The budget making process


has been thrown into disarray
after Parliament overwhelmingly
voted to have the Budget Committee reconstituted.
And following the unprecedented development, Speaker
Justin Muturi directed that committees make their budgetary
recommendations to the Liaison
Committee which is chaired by
his deputy Joyce Laboso.
The committee was set to commence debate on the lengthy
budget allocation process today.
Muturi explained that the budget
making process was time-bound
and directed that the Liaison
Committee take over in the interim period.

Debate on the matter was triggered by Deputy Leader of Minority Jakoyo Midiwo, who claimed
the Budget Committee chaired by
Mutava Musyimi had misused its
mandate by, among other things,
allocating money to its members.

The committee has completely usurped the powers of


the Finance Committee. In the
last financial year, the committee
allocated itself Sh3 billion in the
name of public hearings but the
money ended up in their respective constituencies to fund projects of their choice, said Midiwo.
The Gem MP added that the
money was disguised as budgetary allocations, but in real sense,
it went to fund projects in the embers elective areas. Each member
received Sh60 million.

tell us how much he has spent so
far and pay back because it is personal privilege, said Mbadi.

of the coalitions will now have to
pick a new team of 51 members to
make up the committee afresh.

a new correctional facility to confine extremist offenders to prevent

An Italian circus took advantage of its patrons demand for cute animals by painting
black patches on the ears and backs of two
white puppies to pass them off as pandas!
The puppies, one male and one female,
were camouflaged as pandas so children and
parents would pay to take photos with them.
The kids couldnt tell the difference, but the
police did. They arrived to shut down the circus on tour in Brescia, Italy after realising
the pandas were fake. The owner of the circus
was arrested and accused of animal abuse,
Italian media reported.

a full-time basis are not affected, but the part-timers,
said to consist almost 50 per
cent teaching staff in some
universities, complain of myriad problems that reduce their
contracts to something akin to
slave labour.
A survey, done by the Kenya
Institute of Public Policy and
Research (Kippra) a few years
ago, indicated that up to 50 per
cent lecturing staff at public
universities are engaged as
part-timers.
Unpaid lecturers who met
in Nairobi last week said they
estimated at least Sh1 billion is
owed to them by various universities.
They said nearly all public
universities owe them a lot of
money, while religious-based
private institution are next in
the line of notoriety in withholding salaries.
Only a few universities
with international links have
clean sheets in paying salaries
of part-time lecturers, said
Julius Kimingi who claimed
each of over 50 members who
met, were owed an average of
Sh200,000.

you that I have not been paid
for units I taught in 2012 in two
public universities and one private university. The last pay I
got was in August last year, for
part of the work I did in 2012,
said Kimingi.
I am owed Sh1.5 million by
three universities. It could be
more because I have lost track
of some of the classes I handled

Why are universities, supposedly
bastions of liberal compassion for
the downtrodden, exploiting the
labour of the underpaid and the
overworked dons?
Many affected lecturers interviewed say it starts with one getting a masters degree deciding to
turn to universities for part-time
engagement as lecturers because
of the flexibility of work schedule,
while studying for a doctorate at
the same time.
However, what they soon find
out is that many universities are
eager to engage their part-time
services but not keen to offer them
solid contracts.
Indeed, as the survey shows,
many such lecturers have no written contracts. They are introduced
to heads of departments who just
hand them forms to log in hours
worked.
Once a months amount of work
is logged in, the forms are submitted to accounts sections for processing of payment. Having no

you rather stick around while
fighting to be paid even in installments.
Another part-timer added: In
fact, last week I went to make a

to over Sh450,000 in a university
based around Kisumu town. They
gave me my statement and indeed
acknowledged that they owed me
the money.
But when I asked when I could
be paid, the accountant told me to
pray for them to get money which
they can then use to pay me! It is
frustrating.
But why are they not being vocal
in demanding their rights, or even
taking these universities to court?
It is a balancing act. The danger
has always been, if you speak up
forcefully they pay you a little and
then sack you, added another lecturer.

The issue of remuneration


of part-time lecturers by both
public and private universities
has been a big challenge for the
management of institutions of
higher learning.
Less funding by the government, in the case of public universities and delayed payment of
fees by students is the major reason universities give for failing to
meet their part of the bargain.
Machakos University College
council chairman Dr Charles
Maranga says while his university is up to date in the payment of
part-time lecturers, other institutions are experiencing problems
in raising money to meet their
recurrent expenditure.
Payment of part-time lecturers is a management issue but I
am appraised by the management that they are up to date in
meeting all claims by lecturers.
There could be one or two pending cases owing to failure to offer teaching until the end of the
semester or to mark and submit
results, including those of Continuous Assessment Tests (CATs)
and supplementary exams, said
Maranga.
Occasionally, payments can
delay because part-time lecturers are many and it takes time to
authenticate and process their
claims, he added.
Maranga says low capitation
from the government causes
delayed payment by public universities. He concurs that remuneration of part-time lecturers
is a major issue that needs to be
addressed urgently.
The Secretary General of Kenya Universities Staff Union Dr
Charles Mukwaya also acknowledged the huge task universities
face in raising money to pay off
the salary demands and other
obligations.
Most universities are facing serious financial short falls
because they do not receive
enough capitation from the government, he said.

National Police Service to spend

The Law Society of Kenya yesterday suffered a blow after the


High Court ruled that the name
of an advocate be included on
the ballot paper for its February 25 elections. Justice Weldon
Korir ruled that a decision by
the LSK to bar Frank Ochieng
Walukwe on grounds of legibility was unfair.
The decision by the society to
bar him even though he was eligible to vie for a position is hereby quashed, the judge ruled.

challenge LSKs decision to lock
him out of the polls after initially
shortlisting him. He claimed
LSK denied him the opportunity to vie for position of council
member because he had been in
practice for less than two years.
Chairman Eric Mutua had told
the court that for one to qualify
as a council member, the candidate must have been in practice
for at least two years and Walukwe was admitted to the roll of
advocates on January 23, 2014.

