1. The method and Purpose of the training

1.1 During the period of Operation&Maintenance, general contractor has two ways to
provide training to the Owner:

1 The assemble theoretical training of key positions of Owner

2 The site continuous training of relevant positions of Owner

1.2 The main purpose of training

1 Combined with the theoretical training for key positions and site technique training
in both theoretical and practical way, in order to equip the Owners staff with
regular theoretical foundation and concept and ability of production operation and
the maintenance of equipment.

2 The M&E maintenance worker of Owner should be trained at site to have
regular practical operation ability and can carry out the maintenance, urgent
repair and small-scale repair work for M&E equipment under the supervision of
contractor.

3 On-site training to the inspection workers of Owner, to make them gradually

master the equipment performance and the inspection content in the inspection
scope, and standardizing the inspection records.

4 CCR operator of the Owner should join the work shift of contractor for training, in
order to gradually master the ability required for the operation in their respective
position and make records of all system parameters and product quality. Standard
operation and actual record should be accomplished.

5 The Owners staff is expected to gradually take over some workshops or even the
whole line as much as they can before the expiration of the contract.

1.3 Training content from the contractor

The technique training should be including but not limited to the following content:

1 The basic knowledge of new dry process cement production

2 Knowledge of safety production

3 Corresponding Process of the whole cement plant and each workshop.

4 Training of electrical & automation System

6 Subsystems composing the cement plant, and their detailed process parameter
and control method

5 Raw material, fuel, clinker and cement quality management and control

6 Operation and control of production systems

7 Equipment configuration and inspection maintenance and repair

8 Quality analysis and test for raw materials, fuel, clinker and cement

1.4 Training team from Contractor and training language

Special appointed training engineer will be in charge of the training work.

Experienced teachers or designers will be arranged as trainers.

Training language: English

1.5 The requirement for Owners trainees

Due to the production of cement involves knowledge and technique of many fields,
including specialties of Inorganic non-metallic materials (Silicate engineering), thermal
power engineering, hydrodynamics, machinery, electric, automation, chemical analysis,
physical testing and also the management of whole production system, in order to let all
trainees can accept the training contents and theoretical knowledge, and to be trained
with the ability of production, operation, equipment maintenance for each position, the
followings are required to the Owners trainees:

1.5.1 Requirement of diploma and major

1 Maintenance worker, inspection man: Machinery and electric major of polytechnic
school

2 Operator, technician: Chemical industry, inorganic materials, thermal energy,

machinery, electric and automation major of technical secondary school.

3 Production and quality management position: Chemical industry, inorganic

material, thermal energy, machinery, electric and automation major of junior

college or above.

4 Language ability: English listening, speaking, reading and writing.

1.5.2 Corresponding major in each department

1 Production department, Central control room: Chemical industry, inorganic
material, thermal energy and etc. major

2 Equipment department: Machinery, electric, chemical industry, inorganic material,

thermal energy and etc. major.

3 Electric department: Electric, automation and etc. major

4 Quality-Control department: Chemical analysis, physical test and etc.

Major.

1.5.3 Additional requirements

1 With cement plant working experience for more than half year (If the O&M
contract period is no longer than 1 year)

2 Without any spirit or organ diseases which will make him unqualified for the
position work.

3 With the spirit of teamwork.

2. Theoretical training
Theoretical training is regarding the Should Know content for the Owners staff on
key position of the operation of cement plant and others decided by Owner and
contractor, who should engrave the safety rules on their mind, understand and grasp
the basic working principle and obligation of each department, know the system
configuration and process. The training will be hold at classroom in the place agreed by

Owner and contractor.

2.1 Theoretical training content

1 Requirements of safety operation

2 Introduction of basic principle and conditions of cement plant process

3 Introduction of cement process and main process departments and equipment

working principle

4 Introduction of basic design concept of cement plant and special system and
equipment principle for the plant.

5 Introduction of operation instruction

6 Introduction of operate requirement and design program of electrical and

automation system.

2.2 Trainees and training time

The trainees of the theoretical training includes process and operation staff,
technician and engineer of mechanical, electric, process control and other personnel of
other positions decided by Owner and contractor. Training numbers should be
conformed to the capacity of the classroom.

Theoretical training schedule

Each theoretical training time is 5 days per time. It can be adjusted according to the

project scale and contract period.

2.3 Arrangement of theoretical training to Owners staff

Please see curriculum schedule of theoretical training.
Note: The theoretical training content in above table can be reasonable adjusted
according to the requirement of O&M contract. The second-time(or reinforcement )
theoretical training (after the 3~6 month of the first time)will be carried out according
to the period of the O&M contract and the requirement of the Owner. The theoretical
training materials are based on the corresponding training documents to the plant
and operation instructions programmed by the construction Contractor.

3. Practical training in plant

Plant practical training focuses on the Should Know content of cement plant
operation to staff of the Owner, mainly as one contractor trainer will teach each trainee of
related position as buddy. According to trainees ability, they will gradually take over the
operation or management of a small workshop, then main department and even whole
production line. Then the trainers only give necessary guidance as supervisors.

Setup position responsibility system: management system documents and

responsibility of each position of plant will be setup in English and Chinese, and to be
posted up to each wording position.

For the EPC project contracted by Sinoma, the training work will be carried out by

commissioning engineers from both suppliers and contractor according to the site
construction progress and commissioning conditions. The time and content of training
will be arranged by O&M site team of contractor.
EPC

4. Test of training results

In addition to the theoretical training, position ability test will be taken for each 3
months to know the learning interests and ability progress of trainees of the Owner. The
examination questions will be drafted by supervisors of Sinoma, checked by the training
engineers and approved by O&M project manager. All test results will be sent to Owners
management team.

According to the O&M contract, we put efforts to train Owners staff with
corresponding working ability of operation, production, maintenance qualified to the
requirement of each position. However, if Owners staff is unable to take over parts or
whole line successfully due to their own reason or inconformity to the quality
requirements of term 1.5, we will not take any responsibility.
