Lena Horne harbored a
tempestuous relationship with
her own striking beauty. Her
appearance provided a gilded
pathway to prominence, but
also constructed the intangible
Queen Latifah glass ceiling that stymied her
career during the early 20th

Yet, Horne’s beauty did

Youth Center to
Curb Violence

After almost a decade, the dream of nine Baltimore City
teens to create a safe haven for youth has come true. The grand
opening of The Dream House was held on May 8, marking
an end to the tedious and tiresome renovation efforts and the
beginning of constructive afterschool activities for elementary,
middle and high school students in a familiar environment.
Not your ordinary youth center, The Dream House is run by
youth, who call themselves the Youth Dreamers, and focuses on
curbing teen violence.
“We want a youth center where the youth are decision-
makers,” said Kristina Berdan, the teacher director of the Youth
Dreamers. “What’s really important for us is to have adult allies
so those goals can come to fruition.”

and her parents, Edna Scottron and
Edwin Horne, were among author

Nonetheless, Horne’s upbringing
was a difficult one. Her parents
divorced when she was 3 and
she spent much of her childhood
boarding with relatives while her
mother, a dancer, traveled with a
troupe.
At age 16, Horne made her stage
debut at Harlem’s famed Cotton
Club, where she developed lifelong
friendships with jazz greats such as
Duke Ellington, Cab Calloway and
Jimmy Lunceford. She went on to
perform with various orchestras,
married and had two children,
although the union ended in divorce.
Several years later, a chance
encounter with a Metro-Goldwyn-
Mayer (MGM) talent scout led Horne
and her father to the company’s
executive offices. In an interview,
the singer — whose refined onstage
persona and vocal prowess had
already made her a national star —
described the meeting’s most tense
moment.
“I’d like my daughter to be in
your movies,” Edwin Horne had to
MGM leaders, “but not as a maid. It
wouldn’t be realistic.”
The studio agreed, but never
helped catapult Horne’s career
to peak strata like her White
contemporaries Heddy Lamarr and
Jean Parker. While she was never
cast as a maid, tribal woman or any
other stock “Black” character, her
roles became a revolving assortment
of brief song-spots that were cut in
Southern theaters.
Her first three films — Swing
Fever, Cabin In The Sky and Stormy
Weather— marked the pinnacle of
her relationship with MGM.
In a press release, Horne likened
herself to a “butterfly pinned to a
column, singing away in movieland.”
But while her film career appeared
paralyzed, she had become a
headlining theater performer and
an avant-garde sex symbol whose
beauty saw no racial limitations.
“Ms. Horne paved the way
for Black entertainers in so many
ways. During a time when being
Black held one back from being
successful in mainstream media,
Lena Horne literally kicked down
doors with her amazing talents and
stunning beauty,” said musician
and producer Curtis Hudson, who
penned Madonna’s 1983 breakout
song “Holiday.” “Without Lena
Horne, there would be no Beyoncé
or Rihanna. My father was in World
War II and he told us that Lena
Horne’s music and her pinup pictures
made them so proud, they were able
to go on and fight the many battles
they fought.”
Horne’s political views and
headstrong nature were most
apparent during her performances

and the Council on African Affairs
created rifts in Hollywood and
Horne was added to a “blacklist” of
suspected Communists in 1947.
For more than a decade, Horne
poured her efforts into causes that
promoted peace and social justice.
In 1958, she was inducted into Delta
Sigma Theta Sorority as an honorary
member and in the ‘60s, when race
riots and overt bigotry climaxed,
she participated in the March on
Washington.

of themselves from Hollywood,
many, like me, learned from Lena
Horne’s open resistance, and she
taught us that talent and hard work
could transcend racism and hatred
in our country,” said Holmes
Norton in a statement. “She was
such a universally loved singer and
actor that she performed well past
the prime of most great talents.
However, she never exhausted her
unflagging determination to fight for
equal rights for all people.”
Horne resumed performing in the
early ‘80s and appeared in The Wiz
which featured Michael Jackson, and
a one-woman Broadway production,
Lena Horne: The Lady and Her
Music.
On stage, the songstress explored
the duality of being America’s first
Black sex symbol while others of
her race fought and died for justice.
With humor and a hint of bitterness,
she also divulged the ironies of being
both too Black and not Black enough
for Hollywood and the ramifications
of being Lena Horne — both bold

