SUBJECT: NO REGISTRATION NO TRAVEL
DATE: 20 MARCH 2015
Starting 01 April 2015, no four (4)-wheeled motor vehicle can be used, driven or operated on the roads without
being duly registered with the Land Transportation Office (LTO) pursuant to R.A. 4136, Joint Administrative
Order No. 2014-01 and other applicable rules and regulations.
1. Any vehicle without license plates shall be stopped and the driver must present the Certificate of
Registration (CR) and Official Receipt (OR) of the vehicle;
2. If only CR/OR are presented, a fine of Php 5,000.00 shall be imposed for failure to attach the plates;
3. In case Special Plates were applied for, the driver must present the OR for the payment;
4. If without CR/OR, the driver must present the following:
a. Certificate of Stock Reported;
b. Sales Invoice, which must be dated within seven (7) days prior to the apprehension; and
c. Certificate of Insurance Cover, which must be dated on or after the date of the Sales Invoice.
5. In the absence of any of the above, the vehicle owner shall be fined the amount of Php 10,000.00 for
using an unregistered vehicle and the driver shall be fined the amount of Php 1,000.00 and cited for
reckless driving;
6. Further, if at the time of apprehension the date of the Sales Invoice exceeds thirty-seven (37) days
from the date of purchase, the vehicle shall be impounded;
7. This is without prejudice to the liability of the concerned manufacturer, assembler, importer and dealer;
and
8. All apprehensions may be contested within five (5) days therefrom.

AN ACT TO COMPILE THE LAWS RELATIVE TO LAND TRANSPORTATION AND TRAFFIC
RULES, TO CREATE A LAND TRANSPORTATION COMMISSION AND FOR OTHER PURPOSES
CHAPTER II
REGISTRATION OF MOTOR VEHICLES
ARTICLE I
Duty to Register, Reports, Applications, Classifications
Section 5.All motor vehicles and other vehicles must be registered.
(a) No motor vehicle shall be used or operated on or upon any public highway of the
Philippines unless the same is properly registered for the current year in accordance with the
provisions of this Act.

Section 17.Number plates, preparation, preparation and issuance of . (a) The Commissioner shall cause number plates to be prepared and issued to owners of
motor vehicles and trailers registered under this Act, charging a fee of four pesos for each
pair including the numerals indicating the year of registry: Provided, however, That in case
no number plates are available, the Commissioner or his deputies may issue, without
charge, a written permit temporarily authorizing the operation of any motor vehicles with
other means of identification: Provided, further, That all motor vehicles exempted from
payment of registration fees, motor vehicles for hire, and privately-owned motor vehicles
shall bear plates so designed and painted with different colors to distinguish one class from
another: Provided, furthermore, That the plates of motor vehicles exempted from payment of
registration fees shall be permanently assigned to such motor vehicles during their entire
lifetime while exempted from payment of the fees: And, provided, finally, That the owner
thereof shall return such plates to the Land Transportation Commission within a period of
seven working days after such owner has lost his exemption privilege or has transferred the
vehicle to a non-exempt owner.

CHAPTER V
PENAL AND OTHER PROVISIONS
ARTICLE I
Penalties
Section 56.Penalty for violation. - The following penalties shall be imposed for violations of this Act:
(a) For registering later than seven days after acquiring title to an unregistered motor vehicle
or after conversion of a registered motor vehicle requiring larger registration fee than that for
which it was originally registered, or for renewal of a delinquent registration, the penalty shall
be a fine fifty per cent of the registration fees corresponding to the portion of the year for
which the vehicle is registered for use.

(d) Driving a motor vehicle with delinquent, suspended or invalid registration, or without
registration or without the proper license plate for the current year, three hundred pesos fine.

SUBJECT: REVISED SCHEDULE OF FINES AND PENALTIES FOR VIOLATIONS
OF LAWS, RULES AND REGULATIONS GOVERNING LAND
TRANSPORTATION

Pursuant to Executive Order No. 125, paragraph 5 (o), as amended by Executive


Order125-A and Executive Order No. 292 (otherwise known as "Administrative Code
of1997"), Title XV, Chapter 1, Section 3 (14), which states the power of the
Department ofTransportation and Communications to establish and prescribe the
corresponding rulesand regulations for the enforcement of laws governing land
transportation services,including the penalties for violations thereof, the following
revised schedule of fines andpenalties for violations of laws governing land
Transportation services and theprocedures for apprehension and adjudication thereof
are hereby promulgated andapproved for implementation.

e. RECKLESS DRIVING
No person shall operate a motor vehicle on
anyhighway recklessly or without reasonable
cautionconsidering the width, traffic, grades,
crossing,curvatures, visibility and other
conditions of thehighway and the conditions
of the atmosphere andweather, or so to
endanger the property of thesafety or rights
of any person or so as to causeexcessive or
unreasonable damage to the highway.This
includes driving an unregistered vehicle
under Section II.a hereof.

First offense Php 2,000.00


Second offense - Php 3,000.00
Subsequent offense -Php 10,000.00
In addition, the driver's licenseshall be
suspended for a period ofthree (3) months for
the secondoffense and six (6) months for
thethird offense from payment of fineand
revocation of driver's licenseon the
succeeding offense.A revoked nonprofessional drivershall be disqualified from
beinggranted a driver's license for aperiod of
two (2) years countedfrom date of
revocation.A revoked professional driver
shallbe perpetually disqualified fromgetting
any driver's license.

II

VIOLATIONS IN CONNECTION WITH


MOTOR VEHICLE REGISTRATION/RENEWAL/OPERATION

a. DRIVING AN UNREGISTERED
MOTORVEHICLE
This includes driving with an improperly
registered motorvehicle or a motor vehicle
with expired,revoked, suspended or invalid
registration,unregistered or fake substitute or
replacementengine, engine block or chassis.

e. FAILURE TO ATTACH OR
IMPROPER
ATTACHMENT/TAMPERING OF
AUTHORIZEDMOTOR VEHICLE
LICENSE PLATES AND/ORTHIRD
PLATE STICKER
This includes the attachment of any
unauthorizedplate/s or any accessory or
device to and/or aroundthe authorized motor
vehicle license plate, or anymanner of
attachment that impedes in any way
thevisibility or reflectivity of the authorized
motorvehicle license plate and/or the third
plate sticker.

Php 10,000.00
In addition, in case of non-registration and
the violation hasexceeded one (1) month,
themotor vehicle shall be impoundedand
shall be released only uponits valid
registration and paymentof appropriate fines
and penalties.In the case of
undocumentedengines, the motor vehicle
shallbe impounded and shall be barredfor a
period of one (1) year frompayment of the
fines.
The undocumented engines shalllikewise be
confiscated in favor ofthe government.

Php 5,000.00
In addition, the authorized motorvehicle
license plate/third platesticker shall be
properly attachedand the unauthorized
plate,accessory and/or device removedand
confiscated in favor of thegovernment.