Attorney General Githu Muigai has


announced that the reconstitution
of several commissions with the
aim of reducing commissioners
will take effect next year.
The AG yesterday said there is need
to rethink whether those who work
for commissions such as Kenya Law
Reform Commission (KLRC), Ethics and Anti-Corruption Commission and Independent Electoral and
Boundaries Commission (IEBC) will
serve on full-time, part-time or permanent basis.
We want to reduce the size of commissions, the permanent members of
the commissions and the number of
times the commissions sit. We are applying the policy gradually over existing commissions using the proposed
formula, he said.
He, however, added that current

by the changes.
I can assure you that the dialogue and
the policy decision by government has
already been taken up but will not affect
the tenure of those serving in commissions currently. However, when the positions become vacant, they will be filled
in the new manner that government has
agreed upon , he said.
He said the policy was in line with
government austerity measures. As
part-time employees, the commissioners will take a pay lower than the average monthly salary of about Sh1 million
paid to members serving full-time in
independent commissions.
Last week, National Assembly Speaker
Justin Muturi proposed that IEBC commissioners should serve on part-time
basis.
The AG, who was receiving reports
on the Review of the Societies Act and
Establishment of Tribunals from KLRC,
exuded confidence on the Commissions
ability to take over from the Commission
for the Implementation of the Constitution (CIC), whose mandate expired last
year.
Since the demise of CIC our vision
has been that critical functions will be
shifted to KLRC in an orderly fashion,
he said.

Ruto defends
move to award
contracts to
his relatives

nepotism in his administration, even as he admitted that
his relatives had been awarded
contracts .
Ruto, who was appearing before the Senate Finance Committee, also denied allegations
that he had awarded himself tenders through proxy companies.
At the centre of the saga are the
governors brother, Mika Ruto,
and sister, Joyce JepKorir, who
have allegedly been awarded 50
per cent of Bomets procurement
contracts.

(Mandera), the governor dismissed the allegations as false
and malicious.
While admitting some of his
relatives have been awarded
contracts, Ruto said 50 per cent

KBC clamped
down over
Sh2b arrears

Nairobi City County government


yesterday clamped down the Kenya
Broadcasting Corporation (KBC) over
land rate arrears.
The State broadcaster allegedly
wes the county Sh2.06 billion accrued
since 2008 prompting the County
government to put
it under its management to offset
the arrears.
This means that
all rents payable to
the parastatal will
henceforth be paid
to the county unless the arrears are
settled. According
to Morris Okere
the head of Treasury at the county,
the premise was clamped like other
rent defaulters after it allegedly failed
to meet its obligations.
In 2014 the county government
negotiated with KBC on the payments
modalities and agreed KBC would pay
Sh5 million each month. They have,
however, reneged on the agreement
prompting us to take it over, he said.
Following the move, KBC issued a
cheque of Sh5 million to the county as
partial payment and agreed with the
county officials to form a joint committee to meet by latest Tuesday next
week to renegotiate the modalities of
offsetting the remaining sum.

Trial magistrate Daniel Ogembo of
Milimani court rejected an application by defence lawyers led by Dr John
Khaminwa seeking to have the proceedings stayed since they had filed
a constitutional
petition at the High
Court challenging
the prosecution of
Muthama.
In his ruling
Ogembo said since
the defence have
not tabled any order showing that the High Court has
stopped the proceedings the case will
proceed to full hearing on May 24.

court to allow an adjournment. He
said trial judge Joseph Onguto has already sent the petition they had filed
at the High Court to Chief Justice Willy
Mutunga to appoint a three-judge

Earlier Justice Onguto said the matters raised in Muthamas petition were
weighty and the circumstances that
led to the recommendation of him
being charged needed to be heard by
more than one judge.

Former Devolution Cabinet secretary Anne Waiguru now faces fresh


corruption investigations following a
new damning affidavit, claiming she
masterminded the Sh791 million National Youth Service(NYS) scandal.
This is after the Ethics and AntiCorruption Commission (EACC),
yesterday said it would summon
Waiguru, along with others mentioned in the affidavit, to shed more
light on the matter.
This is to confirm that we have
started a fresh probe on the allegations made in the affidavit sworn
by Josephine Kabura and we will be
summoning Kabura and other persons of interest mentioned to assist
in this fresh inquiry, said a statement by EACC Head of Corporate
Communications, Kairichi Marimba.
The persons mentioned in the
affidavit included political analyst
Mutahi Ngunyi, Hassan Noor, former Chief of Staff at the Devolution
ministry, Adan Harakhe, former senior NYS official, Joseph Mugwanja,
Director, Banking Fraud Unit, Waigurus sister Loise Mbarire and two
journalists.
The EACC statement comes two
weeks after the commission exonerated Waiguru from involvement in
the NYS scandal.
But in a quick rejoinder two MPs

into the NYS scandal.
They want the recently appointed
EACC commissioners to remove the
officials, failure to which Parliament
will commence a process to remove
them. The CEO, his deputy, and
the entire investigations directorate
must resign within 60 days or be removed from office for this brazen attempt at cover up of open theft, said
the two. The development comes as
Waiguru and Ngunyi dismissed the
affidavit by Kabura as lies.
Waiguru, on her Twitter page, yesterday said the move by Kabura is a
clear smear campaign. Finally, this
is a clear smear campaign like the
one carried out last year and the year
before but it will only serve to get me
stronger. I hope Kabura knows that to
lie under oath without evidence is a
criminal offence that can land her in
jail, read her post.
Kabura, who on Tuesday filed a 112
affidavit at the High Court, claimed
Waiguru had introduced her to the
then NYS deputy director Adan Harakhe during a meeting in 2014 at her

Runda house. Others present in the


meeting, according to Kabura, were
Ngunyi, Hassan Noor and Joseph
Mugwanja.
Waiguru hit at Kabura saying the
claims put forward were false, adding that it did not come as a surprise
that the affidavit was filed on the
same day that Director of Public
Prosecutions Keriako Tobiko ordered
prosecution of Kabura and 10 other
key suspects in the alleged loss of
Sh791 million at the youth service.
And on his Twitter handle, Ngunyi
who was alleged to have instructed
Kabura to deposit money in bank
accounts she was not aware of, also
defended himself saying the affidavit
beats the law of proportional logic.
The NYS affidavit by Josephine

Waiguru and others, I was not there.
From a deal of Sh791.4 million, they
say I received Sh1.5 million and this
beats the law of proportional logic,
said Ngunyi.
In a tersely worded statement later,
Ngunyi said he had never met Kabura, and that as a political scientist,
I am interested in meeting her because she would make a fascinating
specimen of study. He further said
he planned to record a statement
with EACC at the earliest possible
opportunity, and once I am cleared,

because I will be, I will sue Ms Kabura


and set auctioneers on her to raise
money for damages.
Ngunyi denied knowing Waiguru,
saying his relationship with her was
clinical and that his strict brief
at the NYS was to restructure, not to
fight corruption cartels. If the former CS had sought my counsel regarding the unfolding crisis at NYS,
we would have gotten to the bottom
of it with speed, tenacity and precision. She would not have resigned,
said the political scientist.
Keter and Kaluma asked Tobiko to
withdraw charges against people facing criminal charges over the scam,
in which several companies were
awarded tenders under questionable
circumstances.
Meanwhile, one of the journalists
mentioned, Mwaniki Munuhe, has
demanded a retraction and apology from Kabura, saying the false,
wrongful and malicious words constitute a serious affront on his character, standing and reputation built
painstakingly and scrupulously for
years through hard work and commitment.
Munuhe said he had been injured
both in his personal and professional standing as a distinguished
journalist and demanded an apology

Boundaries Commission (IEBC) will
receive sufficient funding to conduct
next years General Election.