“It’s supposed to feel like a home; it’s not
supposed to feel like an institution,” Berdan
said.
In 2001, nine students from the Stadium
School noticed the problems youth were having
after school and decided to open a youth center
to give teens something positive to do. They
sought adult assistance with fundraising and
letter-writing campaigns to raise money for a
home for the youth center.
“Senator Barbara Mikulski donated $70,000
and she came [to the Stadium School] and
presented it,” Berdan said.
While looking for other funds, the teens
busied themselves with finding a home for the
youth center and settled on 1430 Carswell St.,
a former parsonage owned by the Homestead
United Methodist Church.
The Youth Dreamers then had to change the
zoning of the house from residential to multi-
purpose. While most neighbors in the area
signed the petition that made the teens’ Dream
House a reality, some neighbors opposed the
house at the Board of Municipal and Zoning
Appeals, fearing that a youth center would
bring violence and noise to the neighborhood.
However, the zoning passed and the Youth
Dreamers proceeded with schoolwide
fundraising events and grant writing, which
raised $324,000 for renovations.
“We bought the house in 2004 and it took
three years to do all the renovations,” Berdan
said. “This could not have been done without
the time and talent of so many people.”

“We’re so thankful for his
philanthropic service and
for being an inspiration to
our people. In the future,
this street will be known as
a celebration of someone
who meant so much to our
community.”

Center, where the Ray Lewis
Foundation hosts its annual
Thanksgiving giveaway.
Each year, Lewis, along with
several of his teammates,
provides holiday meals to less

Lewis was so appreciative
of the honor, tears of joy
streamed down his face. But
the athlete, who turns 35 on
May 15, said supporting the
community shouldn’t be done
for honors because it’s “the
right thing to do.”
“To [whom] much is given,
much is required,” Lewis said.
“They say, ‘love thy neighbor
as thyself’ and we have to
get back to believing in that.
If money defines you, then
we’re in the wrong business.
We need to get back into the
loving business.”

of the Ray Lewis Foundation
and was also honored at the
unveiling.
“Ray does what he does
because he lives with love,
faith, hope, mercy and grace,”
Smith said with just as much
emotion as her son plays
with every Sunday. “He was
birthed to be a man that gives.
People need to see that God is
real and they’re going to see
God through his work.”
Lewis believes folks
will also be able to see God
through his new street.
“If Ray Lewis Way does
nothing else but one thing, let
it make you look up, instead
of down,” he said. “Let it be
that inspiration for you to
know there’s always a way
to a better way of living. And
that way is through God’s
love.”

Food insecurity – the lack
of access to enough food for
an active and healthy lifestyle
– affects almost 14 percent
of low-income local families.
Obesity is a common result
of food insecurity, which
then leads to type II diabetes,
depression and bone and
joint problems. However,
the Food Policy Task Force
outlined several strategies
to address these concerns
including support for farmers’
markets; collaboration with
policymakers; a central
kitchen model for the
Baltimore City Public School
System; supermarket home
delivery systems; improved
food environments around
schools and recreation
centers; street vending of
healthy foods; and developing
a targeted marketing
campaign to encourage
healthy eating among all
Baltimoreans.
The city has hired its
first food policy director,
Holly Freishtat, who will
work to implement the
recommendations made by
the Food Policy Task Force.

Baltimore suffer from food
insecurity due to the closure
or deterioration of grocery
stores in urban areas. Only
10 percent of food stores in
the city are supermarkets; the
majority are corner stores that
typically lack basic healthy
foods like whole wheat
bread, low-fat milk, fruit and
vegetables.
Research conducted by
doctoral student Manuel
Franco of Johns Hopkins
University found that 43
percent of African-American
neighborhoods have access to
the lowest category of healthy
food compared to 4 percent of
White neighborhoods.

WeIch formed a childhood
obesity taskforce in 2006
when childhood obesity
reached an all-time high in
Baltimore City. Her task force
found that making fresh food
available and cutting trans fat
would reduce the problem.

have jumped on board with

by recently implementing
“meatless Mondays” for a
vegetarian lunch option.
“I’m happy to report that
the work to transform the
food landscape is underway,”
Rawlings-Blake said.

