INTRODUO
No que concerne anlise do discurso, Patrick Charaudeau aponta que o
principal objetivo do discurso poltico o de convencer. O autor pondera que
esse objetivo alcanado, dentre vrios fatores, especialmente pela imagem
que o poltico projeta de si mesmo em sua fala, bem como a capacidade do
mesmo em universalizar aos eleitores a ideologia que o interpela.
O objetivo deste trabalho expor de que modo se d a construo do ethos e
da ideologia no discurso poltico da ento primeira-ministra do Reino Unido
Margaret Thatcher na..., onde foi..., com base nas principais concepes do
terico Charaudeau. Analisa-se aqui o discurso tal, dia tal, lugar tal...
No processo de formao do ethos, atravs do discurso, Charaudeau elenca
quatro diferentes tipos de estratgias discursivas que so logicamente
necessrias para a composio da imagem (ethos) do poltico: a palavra de
promessa, ou de advertncia, que define um ideal de sociedade, portadora de
um sistema de valores e de meios para atingir os fins almejados. A palavra de
promessa deve tambm ser credvel aos olhos da instncia cidad, portanto o
sujeito que faz a promessa deve ter credibilidade, o que o leva a construir uma
imagem de si (ethos) de convico e de suporte de identificao. Enfim, ao
buscar a adeso da maioria ao seu projeto, o sujeito poltico busca tocar seu
pblico, apelando ora razo, ora emoo. Esse tipo de discurso se
pretende ao mesmo tempo idealista e realista; A palavra de deciso que
usualmente diz que h uma desordem social que escapa o arcabouo legal,
anunciando que algo no vai bem. Em seguida o discurso enuncia uma
afirmao de ordem dentica, ou seja, de que deve-se consertar as coisas. Por
fim, a palavra de deciso enuncia aquilo que deve ser feito; a palavra de
justificao, que lembra o motivo para uma determinada ao ter sido tomada,
de modo que so abertas possibilidades para que novas aes sejam tomadas;
e, por fim, a palavra de dissimulao, onde o poltico antecipa-se, abrindo
espao para a negao de qualquer coisa que tenha dito anteriormente.
Dessa forma, observa-se que uma das principais pressuposies que moldam
o discurso poltico a de que para que o voto seja conquistado, o poltico
necessita inspirar confiana, simpatia e credibilidade no interlocutor, e o ethos
uma das ferramentas das quais ele far uso para atingir os seus objetivos.
Com a finalidade de expor o processo de construo da ideologia e do ethos no
discurso poltico, utilizaremos o discurso poltico de Margaret Thatcher.
ANLISE DO DISCURSO
Thatcher abre seu discurso utilizando frases como "grande honra" e "profunda
gratido" ao referir a si. O sujeito-enunciador aqui se posiciona de forma
humilde frente ao interlocutor. Entretanto sabe-se que o sujeito-comunicante
Margaret Thatcher, a primeira-ministra do Reino unido, em 1988, um ano aps
conduzir seu partido, Conservador, a terceira vitria consecutiva nas eleies
gerais. O sujeito-enunciador discursa no corao da Igreja da Esccia, pas
esse que historicamente no favorece o Partido Conservador nas eleies.
Vejamos:
"Moderator: I am greatly honoured to have been invited to attend the opening
of this 1988 General Assembly of the Church of Scotland; and I am deeply
grateful that you have now asked me to address you."
O carter conservador do que enunciado demonstrado ao locutor recorrer a
smbolos da lei, da tradio e do servio como forma de mobilizar valores
comuns entre o locutor e o interlocutor. Este ltimo, em um primeiro momento,
trata-se dos presentes na Assembleia Geral da Igreja da Esccia, mas, ao
decorrer do discurso, nota-se que a fala direcionada para o povo escocs.
Em seguida, como veremos mais a frente, o sujeito-enunciador volta sua
palavra para um pblico nacional mais amplo, eleitores de modo geral.
"I am very much aware of the historical continuity extending over four centuries,
during which the position of the Church of Scotland has been recognised in
constitutional law and confirmed by successive Sovereigns. It sprang from the
independence of mind and rigour of thought that have always been such
powerful characteristics of the Scottish people, as I have occasion to know. It
has remained close to its roots and has inspired a commitment to service from
all people."
Neste ponto do discurso o interlocutor caracterizado como possuidor de uma
"independncia da mente e rigor do pensamento", demonstrando que o locutor
mobiliza valores de liberdade e ordem.
"I am therefore very sensible of the important influence which the Church of
Scotland exercises in the life of the whole nation, both at the spiritual level and
through the extensive caring services which are provided by your Church's
department of social responsibility. And I am conscious also of the value of the
continuing links which the Church of Scotland maintains with other Churches."