The much publicised mass voter


registration exercise got off to a slow
start with low turnout being recorded
in most centres across the country.
Yesterday was the second day and
a spot check on various registration
centres showed that only a handful of
people turned out to register, with officials attributing the situation to voters
apathy or lack of civic education.
This came even as Cord leader Raila
Odinga led the coalitions top leadership to the Independent and Electoral
Boundaries Commission (IEBC) offices to protest the alleged skewed
manner in which the electoral body
distributed BVR kits used in the ongoing voter registration.
The Opposition, which included
Cords co-principals Kalonzo Musyoka and Bungoma Senator Moses
Wetangula accused IEBC of deploying fewer kits in areas where Cord
enjoys massive support to lock out
its supporters from registering as
voters.
IEBC has gazetted 24,559 registration centres for the exercise and deployed 5,756 kits. Kalonzo, who excused himself from the closed-door
meeting accused the Commission of
stealing the 2017 polls in advance.

Society tends to judge


our police too harshly
The seven-year jail term handed to police officers
Veronica Gitahi and Issa Mzee for the killing Kwekwe
Mwandaza, 14, does raise serious issues relating to
how officers (should) respond to violent situations.
The two were convicted of manslaughter, rightly,
since it would have been inconceivable that they premeditated the killing, seeing as it is that they were responding to a street demonstration.
We do not want to question the decision by the High
Court to convict them over a situation in which they
were confronted by a panga-wielding teenager, but it
is proper to put the matter in perspective.
While citizens are within their rights to ask that police officers be more careful with their firearms, just as
Justice Martin Muya observed, it is apparent that society expects too much from law enforcement agents
while doing too little.
It would be the height of irony for society to point
fingers without asking what role it plays in situations
where firearms are used, at times with fatal consequences.

Maybe it is time police


training curriculum
was reviewed to include
not just public relations but also
guidance and counselling
Faced with a riotous armed members of the public, it is illogical, even unreasonable to expect police
officers, who are armed just for this purpose, to automatically rationalise and ponder the consequences.
Society must ask itself just why individuals should
appear in public places while armed, which in itself constitutes an offence (possession of offensive
weapons), and then expect the police to look the
other way.
Police are trained to handle trouble and folks
appearing in public places while armed spell only
word: trouble. There is no other way to look at it. In
all seriousness, individuals brandishing machetes in
public places are not about to host cops to a picnic.
But the bigger picture is that law enforcers are
themselves often a stressed lot, knowing as we do that
they are normally the first to appear at crime scenes,
which can subject them to trauma. This concession
was made by none other than Police Spokesman
George Kinotti, who acknowledged that at times,
working and living conditions may predispose officers to improper frames of mind that may make them
prone to commit crimes, even deadly ones.
Maybe, it is time police training curriculum was
reviewed to include not just public relations, but also
guidance and counselling. The latter is particularly
long overdue, because officers are frequently exposed
to traumatic situations, especially where lives are lost,
especially at robbery scenes, accident situations or
deaths, including suicide, family feuds and crimes of
passion.
We must help the police to help us, by appreciating
their work is not easy, and that society complicates it
by pointing fingers and expecting too much. The time
for change is now.

State cant address land issues through ad hoc decisions


Last year, there was a highly publicised government plan to indemnify itself against the aftermath of the post-election violence (PEV) through
compensating IDPs in identified camps. Some
billions were announced for the exercise and
government apparatchiks were deployed to take
roll call of genuine beneficiaries. That remains all
we know of the operation. At least no concluding
result report has been made public. Last years
final resettlement came on the heels of previous
announcements that all IDPs had been settled by
then Grand Coalition Government (GCG).
What nagged then under the renewed vigour
by Jubilee administration was whether the ritual
of resettling and compensating IDPs would ever
end. Jubilee came to power with the hiatus of
uniting communities that had been at bloody
tongs over years at every election circle worsened only in 2007/08 by pent-up historical land
grievances. The argument in Jubilee was that
the preceding government had not only wrung
its hand on land matters but was shy to confront
the matter of PEV victims conclusively. In fact, the
argument fell short of accusing the GCG of mismanaging the whole IDP matter through political
procrastination and the usual pilferage.
Cases were cited of genuine IDPs replaced by
fake names of idlers known to government officials who also cashed in using ghost IDPs. As
is always in Kenya, good intentions are hijacked
along the implementation route; the idea of buying land and distributing it to IDPs handed land
speculators an opportunity to reap big from in-

flated land valuation. Although resettlement


through government land was abandoned for
cash, the whole experiment collapsed. This was
mainly because those superintending the exercise kept the gravy train moving by manufacturing new IDP camps as others were dispersed.
One need not wonder why sprouting of IDPs
has become seasonal even as the little matter of
discrimination of those who ran for cover with
relatives remains unresolved. The recent order
by Uasin Gishu county commissioner that all il-

legal IDP camps be closed in the absence of conclusive reports on last years compensation exercise points to a recycling of the racket over IDPs.
A new slate of IDPs posturing for compensation
rekindles bad memories and could open hardly
dried wounds as we head to another election.
And I do think the government is also digging
itself deeper into the land injustices quagmire
through seemingly selective settlement of squatters. This category of displaced Kenyans dot the
whole country. The report of the defunct Truth,
Justice and Reconciliation Commission idles in
Parliament unattended to. The National Land