What Happens in Arizona,

In the last few weeks, I’ve been surrounded
by more talk of illegal immigrants than I have
in years. What sparked this increase in chatter
is Arizona’s law allowing police to stop
anyone they believe is an illegal immigrant
and request documentation showing they have
a right to be in the United States.
Law enforcement, based on an
observational belief, can stop and require
proof of legal residency. How will they decide
who to stop? The only information available
to them under most circumstances will be skin
color, language, accent, cultural proclivities
and name. So unless officers are stopping
everyone they see – an untenable enforcement
position – some sort of racial profiling will be
used to make that determination.
This disturbs me, because I foresee only
people of color – brown-skinned people –
being regularly stopped. Meaning, citizen or
not, people of Hispanic, African and Arab
descent should plan to be inconvenienced each
time they leave home and should always carry
proof of legal residency.
That scenario makes me think of Germany
during the rule of Hitler, where the population
of the country was required to carry their
“papers” everywhere.
Is this what it’s really come to? Could we
be on a similar slippery slope?
This is a country of immigrants. The only
indigenous people of the contiguous 48 states
make up around 1 percent of the population.
Everyone else, whether in the current
generation or multiple generations ago, came
here from somewhere else, including the
founding fathers.
Over the course of this nation’s history,
with the added ingenuity and hard work of
these transplanted people, look at what we’ve
become. For years, we were at the forefront
in a majority of areas – science, technology,
education, industry. The United States was
the place people flocked to for opportunities
to improve their circumstances. These
people came bringing their own energy and
contribution to the forward motion of this
nation.

Keeping Those We Love Alive
We should always honor
Elijah Cummings our parents, but their “days”
in May and June are the
moments when mom and dad traditionally take center stage.
An invitation to dinner is always a welcome gesture from a
grateful child. However, our most important gift to them would
be to help them stay healthy and alive.
I share this thought as a man who is fortunate to still have
a wonderful mother in my life - and who misses my departed
father every day. I have learned that we never fully realize how
much a parent means to us until he or she is gone from our
lives.
If it seems that I devote an extraordinary amount of my
energy to fighting for our health and survival - and, especially,
for the preventive health measures that should be part of our
routines - the reason is right there before our eyes.
Far too many people in our community are dying before
their appointed time. Although medical science can help us
survive, only we can undertake the first steps toward changing
this harsh equation.
So, as we consider how best to honor our parents this year,
we might begin by helping them better protect themselves
against killers like cancer. Consider these facts.
African American women are more likely than their
Caucasian sisters to die from breast cancer. Our men are
contracting prostate cancer at a 60 percent higher incidence
than the majority population - and suffering a 2.5 times higher
mortality rate.
The reasons for these disparities in our survival from these
cancers are complex, but this much is clear: Far too often, we
are detecting cancer only at an advanced stage when it is more
difficult to treat and cure.
We must do better than this. Lives are in the balance – the
lives of those we love.
Recently, a member of my staff named Mike talked to me
about his parents. Mike’s father, a navy veteran of WWII,

How Do We Circumvent Youth Violence?
Nearly a month ago,
Tyrone Parker parents, families and
communities in the District
of Columbia faced one of the deadliest shooting rampages in
the city’s history, leaving four dead and six others wounded.
Residents, along with several community-based organizations,
rallied from South Capitol Street to the funeral services of the
slain, to demonstrate that never should we as a village have
to experience the tragedy of losing our youth to gun violence.
The stench of death touched many of our hearts as we glared
in caskets at some who were teenagers, or in their early 20s
and 30s, reminding us of the sons and daughters we have lost
to gun violence.
Since 1991, The Alliance of Concerned Men has helped
to transform and save the lives of thousands of young people
and negotiate seven gang truces. However, we mentored two
of the youth who were murdered in the rampage, and after this
travesty, our organization will never be the same.
In 1992, the Alliance, along with 100 African-American
men, marched and formed a human prayer chain across
the 14th Street Bridge in protest of guns coming into our
community – 75 percent of them coming Virginia. We
testified before the Government Reform Committee on how
the District of Columbia’s gun ban would essentially help the
community and save the lives of our youth.
Our question to ourselves, to the community, law
enforcement and to the politicians is how do we circumvent
youth violence? And furthermore, how do we prevent other
young men in our communities whose behavior, beliefs and
actions reflect violence? How do we draw the village around
our young men and women strongly enough to prevent
another massive shooting?

to a May 4 interview with
Filipino boxing icon Manny
Pacquiao’s famous trainer,
Freddie Roach.
Roach took a brief break
from the training regimen

