programs in the district.
The organization has
played
a pioneering role in
implementing the e-governance projects
like NADRS, eCourt, TreasuryNET,
Vahan, CICs, ERMS, Website,
e-tendering,
on-line
complaint
monitoring
system,
Planplus,
MGNREGA, and more.
Parliamentary Election is an important event in the Indian Democracy.
ICT intervention has fostered transparency and speed in the election
process rendering it more efficient and accountable. During
Parliamentary Elections 2014, NIC was entrusted with the responsibility
of polling personals randomization & allotment of polling stations,
EVM randomization & allotment of polling stations, monitoring of
SMS & communication plan, monitoring of webcasting of polling
stations, monitoring of dashboard updation, and more incidental issues.
This issue covers highlights on latest ICT initiatives in various
departments in the district. This is the first issue of the publication. We
plan to publish this twice a year.
In future we will add more sections like Cyber Laws, Dos & Donts w.r.t
ICT, National & International eGov Updates, In the News, and more that
will update the knowledge of users and also acquaint them with the latest
happenings in the field.

n the occasion of Good Governance day, it gives me immense pleasure to launch


this annual magazine on the e-Governance implementation in District Kupwara.
e-Governance is an efficient way to deliver governance to the citizens at a faster
pace with accuracy, by accomplishing the laid governance objectives
through integration of people, processes along with information and
technology. Numerous exemplary e-Governance initiatives have been introduced to
transform the conventional government-citizen relationship, fosteringtransparency, efficiency,
accountability of the informational & transactional exchanges and Open Government for the
citizens.

Information and Communication Technology has emerged as a major factor for


development of the society. It has helped us to provide better services to the common man.
I am happy that NIC is doing a great job in automating the functioning of important sectors like
Election, Planning, Rural Development, Animal Husbandry, Court, Transport, Municipalities,
Horticulture, Treasury, Health, Police and more.
Publication of "eGovernance @ Kupwara" is another step that we have taken up with the help of
NIC. This will fill up the technology gaps that might exist in the line departments. This magazine
will reach out to all the e-Governance stake holders in the district twice year.

I am hopeful that we would succeed in taking ICT to the masses at every level by instituting best
of technology and continue with our spree of innovation and quality cognizance in our future

TreasuryNET
is the web
based system which caters to the
online transactions in treasuries as well
as generates compiled accounts. It also
provides various reports & queries
to support decision making in financial
matters.
The computerization of District Treasury
Kupwara is an important step towards
implementation of e-governance in
Kupwara District and a milestone in
the history of Accounts & Treasuries
Organization Finance Department.

he Computerization
of Treasuries
is
crucial for ensuring
real
time
reporting
and
management of the resources of
the District. It also enables the
department to prepare and submit
expenditure and revenue accounts to
various quarters promptly and timely
with least chances of errors besides
ensuring instant reconciliation. It also
helps
the people in securing
prompt payments and depositing
revenues in the State Treasury from a
distance, depicting transparency in the
Government transactions.
The State has embarked upon a big
plan of computerization of State
Treasuries with the assistance of
Central Govt. Accordingly, two
treasuries of the district, Kupwara and
Hanwara stand computerised and are
operational as per this plan.

Under Mission Mode Project where


under most of the Treasuries in the
district are proposed to be
computerized by the end of this year,
in a phased manner. This programme
was started as Treasury Management
Information System (TMIS) and
new version of the software is web
based called TreasuryNET. This is a
part of a larger suite of financial
applications
called
Integrated
Financial Management
System
(IFMS). The package covers all the
functions of treasuries starting from
the arrival of allotment of funds to
the closure of accounts in the
treasuries. The functions have been
organized in various
modules
like payment and receipt module,
generation of detailed accounting
reports and other computerized
operations which include account
head wise daily/monthly reports of
receipt/payments etc.

In Kupwara District there is One


District Treasury which is fully
computerized having 247 leased line
Internet Service, and also having Seven
Sub Treasuries which are under
process for computerization

Beginning from the FA&CAO level to
the level of Assistant Accounts officer,

Online Building Permission System


Building Permission applications are
uploaded online along with the building
plans. The application is sent online to
other departments for their NOCs. A
citizen can view the status of their
building permission application online
at http://jkapp.ulb.gov.in/bld_public_noc
_JK /UserType.htm. The application also
generates various reports like Land Use
report, Inspecting Level reports, Fee
reciepts etc.

Accural Accounting System


Implemented with an aim to enhance
transparency in the department, this
system keeps track of the funds
recieved and used by the muncipality.
This system consists of report
generation modules and a Book of
Accounts Module.
Establishment Information System
This systems maintains an online
record of the employees of the
muncipality, like name, date of birth,
designation, place of posting, etc.

implemented by
Department of
Animal Husbandry, Dairying &
Fisheries (DADF) through National
Informatics Centre in District
Kupwara. The main objective of
NADRS Project is to record and
monitor livestock disease situation in
the country with a view to initiate
preventive and curative action in a
timely and speedy manner. The
NADRS involves a computerized
network, integrating both MIS and
GIS, linking 10 Blocks in the District
and the State/UT Headquarters in
the country to the Central
Disease Reporting & Monitoring
Unit (CDRMU) in the DADF at New
Delhi. The Project (NADRS) has
been implemented & is successfully
running at Chief Animal Husbandry
Office Kupwara and all the Block
Veterinary Offices of district.

diseases through 7000 locations at
sub-district level in the country. All the
notified diseases scheduled in the `The
Prevention and Control of Infectious &

"The police stations in the country
are, today, virtually unconnected
islands. Realizing
the
gross
deficiency in connectivity, the Central
government is implementing many
ambitious schemes. The goals of
these schemes are to facilitate
collection, storage, retrieval, analysis,
transfer and sharing of data and
information at the police station and
between the police station and the
State Headquarters and the Central
Police Organisations and to automate
the processes(workflow) at primary
sources of data itself e.g. Police
Station and to build a crime &
criminal Information system
for
providing an efficient way of
organising
crime records
for
generating
queries/reports and
crime analysis for decision support.

COMMON INTEGRATED POLICE


APPLICATION(CIPA)

CIPA was developed for automation


of the Police Station level functioning
from the point of view of provisions
in the CrPC. CIPA is aimed at
automating the Processes (workflow)
of Police Stations, with an objective to
capture all data related to crime &
criminals and improve efficiency of
the Police Stations.
NIC has
undertaken design& development of
the 2-tier (Client-Server) Software in
JAVA, with built-in multi-lingual
Indian languages support which has
been deployed under Open Source
Software (OSS)
Mechanism has also been provided
for the Local customization
requirements at state level.

ONLINE PASSPORT VERIFICATIONS


This office facilitates the general
public with online system of passport
verifications. Passport forms are
downloaded from the passport
website i.e. www.passportindia.gov.in
soon after the updation of passport
applications on the said website by
this office. With the implementation
of online system of passport forms,
passports are now being dispatched to
the general public within the shortest
possible time.

CCTNS has been conceptualized and
the scope of work under the Scheme
includes implementation of the CIPA
Software in the remaining Police
Stations, transmission & consolidation

information and expansion of CIPA
to cover Traffic, Law & Order,
Intelligence & Security, Police Station
