Glossary:
Party: Means CAHDI Party.
Constitution: Means the governing law of CAHDI Party
Program: Means the external and internal policies of CAHDI Party
The positions mentioned in this constitution indicate: The heads of the leading
institutions of CAHDI Party
By-law: Is defined as the internal administrative regulations of the Party
Plan of action: The short term planning ahead of the Party in order to carry out
certain activities in a defined period of time
General assembly: The national level meeting where the party members and delegates
from the national government, regional governments, regional administrations and
districts are gathered every four years
General Assembly: is the highest gatherings of cahdi party Somalia every four years
Session: The party meeting of the Central Committee every six months
Meeting: Tri-monthly meeting of the party council of the regional government,
committee of the region as well as the district and party cell at village level where the
district recognizes because of the huge number of its members

4. CAHDI Party is categorically against all forms terrorism and causes of conflict
as of tribalism, nepotism, corruption, misinterpretation of the Islamic
religion,. Also against the violation of the other religions etc.
5. Strengthening of the general knowledge, professionalization of the education,
promoting and developing modern technology as well as developing the Somali
language.
6. Focus on and development of the integrity, credibility and consolidation of the
Somali history
7. Development of the Somali tradition, culture, heritage and values.
8. Safeguarding the basic rights, freedom and dignity of the person and the whole
citizens of the people of Somalia.
9. Protection of the rights and freedom of expression, thoughts and opinions,
writing
and
printing/publishing,
individual
or
group
peaceful
demonstrations/protests to expose thoughts and feelings based on: claims,
support, sadness, celebration and reactions against outstanding events which
are contradicting the constitution and other laws of the country as well as not
endangering the lives of the people, private and public properties and also not
negatively affecting the general security and stability and particularly the
venue of such gatherings/demonstrations.
10. Struggle for social justice and equality where there is no discrimination on
sex (male and female), color, language, faith, region or country of birth,
level of education and political affiliation.
11. Protection of the rights of the Somali victims and minority communities.

4. Strengthening the ties between Somalia and its neighboring countries, IGAD,
Eastern Africa, African Union, Countries and peoples Africa Liberal Network ALN
and liberal International LI , of the Arab World, Islamic.
Countries and Organizations, other International Organizations and Countries that
share geopolitical, security and economic interests with Somalia.
5. Strengthening relations and cooperation with the Somali Diaspora communities
and their organizations.
6. Struggle for the democratization of good governance and free and fair elections,
accountability and transparency of the public finance management, equal sharing
of the revenues generated from donations, local sources and natural resources of the
country.
7. Unification of the people of Somalia through means of dialogue, forgiveness,
Brotherhood/sisterhood, healings, tolerance etc.
8. Awareness creation for the Somalis to enable that each and every citizen (candidate
for a political position) is evaluated and elected on the basis of his/her leadership
qualities such as educational background, capability, integrity and ability.
9. Materialization, implementation and development of federalism which is a
decentralization of the state governance and administration by bringing the
required services close to the people in their respective locations/constituencies.
10. Reorganization of the regions and districts existed up to 1990 and assessing new
localities which according to population density, economic potential, strategic and
geographic coverage can become regions and/or districts. While districts and
regions not in line with the above characteristics can be reconsidered otherwise in
conformity with a legal framework set up countrywide.
11. Provision of multi-dimensional care to the Somali societies giving priority to the
vulnerable groups such as children, women, old-aged, orphans and disabled, IDPs
suffering in the country and in the neighboring countries.
12. Provision and development of the much needed social services such as education,
water and sanitation, health, justice and sports to the people, collaboration and
networking with the Regional Governments, Regional and Districts
Administrations under the Federal Republic of Somalia.
Article 4
Party membership
1. Party membership is allowed to any citizen of Somalia (National of Somalia) aged
18 years and above, never sentenced by a court, not in prison(free),mentally fit,
recognizes and accepts the constitution and the program of the party and also
ready to pay the party membership fee and the annual subscription.
2. A Somali national who owns other nationality and/or resettlement is eligible a
party membership on condition that he/she abides by the party regulations and
that the national charter/constitution accommodates the citizenship of the
applicant.
3. A person who got resettlement or has got Somali citizenship is eligible party
membership without considering his/her citizenship of origin.
4. A party member can loss his/her membership in violation of the above paragraphs
1, 2, and 3 of Article 4 or committed a crime with a court conviction.
Article 5
Party structure and leadership
General Assembly (GA)
1. The general assembly of the party is the highest organ/command of the leadership
whose resolutions constitute the official and legal document of the party the GA
consist of .
2. The GA hears and evaluates the presentations and financial reports by the central
committee of the party during its meeting and also the political and economic
achievements of the party during the period between the two GA meetings.
3. The GA approves the partys tentative budget of the coming four years.
4. Amends the constitution, political program and socio-economic set up of the party.
5. Elects the central committee members, disciplinary and audit committees.
6. Determines the number of the party members/committees at regional governments,
regional and districts levels.
7. Defines and directs the political roadmap of the party internally and externally.
8. The meeting of the General Assembly of the party takes place once every 4 (four
years) and can be convened wherever the GA decides.

