You are absolutely correct and YOUR findings plus observations perhaps were overlooked by BP and all crews
assigned to help in this disaster.

I remember one thing perhaps. The CPP with PIPE and SHUTOFF was intended to allow BP TO SHUT DOWN THE WELL
LEAK while they also consider the options and damage. BP can just BACK OFF while the President and USCG or FBI
must join the NAVY in looking at the TRUE DEPTH drilled which may have exceeded the PERMIT and KNOWINGLY
ignoring the BOP damage plus fact the CEMENT PLUGS were pushed out would indicate CRIMINAL NEGLIGENCE
WORTHY OF IMMEDIATE ATTENTION.

The WELLS on land have pushed out all of the PIPING and GOD perhaps stepped in and sealed the hole before it went
Crazy on land.

NOW THE USCG MUST CHECK THE DISTANCE FROM SEA BED TO BOP AND TOP OF BOP TO SEE IF IT IS INCHING
UPWARD WHICH COULD SIGNAL A REAL DISASTER.

Here is the message we sent to the President recently for your review and we will have to alert BP and HORIZON plus
the USCG groups and Governors of items they may not be thinking about.

First, drilling TWO rigs toward a runaway well might result, once they puncture a WET TAP in a disaster BP, AMERICA
and ALL NATIONS will fear in the future with ONE SINGLE UNSTOPPED RUNAWAY WELL pushing ALL OIL and
dangerous GAS heavier than air to take all the OXYGEN away from the GULF or FLORIDA coasts IN HURRICANE WINDS

then explosions like no one has seen might really become a reality in Lightning Strikes as the TORCH of IXTOC 1 could
start burning unlimited Natural or Methane GAS and oil from the runaway well. TO ME THE CPP WITH PIPE WELDED
IMMEDIATELY TO THE SEA FLOOR ABOVE THE BOP FLANGE BY CUTTING OFF A SECTION WILL STOP THE WELL.
SPECIAL ATTEMPTS AT PUTTING HEAVY STEEL OVER THE BOP AND RISER SECTION WOULD HELP KEEP IT ON THE
BOTTOM AND IF THERE ARE LEAKS IN THE CASING SHOWN IN THE ANNULAR JOINTS THEN DRILLING 30,000 FOOT
CASINGS INTO MOTHER EARTH CENTER CORE SHOULD NOT HAVE BEEN ALLOWED AS IT COULD INDEED RISE OUT
OF THE SEA AND UNLEASH A DISASTER NO ONE DESIRES TO THINK ABOUT.

Second. I have tried to get the MEDIA and PRESIDENT plus Governors of LA and FLA to immediately make up perhaps
an 18 inch thick wall pipe, weld a flange and attach a plate perhaps 2 inches thick to weld onto the 21 inch riser, put
same in a pool and force water and air through reducers to put same with ROV simulation together in a pool then let a
underwater WELDER seal it off with fillet welds then shut down the wheel valve to see if it would hold and not leak.
The reason for using 8 or 10 foot was to allow the ROV not to be interfered with by Oil or water let alone GAS while the
welding was done welding the plate and steel pipe to the inside of the 21 inch riser.

My optional advice was to use the Brenelle “Jet Swet” that us plumbers utilize to put same in a large pipe to be pushed
inside then tightening up rubber annular type sections round perhaps expanding only 2 inches or so under pressure
then WELDING in place with a short flanged flexible pipe allowing the ROV to work clear of oil and gas. SECOND
OPTION but both had through pipe with circular shutoff for the high pressure valve.

NOW: Mother Nature can BURP some 15,000 PSI and if there is NO relief that entire line might PUSH OUT as has
happened in LAND BASED RISERS DEEP IN THE EARTH. Remember the drawings indicate this 30,000 feet WELL cut
through the sand into the cavity holding the gas and oil much like water drilling into a cavern.

Sadly the GAS PRESSURE could push out all piping stacking miles and miles of piping on the bottom of the ocean
creating a real crime scene until the cause is known and charges filed. BP then will put up their hands and leave
telling the USCG and NAVY plus President that “I have tried to solve the problem and cannot work here any more
safely so BYE BYE. Corporations go BANKRUPT and the PUBLIC MONEY MUST PROTECT AMERICA AS THE AGENCIES
MUST NOW START THAT INVESTIGATION INTO DEPTH AND PERMITS PLUS FAILURES OF BP TO MAKE NECESSARY
CORRECTIONS OF PROBLEMS TO PROTECT THEIR WORKERS!

