Roadmap to our Future

Cherry Hill Green Team unveils extensive sustainability plan
By MIKE MONOSTRA
The Sun
At the 200-year-old Barclay
Farmstead in Cherry Hill last
Tuesday, township officials and
community members didnt
look back at the past, but instead
toward the future.

Standing on the grounds of

the historic farmstead, Mayor
Chuck Cahn and other members
of the Cherry Hill Green Team
unveiled Cherry Hill Townships
Roadmap to Our Future. The
51-page document details a plan
for developing a sustainable future for years to come in Cherry

Hill.
Creating a sustainable plan
has been something on Cahns
radar since he first took office as
mayor in 2012. The Cherry Hill
Green Team has spent the last
three years drawing up the blueplease see CAHN, page 10

Cherry Hill Township is going

to give another look to proposed
zoning changes to 18 acres near
the intersection of Park Boulevard and Kings Highway.
After dozens of residents
voiced their displeasure with
plans for an overlay zone on a site
currently home to the Wallworth
Park apartments, Cherry Parke
condominiums and an office
building, Cherry Hill Township
Council opted to remove the area
from an ordinance scheduled for
second reading at last Mondays
meeting. Council instead adopted
the amended ordinance, which included overlay zones for three
other areas in town.
A number of residents began
contacting the township in the
days leading up to last Mondays
meeting, concerned about some
of the zoning changes as part of
the ordinance. Some of the concerns included allowable building
height, increase in occupied density in the area, a reduction in the
minimum amount of green space
and setbacks.

Because of the concerns,

Mayor Chuck Cahn asked council
to amend the ordinance to remove the 18-acre site, known as
section 425, from the ordinance.
He said the township plans to
take another look at the overlay
zone planned for the property, and
council may vote on that zone separately in the future.
The creation of the overlay
zones was done so the township
could receive credit for affordable
housing units on the properties to
fulfill its affordable housing obligation.
Township director of communications Bridget Palmer said affordable housing already exists at
Wallworth Park and Cherry
Parke, but without an overlay
zone, the township cannot receive
credit for it.
Deciding on how to handle
our state-mandated affordable
housing requirements, which are
requirements that must be met, is
not and has never been an easy
decision, Cahn said at the meeting. It is a decision we must
make, not just because we are obplease see RESIDENTS, page 14

Eastern Regional High School, Voorhees

It all starts with a dream. Then

mix in mission, music and passion and its a great formula for
success! These are the ingredients that quickly came together
to make it possible for 30 teen actors from Colegio Ponceo Musical Theater Group in Ponce, Puerto Rico, to come to Cherry Hill to
perform with students from Cherry Hill High School West in
Homeroom: The Musical. They
arrive on June 4 for a five-day
whirlwind of a tour, visiting attractions in the Philadelphia region and performing the family
musical for the school on Tues-

day, June 7 at 11:30 a.m. and for

the public that evening at 7 p.m. at
Cherry Hill West. Theyll also collaborate on the making of a
music video with theater students from Cherry Hill High
School West with the song Stand
Up for Yourself.
This event is happening due to
the incredible vision of long-time
Cherry Hill resident, award-winning composer, playwright, director and music therapist Andrea
Green and her collaborator,
school psychologist and playwright Selma Tolins-Kaufman,
from Elkins Park, Pa. They wrote

the original in 1989, and the play

has been performed all over the
country. With messages that are
universal for kids and adults
alike the musical breaks down
barriers and brings people together in friendship. With schoolrelated themes, the characters
present relevant issues that teens
can relate to in these crucial
growing-up years.
When Green and Tolins-Kaufman visited Puerto Rico this winter to see it performed by the
Colegio Ponceo Musical Theater
Group, they decided the kids
should perform it here in the
Philadelphia area. The passion
and heart of the Ponce group was
so overwhelming, as well as their
desire to share the messages of
acceptance of respect that are
presented in Homeroom the Musical.
Homeroom the Musical
serves as a model to teach tolerance to teens worldwide. When
we presented Homeroom the Musical, I saw people in the audience cry and hold each other and
I knew Homeroom the Musical
can make this world a better
place, said student performer
Aimar Galarza.
Bringing the Ponce teens to
Cherry Hill will provide the opportunity to develop a more comprehensive teaching model for
using the musical theater experience to bring teens together with
acceptance. The musical will not
only entertain others and be fun

THE CHERRY HILL SUN JUNE 17, 2016

in our opinion

Would legalizing pot be good?