Commissions mandate also includes adjudication of historical land injustices specific to the
squatter logjam. The President offered an apology to these Kenyans and promised reparations
in his state of the nation address last April but
Parliament hasnt wised up to lend a legal hand.
The sensitivity of the displaced landless and
squatters is not a matter for ad hoc reactions
whenever the politics of the day demand it. Such
an approach will run into ethnic and regional
headwinds as feelings of discrimination and
favouritism manifest themselves. If the government has solved the Waitiki issue, already the
Coast region is simmering with agitation given
large swathes of land inhabited by squatters
that were not given the same urgency. It begs no
imagination that as soon as people in Nyeri colonial villages are resettled as promised, there will
be hue and cry from all over urging for the same
treatment.
The government ought to realise it will take
long and an odious commitment to resolve the
land issue. For the sake of the country, we must
avoid cosmetic solutions and go for a deliberate
and predictable policy as envisaged in law involving appointed institutions such as NLC and
Parliament will save us agony and lives. The problem need not be postponed by knee-jack acts that
will augment a time bomb of dissent and violence
over land. Landlessness can be managed if we accepted the problem affects all Kenyans and not
just a section of it at a given time and place.

Nothing new in Kenya! Every election cycle, we witness such madness.
However, what should worry us most,
for now, is how to achieve the level
of civic education the voter needs to
break free from political slavery.
Even as the Independent Electoral

and Boundaries Commission (IEBC)


launched voter registration this week,
a lot is needed to ensure that by election day, the voter will be able to tell
between political saviours and pharaohs who try every trick in the book
to prolong the voters political slavery.
The electorate needs to be empowered to overcome the tools of slavery
favourite to pharaohs, key among
them disinformation that perpetuates
infighting and distract, albeit for a moment, the resolve to shed off the yoke
of oppression.

Pharaohs court
A day before he was assassinated on
April 4, 1968, Martin Luther King Jnr
proposed a way to deal with pharaohs:
whenever the slaves get together,
something happens in Pharaohs court,
and he cannot hold the slaves in slavery. When the slaves get together, thats

the beginning of getting out of slavery.


Martin Luther King Jnrs unity of purpose is the kind of wisdom the Kenyan
electorate need ahead of next months
by-elections in Kericho and Malindi
(March 7) as well as next years General
Election (August, 2017) and beyond.
For a long time, the enslaved voters
have allowed political pharaohs to misuse them for selfish gains.
Sadly, the voter learns no lesson. Do
they need a rocket scientist to remind
them that foolishness is doing the same
thing repeatedly and expecting different results?
Kenyans are not children of a lesser
god. Kenyan mothers cannot be the
only women in the world who havent
given birth to world-class leaders.
Certainly, there are equivalents of Luther King, Abraham Lincoln, Nelson
Mandela and our own no-nonsense
go-getter John Michuki, among us.

History has told us, however, that such


messiahs can hardly amass enough
votes to lead this nation. Reason? Our
voting patterns are defined by party
and tribal affiliation.
Isnt it time voters defied the (mis)
advice of tribal warlords, overcame political amnesia and decided with their
minds? They can, for sure, defy the wisdom (or lack of it) of the pharaohs who
endlessly work on prolonging their
slavery. They can break free!

Rewrite history
After these elections, the Kenyan
voter should disapprove those who describe us in the words of the great South
African playwright Abba Eban that we
are a people who never miss an opportunity to miss an opportunity! At least,
lets not miss this one to rewrite history!

Reason, not ranting, should define political discourse


This weeks column is dedicated to
students. I am not going to wait until
exam time to impart lessons that are
more valuable if learnt today rather
than tomorrow.
It is about something that escaped
my professors lips, rather casually, but
had a profound impact on me. At first,
I thought it was the professors original
quote, but it turns out he had distilled
someone else wisdom: You are entitled to your own opinions but never
your own facts. This is a variation of
a quote by one of the most esteemed
sociologists of the last century, Daniel
Patrick Moynihan. His actual words
were: Everyone is entitled to his own

opinions, but not to his own facts.


Critical thinking is something that
our universities dont teach well. Opinions matter, it is just that a lot of us have
come to confuse them with truth. Opinions are what we think the world should
be. They are internal to us. Truths are
really what the world is. They are external to us.
It is my opinion that sunsets are more
beautiful than sunrises. It is a truth that
the sun rises in the east and sets in the
west. Whether I like it or not, the sun
will always rise and set as it does.
We spend a lot of time giving stock
to who can shout the loudest. Here I
will talk about our politicians. When

A Canadian man who disappeared


30 years ago has suddenly
remembered who he is - and by
doing so has solved his own missing
person case. Edgar Latulip was 21
when he went missing. He vanished
from a home in Kitchener, Ontario, in
September 1986. He was never seen
or heard from again and his mother,
Sylvia Wilson, feared he might have
killed himself or had been abused or
murdered. That was until a man with a
different identity, living 75 miles away,
told his social worker in January he
thought his real name could be Edgar
Latulip. The man had started having
flashbacks and police have now
announced Mr Latulipis alive and well
after a DNA test confirmed it was him.
Officers said he had suffered a
head injury after a fall around the
time he went missing. It impaired his
memory so badly that he could not
remember who he was, so he created
a new identity.

On the evening of July 8, 2001,


what started as a jovial meeting
for three expatriates in the upmarket suburb of Karen in Nairobi turned into agonising violent
robbery. One of them was even
singled out for sexual assault during the ordeal.
The host, Job, had invited the
girlfriend and close buddy to his
residence on Kikeni Road. As they
chatted and watched television
in the sitting room, the househelp was doing her chores in the
kitchen.
At about 5.30pm, four gunwielding men stormed the house
to everyones shock. The gang
leader, training his gun on their
heads, ordered the three to lie
face down. The assailants used
a TV cable to tie Jobs wrists. His
visitors and the househelp were
not spared. The assailants then
ransacked the house, packing
clothing and other household
items into Jobs car which had
been parked outside.
Meanwhile, the target of the
gang leader was Jobs girl friend.
He grabbed her hand and tried
unsuccessfully to remove a ring
from her index finger.
In what points at an incident
of mistaken identity, he demanded she gives him money,
asking her the whereabouts of
her husbandmeaning they
could have been looking for another woman. When she said
the husband was not around,
the gang-leader placed the gun
on her temple and pushed her
towards the bedroom, where all
the assailants raped her in turns.
After the 10-minute ordeal, the

gang leader tied up the woman


and locked her in the bedroom.
The attackers then drove off in
Jobs vehicle, which carried stolen goods valued at Sh607,755.
The victims screamed for help,
prompting neighbours to come
to their rescue. A neighbour had
offered to take the rape victim
to hospital, but they met police
officers from Hardy Police Station to whom they reported the
attack and recorded statements.
Later that evening, the woman
was medically examined and she
told the police she could identify
at least three of the assailants if
she saw them.