Sadly the PRESIDENT, BOP, HORIZON, INNOVATIVE TECHNOLOGIES have not proven that a 30,000 foot well was
authorized knowing any accident could create a similar National Disaster.

I am shocked that 5,000 feet of riser with side pipes for Hydraulic and MUD insertion had NOT ONE CHECK VALVE to
keep the hydraulic oil in the lines to allow the BOP to shut. The testimony by Mike Williams the ET on 60 Minutes
indicated the BP people KNEW the annular on the BOP was damaged by someone BUMPING SUPER PRESSURE
CONTROLS as two handfuls came up in the pipe. Also records were made of the BOP module failure and it was NOT
REPLACED. Now for a real clincher.

Mike Williams and others on DRILLING AHEAD web site said the MUD SHIPS OR BARGES had watered down MUD using
SALT WATER which will not allow CONCRETE TO SET UP ! Such is super dangerous and rushing the cement to hurry to
leave might have caused the 11 men to be killed thus Criminal Negligence or WORSE might be charged.

It will be UP TO THE PRESIDENT, FBI, USCG, NAVY AND INSPECTORS OVER DRILLING TO SEE WHAT PERMITS
ALLOWED DEPTH WISE AND WHERE THE FAILURES CAUSED THIS DAMAGE AND NATIONAL EMERGENCY.

IN THE MEANTIME ---- I have used similar techniques underground and underwater with LOW PRESSURE WATER, GAS,
SEWAGE and it works and can be controlled or shut down quickly.

SADLY no one ever called to ask me my experience or qualifications NOR HAVE THE ASKED BRANKO R. BABIC HIS
CREDENTIALS AND EXSPERTIES OR ABOUT HIS PATENTS.

It would take NAVY divers perhaps 8 hours to make a similar item as shown to others, put it in a pool with divers ready
to weld using high pressure water and air, weld same then close off the valve to see if it LEAKS. IT WILL WORK !

My concern is NOW even more intense since we looked again at the way they PUSH sections together for the RISER. I
thought they were pushed together with huge nuts and bolts or welding but YOUR FACTS ARE CORRECT and we really
have to get people LOOKING QUICKLY AT THE MAKEUP OF THE RISER GOING INTO THE SEA BED AS IT COULD COME
STRAIGHT OUT OF THE SEA BED AND JUST KEEP COMING UP TO THE SURFACE FALLING OVER AND BENDING OR
BRAKING AT WILL THEN THE SUPER SPILL WILL START UNTIL GOD PERHAPS STEPS IN SINCE WE CANNOT SEAL IT
WITH A NUCLEAR BOMB !

ALL THE MORE REASON FOR THE PRESIDENT TO STEP IN, START THE CRIMINAL INVESTIGATION THEN SEAL THE
WELL WITH THE CPP AND PIPE PLUS VALVE THEN ALSO PROVIDE A LINE PERHAPS TO THE SURFACE TO START
FILLING BARGES SO THEY DO NOT HAVE TO SHUT DOWN THIS WELL RISKING TOTAL COLLAPSE OF THE ENTIRE
UNDERSEA PIPE PUSHED TO THE SURFACE AND BEYOND !

Attached below was our recent POST on this National Emergency and Disaster.

Remember a 21 inch RISER is perhaps 1 inch thick. Cut it off with a ROV CHOP SAW then insert perhaps an 18 inch OD
thick wall pipe with open flow through say 8 feet with a shutoff valve at the outgoing end. Immediately after the
insertion section or base WELD a FLANGE SOLID WASHER BEVELED TOWARDE THE END BEING INSERTED SO IT
GRABS THE 21 INCH RISER INTERIOR. Now think about the ROV being able to push this into the Riser interior pipe and
a second ROV welding from surface then both perhaps also capable of welding with one arm. Once welded in place
then the circular shutoff valve wheel can be turned shutting down the FLOW and since it is welded ALL THE WELL IS
SHUT DOWN. I have been a welder too many years PLUS a Plumbing Contractor too many years.

