networks as well as booster

wells that were put in
place, or currently undergoing
construction.

Likewise, it would be noted
that ZCWD has enviably accomplished
in securing the sacred confines of the
Pasonanca Natural Park which is home to a
wealth of biodiversity, teeming with various
species of flora and fauna. If not for the
empowered participation and sustainable
contribution of the community towards
reaching this goal, this would not have all
been realized.

In all respects, ZCWD continuously
stands true to deliver life through flowing
water. In all aspects, it has earned all the
praise reports it has received, and that
there is still more in the coming years.

All these are but testimonies to the
zealous commitment and dynamism of the
able men and women in the organization
which lends support in the collective pursuit
to deliver utmost service to the public.

And all these have been sourced
from the pulsating belief that Agua es
Vida. Water is, indeed, life.


Indeed, the Zamboanga City
Water District holds firm and fast to its goal
of becoming a premier water utility provider.
Four decades is long enough to account
for all the accolades it has received, and
to stand strong with the challenges it has
hurdled, and finally, to brave on with
the swirling dynamics of change with
regard to the growing consumer needs of
Zamboangueos.

The last forty years has
been witnessed to ZCWD becoming a
distinguished institution, as it has ranked
among the top five water districts that is
able to deliver quality water consistent with
the requirements set under the Philippine
National Drinking Water Standards.

This milestone success of
bridging potable water to households has
been reached through an accumulation
of synergistic efforts done by the ZCWD
in actively engaging itself to accomplish
more, especially in terms of building a
strong water system infrastructure with the

The collection of imagery in the magazine cover depicts the varied services and
active efforts ZCWD has placed premium for the last 40 years.

The early decades of the organization witnessed the establishment of ZCWDs
main office as well as the construction of Phase 1 of the Water Treatment Plant. The 1990s
saw the Pasonanca Watershed as a protected area, and had since been co-managed by
the ZCWD in partnership with the DENR and the City Government of Zamboanga, as well
as other important stakeholders for preservation and conservation efforts.

Time sped along and the organization steadily kept bridging access to barangays
which are wanting of water service connection with the construction of more barangay
water systems, production wells and booster stations as well as the installation and upkeep
of its water pipeline network. Not to mention the digitized system and customer care
upgrade it has put in place to keep up with the dynamics of time and change.

These, and more in the coming years. Towards the goal of becoming a premier
water utility provider.

Chairpersons Message

Pride in our past is the force of our
future.

We are proud of the tremendous
success we have experienced in the
past 40 years. From 1,784 water service
connections in 1974, we have increased
to over 53,000 and intend to keep that
momentum in our drive to maximize
operations in Zamboanga City.

We remain optimistic of the citys
prospects in the coming years as domestic
industries, particularly tourism and factories,
are expected to rise. With these present
opportunities for growth, we also recognize
the challenges attendant to these. However,
I am confident that with the Zamboanga
City Water Districts highly capable and
fully committed management team and the
organization, as a whole, we can continue
to execute projects successfully and sustain
our drive for growth as we build on our new
investments.

Today, as we celebrate our
40th anniversary, I am sincerely grateful
for reaching this milestone despite the
unprecedented challenges we face by
dynamically responding to the constant
changes in our consumers needs.

The general sense of optimism resulted


in the conclusion of negotiations for
new investment opportunities. This was
made possible when Zamboanga City
Water District (ZCWD) and Prime Water
Infrastructure Corporation (PWIC) have
forged a 50 MLD Bulk Water Supply
agreement this year to ensure steady
potable water source for the coming years in
the city. This investment also demonstrates
our strong position and support for the
governments call for higher infrastructure
investment in the country which is vital to
the Philippines.

We, the Board of Directors, stay
committed for the continuing improvement
of ZCWD. I extend my gratitude to the
management team and our colleagues for
their commitment and dedication towards
this goal.

Finally, I thank our partners
in the public and private sector and all
our customers who have been working
closely with us for the past 4 decades. All
our achievements would certainly not be
possible without your cooperation.

entered into a Joint Venture Agreement
and Bulk Water Purchase Agreement for
the 50 MLD Bulk Water Supply pursuant to
the 2008 NEDA Joint Venture Guidelines.
The primary goal of the partnership is the
development of a sustainable new water
source that will help reduce the number
of households without access to potable
water.

On April 21, 2014, ZCWD and the
City Government of Zamboanga signed
a Memorandum of Agreement (MOA)
authorizing the use and construction of
the STP underneath the Citys Material
Recovery Facility (MRF) at Magay Street,
this city.