Returned fire

On July 17, 200110 days after


the robberyfour officers from
Lari Police Station were on foot
patrol near Kamae in Kiambu
county, when they flagged down
a vehicle, whose particulars had
been circulated to all police stations as having been stolen.
The vehicle was being driven
by Paul Thuo Mburu and had
two passengers, one of whom
was identified Daniel Nyoro Makumi. When the police ordered
Mburu to open the vehicles boot,
a third passenger bolted out with
a gun and attempted to shoot an
officer, Constable Alex Mureithi.
The officer returned fire and shot
the gunman dead. Mburu and
Makumi tried to escape towards a
maize plantation but the officers
caught them.
On August 1, 2001, identification parades were conducted at
the Langata Police Station to see
whether the three robbery victims could identify the two suspects. The two men were unable

The two men were charged on
August 8, 2001, before the then
Kibera principal magistrate Rosemelle Mutoka. In his defence,

in Nairobi. He claimed to have
been arrested while harvesting
vegetables near the Thika fly-over
on suspicion of being a robber.
Makumi said he was a taxi
driver and a part-time preacher
of the Akorino sect. He claimed to
have been involved in a business
transaction in Kiambu town on
the day of the robbery. He denied
having committed the offence

and challenged his identification


by the woman, who was lined up
as a key prosecution witness.
However, they were found
guilty on the two counts of violent
robbery and condemned to suffer
death. The rape charges were reduced to indecent assault and the
sentence put in abeyance.
The accused lodged an appeal,
but High Court judges Jessie Lesiit
and Asike-Makhandia convicted
them of one count of violent robbery and restored the rape conviction. The two men had been
sufficiently positively identified
by their victim since they were not
disguised during the attack, said
Justice Lesiit.

in respect of Makumi was conducted hardly ten minutes after
that one of Mburu. The same
members of the parade were used
on both occasions and Makumi
was the only person with a visible
wounded face and swollen eye.
The parade conducted in respect of Makumi clearly served
no purpose if the same members
of the parade used in another
parade ten minutes earlier were
used for the same witness to pick
out the suspect. Unlike the earlier parade in respect of Mburu,
which we have held was properly
conducted, Makumi was the only
strange person in the parade and
was easily identifiable. The value
of the parade thus conducted was
irreparably compromised, said
Justices Omolo, OKubasu and
Waki. We have no quarrel with
the assessment of the victims evidence as reliable and credible. It
is the only evidence upon which
the life of the appellant (Makumi)
hangs.
Questions, however, beg answers; What was the real motive
of the attack? Why did the robbers
continue to use the stolen vehicle
despite police alerts on the same?
Was the woman a victim of mistaken identity?

Unsatisfied with the judgement, the convicts moved to the


Court of Appeal and presented
their case before judges Emmanuel OKubasu, Riaga Omolo and
Philip Waki.
The Appellate judges rejected
Mburus assertion that the rape
victim had been shown his photographs in the newspapers on
the day he was arrested.
The victims identification of
Mburu at the scene was well supported by her positive identification of him at the identification
parade. In the circumstances we
find no error of law in relying on
the totality of the sole evidenceto

today in connection with a longrunning scandal over his 2012

of a PR firm, Bygmalion, which

three-decade grip on power in the

won, Besigye told AFP, saying he

yesterday as police fought running battles with Besigye supporters from the Forum for Democratic
Change (FDC) party.

Security has been beefed up
along the Busia-Malaba border
ahead of Ugandae elections to

Busia County Commissioner
Mongo Chimwaga said security

period. We have beefed up security and there is no cause for

Burundi banned motorbikes

today after a string of grenade
attacks by insurgents on motorcycles, the mayor said.
On Monday, men on bikes
threw three grenades in the

wounding some 30 people.
Having seen that it is these
motorcycle taxis that often carry the criminals who explode

The National Land Commission (NLC) chairman Dr Muhammed Swazuri has defended
his commission against claims
of failing to address the Coast
region land problem.
Speaking in Kilifi, Dr Swazuri
said the Coast land problem
stems from historical injustices that will take time to resolve

Move to cushion

the storage capacity of the Kenya Petroleum Refineries Ltd (KPRL) from
192,000 to more than 500,000 tonnes
to cushion the country from any fuel
price fluctuations.
Energy and Petroleum Cabinet secretary Charles Keter said the current
capacity can only serve seven days,
adding that increasing the fuel storage yard will help stabilise supplies
and prices especially during hard
times.

chief operating officer for the telecommunication firms Africa operations.
The firm said in a statement yesterday it has appointed Raghunath
Mandava to the new position where
he will effectively be in charge of its
operations in the continent.
Before the appointment, Raghunathwas the director for customer
experience, India and South Asia.
He will relocate to Nairobi and be
fully responsible for the commercial
operations.
At the same time, Airtel announced

that its heads of country operations


will operate in clusters of two countries, with the entire Africa operation
managed in eight clusters.
The chief operating officers position was created by hiving off the key
responsibilities from the companys
managing director and chief executive officer.
As per the new cluster-based organisation design, operations in 15
African countries will now be classified into eight clusters with all cluster
heads reporting to Mandava, said the
statement.

The Industrialisation ministry has urged Kenya Bureau


of Standards (Kebs), Anti
Counterfeit Authority (ACA)
and Kenya Revenue Authority (KRA) to form a joint effort
to address the influx of substandard goods through the
countrys borders.
Institutional reinforcement
is needed to end the scourge.
Kenyans should also begin to
work closely with Kebs to ensure all their goods are certified, said Industry, Trade and
Investments Principal secretary Julius Korir.
KRA and Kebs have begun
effecting new pre-shipment
rules that require all imports
to be inspected in their country of origin and issued with a
certificate of conformity.
Kebs also launched a secured import standardisation
mark to ease traceability of

substandard goods at the point


of inspection.
These efforts have helped
to reduce the amount of substandard goods in the market,
said Kebs managing director
Charles Ongwae.