Branko R. Babic INVENTION was designed with CPP or Counter Pressure Plug to be FORCED DOWN ON A PIPE THEN
WELDED IN PLACE but what was really NEAT is the ability to put in a PIPE FULL FLOW with oil, Gas, Water pushing
away from the weld site….OR the flange added to the TOP of the pipe with ball valve allows a short 30 foot flexible
tube to be added to ensure the oil, gas and water flows out away from the ROV work area. Obviously my ability to
ORDER A COMPLETE UNIT made up in several hours at any welding shop once the 18 inch pipe is found and all welded
in place then taken to a POOL where underwater welders can attach pressure water and pressure air to a reduced
section on one end in the POOL then the welding completed and shut off closed to SEE that the unit will work.

Now about welding. UNDERWATER WELDING by divers is done all over the WORLD immediately. What we are stating
that a ROV and WELDER in the control console with a say 14 SHADE HELIARC WELDING SQUARE FULL FACE SHIELD
AND ALL OPEN AREAS OF THE SHIELD WHERE LIGHT CAN ENTER AND DISTURB THE VISION OF THE WELDER WOULD
BE STOPPED USING DUCT TAPE AND THICK BLACK PLASTIC 6 MIL THICK ALL OVER THE WELDER’S SHOULDERS,
CHEST, BACK AND THEN THE WELDER WILL BE IN HIS OWN UNDERWATER WORLD LIKE A MAN OR WOMAN IN A DEEP
HARD HAT DIVE UNIT.

How long it will take multiple passes on the steel pipe edges to seal…..unknown but I used to lay down an unbelievable
amount of fillet welds on super square sections of steel used to pile drive items into the sea at Hardaway Construction
in Tampa where I worked as a WELDER for a long time before qualifying for the Tampa Shipyard then being employed
for 8.5 years as a WELDER/PLUMBER II at Tampa General Hospital starting in 1974 through 1983. It is not HARD to
verify everything with BP, Horizons, Oceaneering and even WELDING SCHOOLS ALL OVER THIS NATION.

Shipyard welders KNOW IT CAN BE DONE in perhaps 8 hours or less.

Sadly we estimated $4,000.00 would purchase the pipe in several sections because the most important item is the
super high PSI ball valve with circular wheel shutoff as the UNDERGROUND units we have installed are not rated too
high in PSI but super easy to close using hydraulic arm and socket to pull or squeeze down if rubber ANNULAR was
used between two beveled washers which expand and shut off against the INTERIOR WALL of the riser allowing
WELDER AND ROV not to be surprised with gas or oil let alone water….then the plate could be slid down over the end
of the riser and welded to keep everything in place then pipe going through the CPP would also be welded on the
interior section of pipe to hold it all in place. Remember the bottom beveled washer would NOT move or push out the
pipe even under super pressure.

I am worse than a driller….I am a State of Florida Certified Licensed Plumbing Contractor since working in this industry
starting in 1974 PLUS we still work every day as a Specialist in Backflow Assembly Installation from ½ inch through 10
inch using different size CRANES and multiple people using special flanges. I have stopped high pressure AIR, GAS,
WATER, SEWAGE leaks in smaller pipe with a dowel and hammer or forced LEAD into leaking pipes then tied off
same. Forcing a dowel or LEAD gave me the idea in 1979 forwarded to Red Adair, Pemex and Mexico WELL
SPECIALISTS which was used to stop IXTOC 1 which was blowing flamethrower worthy OIL, GAS, WATER from below
the Gulf of Campeche into the surface and even Red Adair could not do anything because the pipe was underwater.

Such was sadly 11 YEARS before Mr. Branko R. Babic in Oxford England PATENTED HIS CPP which helped in Kuwait. I
have called Mr. Babic via SKYPE three times perhaps and he gave the photos in order to save BP and the United States
Specialists stopping the leak. I looked up Brenelle Enterprises with their JET SWET invention thinking initially a 4 inch
line was involved…then found the manufacturer GE had a 21 inch riser and switched to Oceaneering on a tip from a
Jacksonville Underwater Welder School. NO ONE KNEW MY PROFESSIONAL QUALIFICATIONS NOR ASKED
ANYTHING FROM BP OR LA GOVERNOR NOR FLORIDA GOVERNOR OFFICE LET ALONE PRESIDENT OBAMA OFFICE.