Too many unknowns exist for us to agree to that
he taboo that hovered over
marijuana for years is rapidly
evaporating into a puff of
white smoke. Gone are the Reefer
Madness days with the belief that
marijuana does significant harm to a
persons body. Gone, too, seems to be
the belief that marijuana is a gateway to more serious drugs.
Across the country, marijuana laws
have loosened from legal medical
marijuana in states such as New Jersey to the decriminalization of it in
Philadelphia to the full legalization of
it for recreational use in states such as
Colorado.
Pot is now more of a socially-accepted practice, and its becoming a big
business one that advocates for its
legalization in New Jersey say could
reap $300 million in sales tax revenue
per year.
A joint report released by the New
Jersey United Marijuana Reform and
New Jersey Policy Perspective said almost 370,000 people in New Jersey 21
and older use marijuana illegally on a

monthly basis, according to federal

data. The consumption of 2.53 million
ounces of weed a year, at the street
price of $343 per ounce, nets about
$869 million in sales.
The report estimates that if New
Jersey were to legalize pot, control its
sale like that of alcohol and tax it at 25
percent, that could result in quite the
boost to the states economy.
Representatives from the group and
other weed advocates say its time for
the full legalization. Gov. Christie has
said for a long time that he will not be
the governor to sign such a bill into
law, but he leaves office after next year.
Starting in 2018, then, its at least a
possibility that legalized marijuana
for recreational use will come up for a
vote in the Legislature.

Dan McDonough Jr.

Were glad that discussion is most

likely two years away, because we
dont feel theres enough solid information on the effects of legalized marijuana to say the money is worth it.
At the forefront of this lack of information, for us, is the absence of clear
knowledge of the effect of legalizing
pot on impaired driving. Colorado, for
example, handles stoned driving as
a DUI, no different than being under
the influence of alcohol. But there are
no field tests to see whether a driver is
stoned, and blood tests only say the pot
was in a persons system recently, not
necessarily at the time he or she was
driving.
There are plenty of other concerns,
too, such as the long-term effects of
prolonged use of marijuana, whether
its something we should be promoting
and whether were legalizing it just for
the windfall of cash.
Theres a lot to think about, a lot to
study and a lot to discuss.
Were just glad we wont have to do
that soon.

will lead a discussion with both
groups of students called Stand
Up For Yourself: Taking Care of
Yourself and Others.
Green shared her enthusiasm
about bringing this talented theater group here.
The biggest part of this is that
kids feel better about themselves
and more supportive of others,
she said. As expressed in the
song, Im a Person, Too, they realize that everyone has weaknesses and strengths but we all share
our humanity. Its when they
come to that realization, that they
stop feeling shame about their insecurities and they feel more empowered to be themselves and
more accepting of others.
These kids are so gifted and
they connected so much to the
musical that Selma and I wanted
to share their passionate performance with others. When I
told Cherry Hill Mayor Chuck
Cahn and his wife Stephanie
about my idea to bring Homeroom to Cherry Hill, they shared
my enthusiasm and reached out
to help me with open arms.
Tolins-Kaufman added, We believe that Homeroom should be
in every school because its a
great message and a great vehicle
for teens to work together and explore together these issues that
are so relevant to kids today. We
hope this will create a model
doing a musical, a music workshop, creating a music video and
the partnering of kids.

The document is very detailed
and broken into five main categories health and wellness;
homes, buildings and transportation; leadership education and

and
empowerment
through arts and culture. Within
each category are strategies for
initiatives the township plans to

strategy includes one- and twoyear goals.