2. Gathers and keeps the official documents of the Executive Committee of the party
at national levels.
3. Prepares the meetings, the minutes and resolutions of the General Assembly of the
Central Committee and also of the Executive Committee.
4. Responsible for the communication and delivering invitations for convening
meetings of the Central and Executive Committees of the party.
5. Can represent the party in the absence of the Party Chairperson and his Deputy.
6. Can undertake any other task assigned to him/her by the Central and/or the
Executive Committees.
Article 11
I. Economic and Financial Secretary, Certified Accountant and Treasurer of the
Central Committee
1. The Economic and Financial Secretary is the highest official of the economic and
financial institutions of the party from national up to cell levels.
2. He is a member of the Executive Committee of the Central Committee. He/She is
exclusively responsible of the party finances and properties and can delegate any
member within the executive or Central Committee members.
3. The Secretary can recruit a certified accountant outside the party institutions that
must be appointed by the Executive Committee. That accountant shall abide by
the instructions and orders of the Secretary.
4. The Secretary is the Chair of the Central Committees Economic and Finance
Committee.
5. Undertakes any other task assigned to him by the Central Committee.

4. The Treasurer operates under the instructions of the Secretary of the Economic and
Finance Department and the Certified Accountant
Article 12
Party Disciplinary and Audit Committee
1. The Disciplinary and Audit Committee is elected by the executive committe
present. members of the Party.
2. The Committee has four (4) years term in office in compliance with the party
constitution and by-laws.
3. The number of the Disciplinary and Audit committee appointed by the chairperson
4. The committee shall have a Chairperson and two Deputies (First & Second) elected
from within the committee members in its first meeting after a maximum of seven
days from their election.
5. The Chairperson and his/her Deputies can be sacked from office upon failures of
his/her responsibilities and party chair person will appoint new committee
the authority to delegate to sub-committees after approval by the executive
committee of the central committee of the party.
Article 13
Local Primary Organizations of the Party
Party Assembly at Regional Government level
1. The Party Assembly at Regional Government level is the highest entity of the
Party in the whole locations of the Regional Government
2. The Party Assembly at Regional Government level is convened minimum once
every four years.
3. The Assembly must be convened before two months of the partys National General
Assembly.
4. Extraordinary Party Assembly at Regional Government level can be convened
upon request by 2/3 majority of the members.
5. The extraordinary Party Assembly at Regional Government level cannot change or
amend the general policy guideline/roadmap of the party. Accountability, auditing,

performance control and directives can be done in compliance with the laws and bylaws.
Article 14
The Party Council of the Regional Government
Functions and powers
Regional Government is meant an administration that is part and parcel of the
Federal Republic of Somalia which consists of a minimum of two regions or more.
CAHDI Party will not recognize any regional government which is not in compliance
with the Interim Constitution.
1. The structure of the Party Council of the Regional will be formed by chairperson of
the party with consultants of executive committee.
2. The party chairperson appoints chairperson of regional government two
deputies,secretary and finance officer.
3. the regional council is same as regional government structure and somali
community diaspora councils.
4.The regional government council ,regional councils and diaspora councils are
members of executive committee.
Article 15
Party revenue
The party revenue is generated as follows:
1. Membership fee paid by each and every member once at the beginning of the
registration as a party member.
2. Monthly subscription paid by the party members once every month.
3. Rents from the properties of the party, publications, arts and sports as well as
services rendered by party officials/departments.
4. Donations from individuals, local and international organizations and countries.
5. The revenue generated as above will be regulated and set up in a special by-law
promulgated by the Central Committee of the Party.
Article 16
Enter into force

This constitution shall enter into force effective from the approved date of 17 august
2014.date of its approval by the General Assembly of CAHDI PARTY.