During the phone interview,

track star Allyson Felix on an
initiative that will push for
healthier eating in schools
across the United States.
Salley, Felix and other
celebrities met with Congress
on May 5 to co-sponsor the
Healthy School Meals Act of
2010, H.R. 4870, a bill that
offers new opportunities to
improve school lunches and
fight childhood obesity.
Under the bill, kids
would be privileged to fruits,
vegetables and other healthy
plant-based products, instead
of the “mystery meat” and
other less healthy foods

be the “Fight of the Century,”
was initially negotiated
to occur back in January,
but negotiations ended
after Mayweather accused
Pacquiao of using steroids
and demanded that they take
Olympic-style drug testing,
which requires blood testing
just days prior to the fight.
Insulted by the accusation,
Pacquiao withdrew from
fight talks with Mayweather,
and told reporters that he’s
uncomfortable with drawing
blood and believes it takes
away from his strength.
Both boxers went on to
dominate less competitive
boxers instead, but now it
appears they’re ready for
what Roach described as the
“biggest fight of all time.”
When asked if Manny will
concede to Mayweather’s
request for Olympic-style blood
testing, Roach said they’re
going to “meet in the middle.”
“We wanted [blood tests]
no less than 24 days before
fight day, they wanted 14 days
out, so it’s going to be 17 or
18 days out,” Roach said.

the fight live from a boxing
fan’s perspective, but noted
that he also recorded the fight
back at his home and will
later watch as a trainer and do
his homework to best prepare

He may want to do
as much homework as
possible, because many
of his comments during
the interview may have
Mayweather ready to retaliate.
Roach said the undefeated
superstar is a sure Hall of
Famer at his previous fight
weight of 135-140 pounds,
but he’s only an average
fighter at his current weight
class of 147 pounds.
“He can’t punch at that
weight and that’s his biggest
issue I think, but also the
speed factor; he’s a little
slower at this weight,”
Roach said of Mayweather.

Black community, folks are

Roach insists that money isn’t
the only reason this fight is
going to be one to remember.
“This one is really special
because this one is a very big
challenge also,” Roach said.
“With Mayweather’s style,
Salley, who is a converted
vegan. “Folks will [eat] parts
of the chicken or parts of the
swine that nobody else wanted
to eat during those times. Pig
ears, pig feet, or chitterlings.
Don’t call it chitterlings, call
it what it really is, pig guts.
None of that stuff is good for
the body.”
Most schools aren’t serving
pig ears in the lunch line,
but the mystery meat they
do serve isn’t any healthier.
Salley believes providing
better alternatives, like veggie
burgers and real orange juice –
not from concentrate – will go
a long way in the fight against
childhood obesity.
“It’s important for folks
to know that I’m not against
meat, I’m for fruits and
vegetables, just like I’m not
against war, I’m for peace,”
Salley said. “I’m for whatever

why not offer it?”

When Legends Fall

By the time Lawrence Taylor
was wrapping up his NFL Hall
of Fame career with the New
York Giants, I was still coloring
wildly in the confinements of
my elementary school class. By
the time of his second arrest for
buying crack cocaine in 1998, I
was firmly entrenched in the halls
of my high school. And on the eve
of his arrest last week for allegedly raping a 16-year-old girl, I
was already a couple of years deep into my writing career.
Taylor’s troubled timeline has served as my own personal
growth chart over the years. Stretching back to 1986 when he
entered his first drug rehab program, he’s remained one of the
more polarizing figures in sports history since his introduction
to the football world in the late ‘70s. But outside of a few
choppy highlight reels, I’ve never actually seen Taylor play
in person. But according to many, he was a certified terror,
apparently on and off the field. Sadly, much like fellow Hall
of Famer O.J. Simpson (who I’ve also never seen play in
person), the two-time Super Bowl champion is doing his best
to bury a glorified playing career beneath a list of disturbing
chronicles.
On the heels of Taylor’s recent arrest, the question was
posed from media circles across the nation pondering whether
criminal circumstances should be enough to strip former
greats such as Simpson and Taylor of their Hall of Fame
honors. In my opinion, YES!
Once you get past the on-field accomplishments, what else
is left to define a sports legend besides the actions of his post
career? For all of his glory, Simpson will forever find it hard
to shake the label of murderer after the controversial death
of his wife, Nicole Simpson, in 1994, nine years after “The
Juice’s” induction into the Hall of Fame. From a sports writer
who’s never seen Taylor play, his claim to fame at this point
for several ‘80s babies remains a chronic bout with crack use
and a penchant for trouble with the law.
Some may argue that the Hall of Fame is a measurement
of football accomplishments and not a litmus test for choir
boys and boy scouts, which is predominantly true. But for
all incoming rookies, the NFL takes them on a field trip to
Canton, Ohio’s Pro Football Hall of Fame sanctuary upon
their entrance into the league. Once inside the Hall, aspiring
rookies are given a brief history lesson of some of the league’s
former greats.
As an ‘80s product, my memories of Hall of Famers
Taylor and Simpson are already bleak as it is. Considering
that the majority of today’s new NFL blood consists of ‘90s
babies, they probably have no clue whatsoever to the history
of today’s Hall of Famers. So one look at Taylor’s bronze
enshrinement and how should the tour guide illustrate Taylor’s
life? As a man who could avoid a crack-back block with the
best of them or as a man who couldn’t avoid a crack rock like
the rest of them?
You can’t discredit Taylor’s professional accomplishments
but you also can’t ignore his life’s failings neither. Until Hall
of Fame memberships are revoked for criminal behavior, the
NFL will have a tough decision on its hands.

