Animal Control/By-Law Enforcement Contract RFP Results

RECOMMENDATION
That Council in Committee recommends to Council that Council accepts the bid submission from
Municipal Law Enforcement Services for Animal Control Services and By-Law Enforcement
Services Option #1 Contract Rate at $35/hour for a minimum of 5 hours per week and also accepts
the bid submission from the Ontario SPCA Renfrew County Animal Centre for Animal Shelter
Services in the amount of $325 per Laurentian Valley cat or dog entering the facility.
BACKGROUND
Over the winter months Township Staff reviewed and issued a RFP for Animal Control & By-Law
Enforcement Services. The contract was more detailed and asked for more services with regards to
the animal shelter and any adoptions programs. The Township met with concerned local resident
groups to go over the changes in the RFP document.
The Tender was issued on Monday March 7, 2016 and closed on Wednesday, April 27, 2016.
The Township received 2 bid submissions from the following two parties:

Ontario SPCA Renfrew County Animal Centre

After reviewing the bid submissions, a list of questions about each companys services was generated
and we interviewed each representative from the above noted organizations.
Certain items were clarified and staff are comfortable in recommending that the Township enter
into a service contract with Municipal Law Enforcement Services for Animal Control Services and
Ontario SPCA Renfrew County Animal Centre for Animal Shelter Services.

FINANCIAL IMPLICATIONS
The Township should see a savings in 2016.
By-law Enforcement & Animal Control Services Municipal Law Enforcement Services
Billed for 5 hours per week at $35/hour. Any time over the 5 hours is billed at $35/hour.
Contract total (assuming no overages in hours) - $9,100/year (excluding HST).
2016 will only be half a year.
Animal Shelter Services Ontario SPCA - Renfrew County Animal Centre
Billed $325/animal (cat or dog) entering the pound from Laurentian Valley. Price includes
vaccinations upon intake, deworming, food, shelter, enrichment, euthanasia and disposal fees if
required. Laurentian Valley is responsible for any cost of any vet care during the hold period to keep
the animal comfortable.
Assuming 40 animals per year - $13,000 (excluding HST).