The NAVY trained me from 1959 through 1966 and we worked so many years in Shipyards even Building the U.S.S.
Enterprise and if the Shipyard workers EVER caught me early on sticking their welding rods to STEEL SECTIONS they
would have COURT MARTIALED ME ! But I learned WELDING from the professionals which allowed me to get qualified
and I loved stick and oxy-acetylene welding until introduced to TIG which was like painting UNTIL MY EYES GOT
BURNED and I had to replace the lenses to see properly in both eyes later on in life. I even tell children and adults
NOT TO EAT THE YELLOW SNOW when walking in snow…..No I am NOT A DOCTOR but I learned at 6 years of age WHY
you do not eat the yellow snow.

TRY GETTING THE PRESIDENT, USCG, U. S. NAVY, FBI and Governors of LA or Florida to ORDER THE WELL SEALED as
I have failed to convince anyone since 042610 and at times SOMEONE should have asked about my experience in
Welding or working with HUGE piping above ground or underwater to specific DEPTHS. I know it will work but no one
will READ about it NOR makde up a CPP with open pipe and ball valve with circular wheel shutoff and flange to CHECK
IT OUT ! Instead we have a NATIONAL DISASTER AND FLORIDA, GULF STATES AND EAST COAST AND ISLANDS
PREPARE FOR A REAL PROBLEM. The STENCH will move people out of Florida and losses will be TRILLIONS not
Millions. BP was paid by an Insurance Company and no one has NOT PROVEN MURDER, CRIMINAL NEGLIGENCE OR
EVEN TERRORISM as the evidence is at 5,000 feet below the surface and no bodies were recovered but THEY ARE
THERE ON THE BOTTOM !

OH Yes! Forgot another qualification and licenses. I am a trained Military and Civilian Professional Criminal
Investigator with too many YEARS to talk about. I know this is a CRIME SCENE and pursuant to Title 18 United States
Code Sections 2, 3, 4, I REPORTED MY FINDINGS AND BELIEF OF CRIMINAL ACTS TO THE PRESIDENT AND
GOVERNOR PLUS DEPARTMENT OF JUSTICE. America took over in events in New York and Pentagon IMMEDIATELY
in daytime. This DISASTER WAS AT NIGHT….Imagine New York or Pentagon attack being at NIGHT…OPERATOR OR
PILOT ERROR may have made the STATE forces investigate and perhaps the CRIME SCENE was removed to a foreign
Country without FBI really looking at all evidence….. NO MORE. FBI with USCG and NAVY must get the evidence back
to the surface and find what really happened and caused this disaster which could have killed an additional 115 more
personnel. But how would you bring the rig back to the surface ? I joked but it was true, a SUBMARINE COULD BRING
THE RIG UP TO SHALLOW WATER and all piping could be checked for CHECK VALVES to keep hydraulic fluid inside
those 90 foot long Riser pipes so in case anything happened there would be sufficient hydraulic fluid to shut down the
BOP….a BOP with the annular destroyed by an accident weeks before which could have also damaged a MODULE
necessary to shut it down.

ALL OF THIS SHOULD HAVE SAFELY SHUT DOWN THIS RIG RISER AND WHAT ABOUT THE ROV FACE PLATE
INDICATING ‘TURN LEFT TO RIGHT TO SEAL OR SHUT OFF’ WHEN THE ROV TRIED TURNING RIGHT TO LEFT OPENING
PERHAPS !!!! Too many unanswered items like daily REPORTS TRANSMITTED BY MIKE WILLIAMS THE CHIEF ET
ONBOARD relative to chunks of ANNULAR coming up. ALSO TELL ME THE ANSWER TO A PROFESSIONAL QUESTION --
-- HOW DO YOU MIX CONCRETE WITH SALT WATER FOR PLUGS ? PUT THAT UP TO SEE HOW THEY INSERTED 3
PLUGS WITH SEA WATER DILUTED BEING USED OVER AND OVER PERHAPS ON MULTIPLE RIGS SAVING THOUSANDS
OF DOLLARS RATHER THAN INSISTING ON NEW MIXES. SMACKS OF CRIMINAL NEGLIGENCE INVOLVING THE BOP
AND CEMENT WHICH OBVIOUSLY BLEW OUT.

Stupidly I thought the DP Mode had pulled the Deepwater Horizon OFF COURSE PULLING LOOSE THE RIG RISER as
perhaps someone SHUT DOWN THE GPS NORMAL RECREATION MODE AND WENT TO ATTACK MILITARY MODE
CHANGING THE POSITION INSTANTLY WITH THE THRUSTERS PUSHING THE DEEPWATER HORIZON OVER EVEN A
THOUSAND FEET PERHAPS IMMEDIATELY THEN THE UNIT CONTROL WAS RESET BUT IT WAS TOO LATE.

