Terms of Reference (TOR)

Scope of Work and Qualifications of Provincial Health Consultants


(PHCs), District Health Consultants (DHOs), and Provincial Training
Consultants (PTCs)

A. Provincial Health Consultants (PHC)


Scope of Work
The PHCs are required for full-time assignments for a total period not to exceed 24 months.
The Consultant Firm will manage the recruitment and contract terms and conditions with
each Individual Consultant.
The PHC will be based in one of the 11 provinces offices in which the Nutrition Project is
being implemented. As such, the PHC will be expected to carry out the following tasks:
a) Develop an annual work plan, in coordination with the PHO and the PTC, which
delineates the schedule of the trainings which will be implemented during the year.
b) Develop the budget required to implement each Nutrition Project training program for
submission to the Project Manager. This budget should include transportation, per diem,
and
all logistics required to carry out each Nutrition Project training program during the year.
c) Develop and coordinate advocacy activities with the provincial Generasi staff in order
that advocacy activities will be complementary and not duplicative.
d) Support any edu-tainment (education and entertainment) activities that may be
implemented in the province by the Health and Nutrition Projects communication activity.
e) Monitor all Health and Nutrition Project training activities, distribute training manuals,
multiple micronutrients (MMNs) and growth monitoring equiProject Managerent.
f) Prepare Quarterly and Annual Reports, in collaboration with the PHO and the PTC, to be
submitted to the Project Manager. Reports should document progress made during the
reporting period, obstacles encountered, if any, and describe how they were resolved.
These reports will also document, with photographs, the location of the training and the
number of participants in attendance.
g) Collect data and enter it into the Health and Nutrition Project web-based MIS on a
monthly basis.
h) In collaboration with the PHO and the PTC, prepare the schedule of provincial Health
and Nutrition Project training programs, the number of participants who will attend each
training and what logistic arrangements, including financial arrangements, are required
for each one for submission to the Project Manager.
i) Maintain organized project files.
j) Travel around the province, as required.

Minimum Qualifications
The following qualifications are required for the PHC:
a) A minimum Bachelors Degree in Public Health, Nutrition, Midwifery or Nursing.
b) Have at least five years progressively responsible work experience in primary health or
nutrition projects.
c) A minimum of two years experience in project financial administration.
d) Good oral and written presentation skills in Bahasa Indonesia. English language
capability is desirable.
e) Demonstrated good computer skills, e.g. proficient in word, power point and excel.
f) To the extent possible reside in the district in which he/she will be working.

B. District Health Consultants


Scope of the work (SOW)
The DHC are required for full-time assignments for a total period not to exceed 24 months.
The Consultant Firm will manage the recruitment and contract terms and conditions with
each Individual Consultant. The DHC will be based in one of the 64 districts in which the
Nutrition Project is being implemented.
The DHCs are responsible for assisting the district government, in particular the District
Health Officer (DHO), in the implementation of the Health and Nutrition Project activities at
the district level.
As such, the DHC will be expected to carry out the following tasks:
a) Develop an annual work plan, in coordination with the DHO PTC, which delineates
the schedule of the training programs which will implemented during the year.
b) Develop the district Nutrition Project training budget in collaboration with the DHO and
PTC required to implement each training program for submission to the PHO. This
budget should include transportation, per diem, and all logistics required to
carry out each Nutrition Project training program during the year.
c) Develop and coordinate advocacy activities with the district Generasi staff in order that
advocacy activities will be complementary and not duplicative.
d) Support any edu-tainment (education and entertainment) activities that may be
implemented in the district by the Health and Nutrition Projects communication activity.
e) In collaboration with the PTC, monitor all district level training activities,
distribution of training manuals, multiple micronutrients (MMNs), and growth monitoring
equiProject Managerent.
f) Observe and report on whether expendable training supplies (paper, pens, markers, etc)
have been made available at each training site as required under the Fund Management
Guidelines.
g) Prepare Quarterly and Annual Reports, in collaboration with the DHO, to be submitted to
the PHO. Reports should document progress made during the reporting period,
obstacles encountered, if any, and describe how they were resolved. These reports will
also document, with photographs, the location of the training and the number of
participants in attendance.
h) Collect data and enter it into the Health and Nutrition Project web-based MIS on a

i) Prepare, in collaboration with the DHO, the schedule of district training programs,
the number of participants who will attend each program and what logistic

arrangements, including financial arrangements, are required for each one. These
should be prepared according to the MCA-Indonesia guidelines.
j) Maintain organized project files.
k) Travel around the district, as required.
Minimum Qualifications
The following qualifications are required for the DHC:
a) A minimum Bachelors Degree in Public Health, Nutrition, Midwifery or Nursing.
b) Have at least five years experience in managing primary health or nutrition or sanitation
projects. Experience will be considered from the last ten years.
c) Good oral and written presentation skills in Bahasa Indonesia.
d) Demonstrated good computer skills, e.g. proficient in word, power point and excel.
e) To the extent possible, reside in the district in which he/she will be working.
Desirable:
a) A minimum of two years experience in project financial administration.
b) Local language capability is desirable.

C. Provincial Training Consultants


Scope of the work (SOW)
The PTC are required for full-time assignments for a total period not to exceed 24 months.
The Consultant Firm will manage the recruitment and contract terms and conditions with
each Individual Consultant.
The PTC will be based in one of the 11 provinces. The PTCs are responsible for assisting
the PHOs, PHCs, DHOs, and DHCs in managing the implementation of the training activities
of the Health and Nutrition Project.
As such, the PTC will be expected to carry out the following tasks:
a) In collaboration with the PHOs, PHCs, DHOs, and DHCs, develop an annual Nutritio
Project training plan which delineates the schedule of the training programs which will be
implemented during the year. This should include the schedule of district programs,
the number of participants who will attend each training and what logistical
arrangements, including financial arrangements, are required for each one.
b) Develop the annual training budget, in collaboration with the PHO, required to implement
each Health and Nutrition Project training program for submission to the Project
Manager. This budget should include transportation, per diem, and all logistics required
to carry out each project nutrition training program during the year.
c) Monitor all Health and Nutrition Program training supply side activities and the
distribution of training manuals.
d) In cooperation with the PHCs, ensure expendable training supplies (paper, pens,
markers, etc) are available at each training site.
e) Prepare quarterly and annual Health and Nutrition Project training report; in collaboration
with the PHC and DHC, for submission to the PHO. Reports should document progress
made during the reporting period, obstacles encountered, if any, and describe how they
were resolved. These reports will also document, with photographs, the location of the
training and the number of participants in attendance.

g) Travel around the provinces as required.