Another remarkable highlight
was the approval by the Department of
Budget and Management (DBM) of our
Organizational Structure and Staffing
Pattern (OSSP) as a Category A Water
District with a total of 432 positions for
implementation effective April 23, 2014.

On this note, I wish to pay tribute
to our previous General Managers, former
and current Board Members and colleagues
for being part of the 40 years of successful
existence of the ZCWD. I also thank our
customers for their continuous support.

Ultimately, I would like to give my
utmost thanks and praise to our Almighty

God for His infinite generosity, continued


graces and abundant blessings bestowed
upon the ZCWD and its workforce through
the years. We offer all our triumphs and
achievements unto Him.

This
semester
was
both
momentous and memorable for the
Zamboanga City Water District as
it commemorated its 40th founding
anniversary on April 1, 2014. This event
marked another feat for ZCWD as well as
its dedicated officials and employees who
have exhibited their relentless commitment
to serve the public consistent with its
bywords that water is life.

The week-long celebration was
concluded with a dinner and program
honoring the history, journey, and the
men and women behind the success and
continuous existence of the ZCWD.

Personally, I consider this not
only as an occasion to re-affirm our roots
and vision, but to renew ourselves so that
we are well equipped to celebrate our
succeeding anniversaries. This milestone,
likewise, signals the start of a more
responsive water district whose relevance
will be underscored on delivering best
quality service, reaching more households,
and sustaining quality of water.

Since its inception in 1974 and
despite all challenges, ZCWD continues
to grow and expands its service area
by embarking on various projects in
collaboration with the local government and
other stakeholders.

he Zamboanga City Water District (ZCWD) and the


PrimeWater Infrastructure Corporation (PWIC) signed
the Joint Venture Agreement and the Bulk Water Purchase
Agreement for the design, financing, construction and operation
of a 50 million liters per day (MLD) additional supply of water for
the city of Zamboanga, specifically in the west coast. The facility
has the following components:

700 linear meters of transmission line for raw water

3.3 kilometers of 700 mm diameter of treated water


transmission lines

2 units of water reservoir with a capacity of 10,000


cubic meters

Supply and installation of 2 sets of Electro-Magnetic


Bulk Meter


The multi-million peso treatment facility (PhP645M)
project finally materialized after two years of thorough review
and evaluation of the unsolicited proposal by the Joint Venture
Selection Committee (JVSC), which is composed of management,
technical and financial representatives of the ZCWD, the Office of

the Government Corporate Counsel, and the National Economic


and Development Authority as voting members. It also includes
non-voting representatives (observers) from the National Water
Resources Board and the local chapters of the Philippine Institute
of Civil Engineers (PICE) and Philippine Institute of Certified
Public Accountants (PICPA).

A series of committee meetings were held to complete
the review and evaluation of the proposal following the procedures
under the 2008 NEDA Guidelines and Procedures for Entering
into Joint Venture Agreements between Government and Private
Entities.

The Tender Documents were published in the Philippine
Star on December 18, 2013. Six (6) private entities submitted
Letters of Intent. However, only two proponents actually
purchased eligibility documents but there were no submissions
made as to their technical and financial proposals. Since no
private entity challenged the proposal of the original proponent,
the ZCWD Board approved and authorized the execution of the
JVA and BWPA pursuant to Board Resolution No. 042. The legal
examination on the terms of the Agreements was done by the
Office of the Government Corporate Counsel.

GM Leonardo Rey D. Vasquez and Chairperson Nelida
F. Atilano of ZCWD, and PWICs President Michael Regino and
GM Fe Rebancos signed the Agreements. The project is expected
to be fully operational towards the end of 2016.

DBM Approves ZCWDs Category A Organizational


Structure and Staffing Pattern (OSSP)

of Zamboanga City Water District
(ZCWD) from Very Large to Category
A Water District has provided immense
opportunities for its organizational
strengthening, which is vital to the
consequent improvement of its service
delivery through its manpower input.

By way of background, last
April 2, 2012, the Local Water Utilities
Administration
(LWUA)
issued
a
Certification of Category A to ZCWD
in compliance with the guidelines as
provided for in the Department of Budget
and
Management
(DBM)-approved
Revised Local Water District Manual on
Categorization, Re-Categorization and
Other Related Matters (LWD-MaCRO)

effective March 2012.



As an offshoot to the grant of
the said certification, a LWUA-MaCRO
workshop was held on July 2, 2012 at the
Marcian Business Centre, Zamboanga City
which was graced by then Administrator
Eduardo C. Santos and Engr. Edgardo C.
Demayo of LWUA and GM Anselmo Sang
Tian of Butuan City Water District. The
workshop was intended to clarify all issues
and concerns of the local water districts.

