Mid-Day Meal Rules, 2015 Under National Food
Security Act, 2013 Notified
The Central Government notified Mid Day Meal Rules, 2015 on September 30th, 2015.
The National Food Security Act, 2013 (NFSA, 2013) contains provisions related to welfare
schemes including Mid Day Meal Scheme. In accordance with the provisions of the Act,
the Ministry of HRD has finalized the MDM Rules after consultation with the States and
other related Central Ministries. The rules will be known as Mid Day Meal Rules, 2015
and will be in effect from the date of notification in the Gazette of India. The Rules inter
alia provide for temporary utilization of other funds available with the school for MDM
in case school exhausts MDM funds for any reason; Food Security Allowance to be paid
to beneficiaries in case of non-supply of meals for specified reasons; and monthly testing
of meals on a random basis by accredited Labs to check its quality. Further, the Rules also
provide that concerned State Governments shall fix responsibility on the person or agency
if meals are not provided on 3 consecutive school days or 5 days in a month. These rules
and their effective compliance by implementing agencies in the States will ensure better
regularity in serving mid day meals in schools and also improve quality of the meals as
well as overall implementation of the Mid Day Meal Scheme in the country. The salient
provisions of the rules are as under:
Entitlements of children: Every child within the age group of six to fourteen years studying
in classes I to VIII who enroll and attend the school, shall be provided hot cooked meal
having nutritional standards of 450 calories and 12 gm of protein for primary and 700 calories
and 20 gm protein for upper primary free of charge every day except on school holidays. The
place of serving meals to the children shall be school only.
Implementation of the Scheme: Every school shall have the facility for cooking meal in
hygienic manner. Schools in urban area may use the facility of centralised kitchens for cooking
meals wherever required in accordance with the guidelines issued by the Central Government
and the meal shall be served to children at respective school only.
Responsibility of School Management Committee: The School Management Committee
mandated under Right to Free and Compulsory Education Act, 2009 shall also monitor
implementation of the Mid-day meal Scheme and shall oversee quality of meals provided to
the children, cleanliness of the place of cooking and maintenance of hygiene in
implementation of mid day meal scheme.
Utilization of School Funds: The Headmaster or Headmistress of the school shall be
empowered to utilise any fund available in school for the purpose of continuation of Mid Day
Meal Scheme in the school in case of temporary unavailability of food grains, cooking cost
etc. in the school. The utilised fund shall be reimbursed to the school account immediately
after receipt of mid day meal funds.
Testing of the meals by Accredited Labs to ensure nutritional standards: Hot cooked
meal provided to children shall be evaluated and certified by the Government Food Research
Laboratory or any laboratory accredited or recognized by law, so as to ensure that the meal
meets with the nutritional standards and quality.
The Food and Drugs Administration Department of the State may collect samples to ensure
the nutritive value and quality of the meals. The samples shall be collected at least once in a

month from randomly selected schools or centralised kitchens and sent for examination
to the accredited laboratories.
Food Security Allowance. - If the Mid-Day Meal is not provided in school on any school
day due to non-availability of food grains, cooking cost, fuel or absence of cook-cum-helper or
any other reason, the State Government shall pay food security allowance by 15th of the
succeeding month in the manner provided herein below:(a) Quantity of Food grains as per entitlement of the child; and
(b) Cooking cost prevailing in the State.
In case of non-supply of meal by the Centralised Kitchen, the Food Security Allowance shall
be realised from the Centralised Kitchen as stated above.
Provided that in case a child has not taken food on offer for whatever reasons, no claim of
food security allowance shall lie with the State Government or Centralised Kitchens:
Provided further that no claim shall lie with State Government or Centralised Kitchen for
reasons of quality of food grains and meal:
The State Government shall take action to fix responsibility on the person or agency in
accordance with the procedure laid down, if mid day meal is not provided in school on school
days continuously for three days or at least for five days in a month.
Wherever an agency of Central Government is involved, the State Government shall take
up the matter with Central Government which shall resolve the matter within a month.