Thatcher estabelece o local de seu discurso como um local de conciliao,
ressaltando os laos entre a Igreja da Esccia com outras denominaes crits,
preparando o interlocutor para receber a mensagem de forma no-polarizada e
no-partidria, que , em si, uma estratgia de mobilizar o ouvinte provavelmente o escocs que no vota/votou no Partido Conservador. Falar de
dentro da Igreja da Esccia falar em uma instituio central para a vida social
do povo escocs, assim, mobilizar a importncia da Igreja para toda a nao
mobilizar tambm a importncia do prprio povo escocs.
"May I also say a few words about my personal belief in the relevance of
Christianity to public policyto the things that are Caesar's?
The Old Testament lays down in Exodus the Ten Commandments as given to
Moses, the injunction in Leviticus to love our neighbour as ourselves and
generally the importance of observing a strict code of law. The New Testament
is a record of the Incarnation, the teachings of Christ and the establishment of
the Kingdom of God. Again we have the emphasis on loving our neighbour as
ourselves and to "Do-as-you-would-be-done-by".
I believe that by taking together these key elements from the Old and New
Testaments, we gain: a view of the universe, a proper attitude to work, and
principles to shape economic and social life.
We are told we must work and use our talents to create wealth. "If a man will
not work he shall not eat" wrote St. Paul to the Thessalonians. Indeed,
abundance rather than poverty has a legitimacy which derives from the very
nature of Creation.
Nevertheless, the Tenth CommandmentThou shalt not covetrecognises that
making money and owning things could become selfish activities. But it is not
the creation of wealth that is wrong but love of money for its own sake. The
spiritual dimension comes in deciding what one does with the wealth. How
could we respond to the many calls for help, or invest for the future, or support
the wonderful artists and craftsmen whose work also glorifies God, unless we
had first worked hard and used our talents to create the necessary wealth?
And remember the woman with the alabaster jar of ointment."
"We must recognise that modern society is infinitely more complex than that of
Biblical times and of course new occasions teach new duties. In our
generation, the only way we can ensure that no-one is left without sustenence,
help or opportunity, is to have laws to provide for health and education,
pensions for the elderly, succour for the sick and disabled.
But intervention by the State must never become so great that it effectively
removes personal responsibility. The same applies to taxation; for while you
and I would work extremely hard whatever the circumstances, there are
undoubtedly some who would not unless the incentive was there. And we need
their efforts too."
Ainda como um s, o locutor e o interlocutor so caracterizados como
trabalhadores que contribuem para o bem-estar da nao, entretanto surge no
discurso um terceiro indivduo que no realiza o mesmo esforo. Para este, as
consequncias de suas escolhas (que no so as escolhas certas dentro do
ideal social construdo no discurso) devem ser sentidas. Assim, o locutor
constri a legitimidade de suas polticas de reduo do Welfare State atravs
do conceito de responsabilidade pessoal, transformando o terceiro indivduo
do discurso em o nico responsvel por sua situao econmica, e, ao mesmo
tempo, removendo de si a responsabilidade pelo bem-estar do pas que
comanda.
"We Parliamentarians can legislate for the rule of law. You, the Church, can
teach the life of faith.
But when all is said and done, the politician's role is a humble one. I always
think that the whole debate about the Church and the State has never yielded
anything comparable in insight to that beautiful hymn "I Vow to Thee my
Country". It begins with a triumphant assertion of what might be described as
secular patriotism, a noble thing indeed in a country like ours:
"I vow to thee my country all earthly things above; entire, whole and perfect the
service of my love".
It goes on to speak of "another country I heard of long ago" whose King can't be
seen and whose armies can't be counted, but "soul by soul and silently her
shining bounds increase". Not group by group, or party by party, or even
church by churchbut soul by souland each one counts.
That, members of the Assembly, is the country which you chiefly serve. You
fight your cause under the banner of an historic Church. Your success matters
greatlyas much to the temporal as to the spiritual welfare of the nation. I leave
you with that earnest hope that may we all come nearer to that other country
whose "ways are ways of gentleness and all her paths are peace."
Finalizando, o locutor volta a se separar do interlocutor e mobiliza valores
associados ao patriotismo e refora sua mensagem de salvao individual e
responsabilidade individual. Assim, o locutor apresenta em seu discurso uma
problemtica as pessoas que no contribuem para o bem-estar do pas ,
demonstra, de forma latente, suas aes para resolver o problema (embasando
biblicamente suas aes) e convoca o interlocutor (a Igreja da Esccia e
prprio povo escocs) a apoi-la em sua cruzada contra estes indivduos.