On October 9, 2013, the
ZCWD submitted to DBM the proposed
Organizational Structure and Staffing
Pattern (OSSP), with a total of 529
positions under the authority of ZCWD
Board Resolution No. 177, S. 2013, which
approved the proposal for the modification

of the OSSP or the ZCWD under Category


A of the Revised LWD-MaCRO, and
Board Resolution No. 178, S. 2013
which

authorized

the

implementation

of the proposed modification in the


OSSP of ZCWD in accordance with the
Revised

LWD-MaCRO

on

staggered

implementation within 2013-2016.


As of recent, the DBM approved

the

Organizational

Structure

and

Staffing Pattern to implement the new


categorization of the ZCWD from Very
Large to Category A pursuant to the
Revised LWD-MaCRO, with a total of 433
positions which took effect on April 23,
2014.

8 Meet the Newly Appointed Assistant General Managers

ith the re-categorization of ZCWD from a Very Large to Category A Water District, two new Assistant General Managers

(AGMs) were appointed on June 16, 2014.

The Administration Group, with two departments and six divisions, is responsible for the manpower, procurement of

materials and equipment and the maintenance and upkeep of ZCWD offices and facilities.
The Technical Services Group, on the other hand, has two departments and five divisions in charge of the planning, design and
rehabilitation of service lines as well as the management of the watershed.

Both Groups are part of ZCWDs core functions in delivering public service to Zamboangueos. Colossal as it may seem,

these groups require competent, experienced and dedicated individuals to steer it. And so, meet our new AGMs.

Ambali Alih Taola. AGM Taola,
affectionately known as Sir John joined
the ZCWD in 1978 as Bookkeeper. He was
eventually promoted to Accounting Clerk,
then as Billing and Collection Chief, and
as Division Manager of the Electronic and
Data Processing Division (EDP). He was
then promoted to Department Manager
of the Commercial Services and EDP
Department before becoming AGM of the
Administration Group.

Behind all these changes and
development, AGM Taola remained
straightforward and firm in his work to

continuously implement improvements in


our office procedures.

Even
before
taking
the
responsibility as AGM for the Administration
Group, AGM Taola has always been
keen in discussing personnel welfare
at management meetings. He is also in
touch with the important issues relative to
personnel matters which he channels to
his group as well as to the management.
From the very start, AGM Taola has
planned his destiny, because he always
strove for excellence. He was candid in
saying that there were some reservations
towards him when he took the post as
Chief of the Billing Section.

demonstrated reliability and dedication
to his work. His integrity and honesty
towards his duties and responsibilities
earned for him the respect and confidence
of ZCWDs management team.

For him, promotion is an honor.
Working with the water district is both
challenging and interesting, says AGM
Taola. He reflected on his stint at the
Commercial Services Department which
he considers to be challenging because he
had to face more customers that needed
the offices services.

AGM Taola stated, I am pro-

employee and pro-labor. This is a


conviction he has passionately manifested
through various activities, notably, in the
field of sports and recreational activities.

He believes that a strong
camaraderie will result to greater
productivity. He is also keen in ensuring
that job order workers are not exploited,
and that he wants every personnel to give
their best performance. Hence, he is keen
on punctuality and the attendance of his
personnel.

He believes that an individual
can think effectively when he/she comes
to office early and can do more when he/
she is always present. He also believes
that an employee can go about in planning
efficiently his/her activities for the day
when he/she comes to office early.
AGM Taola stressed that he is outputdriven and it should be of sound quality.
In relation to his management style, AGM
Taola likes people coming to his office.
Still, AGM Taola insists the observance of
protocol in the office.

People will accomplish more, if
they are always present says AGM Taola.
He added I wish for every employee to be
committed to his/her job and, at the same
time, be happy and satisfied.

He emphasized on the importance
of quality output and timeliness, and that it
is important to be able to deliver and give
the needs and requirements of personnel,
and other departments in the office. He
believes that the Administration Group
should be proactive in all things especially
in providing support to the office for it to
effectively operate.

in Pasonanca. A short program was
held followed by the slicing of the
ceremonial cake. A Quiz bowl was
held in the afternoon participated by
ZCWD regular employees and job
order workers.