The Baltimore City Office of Boards and Commissions has been
requested by the Department of General Services, to receive proposals
to establish contracts with five (5) engineering design consultants to
perform on-call civil/structural engineering services for the City of
Baltimore.
The work will consist primarily of the preparation of construction
documents for repairs, renovations, and minor new construction related
to a variety of public buildings and miscellaneous structures (such as
office buildings, health facilities, police stations, fire stations, libraries,
schools and multipurpose centers), utilities and other facilities. The work
may also include field investigations, feasibility studies, construction
administration services and cost estimating. The consultant may also be
required to provide the above services and sketches and specifications
for Indefinite Quantity Contracts (IQC) work. The consultant may be
required to analyze existing structures for safety and prepare temporary
or permanent corrective measures. One major project may be included
in lieu of several small projects.
The consultant and his team shall have the capability to perform all
services necessary to prepare complete contract documents for the
construction of civil/structural components and appurtenances required
in public facilities. All teams shall have at least one member LEED
Accredited Professional (LEED AP).

Materials, Highways, Bridges, Utilities and Incidental Structures”. City
personnel will utilize the City of Baltimore Guidelines For The Perform-
ance Evaluation of Design Consultants and Construction Contractors for
this contract/project.
Firms intending to submit a proposal as a prime consultant for this project
should submit a ”Letter of Interest” to the Office of Boards and
Commissions, Room 601, 417 East Fayette Street, Baltimore, Maryland
21202 (FAX: 410-625-4667). Since these letters are utilized to assist
small, minority and women business enterprises in identifying potential
teaming partners, the letters should be submitted within five (5) days of
the date of the project´s advertisement. The letter should contain a
contact person. Failure to submit a ”Letter of Interest” will not disqualify
a firm submitting a proposal for the project.

Each prime consultant applying for this Project will be required to

complete and submit an original Federal Form 255, along with five (5)
copies, to the Office of Boards and Commissions. The Federal Form
255 and the five copies must be submitted on or before 12:00 P.M.
(Noon) on. 6-10-10. Submittals may not be accepted after this deadline.

The consultant selected for the award of this project shall provide
professional liability, auto liability, general liability and workers´ com-
pensation insurances as required by the City of Baltimore.

Qualification Requirements
All architectural, engineering, and surveying firms listed in the specific
proposal for the Project must be prequalified by the Office of Boards
and Commissions for each applicable discipline at time of submittal for
this Project.

It is the policy of the City of Baltimore to promote equal business

opportunity in the City´s contracting process. Pursuant to Article 5,
Subtitle 28 of Baltimore City Code (Latest Edition) - Minority and
Women´s Business Program, Minority Business Enterprise (MBE) and

5 subtitle 28-41).

A firm submitting as a prime consultant that fails to comply with the requirements
of Article 5, Subtitle 28 of Baltimore City Code when executing a contract is
subject to the following penalties: suspension of a contract; withholding of funds;
recision of contract based on material breach; disqualification as a consultant
from eligibility to provide services to the City for a period not to exceed 2 years;
and payment for damages incurred by the City.
