undertheconditionsknownatthatsamepointintime.Thestatusofanyassessmentmaybealteredatanytimebynew
information,changesincircumstances,orfurtherdevelopmentsintheproject,includinganyspecificmeasuresasponsormaytake
tomitigatetheriskstoprojectcosts,budget,andschedule,orthestrategyasponsormaydevelopforprojectexecution.Therefore,
theinformationinthemonthlyreportswillchangefrommonthtomonth,basedonrelevantfactorsforthemonthand/orprevious
months.

ThisreportissubmittedincompliancewiththetermsofFTAContractNo.DTFT6009D00012,TaskOrderNo.2.Itspurposeisto
provideinformationanddatatoassisttheFTAasitcontinuallymonitorsthegranteestechnicalcapabilityandcapacitytoexecutea
projectefficientlyandeffectively,andhence,whetherthegranteecontinuestobereadytoreceivefederalfundsforfurtherproject
development.

primarilyfromtheLCCportableclassrooms,parkinglot,stationsaccessstructureandtrackconstructionactivities.This
scheduleisunderreviewtoanalyzethenumerousunilaterallogicanddurationchangesmadebyKIWC.HARThas
executedtheLCCCCOs,whichbringsanendtothecriticalpathimpacts.Arevisedbaselineschedulewassubmittedviaa
contractRequestforChange(RFC)byKIWCinAugust2015.Thatrevisedbaselinealsocontainsnumerousunilaterallogic
anddurationchanges,therefore,itisconsideredunacceptable.

Thecontractoriscontinuingtofocustheireffortsontheemergencywalkways,railandthirdrailinstallations.Withthe
executionofTrafficSignalsCCO,thecontractorhasresumedworkforthischange.Severalareasoftheprojectwere
inspected,punchlistgeneratedandpartialacceptance/substantialcompletionlettersissued.Substantialcompletionfor
basescopeisscheduledforJuly,howeverasignificantamountofCCOsremaintobesettledandcompletiondatesfor

Thespecificationandtestingconformancechecklistverificationeffort(%verified)willnaturallylagbehind
constructioncompletionpercentageduetothefactthatasignificantpercentageoftheneededsubmittalsare
submittedattheendoftheproject;suchastestreports,O&Mmanuals,training,andasbuiltdrawings.
SafetyandSecurityispresentlylackingone(1)position(SafetySpecialist,OSHA).Staffhasdividedtheworkin
theinterim.

6.6 RiskManagement

Theprimarystrategyofriskmanagementistomaintainareservedcontingencybalancethroughoutthelifeofthe
ProjectthatisacceptabletoHARTandtheFTA.Effectivemanagementofprojectrisksisnecessarytosignificantly
increasethelikelihoodofdeliveringasuccessfulproject.Riskmanagementisthesystematicprocessofidentifying,
analyzing,andrespondingtoriskinatimelymanner.Riskmanagementisintegraltoallphasesleadinguptorevenue
serviceopeningincluding:planning,design,construction,systemstesting,systemoperationstartup,safetyandsecurity
certification,andultimatelytoprojectconstructioncloseout.

Riskassessmentinterviewsareheldonaregularbasistoidentify,assess,prioritize,manageandmitigateriskexposure,
anddevelopprudentcontingencyplans.TheProjectRiskRegister(RR)isthedepositoryforallrisksidentifiedforthe
Project.Everymonth,riskscontainedintheRRarereviewedtoconfirmrisksareappropriatelyidentified,identifynew
risks,andcloseoutrisksthatnolongerposeanissue.

Thisreportincludesalistingofthetopprojectwideriskswhichisanaggregateoftheindividualcontractrisks.Key
metricsforprobabilityofoccurrenceandcostandscheduleimpactsaresubjecttochangeasmoreislearnedaboutthe
risks.Atthesametime,HARTisimplementingmitigationmeasuresofavoidance,transfer,and
acceptance/minimization.

AREASOFFOCUS
A)MarketConditionsTheconstructionmarketinHawaiicontinuestooutpaceothermajormetropolitanUScities.
Theyears2015and2016areexpectedtosetnewrecordsforconstructioninthestate.Thistranslatestoincreased
escalationofabout1%permonthfromlate2014throughtheendof2016,accordingtotheRiderLevettBucknall,
QuarterlyConstructionCostReport.Theseconditionsmayimpactthesupplyofexperiencedcraftlaborwhichwillinturn
affectcontractorproductivityratesandtrafficmobilityissues.
MitigationProgress:

HARTscontinuousimprovementinestimatingmethodologyhasledtomoreconfidenceinthelikely
constructionpricing,butcontinuedpricingpressuresinthemarketcouldstillleadtohigherthanexpectedprice
proposalsandbids.

thatprojectcontingencywillcontinuetobedrawndownastheoveralldesignisfurtherdeveloped,risksareidentified,

1) Thebudgetedamountforacontractpackageiseitherlowerorhigherthantheactualexecutedcontract
amount.Contingencywillincreaseifthebudgetedamountishigherthantheactualcontractamountswhich
resultsinabudgetsurplus,andviceversaifthebudgetedamountislower.
2) Increaseofacontractamountthroughtheexecutionofachangeorderorcontractamendment.Contingencyis
decreasedandtransferredtotheappropriateSCC.
3) Transferofworkscope,e.g.utilityrelocation,betweencontractpackagesthroughachangeorder.Thescope
valuefromonecontractisdecreasedandtransferredtoContingency.Contingencyisthendecreasedbythe
samescopevalueandtransferredtotheothercontract.Contingencyisusedasaholdingaccountinthis
instance.
4) Revisionstocontractpackaging.Furtherevaluationofcontractpackagesmaybeconsideredtoseekbudget
savingsand/ortomitigatecostorscheduleimpacts.Budgetsavings,ifany,wouldbetransferredto

ordertoassessprojectperformanceagainsttotalprojectcontingenciesandbufferfloat.

TheRiskandContingencyManagementPlan(RCMP),ContractPackagingPlan(CPP),MasterProjectSchedule(MPS),
ProjectBudgetandFinancialPlanupdatesareallinprogress.TheRCMPincludesupdatestothecostandschedule
contingencydrawdowncurves,whichestablishminimumandbufferzonelevelsofcostandschedulecontingencyin
accordancewithFTArecommendations.Overthecourseoftheproject,ifthecostorschedulecontingencyenterinto
thebufferzone(theareaabovetheminimumcontingency),ProjectManagementwillimmediatelyimplementactionsto