A report has tipped the local insurance industry for growth, spurred by
significant growth in foreign and local investors seeking to invest in the
local sector by buying stake in existing Kenyan enterprises or setting up
subsidiaries.
Kenyas insurance industry was
reported to be the fastest growing
industry in Africa and generated insurance premiums worth $1.8 billion
(Sh184 billion) in 2014the largest in
sub-Saharan Africa outside of South
Africa leading to projections by Oxford Economics that Kenyan insurance market could grow to $2.2 billion
(Sh224 billion) by 2018.
A report launched yesterday by
Ernst and Young report on insurance
opportunities in sub-Saharan Africa
pointed that 68 per cent of Kenyan
insurers expect organic growth to
continue being their biggest source
of income in the next 18 months.
As alternative channels grow, we
still see a great future for brokers in
advising on more complex products
and services, said Sujay Shah, East
and Central Africa insurance lead at
Ernst and Young Advisory Services.
Some of the major investors include
Liberty Life Assurance, Prudential Life
Assurance, Saham Group, Barclays
Group, Leapfrog and Allianz Group
who have since entered the market.
Their presence is expected to
not only enhance industry stability through injection of core capital
into the industry but also technical
expertise and innovation particularly
in product development and distribution, as well as increase global
networks. The industry has also wit-

nessed increased activities in mergers, acquisitions and other restructuring with main ones being Britam
Holdings acquiring Real Insurance,
Metropolitan Group acquiring Cannon Assurance, Old Mutual Group
acquiring UAP Holdings and Pan
Africa Holdings acquiring Gateway
Insurance.
The acquisitions represent an opportunity for creating synergies and
leveraging on innovation all of which
if managed properly could enhance long-term revenue growth and
profitability for the sector.

grew by 16.4 per cent and gross direct
premiums grew at more than 20 per
cent.
The report says regulatory changes likely to be potential drivers for
growth over the next three years include innovations such as mobile underwriting platforms.

Landlords have until February 20 to


make their first returns for the new
withholding tax on rental income which
took effect on January 1.
Kenya Revenue Authority (KRA) says in
a new notice the new simplified rental
income tax, which was introduced by
the Finance Act 2015, will be paid at
a flat rate of 10 per cent of gross rent
received. This is a monthly tax payable
by a resident person for rental income
earned from use or occupation of
residential property and which does
not exceed Sh10 million per annum,
said the notice in part. The 10 per cent
tax on gross rent will be payable on
monthly basis on or before the 20thof
the month following rent collection.
Any tax not paid by the due date
will attract penalties and interest as
specified in the current Income Tax
Act. The simplified tax at 10 per cent
will be the final tax on landlords. All the
landlords falling under this regime will
not be subjected to further taxes on the
residential rental income declared.

been unearthed
in Angola, an
Australian mining
company has
announced.
The Lucapa
diamond
company said in a statement that the
diamond was the largest ever found
in Angola and was believed to be
the 27th largest in the world. The
404.2 carat diamond was recovered
from mining block 8 at Lulo, which
has already produced more than 60
large special diamonds since mining
commenced in this area in August
2015, the company said.
Miles Kennedy, chairman of Perthbased Lucapa, told Australian media
that the white diamond was worth
more than 20 million Australian dollars
(US$ 14.3 million).

Lately, there has been a lot of
excitement since the announcement
of reduced fuel prices and anticipated
relief on the part of consumers
spending.
However, this good news is
delivered in piece meal and
sensationally, thereby leaving out
factual explanations of what this
translates to and how much change
is expected if any.
The issue of a trickle-down effect
of economic gain from global
activities in any country is such
that we do not expect an obvious
correlation due to their unique
political structures and economic
factors. So to say that fuel prices

will automatically result in a drop of


prices for everything, transport, food,
commodities, is to wrongly assume
that everything that happens in the
financial market is within human
control. That is not accurate. As we
know there are many factors that
affect the markets in any economy
such as the weather, quality and
availability of labour, the political
good will, political stability, regulatory
framework for business and how
these are influenced by global
markets Hence even as we expect to
benefit from good tidings that befall
others around the globe we must ask
ourselves if our unique disposition
as a country could hinder us from

good news is

In the World Banks ease of
doing business report for 2015,
Kenyas competitiveness went up
to position 108 from the previously
held 129thslot. The improvement
was attributed to indicators such
as acquisition of credit, electricity
connection, starting a business and
registering property. However, when
we look at a neighboring country
like Rwanda taking position 62 in the
same report it tells us that more can
be done for the other indicators.
When it comes to taxation, for
instance, we have seen counties
unconstitutionally applying double
taxation to national businesses,

a practice that may discourage any


planned expansions and investment in
counties by other companies. We have
also seen some taxation applied across
the board without consideration on
the size of businesses thereby stifling
growing businesses in the process.
Local manufacturers have been
negatively affected by cases of double
taxation and other levies which are
unconstitutional. This is couple with
other issues that they have to contend
with including security, infrastructure,
cost of labour and the availability of raw
material.

The expected assessment


of Kenyas pest management
strategies next month by
South African plant health inspectors has raised hope for
the countrys avocado subsector.
The South African Sanitary
and Phytosanitary (SPS) experts will fly in next month
to assess management of the
fruit fly in a move, if successful, will see resumption of export of the fruit down south.
If the inspectors give the
local produce a clean bill of
health, it will be a key step
towards resolving a reigning
trade dispute between Kenya
and South Africa over a ban on
export of avocados imposed
in 2010.
The ban came after local
produce was found to be infested with the fruit fly said to
have its origins in Sri Lanka.
The indefinite ban denied local farmers more than Sh120
million every year they used
to earn from avocado exports.
During the period of the
ban, local avocado farmers
could have lost close to Sh1
billion, assuming the export
tonnage to South Africa remained the same since 2010.

Oil ministers from three Opec countries, Saudi Arabia, Qatar and Venezuela, as well as Russia, have agreed to
freeze oil output at January levels, as
long as others follow suit.
The announcement came after the
four ministers met in Doha on Tuesday.
The move is designed to support the
oil price, which has dropped sharply in
recent months.
Oil prices have fallen about 70 per
cent from their recent peak of around
$116 (Sh11,832) a barrel in June 2014.
The steep decline is due to oversupply, sluggish demand and worries
about the global economic outlook.

back to be 0.76 per cent higher at
$33.61 (Sh3,428) a barrel, while US
crude was up 0.3 per cent at $29.85
(Sh3,044).

prices, we want to meet demand. We
want a stable oil price.
The closed-door meeting indicates
the mood may be shifting among producers, especially Saudi Arabia, which
has been determined to defend market share rather than prices in the face
of competition from US shale oil producers.

