INTRODUCTION
Passing a particular examination is far from a simple process of
learning a subject and answering the questions out from it correctly.
If it were that simple thery a lot more people would do a lot better in
examinations. The main reason that most people do not find taking
examination to be a simple process is because they get very iittle
practice at it and they were too unfamiliar on the way the questions
were presented. Usually the first time anyone encounters anything like
a real examination sifuation is in the practice test and then the next time
it is for real
Considered one of the most important aspects of examination
technique that is often overlooked by prospective examinees is that
of examination psychology. Medical findings showed that our state of
mind has great influence on the way we act and its importance should
never be disregarded. Hereunder are conunon psychological problems
encountered when taking examinations, see how they can be dealt
with.
Every time we attempt something new in life there is something
inside us asking 'I wonder what this will be like?'. This can be
experienced in different ways and feelings but there are two extremes,
one being fear and the other being curiosity. Try to recall how you felt
the first time you took the MRT or LRT, used an elevatoq, an escalato4,
or flew in a plane or perhaps a chopper. Some people have a terrible
fear of flying yet once they eventually manage their first flight they
wonder what's all their fuss was about. Other people can't wait to get
on the plane for the first time and are looking forward to finding out
what flying is really like.
The fear of the unknown can present possible causes when you
are about to take an examination. This is especially when you have
never had the experience of taking a major examination before and
you wonder whai the actual examination will look like and how the
questions are presented and you worried yourself out. This fear is
normally not eiperienced by most people who already had the chance
of dealing with major examinatiorL where he can already imagine what
goes on in the process of the examination. This fear tends to be true
only for the "first timer" examinees.
Experiencing this fear is a normal reaction for most people and
this naturally crops up at most examinations so it is well worth learning
how to deai with it. The main thing to remember is that the human
mind has a great ability for magnifying worries out of proportion, so
w!_a! mlght start out as a little idle curiosity as to what the questions
will-be gan very easily turn into a nightmare. Luckily the human mind
is also fatrly predictable. It can virtually guarantee that any worries
you have about the questions will tend tJ be focused o., yb.r. weak
points rather than your strong points. As a consequence you will find
that your fear of the examination is greatest for your *"uku. subjects.
If you have worked hard for the examination then you should be
able.to make a good attempt answering even the killei question. Try
tg grv-e your optimum performance and always re-emGr that even
thogsh you're finding the examination tough, u lot oth"r examinees are
finding it even tougher.
You will probably have no objections when I say that we need
preparations in order to pass the eligibility examination given by the
Civil service Commission but what prepaiations do we rJaily n"Ld i.,

To be effectively prepared for the examination, the first thing an
aspiring examinee should make is a comprehensive review or rtirdy
schedule.

possible, study no more than 30-40 minutes at a stretch. Maty students
retain more by studying for short periods with breaks in between. It all

studying. Let the break be a time to think about other things, to reflect
on some thoughts not necessarily related to the subject being studied.

Make sure you know the time and the place of your examination

you. See to it that you have been given the correct examination

and troughs in the timing. But do not consume all the time
allocated for a particular question which you feel you could not
answer within the time limit you allocated, skip it and just go back
to it later if you still have time for it.

examination room and that hundreds of other people are
experiencing the same emotions in the same way as you are. Think
of how much better prepared you are for the examination than
they are and how much better you will do as a consequence.

As you enter the examination hall and find your seat, take
a good look at your surroundings. See where the clock is located
and check that the time it is showing is the same with the time on

Jot down the things that you might forget (if allowed)
As soon as you are allowed to write, start jotting down all the
things from your review notes that you think you might forget,
for example anything you have learned in the last days of your
review. Sometimes you might be allowed to write from the time
you sit down but often you will have to wait until you are told you
can start writing. Don't write unless you are sure you are allowed
to. Ask if you are unsure.

It was cold dark Halloween night but my dad always takes us out
to eat on Halloween. We always have pizza at about 5:30 and get back
home at around 6:30. Then we put on our costumes and I could not
believe it so did my dad. He put his costume on to hand out treats at
our front door. We stopped by *y friend's house and picked him up.
So, me and friend David went trick or treating. We came to a house that
had the lights on dim. We walked slowly up the stairs onto the porch
and knocked on the door. We heard screams from inside the house,
thert the door slowly opened and there standing in the doorway was a
huge werewolf. We ran back down the stairs urrd u".oss the yard as fast
as we could go. From a distance, we were safe but other people went to
that house. They were not as lucky because they got their heads ripped
off. Eventually we realized that the people who survive his wraith had
a flashlight. So, we spent the rest of the night in his front yard hiding in
the bushes, shining our flashlight in his eyes every time someone came

He didn't even stop to look back at the plane crash he had just survived
and walked away from. His light gray long sleeved shirt would help
reflect the heat from the sun. Howevel the black pants he was wearing
had the opposite effect. With a single canteen of water strapped to his
side on a gray belt, he headed to the mountains in the distance. After
Josh had walked all mourning, the landscape began to change. Clumps
of dry grass with small shrubs growing sporadically were a welcome
change from the hot sand. It also meant ]osh was getting closer to the

