UNION COUNCIL BASED POVERTY

REDUCTION PROGRAM (UCBPRP )


PLANNING & DEVELOPMENT DEPARTMENT
GOVERNMENT OF SINDH

Introduction Under the flagship of


Government of Sindh, Planning & Development
Department in collaboration with the rural support
non-government organizations initiated the mega
program for reduction in poverty in rural areas of
Sindh under the title of Union Council Based
Poverty Reduction Program.
The main objective of the Program
was to socially mobilize poor communities and
involve them to play a substantial role to reduce
poverty and rehabilitate rural areas of Sindh
province at their own level with the financial and
administrative support of the Government of Sindh.
The UCBPRP Program has covered

04 districts of Sindh i.e. Shikarpur, Kashmore @


Kandhkot, Tharparkar and Jacobabad and spent
huge development funds for progress and
development of poverty stricken areas of Sindh.
The Program is now in the expansion phase to

06 more districts of Sindh, i.e. Mirpurkhas,


Umerkot, Khairpur, Sanghar, Thatta and Badin for
further 3 years as ADP Scheme.

nature and envisages some of the welltested
and
efficiently
designed
interventions to develop rural areas
simultaneously increasing poors income
and living standards by alleviating poverty.
Union Council Based Poverty Reduction
Program (UCBPRP) is the gender based
social mobilization program focusing
deprived population of rural and
underprivileged areas of the province
Sindh, Pakistan.

households which were
organized during the span of
5 years of the Program.
All of them are socially active
now and solving their issues
and problems at community
level with the active
involvement of District
Government.

9,072 is the total


number of Low Cost Houses
the Government of Sindh
constructed under UCBPRP
in

04 districts of Sindh

Province.

activities of the Program are:
*PSC (Poverty Score Card)
*Social Mobilization
*Community Organization (CO)
*Village Organization( VO)
*Local Support Organization (LSO)
*Training and Capacity Building
*Vocational Skills
*IGG (Income Generating Grants)
*CIF (Community Investment Fund)
*CPI (Community Physical Infrastructure)
*MHI (Micro Health Insurance)
*LCH (Low Cost Housing)
*DWSS (Drinking Water Supply Scheme)
*Functionalizing Non-Functional Schools
*Early Childhood Education
* Traditional Birth Attendants Training (TBAs)

Attendant (TBA) under the Program, the lives of


mothers and infants both are now safe in these rural
areas.
Planning & Development Department, under the
patronage of Government of Sindh with dedicated
efforts to alleviate poverty, trained

young members of poor household under


Vocational Trainings (VTP) and majority of them are
now
self-employed or doing any job in the
technical sectors.
Health facilities were provided to

114,328

families under Micro Health Insurance (MHI) which


covered from OPDs to Surgery.

European Union, after meticulously analyzing the interventions of


the program UCBPRP launched by Government of Sindh, has initiated a Program
SUCCESS under which a grant of around 83 Million Euros with technical
assistance for the development of

4,899 trained Traditional Birth

08 extremely poor districts of Sindh i.e .

Tando Muhammad Khan, Sujawal, Matiari, Tando Allahyar, Jamshoro, Hyderabad,


Kamber Shahdadkot, Dadu and Larkana will be used to reduce poverty.

112,406 is the total number of


beneficiaries who were given Interest free
loans (CIF) to improve livelihood

10,043 Income Generating Grants


(IGG) were awarded to establish small
kiosks or buy livestock for the destitute
who had no source of income.