Indias Intended Nationally Determined


Contribution: At a Glance
India has submitted its Intended Nationally Determined Contribution (INDC) to the
United Nations Framework Convention on Climate Change. Some of the salient points of
the INDC are:
To put forward and further propagate a healthy and sustainable way of living based on
traditions and values of conservation and moderation.
To adopt a climate-friendly and a cleaner path than the one followed hitherto by others at
corresponding level of economic development.
To reduce the emissions intensity of its GDP by 33 to 35 per cent by 2030 from 2005 level.
To achieve about 40 per cent cumulative electric power installed capacity from non-fossil fuel
based energy resources by 2030, with the help of transfer of technology and low cost
international finance, including from Green Climate Fund.
To create an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent through
additional forest and tree cover by 2030.
To better adapt to climate change by enhancing investments in development programmes in
sectors vulnerable to climate change, particularly agriculture, water resources, Himalayan
region, coastal regions, health and disaster management.
To mobilize domestic and new and additional funds from developed countries to implement
the above mitigation and adaptation actions in view of the resource required and the resource
gap.
To build capacities, create domestic framework and international architecture for quick
diffusion of cutting edge climate technology in India and for joint collaborative R&D for such
future technologies.

First Meeting of the National Sagarmala Apex


Committee ON 5TH October, 2015
The first meeting of the National Sagarmala Apex Committee (NSAC) will be held
on 5th October, 2015 in New Delhi. The meeting will be chaired by Union Minister of
Shipping and Road Transport & Highways Shri Nitin Gadkari. The members of the NSAC
include Vice Chairman NITI Aayog, Chief Ministers of Andhra Pradesh, Goa, Gujarat,
Karnataka, Kerala, Maharashtra, Odisha, Puducherry, Tamil Nadu and West Bengal, Union
Cabinet Ministers of Finance; Water Resources, River Development and Ganga Rejuvenation; Urban Development; Railways; Agriculture; Rural Development; Civil Aviation;
Skill Development & Entrepreneurship; Environment, Forests & Climate Change; Commerce and Industry; Tourism. Secretary, Shipping is Member Convener.
The broad agenda of meeting includes discussions on constitution and scope of
NSAC, Concept of Sagarmala and decisions of Government of India relating to Sagarmala,
action taken on setting up of Sagarmala Institutional Mechanism, engagement with Maritime States & Line Ministries, progress on the elements of Sagarmala Programme, identification and implementation of projects, critical role of State Governments in project identification & implementation, role of Ministries in project identification & implementation.
The prime objective of the Sagarmala project is to promote port-led direct and indirect development and to provide infrastructure to transport goods to and from ports
quickly, efficiently and cost-effectively. The project aims at (i) Supporting and enabling
Port-led Development through appropriate policy and institutional interventions and
providing for an institutional framework for ensuring inter-agency and Ministries/Departments/States collaboration for integrated development, (ii) Port Infrastructure Enhancement, including modernization and setting up of new ports, and (iii) Efficient Evacuation to and from hinterland.

India promised to make its economy more efficient
India has promised to make its economy more energy efficient and to cut emissions intensity
of its GDP by 33-35 percent by 2030 from 2005 levels, in a climate-change policy statement
released ahead of a U.N. summit in Paris in December.
India, the worlds third-largest emitter of greenhouse gases, also said it would target 40 percent
cumulative installed power capacity from non-fossil fuel sources by 2030.
New Delhi has ruled out committing to absolute cuts in carbon emissions, in contrast to the
United States, China and other big nations which have announced peak years for emissions.
Preliminary estimates indicate India would need to spend around $206 billion between 2015
and 2030 for implementing adaptation actions in agriculture, forestry, fisheries infrastructure,
water resources and ecosystems, it said..
A preliminary estimate suggests that at least $2.5 trillion will be required for meeting Indias
climate change actions between now and 2030, it said.
Prime Minister Narendra Modi met U.S. President Barack Obama and France and Britains
leaders last month, and called for a climate change agenda that helps developing countries
with access to finance and technology.

India unveils ambitious climate action plan


Invoking Mahatma Gandhis thoughts on environment sustainability, the Union government
on Friday unveiled its climate action plan for 2021-2030 setting new targets to reduce green
house gas emissions and laying out a roadmap to tackle climate change.
The climate action plan called Intended Nationally Determined Contributions (INDC) in
climate change parlance revolves around three focal points of increasing share of renewable
energy, increasing green cover to absorb carbon emissions and reducing emissions intensity
of gross domestic product.
Without stating targets for absolute emission cuts like Brazil, India said it aims to reduce
emissions intensity or emissions per unit of gross domestic product by 33-35% by 2030, from
2005 levels.
Ahead of the 2009 Copenhagen climate summit, India had committed to reduce its emissions
intensity by 20-25%, and the environment ministry said it has already achieved a 12%
reduction. This essentially means the new target to reduce emissions intensity by 35% is
doable.
Announcing the broad goals, Union minister for environment, forests and climate change
Prakash Javadekar said the targets were set keeping in mind the responsibility of achieving
climate justice for the poor.
Indias contributions represent utmost ambitious action in the current state of development.
Though India is not part of the problem, it wants to be part of the solution. He added that
Indias per capita emission is 1.6 tonnes/person against the world average of 5 tonnes/person.
Key to the reduction in emissions is going to be the ambitious plan to scale up share of nonfossil fuel in energy production to 40%.
For this, the government has planned to ramp up production of solar energy, wind energy,
hydro-electric power and nuclear energy.
In its official document though, the government has not specified a break-up of how much

each renewable sector will contribute to achieve the target of 40%.


Indias dependency on coal, however, will continue. A foreseeable scaling up in the
manufacturing sector under the Make in India programme may hamper reduction in emissions.
In addition, the climate action plan stresses that aforestation by 2030 will help absorb carbon
emissions of 2.5 to 3 billion tonnes, something experts are sceptic about.
The government has estimated that at least $2.5 trillion would be required between now
and 2030 to fulfill the climate action targets.
Javadekar said the responsibility of funding climate action plans of developing nations lies
with the developed nations. We can achieve these with the help of transfer of technology
and low-cost international financing, including from Green Climate Fund, he said.
The countrys climate action plan was well received by environmental campaigners,
academicians and think-tanks. Indias INDC is fair and is quite ambitious, specifically on
renewable energy and forestry, said Sunita Narain, director general, Centre for Science and
Environment. Analysing the action plan, a CSE note said Indias emission targets are similar
to that of Chinas and called the renewable energy targets more ambitious than that of US.

Palestine flag raised at the United Nations
The Palestinians campaigned for a General Assembly resolution that was overwhelmingly
approved on September 10 allowing the UN observer states to fly their flags alongside those
of the 193 UN member states. The Holy See and Palestine and are the only two UN observer
states.
Abbas told the crowd it was a historical moment on the Palestinian road to independence
and said the dawn is coming when the state of Palestine will be free. He declared that in
the future September 30 will be the day of the Palestinian flag.
He then raised the black, white, green and red flag among cheers and shouts of Peace! Peace!
Palestine.

Pacific Rim nations close in on a landmark trade deal


Pacific trade ministers are optimistic of closing a sweeping Pacific Rim trade deal after progress
on Friday on hurdles involving autos, dairy products and intellectual property protections
for expensive biologic drugs.
Ministers represented in the Trans Pacific Partnership (TPP) talks in Atlanta met for 20
minutes before breaking for negotiators to resume work on specific issues, work that Japans
Economy Minister Akira Amari said on Friday would likely go on all night.
The United States and Australia are locked in intense negotiations over the length of time
pharmaceutical companies have exclusive rights to produce and market next-generation
medicines.
Australia is one of a group of half a dozen countries resisting a U.S. push to set a standard of
eight years protection and see five years as a red line.
On the third day of talks, major progress had been made on another key sticking point, the
auto trade involving Japan, Canada, the United States and Mexico, Amari said, noting
countries were one step away from completion.
He said that Mexico, Canada and Japan had neared terms of a deal on increased dairy market
access and that the remaining issues involved New Zealand and the United States.
New Zealand, which has 17 percent of global dairy trade, making it the largest exporter, has
been pushing for improved access for its exports as part of the TPP.
But the United States is unwilling to allow in more imports unless its farmers in turn secure
better access for exports in Canada and Japan.

Russias adventure in the Middle East is as reckless

When a Russian general went to the US embassy in Baghdad to announce that the Russian
air force was about to start its bombing campaign in Syria and that the Americans and their
allies should stay out of the way, President Vladimir Putin was making a large statement.
That embassy, a small, homogenised city within the violent chaos of Baghdad, was of course
conceived as a vast statement of US power, after the 2003 invasion of Iraq that was supposed
to remake the Middle East.
Instead, the region spiralled into sectarian war between Iran-led Shia and Arab Sunni, which
among other things helped spawn Isis and its cross-border jihadistan in Iraq and Syria.

The larger point is that Mr Putin would appear to believe that by storming into Syria he has
joined and taken rightful leadership of the winning coalition in the region.
It may look that way now. But it should not take very long for this region to teach the
Russian strongman what Americans already know: winning is a very relative idea.
It is beyond argument that the Iraq invasion, by casually overturning a centuries-old regional
order, turned Iran into a local superpower.
The Isis jihadis have since forged a Shia axis from Baghdad to Beirut, and down into the Gulf.
Washingtons Sunni Arab allies were helpless to resist it. As Prince Saud al-Faisal, the late
Saudi foreign minister, remonstrated with US secretary of state John Kerry last year: Daesh
[Isis] is our response to your support for the Dawa, the Shia Islamist ruling party in Iraq.
Those present assumed he meant a Sunni rather than specifically Saudi response.
Mr Putin would do well to reflect on these words. His own, histrionic words at the UN were
presumably addressed not just to the US, but also to the Sunni who were most aggrieved by
the blundering adventurism of President George W Bush, and President Barack Obamas
combination of expansive rhetoric and operational paralysis.

Assembly head among 6 held in bribery scheme
A former president of the United Nations general assembly turned the world body into a
platform for profit by accepting over $1 million in bribes and a trip to New Orleans from a
billionaire Chinese real estate mogul and other businesspeople to pave the way for lucrative
investments, a prosecutor charged Tuesday.
John Ashe, a former UN ambassador from Antigua and Barbuda who served in the largely
ceremonial post from September 2013 to September 2014, faces conspiracy- and briberyrelated charges along with five others, including Francis Lorenzo, a deputy UN ambassador
from the Dominican Republic who lives in the Bronx.
US attorney Preet Bharara repeatedly noted that it was early in the investigation and told
reporters that as it proceeds: We will be asking: Is bribery business as usual at the UN?
Dujarric noted that the president of the general assembly does not report to the secretarygeneral and is completely independent in functions. He said the UN had not found any
documentation of the claims involving Macau.
Those charged in the criminal complaint unsealed Tuesday in Manhattan federal court included
Seng, who was arrested two weeks ago along with his chief assistant, Jeff C. Yin, 29, a US
citizen whose bail was revoked last week over allegations that he lied to investigators after
his arrest.

India matches Brazils record in university rankings
Seventeen Indian higher education institutions have featured in a list of the worlds best
universities topped by California Institute of Technology.
While no Indian institution was among the worlds top 200 universities, the 12th edition of
the annual rankings released by Times Higher Education here on Wednesday has the Indian
Institute of Science in the un-ranked 251-300 category and the Indian Institute of Technology
Bombay in the 351-400 category.
With 17 institution on the list, India is now at par with its BRIC counterpart Brazil.
With the population of young people in the country continuing to expand resulting in
further pressure on resources, it is now more crucial than ever that India invests in research
and strengthens its links with other nations. The government has spoken about improving
its universities but is yet to implement an initiative in this area.
It will need to act, and fast, if it wants to match up against its fellow BRIC nations and the
rising stars in Asia, he said.
Other Indian institutions featured in the list are: Indian Institute of Technology Delhi, Indian
Institute of Technology Kharagpur and Indian Institute of Technology Madras in the 401500 category.
The 501-600 category has Indian Institute of Technology Guwahati, Indian Institute of
Technology Kanpur, Indian Institute of Technology Roorkee, Jadavpur University and Panjab
University.
Aligarh Muslim University, Amrita University, Andhra University, Birla Institute of Technology
and Science, Pilani, University of Calcutta, University of Delhi and Savitribai Phule Pune
University have been placed in the 601-800 category.

UAE Space Agency Seeks Cooperation With ISRO


A delegation from the UAE Space Agency has undertaken a visit to the Indian Space Research
Organisation (ISRO) to discuss possibilities of cooperation between the two space
organisations.
The delegation was led by Khalifa Al Rumaithi, Chairman of the UAE Space Agency, and
Mohammed Nasser Al Ahbabi, its Director-General, according to statement released by official
WAM news agency.
This is part of the agencys efforts to build strategic partnerships and achieve goals of regional
and international cooperation within the industry, it said.
The UAE delegation learnt about the Indian space sector and the different programmes that
ISRO has led within space exploration, it said.
They also looked at satellite launching capabilities which have positioned India as a leading
nation within the industry, as it provides a number of services across the space sector.
The visit also involved a tour of the Satellite Assembly and Testing Center for ISRO, where
the final tests are made on satellites before they are launched.

lives.
Bhuttos observation looks prophetic now in light of the ongoing turmoil over Nepals new
constitution, which swears by the principles of federalism, secularism, parliamentary democracy
and republicanism.
Nepal, which for almost nine years ran without a permanent constitution after it abolished
monarchy, stands as bitterly divided as Afghanistan on ethnic lines.
Ethnic groups fighting for more autonomy are busy expanding their areas of influence. The
most vociferous of them are Madhesis (Maithili, Bhojpuri, Avadhi, Hindi and Urdu-speaking
people) and Tharus, who live in the terai bordering Bihar and UP.
In the hills, Limbus, Khambus, Magars, Gurungs, and Tamangs (Nepalis of mongoloid stock)
are equally restive. These groups, along with Khasas (hill Nepalis of Aryan origin), have been
serving the Nepali, Indian and British armies for generations.
In addition, sections of Nepalis, mostly Bahuns-Khasas, and some madhesi groups have been
clamouring for a Hindu state.
But the Nepalis of mongoloid origin, who follow Buddhism or animism, oppose this demand.
Madhesis, who take pride in having roti-beti ka rista (socio-economic relationship) with
India, have suffered discrimination. Suspicious of their loyalty, Nepals former ruling elite
and sections of hill Nepalis looked down upon them.
Nepalis of mongoloid origin, too, have been marginalised for centuries. A majority of Bahuns
and Kashtriyas (the two communities that mainly comprised Nepalis elite) are equally poor.
Tharus, most of whom were bonded labourers till the turn of the century, were the worst
sufferers.
Comprising almost 30% of Nepals population, madhesis are in a position to fight for their
rights on their own. Their home the terai is known as Nepals granary and houses most
of the countrys industrial units.
The madhesis first began to talk about their rights in 1990 when King Birendra reintroduced
multi-party democracy after an agitation by Nepali Congress and United Left Front.
The madhesi movement got a boost when the Maoists made autonomy for all ethnic groups
a major issue during its 10-year-old peoples war.
After the end of monarchy, some madhesi extremists picked up arms to fight for their
cause and got wiped out quickly. The terai, a narrow strip of flat land 20-40km in width,
running from east to west, was not suitable for such an armed struggle.

Nepals big 3 parties unite against India


Indias belated bid for a role in Nepals constitution-making process has united the landlocked
nations top mainstream parties as never before.
Shedding their inherent differences, Nepali Congress (NC), considered closest to New Delhi,
Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and Unified Communist
Party of Nepal-Maoist (UCPN-M) have stood rock solid in their resistance to Indias efforts
to customize their countrys new constitution to its requirements.
These three parties have an overwhelming majority in the 601-member constituent assembly.
New Delhi is sympathetic to the demands of Madhesis (Maithili, Bhojpuri, Avadhi, Hindi
and Urdu-speaking people) for more representation and autonomy.
Prior to this, NC, founded in Kolkata in 1946, had never been in conflict with India. It had
rather been party to almost all treaties and agreements with New Delhi that Communists
found loaded in favour of India.

FDI data on India created a stir
A recent report by a data consultancy owned by the Financial Times of London created a stir
by estimating that India is now the most favorite destination for foreign direct investment,
beating China and the USA. The fine print indicates that they are talking about estimated
capital expenditures in greenfield, that is, new ventures. By this estimate, India attracted
$31 billion compared to Chinas $28 billion in the first half of 2015.
Reserve Bank of India (RBI) data for foreign investment flows does not appear to reflect
this, causing much puzzlement in India. The total foreign direct investment that flowed into
India between January and June 2015 is pegged at $20.6 billion. If you deduct the outflow
from India in the form of outgoing FDI from India, this gets pared down to $19 billion.
Besides this inflow, there is also foreign portfolio investment mainly by institutional investors
in the stock market. This was about $17 billion in the first half of 2015.
Putting these two components of investment - direct and portfolio - together yields about
$31.5 billion for the same period. But this could hardly be what the FT report is talking about
since much of this is neither greenfield nor capital investment.

National Statistical Bureau of China, foreign direct investment into China in the first half of
2015 was a whopping $68.4 billion, more than three times that of Indias $20.6 billion,
between January and June 2015.
A comparison of RBI data between the first halves of 2014 and 2015 shows that incoming
FDI has increased by about 16% in 2015 but outgoing FDI has drastically declined, probably
due to weakening economies around the world. Hence net FDI inflow to India has jumped up
from $8.8 billion to $19 billion.
Analysis of this data by Indias Department of Industrial Policy and Promotion (DIPP) indicates
that most of the foreign direct investment has come into the IT sector followed by
automobiles, trade and the financial sector.

Major sources of FDI in India remain Singapore and Mauritius followed by the Netherlands,
US and Germany.
Net portfolio investment has however sharply declined by about 23 percent from $21.7
billion in the first half of 2014 to $16.8 billion in the comparable period of 2015.
As a result of these opposing trends, the net foreign flows into India have shown only a
marginal increase from $30.5 billion to $31.5 billion between the first halves of 2014 and
2015.

educated or skilled workers and entrepreneurs including /women entrepreneurs.
2. According to the NSSO Survey of 2013, there are some 5.77 crore small business units,
mostly individual proprietorship, which run manufacturing, trading or services activities.
These encompass myriad of small manufacturing units, shopkeepers, fruits / vegetable
vendors, truck & taxi operators, food-service units, repair shops, machine operators, small
industries, artisans, food processors, street vendors and many others.
3. Most of these own account enterprises (OAE) are owned by people belonging to Scheduled
Caste, Scheduled Tribe or Other Backward Classes.
4. The biggest bottleneck in the growth of entrepreneurship in this sector is the lack of
financial support.
A vast part of the non-corporate sector operates as unregistered enterprises and formal or
institutional architecture has not been able to reach out to meet its financial requirements.
5. Providing access to institutional finance to such micro/small business units/enterprises
will not only help in improving the quality of life of these entrepreneurs but also turn them
into strong instruments of GDP growth and employment generation.

Centre to register postal bank by year end


The government is likely to register the postal bank by the end of the year while a pilot for
payment services will be launched around January 2017.
According to sources, as per the timeline for setting up postal bank, approval from NITI
Aayog will be secured by mid-October followed by public investment boards nod by Octoberend and Cabinet approval in November.
The registration for postal bank is planned be done in December and a pilot will be launched
in January 2017, said an official in the Communications and IT Ministry.
He said the bank will be an independent company with initial corpus of Rs 300 crore and the
new entity will enter into revenue sharing model with the Department of Posts (DoP).
The Reserve Bank had granted in-principle approval to 11 applicants, including DoP, in August
to set up payments banks.
As per RBI guidelines, payments banks would offer a limited range of products such as demand
deposits and remittances. They will not be allowed to undertake lending activities and will
initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer.
They will be allowed to issue ATM or debit cards as also other prepaid payment instruments,
but not credit cards.

Over 4GW of solar capacity to go on stream by the


end of this fiscal
The country is set to add more than 4 GW of solar power by March 2016, the largest annual
addition of capacity in the solar sector, according to a document of the Ministry of New and
Renewable Energy (MNRE).
By the end of the current fiscal, the solar energy sector is expected to commission 4,345 MW
of new capacity. Of this, 3,775 MW of capacity will be added under the state governments
policies category, while about 570 MW of capacity is to be added under Central government
schemes.
Tamil Nadu tops the list with about 1,214 MW capacity set to be commissioned, while
Telengana is likely to add about 1,166 MW. Madhya Pradesh and Andhra Pradesh are expected
to add 432 MW and 350 MW respectively. Eight other states will contribute the rest of the
capacity increases.
Under the central government category, about 330 MW will be added through the viability
gap funding scheme (phase II and Batch I of National Solar Mission), while 240 MW will be
added through rooftop programmes.
As of September 18, India has added a cumulative grid-connected solar capacity of 4,262 MW.
Among the states, Rajasthan tops the table in solar capacity addition with the state
contributing 1,175 MW capacity.
Gujarat is ranked number two with a contribution of 1,000 MW. Madhya Pradesh,
Maharashtra and Andhra Pradesh have contributed 649 MW, 379 MW and 279 MW
respectively. During the first half of this fiscal, 518 MW of capacity has been commissioned.
The MNRE document also indicates that 10,859 MW of solar capacity is expected to be
commissioned during 2016-17 by public sector undertakings (PSUs), states and the rooftop
sector. PSUs and the rooftop segment are projected to add a combined capacity of 9,244 MW.
Meanwhile, the tariff for solar power declined as low as Rs.5 per kWh. The weighted average
tariff for solar fell to Rs.5.65 per kWh, quoted in solar projects in Punjab, in September from
Rs.12.16 per kWh quoted in NSM Batch 1 during December 2010, data in the report showed.

More public sector banks cut lending rates


Following the cut in benchmark shot-term lending (repo) rate by 0.50 per cent by the Reserve
Bank of India in its bi-monthly policy review, more banks have announced a reduction in
their benchmark lending rates.
State-run Syndicate Bank and United Bank of India on Saturday cut their benchmark lending
rates by up to 0.30 per cent, making home and auto loans cheaper for new as well as existing
customers.
While United Bank of India has reduced base rate to 9.65 per cent from 9.90 per cent with
effect from October 12, Syndicate Bank reduced its lending rate to 9.70 per cent.
Allahabad Bank has informed the stock exchanges that it has cut its base rate by 25 basis
points.

India home to most poor, but poverty rate lowest:


World Bank
India was home to the largest number of poor in 2012, but its poverty rate was one of the
lowest among those countries with the largest number of poor, according to a new World
Bank report.

A new methodology applied to household surveys in India also suggests that its poverty rate
could be even lower, the report noted.
For 2011-12, Indias poverty rate using the so-called uniform reference period (URP)-based
consumption was 21.2 percent.
But a new method introduced in 2009-10 by the National Sample Survey Organization using
a shorter recall period for food items brings down the poverty rate to a significantly lower
figure of 12.4 percent.
From a broader historical perspective, the global poverty rate has fallen by approximately 1
percentage point a year since 1990, with rapid poverty reduction in China and India playing
a central role in this outcome, the report noted.
Tentative projections for global poverty in 2015 suggest that the global headcount may have
reached 700 million, leading to a poverty rate of 9.6 percent.
The number of people living in extreme poverty around the world was likely to fall to under
10 percent of the global population in 2015, according to World Bank projections.
This gives fresh evidence that a quarter-century-long sustained reduction in poverty is moving
the world closer to the historic goal of ending poverty by 2030, the report said.

RBI notifies hike in FPI limits for G-Secs


The Reserve Bank of India notified on Tuesday that foreign portfolio investors (FPI) will be
able to hold up to Rs 1.66 lakh crore worth of government securities from October 12 onwards,
an increase of Rs 13,000 crore from the current limit of Rs 1.53 lakh crore.
This will be further increased to a limit of R1.79 lakh crore by January 1, the central bank
said.
FPIs have also been permitted to invest in state development loans (SDL), which will be
increased in phases to
2% of the outstanding stock by March 2018. This would amount to an additional limit of
about Rs 50,000 crore.

From January onwards, FPIs can invest upto Rs


7,000 crore into SDLs.
Over the next two-and- a half years, FPI investment limits into government bonds and
SDLs will be close to double the current figure of $30 billion allowed in government bonds,
given that the RBI has said it would increase the limits in phases and has allowed investors
to buy SDLs.
Each tranche would entail an increase in limits by around Rs 13,000 crore for central
government securities, of which Rs 7,500 crore will be for long-term investors and Rs 5,500
crore for others.

BCCI set to elect new president
The BCCI has called a Special General Meeting (SGM) on October 4 to elect its new President
with Nagpur lawyer Shashank Manohar emerging as a consensus candidate.
Apprising media of the development, BCCI Secretary Anurag Thakur said the meeting will be
held in Mumbai and scrutiny of the nominations will be done on October 3.
The Supreme Court hearing on Srinivasans eligibility on attendingBCCI meeting is slated for
October 5.
Thakur said Srinivasan can not attend the meeting but he was not barred from casting his
vote.
Manohar, who has served as BCCI President from 2008 to 2011, has agreed for a second
innings as BCCI chief after initially refusing to come into picture.
Jagmohan Dalmiyas demise left the post vacant and most likely the new CAB President and
former Indian skipper Sourav Ganguly is likely to propose Manohars name for the post.

Team 4th in ICC multi-format rankings
The Indian womens cricket team is now fourth in the latest ICC team rankings with the new
and innovative multi-format system in place.
The new rankings system will incorporate the results of Twenty20, ODI and Test matches
and then come out with a single rating.
Not surprisingly, Australia are ranked number one following its success in the ICC Womens
World Cup 2013 in India and the World Twenty20 2014 in Bangladesh.
It also leads the ICC Womens Championship, which is the qualifying tournament for the
2017 World Cup.
England are ranked second in the 10-team table, 10 points behind Australia, followed by
New Zealand (109), India (105), West Indies (99), South Africa (92), Pakistan (81), Sri Lanka

reach the required standard.
The launch of the ICC Womens Team Rankings is part of the ICCs long-term commitment
to investing, incentivising, promoting and publicising womens cricket, which has already
started to drive substantial increase in public interest and participation as well as a marked
improvement in the standard of the international game.
The worlds fourth-ranked batswoman and Indian captain Mithali Raj said, I am happy to

At 17,600 feet DRDO
Inaugurates new R&D centre in Changla
The Defence Research and Development Organisation on Saturday inaugurated an Extreme
Altitude Research Centre at Changla in Jammu and Kashmir at 17,600 feet above mean sea
level, the worlds highest terrestrial Research and Development centre.
It has been established by Defence Institute of High Altitude Research (DIHAR), Leh, a
constituent establishment of Defence Research and Development Organisation (DRDO).
The centre, 75 km off Leh town towards Pangong lake, is poised to be the worlds highest
terrestrial R&D centre in the cold desert of Ladakh, where the temperature goes as low as 40 degrees Celsius during extreme winter months coupled with reduced atmospheric pressure
and humidity besides high wind velocity and UV radiation.
The centre was inaugurated by DRDO chief S Christopher, who highlighted its utility for
R&D work in frontal areas of food and agriculture and bio-medical sciences for well being of
the soldiers deployed in high-altitude cold desert.
Defence R&D and DG (Life Sciences) Bhuvnesh Kumar said that new centre, besides
undertaking life sciences activities, may provide unique opportunity to other labs and
establishments of DRDO for testing and evaluation of electronics and communication devices,
testing of materials for high altitude applications, batteries, fuel cells, UAVs micro engines
among others.

Nobel laureate hopes
Work could pave way to fusion power
Canadian Arthur McDonald, who shared the Nobel Physics Prize with Takaaki Kajita of Japan,
said today he hoped their work on neutrinos could pave the way to nuclear fusion power.
Neutrinos are subatomic particles created as the result of nuclear reactions, such as the process
that makes the Sun shine.
The prevailing theory was long that neutrinos had no mass, but work carried out separately
in underground labs by teams led by Kajita in Japan and McDonald in Canada showed that
this was not the case.
Speaking on Canadas public broadcaster CBC, McDonald said his work on the particles could
be used for measuring the fusion reactions that power the Sun.
In contrast to nuclear fission, nuclear fusion holds out promise of a cheap, plentiful and safe
form of power.
Understanding how fusion works in the Sun would help efforts to replicate the process on
an infinitely smaller scale on Earth.
At age 72, Arthur McDonald said winning the Nobel Prize brought him back many years.

German will now be the
Additional foreign language in Kendriya Vidyalayas
German will be taught in Kendriya Vidyalayas as an additional foreign language while modern
Indian languages will be taught in Germany, according to an understanding reached between
the two countries today to put a lid on a controversy that had erupted about a year back.
An MoU was signed between the two countries on the occasion of German Chancellor Angela
Merkels visit and under the understanding, a pact will be signed between the KV and Max
Mueller Bhavan to formalise the arrangement.
This marks an end to the controversy which had erupted about a year after KVs decided to
stop teaching German as third language and replaced it with Sanskrit.
The governing board of KV had in its meeting on October 27 last year directed that teaching
of German language as an option instead of Sanskrit be discontinued.
The new understanding is a sharp departure from the earlier agreement of 2011 between the
two countries to offer German as a third language in the KVs.
HRD Minister Smriti Irani has been maintaining that teaching German was against the
spirit of the three-language formula and violated the national education policy.
The KVs decision had triggered an uproar and had threatened to derail ties between the two
countries.
It was criticised also by Merkel who raised the issue during her meeting with Modi on the
sidelines of the G-20 summit in Brisbane in November last year.
The government, though, had announced that German would continue to be taught as an
additional or hobby subject from class VI to VIII.

Telangana gets A rating from ICRA


In a boost to the newly carved out state of Telangana, the credit rating agency ICRA has
rated it as A category economic force.
The same agency had rated the undivided State of Andhra Pradesh as A minus in the past

against the national average of Rs. 74,380
