1.

Provide a recommendation to Council regarding authorizing bidding for Phase 9 of the sidewalk
improvement program at a cost not to exceed $300,000.

2.

Provide a recommendation to Council regarding approval of the consent provided by ODOT for
the resurfacing of part of SR 55 within the City limits at no cost to the City, to be bid by the State in
FY 2017. Emergency legislation requested.

3.

Provide a recommendation to Council regarding authorizing submitting a funding application to


the Ohio Public Works Commission (OPWC) for Phase 4 of the McKaig Road Improvement Project
(a 2018 project) and to execute any necessary documents if the funding application is approved.
Emergency legislation requested due to the July 25 OWPC application deadline.

BIDDING AUTHORIZATION- SIDEWALK REPAIR PROGRAM PHASE 9

RECOMMENDATION:
That City Council authorizes bidding of the 2016 Sidewalk Repair Program (Phase 9) at a cost not to
exceed $300,000.
BACKGROUND:
Following Council's approval of the Resolution of Necessity regarding the repair/replacement for
Phase 9 of the Sidewalk Repair Program, property owners received notice that the City would contract
for the permits not obtained by May 13. Of the 121 parcels in Phase 9, the owners of about 92 parcels
did not obtain permits. Phase 9 has been identified as the areas along South Plum, South Cherry, South
Walnut and South Mulberry between Main and Franklin; South Market, South Walnut and South
Mulberry between East Franklin and East Canal; and the area encompassed by South Market, East
West, South Clay, Ross, and South Mulberry which include the following streets~ Young, Enyeart and
Dakota.
The City Engineer estimates that the current work to be performed under the City's contract will not
exceed $300,000, which is the 2016 budgeted amount. The contract does not include
replacing/establishing handicap ramps at intersections within the area as this will be a part of a
separate contract using Community Block Development Grant (CDBG) funding.
PROCEDURE FOR SIDEWALK PROGRAM:
Following the bidding/contracting/completion of the sidewalk repair program, property owners may
pay the City for their share of the project. For those that do not make payment, the work will be
assessed to the taxes as necessary to be paid over a five-year period.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council authorizing the Director of
Public Service and Safety to advertise for bids and enter into a contract for Phase 9 of the Sidewalk
Repair Program at a total cost not to exceed $300,000.

ODOT CONSENT (PRELIMINARY) LEGISLATION, PAVING OF


ROUTE 55 WITHIN THE CITY OF TROY, STATE FY 2017

RECOMMENDATION:
That Council approves the preliminary consent legislation provided by the Ohio Department of
Transportation (ODOT) related to the paving of SR 55 from Straight Line Mile 3. 79 to 8.21 more or less,
a portion of which area is within the City of Troy. This project is currently scheduled during State FY
2017 (7-1-2016/6-30-2017).
BACKGROUND:
In April, Council approved consent legislation associated with a State FY 2017 paving project that would
include a small portion of SR 718 that would be within Troy's corporate limits. ODOT has now advised
that SR 718 has been removed from the project, but the project will include a small portion of SR 55
within Troy's corporate limits.

ODOT has provided new preliminary consent legislation for a microsurface project during State FY 2017.
That project will include paving an area of SR 55, with part of the area within the City of Troy. This work
will be at no cost to the City of Troy; however, consent (preliminary) legislation is required by ODOT.
Staff has recommended that the City authorize the consent legislation . As is the ODOT format, the
consent legislation would be an emergency measure. At a later date, ODOT will request final legislation.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council consideration of this consent
legislation.

OPWC Round 31 Grant Application - McKaig Road Improvements Phase 4

RECOMMENDATION:
That Council authorizes the Director of Public Service and Safety to submit an application to the Ohio Public Works
Commission (OPWC) for funding of Phase 4 of McKaig Road Improvement Project and to execute any necessary
agreements if funds are received .
BACKGROUND:
This phase of the project is currently estimated at $1 ,415,000; however, the project has not yet been designed.
The City's application would be for $600,000 from OPWC to fund the continuation of this road reconstruction. This
project, like the previous sections, will include the replacement of curb and gutter, sidewalks and storm sewers on
McKaig Road between the alley west of Lake Street and the 1-75 overpass. The roadways will be rebuilt in this
area and any deteriorated sanitary sewer or water systems will also be replaced as needed with the project. Phase
4 would not be bid until 2018. When Phase 4 is complete, McKaig Road will be rebuilt from S. Monroe Street to the
interstate with partial funding form OPWC.
The application deadline is July 25. Therefore, we are asking for consideration of emergency legislation .
REQUESTED ACTION:
In regard to this project, it would be appreciated if you would assign to a Committee of Council consideration of
emergency legislation authorizing the Director of Public Service and Safety to apply for funding to OPWC for Phase
4 of the McKaig Road Improvement Project and to execute any necessary documents if the funding application is
approved.