Because the plan includes so
many areas of everyday living,
Cahn believes all residents will
find something interesting in it.
Its a plan that works for
everybody in different capacities, Cahn said. Wherever you
are on spectrum of making the
world a better place, this has
something for you.
Having an all-encompassing
plan was important for members
of the green team. Scott Downie,

green team wanted to touch on as

many areas as it could.
If you go through the
roadmap, it really touches on
everything sustainability is, he
said.
Many community members
who spoke at last Tuesdays event
said the plan got done because of
the cooperation of many key
township figures. Cherry Hill
Public Schools has worked in harmony with the township on this
plan. Former school superintendent Maureen Reusche was a green
team member and current Superintendent Joe Meloche took over
that role when he was promoted
to lead the school district.
Meloche said having the students interest in sustainability
makes it easier for the school district to take part in the townships
future plan. A number of students from Joseph Sharp Elementary School were at last Tuesdays
event.
The kids are there, Meloche
said. They understand. They see
the reality and the need for the
whole sustainability piece.
Kristy Ranieri represented
Sustainable Jersey at last Tuesdays event and was impressed
with the townships plan. She
plans to use Cherry Hills
roadmap as a model for other
towns when developing sustainability plans.
Its something that will keep
them moving with milestones,
Ranieri said. People can look
back and say, I thought we were
going to do (this).
Green teams across the state
dont have something like this,
Ranieri added.
Creating Roadmap to Our Future is only the first step for the
township. Now everyone from
township and school officials to
Sustainable Cherry Hill and business leaders know they have to
execute and achieve the goals
they set forward.

ligated to do so, but because failure to do so leaves our town and

A number of residents began
contacting the township in the
days leading up to last Mondays
meeting, concerned a possible redevelopment plan was in the
works. Township officials confirmed there are no plans to redevelop the property and no developer is interested in the property.
Cahn reiterated this in front of a

council meeting.
This is an overlay, Cahn said.
Theres no project, theres no development, there is not a redevelopment site, this is not a redevelopment.
Representatives from Cherry
Parke said they had a meeting
with township officials and received reassurance there was not
a redevelopment plan for the
property.
Despite this news, concerned
residents were still worried about
the long-term future of the properties, saying if new development
ever did occur on the sites, they
would be subject to the new proposed zoning rules.
Among the proposed changes
were a permissible building
height of 55 feet, lower than the
current permissible height of 60
feet but taller than the current
building height of 35 feet. The
proposed changes also included
an increase in density from 19
units per acre to 26.
Erlton residents who live near
the property said the proposed
overlay could allow future development to move in down the road
using the new zoning regulations.
Resident Rena Margulis argued
any new development would have

a negative effect on the surrounding neighborhood. During public

comment, Margulis conducted an
informal survey where she read
off parts of the proposed overlay
zone and asked the audience if
they were in favor of the parts.
When no hands went up, Margulis said it was indicative of how
unpopular the proposed overlay
zone was.
Resident Phil Guerrieri said a
development using the proposed
regulations would not be appropriate because of the proximity to
area homes and the inability of
Park Boulevard to handle a lot of
traffic.
Youre moving the whole area
close and youre making it 50 feet
tall, Guerrieri said. That is so
sick its not even funny. It should
not even be considered for that
area.
Guerrieri asked council to
have a representative from the
Erlton South Civic Association or
a resident from the Erlton neighborhood offer input in the overlay
zone. There is no timeline for
when changes to the overlay zone
for the area will be on councils
agenda again. If it is put back on
the agenda in the future, it will
have to go through a first and second reading as a new ordinance.

June 5
Law enforcement officers from
the Cherry Hill Police Department will join with police from
around the country in cracking
down on unbuckled motorists and
passengers as part of the national
Click it or Ticket campaign.
Running through June 5, the
annual Click It or Ticket national mobilization utilizes high
visibility seat belt checkpoints
and saturation patrols, in combination with local and national
publicity efforts, to reiterate the
life-saving value of seat belts.
Using a seat belt is the simplest way for a driver and his or
her passengers to protect themselves when traveling, said Gary
Poedubicky, acting director of the
New Jersey Division of Highway
Traffic Safety. In 2013, 21,000 people in the U.S. were killed in traffic crashes, and almost half of
them were unrestrained.
Poedubicky added that a key
focus of this years campaign is to
promote seat belt usage by adults
in the rear seats of vehicles. The
front seat belt usage rate in New
Jersey currently stands at 91.36
percent. However, adults riding in
rear seats are only buckling up at
a rate of 39 percent.
This is a concern, he said.
We need to drive home the message that all motor vehicle occupants need to buckle up during
every trip, in every seating position.
During the 2015 Click it or
Ticket campaign, 372 New Jersey police agencies participated
in the two-week initiative. As a result of the effort, law enforcement
officers issued 26,308 seat belt citations, 4,969 speeding summonses and made 833 impaired driving
arrests.