March 27 marked the
blessing and inauguration of a water
system project at Barangay Sinubong,
Zamboanga City, and was followed
by a Tap and Drill Competition. Mr.
Leo Gilbert E. de Leon and Mr. Elvie
F. Labacanacruz garnered 1st place
while Mr. Alan F. Bautista and Mr.
Nelvin E. Vicente were declared
on 2nd place, and Mr. Raymond A.
Olayon and Mr. Daniel R. Carana
placed 3rd.

also held on March 28 wherein
47 blood donors from ZCWD
employees and Job Order workers
participated in the said activity. The
ZCWD facilitated the conduct of the
said activity in partnership with the
Philippine National Red Cross, as
a means to promote camaraderie
among employees. A two-day Sports
Fest was also held last March 29-30.

signals the start of a more responsive
water district whose relevance will be
underscored on delivering best quality

service, reaching more households,


and sustaining quality of water.

projects are being set up that will not

September 16, 1980 was my first day as clerk personnel in

ZCWD, and I was tasked to do secretarial work. The first three months
with the ZCWD was not so good an experience. I was on the verge of
resigning and giving up my position, when former General Manager
Eduardo Dimaano challenged me, and told me that it is but natural, to
have problems in the workplace, and what matters is how you react to
them.

He made me realize how stable ZCWD is, compared to other

companies, and, from then on, I made a decision to stay, no matter what.
There have been a series of work-related trials I have experienced, but
because of my decision to stay, I was able to surpass it. I just had to
make sure that, at all times, no fault can be seen in me.

Looking back, I realized that God allows for negative situations

to arise, in order to bring you to Gods purposes in your life. My thirty-

four (34) years in this office molded me to be a person with a strong


personality, and that it has taught me to be patient at all times, and to
treat people fairly.

I am happy with what I am right now, having reached beyond

my dreams. For me, the key to success is to work not for yourself alone,

I started with ZCWD as a laborer, literally doing piko-pala work in 1985.

Thereafter, I was tasked to do all-around work at the Water Treatment Plant, to


include such tasks as cleaning, gardening, and even serving food when visitors
arrive.

I was only a high school graduate when I was hired. It was the late GM

Juanita Bucoy who encouraged me to pursue my studies, in line with her vision for
ZCWD to become a very large water district. And because of my eagerness to learn,
I enrolled in ZAEC, working during daytime, and then studying at night. It was in
1993 that I earned my degree in BS Commerce; thirteen years after graduating from
high school.

I will always be grateful to ZCWD and to my past supervisors. They

provided me leeway to finish my studies, and their confidence in me is so great.


As a professional, Ive learned to manage my people. Ive learned to deal

with different scenarios with customers from all walks of life. Ive learned to stretch
my patience and tolerance so as to be able to better serve customers.

Three years after I was promoted as Engineering Assistant, then

as Supervisor of Area I, and four years after, as Division Manager of Network


Maintenance. I was so happy when I was sent as a trainee to the Operational
and Maintenance Assistance Program (OMAP) of LWUA in 1988 to 1991. It
was a great training experience and it challenged me professionally, to apply
what I have learned from it.

Though there were hindrances to fully implement the knowledge I

gained from the said experience, I was able to put it into action, little by little,
and still, progress in work. From then on, my goal was to eradicate, or at

day of a series of source verification
activities conducted by the Technical
Services Group (TSG) of the Zamboanga
City Water District. Together with District
2 congressional representative, Hon.
Lilia M. Nuo, and representatives from
the ZCWD management and its Board of
Directors, the team visited three (3) spring
water sites in Lamisahan, Tolosa and
Lumayang.

These spring sources are located at


elevations ranging from 352 - 479 meters
above mean sea level, which have a
total flow of 8.20 liters per second and is
capable of serving a population of 6,441
persons or 1,288 households.

Another is the Kamalik surface
water source which has an average flow
of 4.08 liters per second and is located
in Sitio Kamalik, Barangay Vitali at an
elevation of 161 meters above mean
sea level. This water source is presently
supplying the water requirements of the
Vitali Water System and is capable of
supplying a population of 3, 205 persons
or 641 households.

Meanwhile, the Dumalon Water
System, which was inaugurated last
January 21, 2013, is under its testing
stage. The Dumalon River, which is the
water source of the system, has a total
discharge of 47.25 liters per second.

An intake facility is proposed
to be constructed at an elevation of 850
meters above mean sea level in Sitio
Zambales, Barangay Baluno, and is
expected to serve a population of 37,113
persons or 7,423 households.

The ZCWD Technical Services
Group is continuously looking to tap
other surface water sources for future
development.

presently supplying the barangays of
Lamisahan and Salaan, Tolosa, Guisao,
Lanzones, and some parts of Cabaluay,
and the barangays of Lumayang and
Lumbangan, respectively.