SADLY I remember duty on Naval Ships with the WATER WASHDOWN NBC WARFARE SPRAY NOZZLES AND FAN
NOZZLES ACTIVATED hiding the ship in a complete ball of water from stem to stern.
Something which was MISSING on the rig which BURNED when there are DEEP SUBMERSIBLE PUMPS on civilian and
business WELLS which with tanks above the deck or under deck attached to SUPER POWERFUL FIRE SPRINKLER
PUMPS one could make the Deepwater Horizon look like NIAGRA FALLS in seconds. NONE EXCEPT PERHAPS A
SMALL SCREEN UNIT ON THE HELO DECK !

SADLY I wear a SUPER REFLECTIVE DOT TYPE VEST when working at night and some clothing used to have the USCG
approve patches SILVER which show up white with light. Now mine are vests with RED and SILVER showing up clearly
in light. Noticed sadly each Deepwater Horizon worker on the RIG didn’t have too much reflective tape to recover their
BODIES if they went into the sea NOR were there any back or fannie packs with inflatable VESTS to use if they hit the
water NOR S.P.O. T. SAT systems in that fannie pack which could be activated and call for help.

The SUPPORT OR ROV CAPTIAN ON A VESSEL HAD NO ACOUSTIC METHOD TO SHUT DOWN THE WELL AS THAT
COSTS PERHAPS $500,000.00 EACH. What will this COST BP and how many TRILLION DOLLARS will be lost by
fishermen and businesses in Florida, Gulf Coast States plus Islands. THINK THIS WILL REACH HAITI, PUERTO RICO,
BAHAMAS AND CUBA ? I ALMOST GUARANTEE IT ! SEE THE FILES UPLOADED TO

I just read your piece about sealing the ruptured riser pipe within 8 hours. I want to ask you a question about this
leak. If the oil reserve pressure was great enough to eject the freshly cemented plug near the bottom of the
casing, along with its bottom plug and top plug, might that pressure also have penetrated through the soft cement
outside the casing in the annular space? If that did happen, and oil is eloping upward through the annular, then isn't it
likely that the rock particulates being carried upward will persist in abraiding the bore hole to ever larger diameters?
Then, when the 21 inch casing is loose in a somewhat larger bore hole, perhaps the pipe lifting capability of that
extreme pressure might be able to lift the entire 30,000ft casing out of the hole?
I wonder if BP knew from the start that the annular had been breached and there was little hope of plugging it.
They focus the public attention only on the riser pipe ruptures! They began right away to arrange for two relief wells
to intercept the Macondo casing at about 12,000 below seabed. Surely they can't hope to counter that extreme
pressure (165,000psi?) with pumps! So, I'm suggesting that they aren't trying to plug any flow which is inside the
casing, but rather they hope to plug the annular space with junk. This attempted method makes me think that they
knew right away they have a problem which might not be correctable by any means, and injecting junk is the only
desperate possibility, even though a small percentage of hope for success.
My thoughts are that within the annular space there is very high rate of flow with extreme pressure and that
forced injection of anything is probably not possible. The two relief wells will probably just provide two more exit
portals for oil which might not decrease the leakage around the BOP at all.

Now, to consider that the annular might be the channel of most? of the leakage, and that it is not pluggable, and
therefore the bore hole will continue to be enlarged, presents a potential scenario that is terribly frightening. From
such a huge reservoir, with such great pressure, that bore hole will still be a tiny straw at 10 foot diameter, or 100 ft
or 1,000 ft. The result might be a fatal toxification of the entire Gulf of Mexico, the Caribbean, and eventually the
Atlantic Ocean. The potential leakage volume of oil and methane is unimaginable. Could it be that this horrific
potential is why BP is so secretive and won't release pictures of leakage at the base of the BOP? Could it also be that
BP is afraid of plugging the casing because it might then be lifted out of the bore hole? Could it be that BP has settled
for a strategy of making light of the problem while waiting for consequences to develop as they will - simply because
the problem is out of control?
I don't work in the oil industry or any related work, but still I can't help pondering this tragic problem. So, my ideas
and questions are from a very limited knowledge; merely from personal interest.
