INTRODUCTION

The governments of Member States of the Association of South East Asian Nations
(collectively referred to as ASEAN, and comprising Brunei Darussalam, the Kingdom of
Cambodia, the Republic of Indonesia, Lao Peoples Democratic Republic, Malaysia, the Union
of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of
Thailand, and the Socialist Republic of Vietnam) have agreed on the ASEAN Mutual
Recognition Arrangement on Architectural Services which aims to:
a. facilitate mobility of Architects;
b. exchange information in order to promote adoption of best practices on standards of
architectural education, professional practice and qualifications;
c.
conform to the spirit of ASEAN co-operation based on fair distribution of resources and
benefits through collaborative researches; and
d. encourage, facilitate and establish mutual recognition of Architects and set up standards
and commitment of technological transfer among ASEAN Member Countries.

Under the MRA, an Architect who holds the nationality of an ASEAN Member State and who
possesses qualifications and experience that complies with the requirements specified in Part
B of this Assessment Statement may apply to be placed on the ASEAN Architects Register
(AAR) and accorded the title of ASEAN Architect (AA).

The Professional Regulatory Authority (PRA) of each participating ASEAN Member State will
authorise a Monitoring Committee (MC) to receive and process applications from its Architects
for registration as AA and to maintain the ASEAN Architects Register (AAR). Details of the
PRA and MC are in Part A of this Assessment Statement.

The PRBoA is a collegial body under the supervision and administrative control of the
Professional Regulation Commission. It prescribes and adopts rules and regulations
necessary for carrying out provisions of R.A. 9266 and supervises the registration, licensure,
and practice of Architects in the Philippines. (A copy of R.A. 9266 is under Laws at:

Application by an ASEAN Architect (AA) from another participating ASEAN Member State to
work as a Registered Foreign Architect (RFA) in the Philippines shall be submitted to the
PRBoA. Upon acceptance and payment of a prescribed fee, the RFA will be permitted by the
PRBoA to work in collaboration with designated local Architects under a Temporary Special
Permit (TSP) which will be valid only for the duration of the project for which the TSP has been
granted. The RFA will not be eligible to work in independent practice to certify architectural
works. R.A 9266 allows architectural plans to be signed and sealed only by local Architects
registered and licensed in accordance with R.A 9266.

The PRBoA shall monitor and assess the professional practice of RFAs to ensure compliance
with the MRA. The PRBoA may prepare rules, which shall not contradict or modify any of the
provisions in the MRA, for the purposes of maintaining high standards of professional and
ethical practice in architecture.

Pursuant to Article 4.2 of the MRA, a Memorandum of Agreement (MOA) was made and
entered into by two (2) government agencies and one (1) chartered private organization to
establish the Philippine Monitoring Committee (MC).This competent and responsible body will
assess and certify the qualifications and practical experience of Filipino Architects and will
register them as being technically and morally qualified to undertake architectural practice as
ASEAN Architect (AA).

The members of the MC are appointed by the three signatories to the MOA. The composition
of the MC is listed in ANNEX 1.
a. the Chairman of the PRBoA as appointed by the Professional Regulation Commission
(PRC). He shall be the Chairman of the MC.
b. the Head of the Technical Panel for Architecture as appointed by the Commission on
Higher Education (CHED), and
c.

the President of the United Architects of the Philippines (UAP) as designated by the
National Board of the UAP.

ensure that Architects registered by the AAC Secretariat as AA apply from time to time for
renewal of their registration, and in so doing, provide evidence that they have complied
with the CPD policy of the Country of Origin at a satisfactory level;
d. ensure the implementation and execution of the amendments agreed as directed by the
AAC;
e. withdraw and deregister the said national AA from the ASEAN Architects Register where
Art.4.1.5 of the MRA is applicable;
f.
issue Certificates of AA registration and provide advice on the particulars of any registered
AA on request; and
g. notify the AAC and MC of Country of Origin of a non-AA practicing architect in the
Philippines.
h. keep records for continuing mutual monitoring. In order to facilitate mutual monitoring,
verification of operations of the procedures of participating ASEAN Member States and
information exchange, the MC shall keep a set of all successful applications for
registration on ASEAN Architect Register (AAR), which shall include:

a copy of the report describing the practical architectural work experience attained
over a period of at least 10 years since graduation, of which at least five (5) years
shall be after licensure/registration;
a report describing the completion of at least 2 years significant architectural work in
which the Architect was in responsible charge of; and
evidence of participation in CPD program

Applicants for registration as AA must obtain a certification from the PRBoA that he has
no record of serious violation on technical, professional or ethical standards, local and
internationally, during the course of his practice of architecture.
PART C
REGISTRATION PROCESS
8.0
8.1.
General
This section describes the procedures involved in application for and renewal of registration
with the Monitoring Committee (MC) as ASEAN Architects (AAs).
8.2.
Application process
a. Application for registration shall be made on the prescribed application form in ANNEX 2
and submitted to the MC. The type of documents to be submitted, initial registration fee,
renewal fee, and where the application is to be submitted are listed in the application form.
b. The MC will appoint an Assessment Panel to review and assess the application.
c.
Assessment Panel
a. The MC will appoint an Assessment Panel comprising a Lead Assessor and an Assessor
who are senior and experienced registered Architects to review the applications, and carry
out professional interviews to assess suitability for registration as ASEAN Architect AA.
The Assessment Panel will make recommendations to the MC whether or not to qualify a
candidate as ASEAN Architect (AA).
b. Assessors who will be appointed must:

Possess more than 10 years of practical experience as registered Architects.
Professional Interview
The Assessment Panel may conduct a professional interview to assess the practical
experience in architecture. If an interview is necessary, the MC will inform the applicant of the
date/time and venue.

The Assessment Panel will prepare and submit its recommendations to the MC. The
MC will check to ensure that there is no discrepancy and inadequacy in the assessment
procedures.

The MC will consider the recommendations of the Assessment Panel and the decision
by the MC to register an applicant will require a positive vote from more than 50% of the
committee members.
The MC will inform all candidates of the results of its assessment, including providing reasons
for failure where applicable.

This Procedure is applicable to the verification requirements of architects who apply to be
registered with the MC. This is to meet stipulated requirements of the ASEAN Mutual
Recognition Arrangement (MRA) on Architectural Services as ASEAN Architect (AA).

Responsibility
The responsibility of implementing and maintaining this procedure is with the Chairman of
Monitoring Committee acting on behalf of the Professional Regulatory Board of Architecture.
Routine administration associated with this function is with Administrative Officer of MC and
other support staffs who are held responsible for the quality of their work at all times in
accordance with written procedures and instructions.