The spring water source in
Lamisahan has an average discharge of
5.34 liters per second and is located at
an elevation of 370 meters above mean
sea level. This water source is seen to be

capable of serving a population of 7,878


persons or 1,576 households.

In Tolosa, a total of twelve
(12) spring sources are being tapped to
supply the Tolosa Water System, among
which are Florida Spring, Lupirao-Erwino
1, Lupirao-Erwino 2, Lupirao-Erwino 3,
Lupirao-Erwino Pandan, Kanya 1, Kanya
2 box 1, Kanya 2 box2, Virgilio 1,
Virgilio 2, Sta. Clara 1, and Sta. Clara
2. These sources are located at varying
elevations ranging from 500-510 meters
above mean sea level, and are expected
to supply a population of 2,775 persons or
555 households.

On the other hand, the spring
source in Lumayang has a discharge of
2.52 liters per second and is projected to
serve a population of 1,982 persons or
396 households.

According to Engr. Marli A. De
Fiesta, Officer-in-Charge (OIC) of the
Planning and Design Division, preference
is given to surface water sources such as
springs and rivers in the development of
water systems. Engr. De Fiesta said that
these types of water sources are more
sustainable than ground water sources,
and that water quality can easily be
determined at the onset, or during project
preparation stage.

Presently, ZCWD is operating
five (5) surface water sources, including
the Labuan Water System which is being
supplied by three (3) springs in Labuan.

forest covers of the Pasonanca Natural
Park lends to the claim that the watershed
is a place thriving with vitality, where life
is seamlessly continuing without the
disturbance of industrialization and without
grave consequences to the environment.

Among the species which are
endemic only to the Zamboanga Watershed
and its surrounding ecosystems, is the
White-eared
Tailorbird
(Orthotomus
cinereiceps) and an amphibian species,
the Ichthyophis glandulosus. It would
also be noted that the Cyrtodactylus
jambangan has only been recently
discovered and listed as a taxon in 2010,
and is a small species belonging to the
family of Philippine Bent-toed gekkos.

The forest reserve is also home
to the Philippine tarsier (Tarsius syrichta),
as well as a host of flora and fauna among
which are 70 species of dipterocarpaceae
and palm trees, 105 species of birds,
24 species of mammals, 71 species of

reptiles, 44 species of amphibians, and


77 species of insects, to include different
species of flora.

This initiative was started by the ZCWD in 2009,
with technical assistance from the Philippine Water
Revolving Fund of the USAID, which submitted the draft
feasibility study in January 2010. The partnership between
ZCWD and the City Government, not only demonstrates
compliance to the Philippine Clean Water Act, but is a
manifestation of concern of both parties to the general
welfare of the citys populace. It is another collaborative
effort towards protecting the environment.

ZCWD GM Leonardo Rey D. Vasquez and Mayor
Maria Isabelle G. Climaco signed the MOA. Witnesses
were the ZCWD Board of Directors led by Chairperson
Nelida Atilano, other ZCWD Officials and Atty. Ferdinand
Eduard B. Fronda and Dr. Elmer Apolinario of the city
government.

With the signing of the MOA, the ZCWD can now
accelerate its preparation of the Terms of Reference for
the design, build and transfer of the facility through public
bidding, which is expected to take place towards the end
of the year. Once completed, the STP will primarily cater to
the sanitation needs of the citys existing sewerage areas.

n April 21, 2014, the Zamboanga City Water District


signed a Memorandum of Agreement with the City
Government of Zamboanga for the establishment of the
citys Sewage Treatment Facility. Under the MOA, the
latter allows the use of the 1,800 square meter lot that
is currently occupied by the Material Recovery Facility
at Magay in Barangay Zone IV, near the Philippine Ports
Authority and main public market.

Section 7.4 of the Implementing Rules and
Regulation of the Philippine Clean Water Act or R.A. No.
9275 and as contained in DENR Department Administrative
Order 2005-10 mandates that each LGU through
the enactment of an ordinance, shall appropriate the
necessary land including the required rights-of-way/road
access to the land for the construction of the sewerage
and/or septage treatment facilities in accordance with the
Local Government Code.

Further, Section 8 of the IRR provides that, within
five (5) years from the effectivity of the Act, the agency
vested to provide water supply and sewerage facilities
and/or concessionaires in Metro Manila and other highly
urbanized cities (HUC) as defined in R.A. 7160, in
coordination with LGUs, shall be required to connect the
existing sewage line found in subdivisions, condominiums,
commercial centers, hotels, sports and recreational