Make-up enhances beauty, but using the wrong kind can


make you look older. For example, some heavy foundations and powders can settle into the wrinkles around
your eyes and mouth, accentuating fine lines. Swap your
foundation for a lighter formula or tinted moisturiser that
will provide coverage.

Too skinny

As you age, if youre too skinny,


you wont have enough fat reserves to fight off illnesses or infections. Being healthy and trim
is one thing, but being too skinny
can put you at serious risk.

a big part of funerals. Their work is
cut out for them earn some money
by wailing your heart out to prove
how loved the deceased person
was. In fact in some communities,
the family of the departed is required
to cry an ocean or else their affection
for the deceased will be called into
question. The work of the professional mourners is important because
they amplify the wails and add some
poignancy to the sombre ceremony.
Largely the mourners are the illiterate village idlers who see an opportunity to make money by crying crocodile tears. In Kisii County a new trend
is emerging that is worrying education

consideration the religious dynamics

burials on Friday or during weekdays
is because the region is dominated

It is unfair to isolate and condemn
the Kisiis because of their religious
beliefs. Burials dont occur everyday,
he said.
Nicodemus Osoro, Kuppets assistant executive secretary observed
that most members of the community
are religious, which is why funerals are
rarely held over the weekend.
The day of worship is sacred. Kisiis believe in the sanctity of the day
of worship and nobody can legislate
or force them to bury their departed
over the weekend. It is very hard for
a Sabbath keeper to stop going to
church to attend a burial. To find a
balance, members prefer burying
their departed during the week, although there are some who do it over
the weekend, he argued.

How teachers
can make up
for lost time
Kenya National Teachers Union is
proposing that the government should
come up with an internal monitoring
system to check attendance.
Nicodemus Osoro, Kuppets assistant
executive secretary, says that the system will allow teachers to make up for
lost time.
On his part, Obonyo called on leaders from the community to implement
resolutions arrived at during a threeday education conference held at Kisii
University in August last year, where
stakeholders consulted on the need to
conduct burials during the weekend.
As a community, we have become
professional mourners. We spend at
least three days burying the dead to
the disadvantage of learners. In other countries such as the US, a dead
person is valueless and is disposed
of quickly, said Kisii University vice
chancellor, Prof John Akama. Director of Secondary Education Robert
Masese faulted religious bodies for
organising burials on Friday, saying
the trend is affecting education. If
one worships on Saturday, I do not see
anything wrong with attending a burial
ceremony the same day so as to pray
for the bereaved family in their time of
sorrow. Catholics and other faithful
who worship on Sunday can do the
same, said Masese.

UK tells police to ignore sexting among teenagers


Children in Britain who text naked
photos of themselves to friends will
no longer face prosecution and a possible criminal record under proposed
new guidance.
Currently a teenagers name can
be stored for up to 100 years on the
national police database if an officer
is told the child sent an explicit image.
Any child aged under 18 caught
sexting can be hauled to court and

placed on the sex offenders register.


This could hamper their chances
of getting a job because potential
employers could learn of the incident
if they conducted a criminal record
check. But following concerns that
the system is too draconian and risks
criminalising millions of teenagers who
consensually share racy photos with
their partners or friends, the rules are
being relaxed. Guidance to be sent to

police forces within weeks will reflect


the fact that the authorities could be
overwhelmed investigating sexting
even though it has become a normal
part of growing up. It will tell officers
to take into account the ages of the
children involved, whether a school
pupil has been coerced into sending or
receiving an image and if the pictures
show full frontal nudity.
Serious cases would include using

graphic image to bully a child or the


distribution of intimate photographs
to lots of people as an act of revenge.
Minor incidents would be passed
to counsellors or social workers, but
would not result in the youngster being prosecuted. Police officers will be
given the option of recording cases in
a new crime-related behaviour category that says further investigation

Mercy is an
introvert, but her
sanguine side hides. She is
a wife and a loving mother of
two. She is also a great chef
and a good administrator having been the manager/director
of Yatta Bread Bakery for several years.
Growing up, what kind of a
child was she?
She was a quiet, but a
cheeky kid. At least thats what
I heard from my mum. She
protested in silence. I remember one time she was told by
my parents she would be joining a boarding school, but she
didnt want to go. She just sat
there, stared at my parents and
refused to go. Stubborn is the
word.
You accompany Mercy in
many of her events.

I am currently recording my
music. My sister has been of
tremendous help in this journey. She helps me with songwriting and also some sensitive
aspects of music, which I need
to know. So, yes she has been
a big influence to my choosing
music as a career.
Mercy has stood out in the
gospel industry and she is
admired by many. How does
this make you feel as a family?
We are proud of her. It is the
best feeling ever.

Mercy is the closest of all


my sisters and accompanying
her to many of her shows has
made the bond even stronger.
As a big sister, she has mentored me in many things, especially music related, how to
relate with people and how to
serve God better.

What specific roles have


you played in Mercys music
career?
I have played guitar for her
band, participated in the distribution of her music CDs, been
her Dj on shows, accompanied
her to events and also supported her ideas.

Was this closeness natural


or you were forced to it because she is your sister?
Both. We are four in my family and Im the only brother.
From when I was a child, I
remember being dragged to
KBC show- Joy Bringers where
I could watch her sing live.

In her previous albums,


Mercy used to be somehow
conservative in the way she
did her music. But today, she
seems to have come out of
her shell. What changed?
I guess we can attribute it to
time and experience in musical maturity. Also she says her
husband, David Muguro, has

We wrote the songs a while
back when I was in music
school and was playing lead
guitar for her. Its called Yesu
Pap. We are still working on it.
You are also an upcoming
musician. Has Mercy had any
direct impact to your career?

While in Form One, she released her second
album titled Roses will bloom again, which
she did with Reuben Kigame.
After Form Four, aged 18, she released

I think our mum, Agnes
Masika is the reason Mercy
realised her love and capabilities for music. Mum was a
renowned singer/guitarist in
the 80s and 90s. She used to
play the guitar as Mercy sang.

also gave her a solid ground in
understanding and loving God
and hence using her voice to
serve him.
What does she do besides
music?
My sister makes amazing
necklaces, and have some
clients in various places where
she supplies them with her art.
Whats the worst rumour
you have heard about Mercy?
Fortunately, I have never
heard of any. So, we have never had that challenge.
You are Mercys closest
sibling. So, what dont we
know about her?
She is such a comedian.
I think she can take that as a
career too.

