History of Balanga and PGS

In 2013, Balangas vision was scrutinized through a Public Revalida

Balanga found out that the city has to refine its vision. The panelists at that Public
revalida questioned the inclusive growth that that vision has to offer to the city
The vision lacked on how it can allow the citizen contribute to and benefit from
economic growth
Also, the vision seemed too vague. The niche is missing. The Utown brand that
Balanga wants

A new vision was born, this time, we wanted to label Balanga a UTown and a
destination of BPO companies.
Balanga wanted to offer a learning city and a place where the graduates of the city
can stay for work
However, during the preliminary studies, problems surfaced (like the lack of talents
and location where the BPO can nest)
The vision was realigned again but this time, the vision was focused to KBB
This is inspired by the exposure trip of the city mayor with the BPSUs students who
won in Smart Wireless Engineering Education Program (SWEEP) competition
After the first six months of pursuing this vision, we decided to vie to be one of the
Islands of Good Governance of ISA

What is the seal of Islands of Good Governance?

This is a label that can be given to government institutions
This signifies the efficiency in the institution through delivering projects that are
important to the citizenry

This seal is good for three years only

The conferral of IGG will be determined through a series of auditing.
The whole city including will be audited to determine if we deserve the seal
Our application to IGG is special because if we will make it, we will have an
opportunity to be showcased in APEC

IGG is indeed a challenge for the whole city

To be able to surpass the IGG auditing
We must be familiar with the ins and outs of the vision
This is the brand new strategy map of the city
This map guides us the details on how we will attain the vision
This map is composed of four elements:
Vision
Objectives (divided by perspectives)
Mission
Values

The city mission has two significant elements

University Town 2020
The emerging hub for KBB
