Information required in respect of Mandal Praja Parishad, Pithapuram to

1. The particulars of its organisations, functions and duties:
The Mandal Praja Parishad, Pithapuram was constituted in the year of 1987 with
effect from 15-1-1987 with the following members headed by its President, who was
elected by and from among the Mandal Parishad Territorial Constituency members of
38 , the present body come into force with effect from 22-7-2006.

3. Powers and Functions at Mandal Praja Parishad Level:(As per Sec. 165 of APPR Act., 1994):1. The President, Mandal Praja Parishad is head of the Mandal Praja
Parishad,
2. He shall preside over the Mandal Parishad General Body Meeting,
3. Issue directions to the Mandal Parishad Development Officer for the
implementations of the resolutions of Mandal Praja Parishad.
Mandal Praja Parishd General Body ( As per Sec.161 of APPR Act 1994)

1. The Mandal Praja Parishad General Body shall meet at least Once in 90
days.
2. Review all Developmental activities in the Mandal,
3. Issue sanctions to the subject that required consideration of the Mandal
Praja Parishad.
4. The General Body shall approve the budget , Annual Account, and Annual
Administrative Report of Mandal Praja Parishad .
Functional Committees of Mandal Praja Parishad, Pithapuram :3 Functional Committees of Mandal Praja Parishad were constituted as per
G.O.Ms.No.148, Panchayat Raj and Rural Development (Mdl.-I) Department,
dated 24-4-2008. Each Committee constituted with 13 members including
Chairperson. The Functional Committees shall functioning assigned under the
above G.O. Each Functional Committee shall prepare the plans under
development sector assigned to it and identify the gaps to be filled up in
consultation with the line department as also other stakeholders and also review
the implementation of the plans.

Rule (ii) of 4 (1) (b) of Chapter II


Powers and Duties of its officers and Employees of Mandal Praja Parishad:-

The Mandal Praja Parishad is having the following Officers to run


the administration of Mandal Praja Parishad:1. Mandal Parishad Development Officer,
2. Mandal Engineering Officer,
3. Mandal Educational Officer,
4. Extension Officer (P.R.& R.D.)
5. Office Superintendent,
6. Mandal Literacy Organizer,
7. Senior Assistant,
8. Junior Assistant,
9. Typist,
10.
Office Sub Ordinates 4 Nos.

1. Mandal Parishad Development Officer:a) The Mandal Parishad Development Officer is the chief executive of the
Mandal Praja Parishad, and he shall implement the resolutions of Mandal
Praja Parishad.
b) He is the convener of the Mandal Praja Parishad General Body and he will
conduct meeting once in a month in consultation with the President, if
not at least one meeting will be conducted with the period of 90 days
from the date of last meeting.
c) He will participate in the discussions of the meeting but he has no right to
vote.
d) He will place the budget & Annual Account of the Mandal Praja Parishad,
before the General body for its approval every year,
e) He will place the Annual Administration Report before the General Body of
the Mandal Praja Parishad for its approval and to send the same to the
Zilla Praja Parishad.
f) All the staff members of the Mandal Praja Parishad shall work under the
administrative control of the M.P.D.O.,

g) All Panchayat Secretaries of the Grama Panchayats shall work under the
control of M.P.D.O.
h) He will inspect the S.C., S.T. and B.C. Hostels and report the defects
noticed by him to the Departments concerned.
i) He is overall custodian of all records of the Mandal Praja Parishad Office.
j) He will inspect all the Schools in the Mandal and Cooperate to sought out
the problems of the students and teaching staff.
k) He will accord administrative sanctions to the resolutions passed by the
General Body,
l) He will inspect all the records of the Grama Panchayats of Mandal Praja
Parishad,
m) He will inspect all the works executed under various grants released by
the Mandal Praja Parishad,

2. Mandal Engineering Officer:a. He shall execute the works sanctioned under all Funds by the Mandal
Praja Parishad,
b. He shall also execute the works sanctioned by the Grama Panchayats of
Mandal Praja Parishad,
c. He shall record the measurements of the works taken up by him in
M.Books concerned.
d. He shall work under the administrative control of the M.P.D.O.,
e. He shall prepare the estimates for the works proposed under 35% M.P.P.
General
Funds.

3. Mandal Educational Officer:a. He shall inspecting authority to all the schools working under the control
of Mandal Praja Parishad,
b. He is the drawing and disbursing Officer of the Teachers working in all
Schools of Mandal Praja Parishad,
c. He is also responsible for implementing the Mid Day Meals Programme in
all schools of Mandal Praja Paishad,
d. He shall work under the administrative control of M.P.D.O.
e. He shall also responsible for implementation of Rajeev Vidya
Mission(SSA) progrmme in the Mandal.

