
environment, both short and long term.
3.1

Critical Success Factors

In order to achieve the project HSSE objective the following are regarded as critical project activities

Implementing behavioural based safety and encouraging safe behaviours Design ensuring,
as a minimum, compliance with local statutory legislation and ensuring with correct
operation and maintenance, that the sound HSSE performance will achieved throughout the
design life they.

Obtaining the full understanding of every person involved in the project of their HSSE role
and their need to behave safely and to demonstrate respect for the environment and the
community in which they work.

Risk evaluation and plans to protect people and assets.

Codes and Standards

Engineering design shall be based on recognised international codes and standards, including (but
not limited to):
European Standards (EN);
International Standards for Standardization (ISO);
International Electrotechnical Commission (IEC)
American National Standards Institute (ANSI);
American Petroleum lnstitute (API);
American Society of Mechanical Engineers (ASME);
American Society for Testing and Materials (ASTM);
lnstitute of Petroleum (IP);
National Fire Protection Association (NFPA).

4.1

Statutory Records and Return

KVT provides the Customer with a copy of any notification form which is sent by him to the
statutory enforcing authority, in respect of any accident or dangerous occurrence which occurs in
connection with the works.
KVT will make available, if requested by the Customer, any Test Certificates, Registers, Examination
Reports or similar which are required to be kept by statute in connection with any plant or
equipment being used for the works. Failure to produce current documentation will result in
prohibition of the use of the affected plant or equipment.
KVT will make available to the Customer a copy of any prohibition or improvement notices
concerned with the works, served on him by the Statutory Enforcing Authority.

HSSE Activities

During the Basic Engineering Design Package KVT carries out a number of HSSE related studies.
These studies are integrated into the design and specification of the equipment to be supplied.
5.1

Hazard ldentification

A Hazard ldentification (HAZID) and Environmental Issues ldentification (ENVID) workshop are held
to identify the potential major hazards and environmental issues, highlight preventive measures and
assign actions for further analysis. It will consider:

Hazard and Operability Study

Once the design is finalised, a Hazard and Operability (HAZOP) study is arranged to consider
systematically all deviation susceptible to cause hazardous conditions or operating difficulties and
recommend actions to safeguard against them. A hazards and effects register will be maintained to
ensure that all significant issues are captured and addressed.

Construction Activities

6.1

Contractor Briefing

Detailed pre-qualification discussions will be held with potential Contractors to ensure those selected
for bidding share KVT and Client values and expectations. In the bid phase the expectations will be
clearly set out within the tender documents. During tender clarification meetings the requirements
will be actively spelt out to the contractors. Within the bids project-specific HSSE plans will be
requested to detail their approach to continuous HSSE improvement. HSSE expectations will be
further re-enforced at contract kick-off meetings and at every suitable subsequent opportunity.
6.2

HSSE Site Management

During construction on site the following rules are basic understanding and will be executed
accordingly.
Energy isolation
Ground disturbance
Confined space entry
Working at heights
Lifting operations
Driving safety
The following principles are embedded in each rule:

No work may be carried out without a prior risk assessment and a safety discussion
appropriate to the risk level
All employees are to be trained and qualified in their field of work
Appropriate protective clothing/equipment must be worn in accordance with the risk
assessment and safety regulations
Before any work begins, emergency plans must be defined on the basis of potential
emergency situations
Dangerous work must be stopped immediately
HSSE Reporting and Investigation

All health, safety, operational integrity, security and environmental incidents, including near misses,
must be openly reported, investigated, analysed and documented according to the Company
procedures formally in force throughout the organisation. All serious incidents as defined in the
Immediate Reporting Procedure must be reported as soon as possible but not later than 24 hours
after an incident was identified.

Information gathered from incident investigations must be analysed to identify and monitor trends
and develop prevention programs. Lessons learned from investigations must be shared across KVT
and personnel take appropriate action upon receipt of such information.
Persons deliberately hiding or delaying submission of information related to the above types of
incidents are subject to disciplinary action.
6.4

Personal Protective Equipment

Personal protective equipment (PPE) provides a last line of defence in protecting workers from
injury and illness in the workplace. It is not a substitute for managing risk through good planning,
use of engineering controls, etc. However, it is a necessary and important part of safety
management system, and should meet the following standards:
All Personal Protective Equipment (PPE) must conform to the KVT Standards for PPE
Requirements.
Managers must ensure that PPE meeting the above standard is available to all employees
and that replacement equipment is issued according to the Norms included within the PPE
Standard.
It is mandatory for KVT staff to wear the right PPE for the task they are performing and the
working environment in which they are located. Supervisors are accountable to ensure this
is done.
Regional Managers must ensure that all staff receive appropriate training on the correct use
of PPE including PPE for specialised professions and activities.
Contractors working on KVT sites must wear PPE which meets or exceeds the KVT Technical
Standard.
6.5

Alcohol and Drug Abuse

All employees have an obligation to attend work regularly to perform in a safe manner unimpaired
by the use of alcohol or drugs.
Furthermore:
The consumption, storing, distribution, including sale, of drugs is prohibited in any KVT
workspace.
The sale of alcohol is prohibited in any KVT workplace.
Alcohol consumption is prohibited in any KVT workplace (including office buildings) during
normal working hours.
Rules and disciplinary action related to possession, sale and use of alcohol and drugs in the
workplace will be clearly communicated to all employees and contractors.
Random and scheduled testing of employees and contractors for alcohol and drugs will be
implemented at all KVT sites.
The company may conduct unannounced searches for drugs and alcohol on company owned
or company controlled property.