The outlaws rode hard into the opening of the cavern.
Dismounting
their horses and swatting them, the outlaw's horses galloped off leaving
the outlaws afoot. With saddlebags in hand, the outlaws took cover
in the cavern. The heavy saddlebags h,t g from the outlaw's hand
hovered about an inch from the ground, contained gold. The gold they
had just stole from the nearby mining company. This was not the first
heist of the mining companies gold. They knew the security detail from
the mining company were hot on their trail. Sending their horses on
with out the riders would lead the mining companies security detail
away from the outlaws and gold. This is how they evaded capture for
several years. Howeve4, the outlaws knew their method of operation
would be figured out eventually. Using the caverns as cover the
outlaws would wait for their comrades to arrive with extra horses in
a few days. The cavem provided a cool environment for the outlaws.
Supplies were left in the cave a couple of days before the heist. With
plenty of tortillas, beans and chili to eat, water and whiskey to drink
the outlaws relaxed. They had comfortable bedrolls to sleep on at night.
The cavern also concealed the fire they built to keep wafln. The fire also
kept the bats from roosfing on the cave roof where the camp was setup.
During the days, the outlaws would explore deeper into the cavern.
Shots came from outside the cave. The outlaws stopped and counted
the consecutive shots. Three shots were fired so they knew it was their
comrades. Emerging from the cave the outlaws realized their outlaw
days were over. Waiting for them were the mining companies security
detail and the deputy marshal.

Magus stood on the ships top deck and watched as the ship left
the portln Kerlingarskard, Iceland. It was a fteezing morning and he
had to go to his empty cabin to stay warm. Last month Magus's parents
became ill and died. So, he had to cross the Denmark Strait go to
Reykjavik, Iceland to live with his grandparents. They had sent him the
money so he could come by boat. In the middle of the first night Magus
heard a loud scrapping noise. The ship had hit an iceberg! He quickly
rushed to the top deck. The ship was sinking fast. Magus followed the
orders from the ships crew and climbed into a small life raft. His face
was gripped with fear as the life raft was lowered into the ocean. He
could hear the groaning noises as the ship sank into the sea. At dawn a
rescue vessel picked them up and ferried them on to Reykjavik, Iceland.
There his grandparents were waiting for him. Magus shook as he told
them about his freezing cold journey.

He was born a slave around 1865. After being born he and his
nother were kidnapped. George Washington Carver was recovered but
his mother was never found. So the slave owner raised him as a house
servant because he was a sickly child as a result of the kidnapping. This
is where he grew to love the plants. After slavery was abolished he
applied at a university and was accepted but after they saw that he was
an African American they would not allow him to attend. But that did
not stop him he kept trying to get a college education. Finally he was
accepted and attended Simpson College in Iowa as the first African
American in the school. Then he transferred to Iowa State where he
was also the first African American student and sfudied art. He was
a good but not great painte{, but the art teacher noticed that all his
painting had very detailed plants. So she encouraged him to convert to
the horticulture department. He became the first African American to
graduate from Iowa State with a Master of Science degree in bacterial
botany and agriculture. He was immediately hired at the university
as a professor. He later left Iowa State to start up the Agriculture
Department at Tuskegee University in Alabama. He started there
with nothing, so he collected items from the dump to start his lab. He
had a great desire to help the ex-slaves to prosper. He warned people
about over extending the land by continually growing the same crop
in a field. He warned people about the boll weevil would ruin their
cotton crops. But he specialized in finding uses for peanuts, sweet
potatoes and soybeans. He developed food products, adhesives, dyes,
rubber substitutes and hundreds of other products from these crops.
His agricultural contributions, such as crop rotation, greatLy improved
the farming industry. George Washington Carver died in 1943 after a
lifetime commitment and selfless dedication to agricultural research.

Officials and Employees, to Uphold the Time-Honored Principle of Public

l. Title. - This Act shall be known as the "Code of Conduct and Ethical
Standards for Public Officials and Employees."

Section 4. Norms of Conduct of Public Officials and Employees. - (A) Every
public official and employee shall observe the following as standards of
personal conduct in the discharge and execution of official duties:
(a) Commitment to public interest. - Public officials and employees shall
always uphold the public interest over and above personal interest. All
government resources and powers of their respective offices must be
employed and used efficiently, effectively, honestly and economically,
particularly to avoid wastage in public funds and revenues.

(c) Justness and sincerity. - Public officials and employees shall remain
true to the people at all times. They must act with justness and sincerity
and shall not discriminate against anyone, especially the poor and the
underprivileged. They shall at all times respect the rights of others, and
shall refrain from doing acts contrary to law, good morals, good customs,
public policy, public order, public safety and public interest. They shall
not dispense or extend undue favors on account of their office to their
relatives whether by consanguiniq' or affinity except with respect to
appointments of such relatives to positions considered strictly confidential
or as members of their personal staffwhose terms are coterminous with
theirs.

employees shall, within fifteen (15) working days from receipt thereof,
respond to letters, telegrams or other means of communications sent by
the public. The reply must contain the action taken on the request.

