Participants: 12 Groups: 4 Adjudicators: 3 1. The Debate will be consisting of 12 participants from different universities. 2. The said participants shall be grouped according to their respective universities which only consist of 3 members per team 3. The teams shall be given time to discuss their presentation and argumentation. Pre-debate conferences administered by organizers shall be done at least 2 hours before the competition. 4. Each debating team is composed of 3 members. For the Government; we have the Prime Minister, Deputy Prime Minister, and Government Whip and for the Opposition we have the Leader of the Opposition, Deputy Leader of Opposition, and Opposition Whip. 5. The 3 members of the Government and Opposition have given only 7 minutes speeches. 6. The Deputy Prime Minister is charged with giving a 4 minute reply speech that clarifies the debate from the government perspective without bringing forth new arguments. 7. Like the Government team, the Deputy Leader of Opposition is charged with giving a 4 minute reply speech that clarifies the debate from the Opposition perspective without bringing forth new arguments. 8. Points of Information: In the 7 minute speeches, the opposing team can stand up and ask for Points of Information (POI) after the first minute and until the sixth minute. A POI should be brief question or comment and not a long-winged monologue or back and forth cross- examination session 9. Speakers must observe parliamentary language i.e. bad language is not permitted.
10. The use of Props is not permitted in a debate.
11. Summation Speeches are privileged to both parties and can only be conducted AFTER the last speech of the opposition. This last segment of the debate shall have the duration of 2 minutes and shall be delivered by the Prime Minister and the Leader of the Opposition. Criteria for Judging A. B. C. D.
