Govt to create forum to boost economy in regions

The government is set to establish a regional forum for financial and economic coordination,
in order to provide optimal support for the planning and implementation of economic and
financial development in the regions.

Three government institutions, Bank Indonesia ( BI ), the Finance Ministry and the Home
Ministry, say they are committed to strengthening their coordination and cooperation to speed
up economic and financial development in the regions, as outlined in a memorandum of
understanding ( MoU ) signed in Jakarta on Friday.
BI Governor Agus Martowardojo said the cooperation would be focused on three strategic
activities, namely the synchronization and synergy of policies to accelerate the
implementation of structural reform programs, the exchange of data and information and
analysis related to economic and financial development in the regions and the establishment
ofa regional forum for financial and economic coordination.
"Through this forum, various strategic issues will be discussed to produce policy
recommendations on economic and financial development in the regions, said Agus. He
added that it was expected the forum could further integrate various forums, activities and
initiatives related to economic and financial development in the regions.
Earlier, the government formed regional inflation control teams ( TPID ) to control inflation
in the regions. Currently, there are 451 TPID set up across the country.
Agus explained that during the 2005 to 2010 period, Indonesias inflation rate stood at 8.5
percent. In 2010 to 2015, it went down to 5.8 percent and by the end of 2015, it had further
declined to 3.35 percent. As of March 2016, Indonesias inflation was 4.45 percent.
The central bank governor said through closer coordination of the central government and
local administrations, Indonesias inflation was expected to fall below 5 percent.
"With the regional coordination forums, it is expected that economic growth in the regions
will improve, which will eventually boost the peoples welfare," he added.
Finance Minister Bambang Brodjonegoro said the central government urged all local
administrations to use their regional budgets efficiently. With an increase in regional transfer
funds, it was expected all regions could contribute to the countrys economic growth.
"The transfer funds will decrease the burden of the central government but it is also expected
that economic growth should increase, driven by the improved economy of the regions.
Overall, it should begin with sound spending policies," he explained.

In the 2016 state budget, the central government is set to transfer Rp770 trillion ( US$58.20
billion ) to regions and villages throughout the country. ( ebf )

Debate on airline price floor continues

Airline industry players continue to be split over whether there should be an industry floor
price to improve safety in the industry.

Garuda Indonesia President Director Arif Wibowo said the price floor regulation was
mandatory and must be obeyed, adding that while it might not totally eliminate the possibility
of accidents, it still prevented predatory pricing among low-cost carriers.
It is needed to stabilize the price competition among low-cost carriers in Indonesia.
Different from other countries, Indonesia has a very tough market and we need to be wary of
predatory pricing. This is the mandate of the law, he said on Monday in Jakarta.
Due to safety reasons, the government has created a price floor and ceiling in the airline
industry, after several accidents involving low-cost carriers. According to the rule, the
minimum price that airlines can charge is 40 percent of the price ceiling.
I have told the ministry to reduce the minimum price by 30 percent and I hope in time they
will have the confidence to say that price is not related to safety. Personally, I dont think they
are linked but that is just my personal view, Air Asia CEO Tony Fernandes told

Centre of Strategic and International Studies ( CSIS ) department of economics head Yose
Rizal Damuri said the government should enforce safety standards in the airline industry
instead of regulating prices.
There are some airlines that can offer high safety at a lower price. If the reason is safety, it
would be better to create safety standards, because regulating the price means killing

Indosat eyes the east-section of Palapa Ring project

Indosat Oredoo Tbk hopes to win the east-section of Palapa Ring project tender. This is the
second time the tender has been offered; the previous tender failed to attract submissions due
to its unrealistic project value and data.
According to Indosat president director Alexander Rusli, the east-section project requires a
6,300 km fiber optic to connect East Nusa Tenggara, Maluku, West Papua and Papua.
The submarine communications cable will also have landing points on several islands.
It was the kind of unrealistic tender where nobody wanted to put in a bid. With revised data,
the results of the second tender will be announced around June. We have put forward our bid,
hopefully we will win, he said during The Jakarta Post 33rd anniversary event on Monday
in Jakarta.
The Palapa Ring will be the infrastructure backbone of the internet connection in Indonesia.
The focus is to get those islands connected. We will get the money from the service that will