(c) Process documents and papers expeditiously. - All official papers and
documents must be processed and completed within a reasonable time
from the preparation thereof and must contain, as far as practicable, not
more than three (3) signatories therein. In the absence of duly authorized
signatories, the official next-in-rank or offrcer in charge shall sign for and
in their behalf.
(d) Act immediately on the public's personal transactions. - All public
officials and employees must attendto anyone who wants to avail himseif
of the services of their offlces and must, at all times, act promptly and
expeditiously.

The conferment of awards shall take into account, among other things, the
following: the years of service and the quality and consistency of perfonnance'
the obscurity of the position, the level of salary the unique and exemplary
quality of a certain achievement, and the risks or temptations inherent in
the work. Incentives and rewards to government of&cials and employees of
the year to be announced in public ceremonies honoring them may take the
form of bonuses, citations, directorships in government-owned or controlled
corporations, local and foreign scholarship grants, paid vacations and the like'
They shall likewise be automatically promoted to the next higher position with
the commensurate salary suitable to their qualifications' In case there is no
next higher position or it is not vacant, said position shall be included in the
budget of the office in the next General Appropriations Act. The Committee on
Awards shall adopt its own rules to govern the conduct of its activities.
Section 7. Prohibited Acts and Transactions. - In addition to acts and omissions
and
existing laws, the following shall constitute prohibited acts and transactions of
any public official and employee and are hereby declared to be unlawful:
(a) Financial and material interest. - Public officials and employees shall
not, directly or indirectly, have any financial or material interest in any
transaction requiring the approval oftheir offrce'

The Statements of Assets, Liabilities and Net Worth and the Disclosure
of Business Interests and Financial Connections shall be filed by:

(4) Officers of the armed forces from the rank of colonel or naval
captain, with the Office of the President, and those below said ranks,
with the Deputy Ombudsman in their respective regions; and
(5) All other public officials and employees' defined in Republic
Act No. 3019, as amended, with the Civil Service Commission.
(C) Accessibility of documents. - (1) AnV and all statements filed under this
Act, shall be made available for inspection at reasonable hours.
(2) Such statements shall be made available for copying or reproduction
after ten (10) working days from the time they are filed as required by
law.
(3) AnV person requesting a copy of a statement shall be required to pay
a reasonable fee to cover the cost of reproduction and mailing of such
statement. as well as the cost of certification.
(4) AnV statement filed under this Act shall be available to the public
for a period of ten (10) years after receipt of the statement. After such
period, the statement may be destroyed unless needed in an ongoing
investigation.
(D) Prohibited acts. - It shall be unlawful for any person to obtain or use any
statement filed under this Act for:
(a) any purpose contrary to morals or public policy; or
The requirement of divestment shall not apply to those who serve the
Government in an honorary capacity nor to laborers and casual or temporary
workers.
Section 10.R eview and Compliance Procedure. - (a) The designated Committees
of both Houses of the Congress shall establish procedures for the review of
statements to determine whether said statements which have been submitted
on time, are complete, and are in pfopel form. In the event a determination
is made that a statement is not so filed, the appropriate Committee shall so
inform the reporting individual and direct him to take the necessary corrective
action.

Section 13. Provisions for More Stringent Standards. - Nothing in this Act
shall be construed to derogate from any law, or any regulation prescribed by
any body or agency, which provides for more stringent standards for its official
and employees.
implementation of this Act shall be taken from the appropriations of the Civil
Service Commission. Thereafter, such sum as may be needed for its continued
implementation shall be included in the annual General Appropriations Act.
Section 15. Separability Clause. - If any provision of this Act or the application
of such provision to any person or circumstance is declared invalid, the
femainder of the Act or the application of such provision to other persons or
circumstances shall not be affected by such declaration.
Section 16. Repealing Clause. - All laws, decrees and orders or parts thereof
inconsistent herewith, are deemed repealed or modified accordingly, unless
the same provide for a heavier penalty.
Section 17. EffectiviQ. - This Act shall take effect after thirty (30) days
following the completion of its publication in the OfficialGazette or in two (2)
national newspapers of general circulation.

Interest for personal gain shall be presumed against those public officers
personal relation" shall include close personal friendship, social and fraternal
connections, and professional employment all giving rise to intimacy which
assures free access to such public officer.
The provision of this section shall apply to any other public officer who
recommended the initiation in Congress of the enactmenl or adoption of
any law or resolution, and acquires or receives any such interest during his
incumbency.

Sec. 9. Penalties for violations. (a) Any public officer or private person
committing any of the unlawful acts or omissions enumerated in Section 3,
4, 5, and 6 of this Act shall be punished with imprisonment for not less than
one year nor more than ten years, perpetual of any prohibited interest and
unexplained wealth manifestly out of proportion to his salary and other lawful
income.

Sec. 16. Effectivity. This Act shall take effect on its approval, but for the
purpose of determining unexplained wealth, all property acquired by a public
offrcer since he assumed office shall be taken into consideration.