4. Extension officer ( Panchayat Raj & Rural Developmenent):a. She shall verify all the diaries of the Panchayat Secretaries of the Grama
Panchyats in the Mandal Praja Parishad,
b. She shall hold the responsibility of M.P.D.O. during the period his absence
as per the orders of the C.E.O.
c. She shall assess the work of the Panchayat Secretaries and bring to the
notice of the M.P.D.O.,
d. She shall inspect all the records of the Grama Panchayats at least once in
3 months in the Mandal and take necessary steps to rectify the defects if
any noticed.
e. She shall conduct enquiries on the allegations alleged against the Grama
Panchayats and report compliance to the higher authorities.
f. She shall conduct review on the progress of works taken up by the
Grama Panchayats.
g. She shall responsible to implement the orders of the higher authorities by
the Grama Panchayats.

h. She shall scrutinize the proposals in detail and submit to the M.P.D.O.
with his recommendation whether to accept or rejuct.
i. She shall coordinate with the Bankers in sanction of loans and collection
of loans,
j. She shall conduct auctions in Grama Panchayats and to certify the bid
amounts.
k. She shall give vide publicity of the Welfare programmes of the
Government and take initiate steps for proper implementation of the
Schemes in the Mandal.

5. Superintendent:-

( As per Cir.Memo No.34109/CPR-E2/99, C.P.R.&.R.E.,


dated 7-3-2000)

a. She shall maintain all accounts and disbursing the salaries to the staff.
b. She should verify in detail of all the bills sending for approval of the
M.P.D.O.
c. She shall responsible for proper crediting all the grants received from the
Government, Z.P., and Other Agencies to Mandal Praja Parishad Funds.
d. She shall prepare the Annual Account , Annual Administrative Report and
Budget of the Mandal Praja Parishad every year.
e. She shall maintain all registers to be maintained by the Mandal Praja
Parishad as per rules.
f. She shall responsible for submitting periodicals regularly with in the
stipulated time.
g. She shall maintain Office Order Register, Periodical Registers and
Attendance of the staff.
h. She should sign all fair copies except the fair copies addressed to the
Government,
Accountant
General,
District
Officers
and
Govt.
Departmental Officers.
i. Inorder to avoid delay in correspondence he should inspect the Personnel
Registers and Periodical Registers of the staff periodically.
j. She should take necessary steps to maintain discipline in office during the
time of M.P.D.O. not in head quarters.
k. She shall responsible for maintenance of discipline and to act as mediator
to the staff and higher authorities.
l. She should supply the connected records to the L.F. Audit and A.G. Audit
for auditing the records.
m. She should prepare the replies to the defects noticed in the Inspection
Notes of the Mandal Parishad by the Chief Executive Officer, and Accounts
Officer of Zilla Praja Parishad,
n. She should reconcile the accounts with Sub Treasury accounts and Mandal
Praja Parishad Accounts.

6. Senior Assistant ( A- Assistant):a. Establishment of Women Welfare staff & works including Over all
Programme.
b. Administrative sanctions for the works under 12th Finance Grant,
c. Correspondence on Audit 7

d. Conducting of Elections,
e. Correspondence on Social Security Pensions,
f. General Establishment,
g. Indiramma Programme
h. Any other items entrusted by the M.P.D.O / Superintendent from
time to time.

7. Junior Assistant ( B-Assistant):a. Administrative sanctions for the works under 35%, 9%, 15% S.C.
Welfare, 6% S.T. Welfare of M.P.P. General Funds,
b. Correspondence on Rajive Yuva Sakthi Programme,S.C., B.C. Welfare
Actions plans,
c. Elementry Education Establishment
d. Red Cross subject,
e. Treasury transanctions,
f. Any other items entrusted by the M.P.D.O/Superintendent.

d. He shall protect the properties of the Government and Grama Panchayat,
e. He shall assist in selection of beneficiaries , disbursing of loans and
collection of loans.
f. He shall maintain Registers of Grama Panchayats .
g. He shall also responsible for the misappropriation of funds by the
Sarpanch as per G.O.No.53, dated 4-2-1999.
h. He shall register the marriages,
i. He shall collect taxes, maintain records and accounts properly in time.
j. He shall issue solvency certificates
k. He shall maintain register of births and deaths in the village.
l. He shall prepare the list of beneficiaries under below poverty lane

Rule (iii) of 4 (1) (b) of Chapter II


Procedure followed in the decision making process including channels of
supervision and accountability:-

Each item along with issued that require consideration shall be placed
before the General Body of the Mandal Praja Parishad for taking decision and the
decision taken at the General Body shall be implemented by the Mandal Parishad
Development Officer, Mandal Praja Parishad as per Sec.161 and 167 of APPR
Act,1994
. Regarding other matter which does not requires the consideration of the
General Body of the Mandal Praja Parishad, the Mandal Parishad Development
Officer shall take decision as per the rules and procedure issued by the
Government.

Rule (iv) of 4(1)9b) of Chapter II.


The norms set by it for the discharge of its furnctions:a) Office Function during the hours from 10.30 to 5.00 P.M. with lunch brake of
45 minutes from 1.00 P.M. to 2.00 P.M. on all working days.
b) Issues / Works relating to the public importance / interest will be completed
as per the time schedule prescribed under Citizen Charter.

c) Official business will be carried out as per the rules and provisions of Acts of
the Government.

d) Business for the conduct of meetings of Grama Panchayats / Mandal Praja
Parishad will be carried out as per the rules issued in G.O.Ms.No.238, P.R.&R.D.
Department, dated 31-3-1995.