BI urges structural reforms to boost growth

Bank Indonesia ( BI ) has called for structural reforms in the industrial sector to increase the
competitiveness of local companies and strengthen downstream business activity.
BI Governor Agus Martowardojo said on Thursday that Indonesias economy had shown a
positive performance last year despite external and domestic challenges, including the drop in
commodity prices, hampering the country's commodity-based exports.
"It is essential to maintain macroeconomic stability and sustainable economic growth," Agus
said at the publication of the central banks Indonesian Economic Report 2015.
He urged the government to implement macroeconomic policies -- both fiscal and monetary
that were disciplined, prudent, consistent and timely.
Agus said substantial synergies between authorities be it BI, central and local government,
as well as other regulators should be exploited to support macroeconomic policies.
"We need to encourage a growing population and rising industrial share especially outside of
Java and the integration into global value chains," he asserted.
The government should continue to strengthen maritime connectivity, promote tourism and
improve institutional and human resource capacity, he said.
Agus said the structural reform agenda had yet to extend to food security, energy and water
management. He added that coordination among stakeholders was required to improve
agricultural productivity and address problems regarding production, distribution, marketing
and institutions.
"We welcome the commitment and efforts of the government to maintain food supply, which
in our opinion is critical for keeping inflation low and stable."
Agus also said the government needed to increase capacity in the energy sector with regard to
the production and reserves of primary energy, the energy mix, and the accessibility and
efficient use of energy and electricity. He also requested that fuel subsidies be more
transparent and well targeted.
"And related to food and energy, our efforts to strengthen national water security must be
combined with the conservation of water resources," he said.

He noted, however, that sustainable financing was needed to support these long-term efforts.
"Reforms are needed to improve the availability of long-term funding from domestic and
foreign [sources], as well as the deepening of financial markets," Agus explained.
Indonesia's economy is expected to grow by 5.2 to 5.6 percent in 2016 and remain on an
upward trend in the medium term, he said.
Inflation is projected to be maintained within the target range of 3 - 5 percent for 2016 to
2017 and 3.5 1 percent over the medium term, he added.
"With a better economic structure and more diversified source of growth, the current account
deficit is expected to remain subdued at a safe and healthy level," he ended.
The annual Indonesian Economic Report contains comprehensive analysis by the central
bank's researchers on the national economy in the year preceding its publication.
The report also seeks to deliver lessons learned during that period, which can serve as the
foundation for strengthening and improving future policy. ( dan )

Offshore companies created to support exports: former BI

Indonesian businessmen established offshore companies to support their export businesses in


the early 1990s and not necessarily to avoid tax, former Bank Indonesia ( BI ) governor from
1988-1993 Adrianus Mooy said.
During that era, the rupiah was devalued while the oil price declined due to an oil glut that
caused an oversupply in the market. The global economy was also contracting, to around
three percent a year, he explained.
"At that time, Indonesia was an export-oriented country and it was difficult to predict the
exchange rate. In the export business, converting the US dollar to rupiah and then
reconverting it might cause losses. Thus, it was better to put the money offshore," Mooy said
on Thursday.
Indonesia tamed that situation by boosting non-oil and gas exports and devaluing the rupiah,
which at the time was strengthening against the dollar. During Mooy's time, the inflation rate
was quite high, at around 10 percent.
As such, Mooy emphasized that offshore companies were not automatically guilty of tax
fraud or money laundering.
Some politicians and businessman in Indonesia are in the spotlight after the Panama Papers
revealed that they own offshore companies.
"To stabilize the exchange rate, we made a deal with the US on currency exchange swaps. As
their inflation rate was around 5 percent at that time, with our 10 percent inflation rate, there
was a gap of 5 percent in the purchasing power parity," he said.
The swap agreement helped the businessmen predict the level of the rupiah. Mooy argued
that the very same method could be used today as Indonesia adopts a free-floating rate
instead of a managed floating rate during his period. ( ags )
