CALL FOR PROPOSALS



Plan International Philippines, a non-government, child-centered development organization, invites
in-country Evaluator-Consultants to submit a technical and cost proposal for the evaluation of a
project titled Empowering Communities in the Typhoon Haiyan-Affected Areas to Prevent and
Protect Children and Women from Human Trafficking Project in Eastern Visayas and Cebu.

Qualifications of the Evaluator:
This evaluation will be conducted by an independent consultant with the following minimum
qualifications:

Extensive knowledge of child/human trafficking issues, concerns, and policies
Proven experience in evaluating anti-human trafficking projects/programs

Indicative budget and timeframe:
The indicative budget for this evaluation is PHP 570,000.00, including taxes. The project evaluation
shall take place for a period of four weeks starting from 8 June 2016. The draft report shall be
submitted to Plan by 1 July 2016 for comments. The final draft evaluation report shall be submitted
by the consultant to Plan by 15 July 2016.

Interested consultants must submit their letter of intent, technical proposal, curriculum vitae(s) of
team members if any, and an all-in cost proposal not later than 5:00 PM of 17 May 2016 to:
