SECT 1, Duane Cookson , certify under oath that one QUINTON VERDELL TELLIS TH sUbIGi Ouncsira anise did commit 1 Count of 14:30--FIRST DEGREE MURDER-- (FELONY) within this State and Parish, and the jurisdiction of the 4TH Judicial District Court, contrary to the form of the statutes of the State of Louisiana in such case made and provided, and against the peace and dignity of the same, in that the following did occur: ‘On August 8%, 2015 the Monroe Police Department began investigating the murder of Ming-Chen Hsiao at 402 Filhiol Avenue, Apartment B in the city limits of Monroe, LA. Hsiao was found stabbed to death on her bedroom floor and in a severe state of decomposition. Dr. Peretti performed an autopsy and determined that Hsiao suffered more than 30 wounds from an edged weapon. Some wounds were superficial in nature and some were deep stabbing wounds. Based on the decomposition of the body, phone records and other factors, it was determined that the date of death was July 29, 2015 between 1722 hours and 2016 hours. During the course of the investigation, Quinton Tellis was developed as a person of interest. Katelynn Hearn who lived in the apartment above Hsiao, stated that a suspicious black male with short dreadlocks and driving a black Chevy Impala bearing LA tag WJW-957 had frequented Hsiao’s apartment on July 27, 2015 and July 28, 2015 looking for Hsiao and asking her if she had seen Hsiao or knew where she was. Hearn was suspicious of the black male and he “creeped her out” by asking her strange questions. Hearn said that over the course of those two days, he came over at least 3 times and on the last time, she could hear him arguing with Hsiao. Hear had written down the license plate as a precaution. The LA tag WJW-957 was registered to an address at 1814 Filhiol Avenue which is less than a mile north of Hsiao’s apartment. During the course of lawfully searching Hsiao’s apartment (crime scene) via a search warrant, a Wal-Mart receipt was found with the date of July 28, 2015 and time of 13:55:59 hours on it. This was important in establishing a timeline to determine the date/time of death. Investigators reviewed Wal-Mart video surveillance of the sales transaction on the receipt which ‘occurred at 13:55:59 hours on July 28, 2015. The video showed Hsiao making a purchase. Upon reviewing more video, Hsiao arrived at Wal-Mart in a black Chevy Impala with a black male with short dreadlocks. Video shows the black male exiting the car and entering the store, waiting for Hsiao to complete the purchases and the two of them leaving together. On July 29, 2015 at 1630 hours (4:30 pm), Hsiao made an ATM withdrawal of $20.00 from Chase Bank on N. 18" Street. She was driven there by Connie Griffith. Griffith took Hsiao home after that transaction. At 1722 hours (5:22 pm) on July 29, 2015 Hsiao called her friend Mary Rhymes (337) 342-5005 and arranged a ride to church for the upcoming Sunday morning. This was the last activity on Hsiao’s cell phone until 20:13:56 hours (8:13 pm) when it connected to the neighbor's WiFi. Hear added that Hsiao always had lights on in her apartment at night and that she always ‘turned the front porch light off in the morning time. Hearn said that since July 29, 2015 that there ‘was never an interior light on in Hsiao’s apartment and that the front porch light was never tured off. Hearn said it burned continuously form July 29, 2015 until the discovery of the body on August 8, 2015. Hearn said that she never saw anyone else come or go from Hsiao’s apartment after the July 28, 2015 and that her bicycle was never moved. Heam was shown a photo line-up near the end of the interview. Hearn picked the photo of Quinton Tellis as the male that she spoke to at the bottom of the stairs in front of her apartment on July 27", 2015. She said he was the person driving the black Impala and the one she heard arguing with Hsiao. Tellis’ picture was in image #5. Hearn initialed the cover sheet and the photo itself. This is important at determining the approximate time of death ‘On August 11, 2015 the black Chevy Impala bearing LA tag WJW957 was located, Quinton Tellis and his wife, Chakita Jackson were detained and questioned with benefit of Miranda. Tellis admitted to going to Hsiao’s apartment on July 27 and 28, 2015. Tellis admitted to taking Hsiao to Wal-Mart and that he purchased the Lortabs from her to resell for profit. Tellis, also said that he paid Hsiao $25 for a television that he never received. Chakita says that Tellis doesn’t work and baby sits her son. Chakita said when Tellis isn’t watching her son, he hangs out with her cousin, Eric. Both Tellis and Jackson were released. ‘On August 18, 2015 it was discovered that Hsiao had a Chase Bank Account when the receipt from the $20 withdrawal on July 29, 2015 was found, A search warrant for her account activity reveals several transactions since her death. PLEASE KEEP IN MIND THAT SEARCH WARRANTS WERE WRITTEN FOR RECORDS FROM VARIOUS CELL PHONE COMPANIES AND CHASE BANK, THE INFORMATION WAS RETURNED BY THESE COMPANIES WAS RECEIVED INTERMITTENTLY. On July 29, 2015 at 20:16:08 and 20:16:15 hours Hsiao’s phone dialed Chase at 1-800- 935-9935. Both calls were cancelled. This means the person who dialed the phone, ended the call after dialing the number, but before it was answered by Chase. Quinton Tellis’ phone (609-662-6019) dials Chase at 1-800-935-9935 at 2016 hours and 2018 hours. Chase records indicate at this time that Hsiao’s debit card number and her PIN are entered by the caller. AT&T provided GPS records which indicate at the time of these calls, Tellis phone plots within 60 meters of Hsiao’s apartment. AT&T adds that the accuracy of the GPS location can be better than 300 meters. This means that Tellis could and more than likely was inside the apartment when his phone called Chase. On July 30, 2015 at 1124 hours and 1126 hours, Tellis* cell phone calls Chase again. Hsiao’s debit card number and PIN are again entered by the caller. At 1145 hours, Tellis wakes up his mother in laws neighbor on Filhiol Ave. The neighbor, Mohammed Mahrous, said Tellis handed him a blue Chase debit card with a Chinese name on it and a paper with the PIN on it and asked him to withdraw $2000. Mahrous said Tellis would give him some money for doing this. Mahrous went to the ATM at 1200 Sterlington Road Chase Bank and decided not to make the withdrawal. Mahrous does an account inquiry and takes the debit card back to Tellis. This was confirmed by Chase ATM photos and transaction records. A purchase of $17.00 was made at an Exxon Mobil station in Monroe, LA at an unknown time on July 30, 2015. ‘On August 1, 2015 at 12:41:06 hours there was an attempt to withdraw $800 from a Regions ATM in Vicksburg, MS which was declined. A $400 withdraw was made seconds later at 12:41:58 hours and an attempt to withdraw $400 more was made but declined at 12:43:01. Tellis’ phone records indicate his GPS location at the time of these transactions indicate he was Page 2 of 7 Wednesday, July 06, 2016 21:41:04 Case Number: 16-F-001796 Transaction Date: 7/7/2016 Seq: 33 Page Sequence: 2 Pago 30f7, NO: in Vicksburg, MS. Tellis called Chase at 1-800-935-9935 at 0146 and 0148 hours and entered the debit card number and PIN. On August 7, 2015 at 1121 hours, Tellis called Chase at 1-800-935-9935 and entered the debit card number and PIN. On this date there is a 7 cent purchase at an Exxon Mobil in Monroe, La. The receipt for this purchase was located in Tellis’ bedroom during a lawful search of his residence on 08/19/2015. Several transactions occurred at a Chase ATM located at 1200 Sterlington Rd. in Monroe, LA. Photographs from the ATM transactions show Quinton Tellis withdrawing $500 on August 17, 2015 at 20:07:35 hours. Tellis attempted to withdraw $500 again at 20:08:13 hours and 20:08:54 hours. On August 18, 2015 at 20:34:46 hours Tellis withdrew $500 from Hsiao’s checking account. On August 19, 2015 at 02:04:58 hours Tellis withdrew $500 again. All these transactions are captured on ATM photos. ‘On August 19, 2015 Quinton Tellis was detained for questioning in reference to the Unauthorized Use of Hsiao’s Chase debit card. A search warrant was executed at his residence where an Exxon gas receipt dated August 7, 2015 at 2256 hours was located in his bedroom. The debit card number on this receipt matched the number on Hsiao’s debit card. A pair of Tellis’ shoes is found in an outside storage shed. They are white in color. The shoes have been spray painted white. Under the white paint is obvious dark staining of suspected blood. The crime lab tested the shoes and determined that they had been washed prior to being painted and therefore the suspecte blood evidence was destroyed. Tellis, with benefit of Miranda, admitted that he ial in the Chase photos withdrawing cash from the ATM using Hsiao’s debit Tellis stated that he had received Hsiao’s debit card from a drug dealer name “J” on August 17, 2015 and that was when he began making withdrawals, Tellis said that he exchanged the cash for Marijuana that he could sell for profit. “J” was located and questioned on August 19, 2015 while Tellis was still detained. “J” was able to discredit Tellis’ version of events by his testimony and through third party verification. Once Tellis was confronted with “S's” version of events and the fact that we found the Exxon Mobil receipt from August 7, 2015 in his residence, he said he had received the card from a “crackhead” named Kenny. Kenny was located and questioned the same night as well. Kenny was able to discredit Tellis’ story again, Tellis never offered a valid explanation of how he received Hsiao’s debit card once two of his lies were disproven by evidence and alibis of the alleged providers of the debit card. Tellis was arrested on August 19, 2015 and on May 12, 2016 plead GUILTY to Unauthorized Use of an Access Card (Felony Theft). On August 28th, 2015 at 0117 hrs. I was notified by Lt. Kenneth Hancock that an individual had come forward with information regarding this homicide. Lt. Hancock stated that the informant was named Eric L. Hill Jr. and he seemed to have reliable information related to the investigation. At approximately 0415 hs. I picked up Eric Hill from the intersection of US HWY 165 and Standifer Ave. and brought him back to MPD at 700 Wood Street. Hill stated that he had gone to 3405 Reddix Lane to do a tattoo on Curtis Lemons. Hill stated that Lemons had confessed to him that he stabbed the “Chinese gir! by ULM.” Hill said that Lemons removed an identification card from his wallet belonging to an Asian female. Hill said that Lemons inquired if he knew any Asian females that could use the identification card to fraudulently obtain a cell phone. Hill said Lemons said, “That stupid motherfucker Quinton got caught using her debit card.” Hill said that Lemons stated Quinton was “dumb as hell” for using the debit card. Hill stated that he had heard that Lemons went to Hsiao’s to buy or sell some pills and he robbed her. Lemons said Hsiao was stabbed until he got the PIN number for her debit card from her. Hill was given a photo lineup which contained Lemons. Lemons was in image #2. Hill picked Lemons out ofthe lineup but refused to initial the photo of the cover sheet. Det. Fendall and I were present when Hill pointed to Lemons’ photo. Hill was also shown a photo lineup that included Quinton Tellis. Hill studied the photos in the lineup but said nobody looked familiar to him. Based on the information given by Hill who had been given information about the crime that only the murderer or someone who was there would know, a no-knock search warrant was Page 3 of 7 Wednesday, July 06, 2016 21:41:04 Case Number: 16-F-001796 Transaction Date: 7/7/2016 Seq: 33 Page Sequence: 3 Pago 4of7, NO: obtained for 3405 Reddix Lane. None of the evidence that Hill indicated was in the house was found. Lemons couldn’t be connected in any manner to the crime through various means. While reviewing notes on 08/30/2015, I recalled that during the August 11", 2015 interview with Chakita Jackson, she said that Quinton Tellis “hung out” a lot with her cousin Eric. Det. Stephen Snowberger and I made contact with Chakita at 2701 Louisville Ave on 08/31/2015 at 1445 hrs. Chakita was presented a photo lineup of six black males which included Eric Hill. Chakita pointed to image #2 and identified that individual as her cousin Eric Hill Jr. She initialed the photo and the cover sheet. Hill had intimate knowledge of the murder; he knew details that only the killer would know. Hill knew that Hsiao was stabbed multiple times and that she was “tortured” until giving the PIN to the killer. Hsiao had superficial slices to upper extremities, shoulders, face and cars which are believed to inflict pain (torture) until she provided the PIN. The total number of wounds was over 30. As previously stated, not all the wounds were meant to kill. The number of ‘wounds sustained by Hsiao was never released to the press. The official press release simply indicated that Hsiao was the victim of a stabbing. Eric Hill was finally located for a second interview on March 2, 2016 for a second interview since it was determined that he purposely deceived investigators and that he was identified by Chakita Jackson as her cousin who associated with Quinton Tellis. Hill said that the details of the murder as he told on August 28, 2015 were true and correct. Hill stated that he knew those intimated details because Quinton Tellis had told him those details. Hill said that he ‘was angry at Curtis Lemons and that he falsely accused Lemons of the murder instead of Quinton Tellis. Eric Hill has a criminal history that includes convictions for Robbery in Indiana. Hill