WORKING TITLE: MAXIMUM SECURITY PENITENTIARY FACILITY


TECHNICAL DEFINITION
PRISON - A Maximum Security Penitentiary is a high level security prison. It is designed for the prisoners
who have committed big and serious crimes. The prisoners it houses are very dangerous to society,
making such facility very appropriate for locking high-profile prisoners. The Prison was made because of
the theory that solitary confinement and sensory deprivation will bring about "behavior modification."
ISSUES FOR UNDERTAKING THIS PROJECT
By the first half of the year 2015 the crime rate was up by nearly 50% nationwide. Meanwhile, index
crimes such as crimes against persons and property went up by 37.30 percent. The increase in index
crimes was seen in cases of theft, carnapping, physical injuries and rape. Therefore there were more
criminals sent to the prison this past year.
The recent Penitentiary facility in the Philippines is The New Bilibid Prison in Muntinlupa, Philippines. It
is the main insular penitentiary designed to house the prison population of the Philippines. Maintained
by the Bureau of Corrections (BuCor) under the Department of Justice.
Under the program of Reformation Rehabilitation Correction, the system which runs the New Bilibid
Prison is now different. Instead of inmates being locked up behind the steel bars, they were locked up
on a compound. Where they can live freely on their community. As they live freely inside the compound
the inmates or prisoners took the opportunity of bringing some contrabands. Prisoners have their own
guns, drugs, alcohols, and appliances on their dormitories. Which can affect the safety of the guards and
other prisoners.
The current facility holds up 25,000 prisoners by the year 2015. As the crime rate in the Philippines is
currently goes up, there will be more prisoners that will be held on the facility. The problem is that the
facility is becoming over-populated especially there were only 1,800 guards are assigned on it. Therefore
it indicates that every 1 guard is assigned to watch a 27 prisoners lurking around the compound. It is one
of the reason why inmates have those contrabands inside their dormitories, and can also be a reason
where prisoners can escape in the penitentiary.

AIM

To design a new and more improved security facility and system which will be different from the
current system.

OBJECTIVES

To create an improved way to isolate these prisoners which will be more strict and secured.
To change the way prisoners lives inside a penitentiary.
To develop the security system inside the facility, where both the guards and the prisoner will
be safe with each other.

ASSUMPTION

If the crime rate in the Philippines still goes up. The current facility which is the New Bilibid
Prison cannot hold more prisoners on their prison. Then this proposed project is there to
accommodate their other prisoners and the future criminals who will use their facility.

KEY QUESTION
WHAT IS THE SOCIAL, ENVIRONMENTAL, CULTURAL, ECONOMIC, AND/OR RELIGIOUS NEED
ADDRESSED BY THE PROJECT?
Social: The New Bilibid Prison system is not big enough to rehabilitate their prisoners.
Environmental: Safety of the society from the prisoners.
Cultural: It rehabilitates the prisoners to change their behavioral aspects before they leave the facility.
Economic: Prisoners are tasked in public services.
WHAT IS THE SOCIAL, ENVIRONMENTAL, CULTURAL, ECONOMIC, AND/OR RELIGIOUS NEED
IMPORTANCE/SIGNIFICANCE OF THE PROJECT?
Social: Criminals will be isolated from the society.
Environmental: It maintains the safety of the society from the prisoners.
Cultural: It changes the behavioral aspect of a prisoner.
Economic: There is a possibility that the rising crime rate in the country stops and goes down.
IN WHAT WAYS WILL IT CONTRIBUTE TO THE DEVELOPMENT OF THE COUNTRY, THE COMMUNITY
AND THE USERS?

The crime rate could be lessened because of the fear of being sent to a new prison system.
As the crime rate goes down, the Philippines could be considered as one of the harmonious
livable country.
For the community they will experience more safety.
The user or prisoners will be rehabilitated properly before they are released from prison

TARGET USERS
Prisoners from the current penitentiary. People who will be convicted of life in prison. If the death
sentence is approved. Prisoners who have death sentence will also be accommodated.
PROJECT DESCRIPTION
The scope of the project is limited to designing a new facility that will develop the current security
system. This facility will be more secured and isolated from the society. With this proposed project the
system or program that is used from the old facility will be changed. Thus it will change the freedom
prisoners have from the old facility.

PRELIMINARY CONCEPT
The aim is to design a more secured facility. To achieve it the penitentiary should be isolated from the
society. Where prisoners cannot escape easily. Even if they escape they will be a hard time to get back
to the society.
The new penitentiary should be located on an island. This concept is also used by Alcatraz a federal
prison in America. Alcatraz was America's premier maximum-security prison. It was considered as the
most secured prison in America. In all 36 men made a total of 14 escape attempts during Alcatraz's
history. Of these, 23 were caught, six were shot and killed during their escape and two drowned. The
remaining five went missing and were presumed drowned.
This concept should be used in the Philippines. The prisoners cant easily escape. The contrabands like
guns and gadgets cant easily be thrown inside the compound. The prisoners are isolated from the
society. Visiting hours would be limited and scheduled. The people will be afraid to be on a prison island.
Prisoners wont have a lot of freedom.

SITE SELECTION CRITERIA


The Site Has to Fit More than a Jail
The size of the property has to accommodate more than just the footprint of the new jail. Factors need
to consider when calculating the size of a parcel:

Building footprint including expansion - Use architectural space program to determine the
building footprint and also the footprint needed for future expansion.
Building Plan irregularities If the final building plan will not be a simple rectangle. Due to
requirements of circulation, daylight, accommodation of natural features, the final plan will
have irregularities of shape. Add twenty-five percent to in the program areas.
Buffer Zones - The amount of buffer zone around the facility should be discretionary. Provide
a visual barrier of trees and greenery or some other means of creating a visual buffer between
the perimeter fence and the property line.
Fire Access Lanes - Check the local Fire Department having jurisdiction over the jail. Find out if
the requirements for access lanes around the jail needed for fire-fighting equipment.
Natural Features It is difficult and expensive to build on a steep slopes and wetlands. Discount
these areas from the calculations of available land when analyzing the area of a piece of
property.
Recreation Yards - Modern jail design places most recreation yards on the ground adjacent to
the general population housing units. Include these footprints in your calculations.
Perimeter & Access Roads - If the jail will have a perimeter fence line, include the area required
in the double fence zone as well as the perimeter patrol road. Also add roads giving access to
the site from public roads.
Service Yards - Provide areas for incoming supplies and deliveries as well as areas for waste
disposal / recycling.