Her mother is her first role model having


been her first teacher. Internationally it is
Americas Cece Winans, Yolanda Adams,
Mary Mary and Shirley Caesar not forgetting Jamaicas Jermaine Edwards among
others. Locally Sarah K, Christina and
Pastor Kathy Kiuna inspire me.
She is pursuing her masters degree in Community Development at Dayster University.

Kinja emerged the King of
the Mountain during this
years 10to4 Mountain Bike
Challenge at Mount Kenya.
During the three-day
competition that drew
over 300 cyclists from
across the globe over the
weekend, Kinja topped in
the hardcore, extreme and
classic categories, hence,
scooping the King of the
Mountain award.
On the first day, Kinja took
44 minutes and 9 seconds
covering 90km from Borana
Race Village to Kisima Farm
and back.
Vincent Chege and Davidson Kamau who took
44:10mins and 44:11mins
respectively followed him
closely.
On the second day, Kinja
who was from the Fly540
team spent 24 minutes 37
seconds covering 68 kilometers from Kisima Farm to
Borana Race Village.
Chege and Kamau who
tied at 33mins followed the
world renowned rider at
41mins and 33mins.
We depended a lot
on the rangers to keep elephants and giraffes off the
path. There were also rocks
and thorns, which entangled
our way, but we endured it
all. This race entails a lot of
determination because one
has to be pain-tolerant, said
Kinja.
However, Kinja says he
was not proud of the King of
the Mountain award, noting
that he was not ultimately focused on winning but mentoring upcoming riders.
My key goal is not in
winning the race. I feel
very encouraged and happy seeing young upcoming
riders that I have nurtured
compete with international cyclists, he says.

Beleaguered Athletics
Kenya (AK) Chief Executive Officer Isaac Mwangi
has gone on a 21-day leave
pending investigations on
the bribery allegations leveled against him by athletes Fransisca Koko and
Joy Zakari who are serving
four-year bans over doping.
Yesterday, AK acting
chairman Lt Gen (Rtd)
Jackson Tuwei confirmed
that Mwangi had requested to go on leave of which
he was granted and will resume duty if he is cleared
of claims that he asked
for Sh2.4 million from the
athletes to have their suspensions reduced.
Said Tuwei:As an AK
staff, Mwangi is entitled
to leave which started on
February 15 and this is
normal.
But he will only be allowed to discharge his
duties if he is given a clean
bill on such serious allegations,
Tuwei said there will be
no vacuum left after the
latest development and
pointed out that deputy
CEO Susan Kamau will
discharge duties in Mwangis absence.
Tuwei made the statement even as it appeared
that Mwangi was coerced
to step aside following
pressure from outside
forces including Professional Athletics Associations of Kenya (PAAK).
In the meantime, AK has

who have been banned
for doping offences.
ADAK is taking this
matter very seriously as it
is a setback in our efforts

will be carried out immediately.

Sh30 million in salary arrears
by Football Kenya Federation
(FKF).
The federation also owes its
employees seven months salary arrears. This was revealed
yesterday by the new federation president Nick Mwendwa
Mwendwa during a hand over
exercise from former FKF boss
Sam Nyamweya.
I spoke to Williamson on
Monday and he informed me
that he is owed Sh30million but
I have received guarantee from
the outgoing president that the
government will clear the arrears, said Mwendwa.
Mwendwa said proper hand
over from the past regime will
be done early next month after
he returns from Zurich where
he is going to attend the Fifa
congress which will also act as
the world football body federations polls.
Nyamweya was not able to
hand over everything today, it
seems he was not ready, so we
will have a proper handover
probably on March 3 or 4 after
attending the Fifa congress,
said Mwendwa.
He added: We are taking
stock on the contracts the
federation had and property
for the next two days, so that
we can have questions for the
outgoing officials before the official handover.
Speaking at the brief function, Nyamweya said he was
ready for a smooth handover
and urged football fraternity to
support the new office by giving them time to work.

Branch officials should now get down to work

Newly elected branch officials must now


end their campaign mood and settle down
to business to ensure they execute their
mandate after being trusted with responsibilities.
Elections are now over and all the delegates must now embark on football development in their areas of jurisdiction
and end the culture of hanging around the
federation president as has been the past
practice.
Federation boss Nick Mwendwa now
has much on his hands, ranging from two

crucial assignments for the national team


next month as well as the streamlining of
the local leagues, referees appointments,
suiting corporates and federation staffing
among others.
He must fold his sleeves and set the ball
rolling without distraction.
Branch officials must now focus on developing their branches to ensure that the
county, district and women leagues are vibrant by ensuring sound structures are in
place and roping in sponsors and well wishers from their regions.
Gone are the days when branch officials
pitched camps at the federation offices or

tagged along with the federation boss weekin week-out. Only the National Executive
Committee (NEC) members from respective areas are exceptions, as they have to
meet regularly to deliberate on football
issues of national interest but not branch
officials who literally used to pitch camp in
Nairobi at the expense of areas they represented.
Mwendwa should also stamp his authority and ensure the branch officials do their
work and roll out strategies to ensure equitable resources to branches from the head
office.

A Spanish teenager has been sentenced to six years in


a juvenile detention centre for his role in the death of
a rival football fan who was beaten then pushed into a
freezing river in Madrid. The 18-year-old, identified only
as Alvaro C. G, was found guilty of homicide, illegally
carrying weapons and taking part in a brawl, a Madrid
juvenile court said in a statement issued Monday. After
he has served his term, he will be put on probation
for a further two years, the court added. The incident
happened in November 2014 when a brawl broke
out before a match pitting Atletico Madrid against
Deportivo de la Coruna.

CAIRO: A court in Egypt on Monday jailed 15 hard core
football fans known as ultras for trying to kill the
chairman of the popular Cairo-based Zamalek club, an
official said. Ultras, who were at the forefront of the
2011 uprising against ex president Hosni Mubarak, had
already been banned as a group since May 2015 after
another court found them guilty of taking part in violence. Since February 2012, the authorities have banned
all spectators from football matches in stadiums, as
whenever some games were opened to the public they
were marred by crowd violence, sometimes deadly. On
Monday, a court sentenced 11 Ultras White Knights,
diehard Zamalek supporters, to one year for planning,
participating and attempting to murder Mourtada Mansour, chairman of the club, in August 2014, the official
said.