dated Tellis’ sister in Courtland, MS. Hill said that one day after the Tellis/Jackson wedding on August 8, 2015, he and Tellis were hanging out one day telling “war stories” about their criminal past. Hill said that they told numerous stories trying to “one up” each other. Hill said that this is ‘when Tellis disclosed to him that he had “went to a lady’s house, robbed her of her credit cards, beat her up pretty bad and stabbed her.” Hill said that Tellis confessed to him that the victim of this stabbing didn’t want to give him the PIN so he continued to stab and cut her until she did. Hill said that Tellis came into large sums of cash in the week before and after the August 8, 2015 ‘wedding which is consistent with the ATM withdrawals. Hill said that he had seen the news stories of the murder and that he a few days after the murder, Tellis asked him to “do something for him and it’s going to be dealing with some credit cards.” Hill testified in pretrial hearings under oath to these facts during the May 2016 proceedings on the Unauthorized Use of an ‘Access Card. The Affiant respectfully request an arrest warrant for Quinton Tellis for First Degree Murder because he tortured and robbed Ming-Chen Hsiao of her Chase Bank Debit Card from which he had a substantial financial gain. After gaining possession of the debit card, he brutally murdered her by repeatedly stabbing her and letting her body rot and decompose until being discovered. This case is based solely on this circumstantial evidence that points to only one suspect, Quinton Tellis. The crime scene was not discovered until 10 days after Hsiao’s death and appeared to have been cleaned up. No scientific or physical evidence was found that links Tellis, or any of the other 16 DNA reference samples that were scized and tested. Hsiao was last seen alive on July 29, 2015 at approximately 1645 hours when she was dropped off at her residence by her friend, Connie Griffith. Hsiao last spoke to someone (Mary Rhymes), via telephone at 1722 hours on July 29, 2015. There is no cell phone activity on her phone until 2013 hours when the phone connects to the neighbor's WiFi. Three minutes later, there are two dialed but cancelled calls on her phone to Chase Bank’s 1-800 number which is found on the back of every Chase Bank debit card. Strangely enough, within seconds of the cancelled calls to Chase, Quinton Tellis’ phone dials Chase and enters the debit card number and PIN. At the exact time the call is made, AT&T is able to put his phone within 60 meters of the crime scene. AT&T says that there is a better than 300 meter accuracy on the GPS coordinates provided for the time of those calls. That alone puts Quinton Tellis in possession of Hsiao’s debit card, it puts him either in the crimes scene or very close to it. He has personal knowledge of the crime that only the killer would know and he conveyed that knowledge to Eric Hill. Quinton Tellis lied twice about how he came into possession of the debit card and it can be proven that he is in possession of the card at the approximate time of death of Ms. Hsiao. NO: Telli is the only person who had an immediate gain from Hsiao's death, Tellis knew the victim from previous encounters. The last known, documented encounter before her murder was on July 28, 2015 when he took her to Walmart on Desiard St. This was documented by video surveillance and by Tellis’ own admission. Tellis admitted to using the victim's card at the Chase ATM on August 18 and 19, 2015 and at the Exxon Mobil station on August 7, 2015. Tellis denied having used the debit card in Vicksburg, MS on August 1, 2015. His phone records indicate that he was in Vicksburg at the time of the withdrawal. By his own admission, and Chakita’s admission, they were in Vicksburg during the time of the withdrawal and attempted withdrawals at Regions Bank. All evidence points to Quinton Tellis as being involved in her death. Tellis was only focused on as a prime suspect in this murder on August 19, 2015 when the Chase ATM photos came to the attention of the investigators. There haven't been any anonymous tips provided to Crimestoppers pointing to other potential suspects. Alll evidence obtained by investigators strongly implicates Quinton Tellis, and only Quinton Tellis as being involved in the homicide of Ming-Chen Hsiao. Quinton Tellis is currently housed in DeSoto County, MS on charges unrelated to this case. He is also serving a 10 year sentence imposed on May 12, 2016 for his conviction for the Unauthorized Use of Hsiao's Access Card and as a Habitual Offender.
