Travelling to Australia
Dear Recipient,
Congratulations on becoming an Endeavour Scholarships and Fellowships recipient.
We are pleased to introduce ourselves as your travel insurance contact. Please find attached details of
the insurance cover provided to all Overseas recipients travelling to Australia. Some important facts for
you to remember:Enrolled Students - If you are undertaking your programme on a Student Visa, Scope Global will
arrange medical coverage on your behalf. The medical insurance cover detailed in this handbook
will not apply to you.
All other incoming recipients You are automatically covered by the applicable sections of the policy once you commence your
travel to Australia.
Cover cannot be extended to include any other person travelling with you. Cover is for you as a
recipient only.
Your Endeavour support team will provide us with your details so you will not need to contact us to
activate your insurance cover.
All Endeavour Scholarships and Fellowships recipients (including Enrolled Students) are provided cover
for luggage and personal items but only when travelling to Australia at the commencement of your
programme and on your journey directly back to your country of residence. There is no cover for your
belongings whilst you are in Australia.
The attached handbook includes all contact details, claim form, policy wording and some frequently
asked questions relating to the insurance provided to you. If you require any advice or assistance
relating to this cover, please do not hesitate to contact Arthur J. Gallagher on the contact details
provided in the handbook.

INTRODUCTION
This handbook provides you with important information regarding the Insurance cover which has been arranged for Endeavour
Scholarship and Fellowship recipients travelling to Australia.
This policy provides broad levels of cover. However, as with all insurance covers, certain limits and exclusions apply. We
strongly recommend you read the following pages in conjunction with the policy wording (attached in order to ensure you fully
understand the scope of cover provided to you.

Important
If you are a recipient entering Australia as an Enrolled Student, the Medical Benefits of this policy will not apply. Medical
Insurance will be organised by Scope Global on your behalf.

are your sole contact if you have:

any questions regarding this policy,


if you require assistance with submitting claims,
if you are not satisfied with any aspect of the insurance cover or service provided to you.

any government department as they are not able to assist with your questions.

GENERAL INFORMATION
As an Endeavour Scholarships and Fellowships recipient travelling to Australia, you have been provided with Medical Expenses
Insurance cover.
The medical expenses cover is in place for the entire duration of your programme whilst in Australia only. Cover does not extend
to include any additional travel you undertake outside of Australia. If you intend to travel outside of Australia during your time,
you must take out your own travel insurance policy.
A full policy wording outlining the terms, conditions and levels of cover is attached in the Appendix. The policy wording also
provides details of who the insurer is and their responsibilities under this contract of insurance.

POLICY SUMMARY
The insurance policy can be divided into 3 basic components of cover.

Component 1 Medical Benefits - Does not apply to Enrolled Students

If you suffer an injury or illness whilst you are in Australia only, and as a result require treatment, insurers will pay compensation
as stated in the Schedule of Benefits up to a limit of $500,000. (See pages 4-6 of the policy wording).
Only expenses incurred in Australia are able to be claimed.
Medical Benefits include (see Policy Schedule in the Appendix):

Hospital Cover
General Medical Expenses cover (excludes Dental and Optical cover)
Prescription Medicines only

Note: No cover is provided for any pre-existing condition or any other condition you know would require treatment or surgery
during your programme period.

Component 2 - Luggage & Personal Effects cover Applies to all recipients - Limit $5,000

Your luggage will be covered for loss or damage sustained on your journey to Australia at the commencement of your
programme and then on your return to your home at the end. No cover is provide for personal belongings whilst you are in
Australia. You will need to take out your own insurance cover once in Australia or if you intend to travel outside of Australia
during your programme.
Limit of cover under this Section is $5,000 (limit any one item 50% of sum insured.)
Note: There is an excess of $250 for claims in respect of Electronic Equipment.

Component 3 Funeral Expenses - Limit $10,000

Cover is provided for funeral/crematorium expenses or repatriation of mortal remains or ashes to your country of residence.
* Please note that all the above sections and limits are subject to the policy terms and conditions.

WHAT IS NOT COVERED


The main exclusions relating to medical and weekly benefits are listed below. No claims can be payable with respect to any
insured Event which 1.

is deliberately self-inflicted or caused by You;


results from You engaging in air travel except as a passenger in any properly licensed aircraft;
results from You engaging in or taking part in naval, military or air force service or operations;
is a sexually transmitted disease, or Acquired Immune Deficiency Syndrome (AIDS) disease or Human Immunodeficiency
Virus (HIV) infection, unless caused by occupational accidental means;
any procedure relating to cosmetic or elective surgery or treatments;
are incurred in relation to any condition, which was known prior to departure would require treatment during the period
of your programme in Australia.

Important: It is important that you read all the conditions and exclusions relating to this policy, as each section of the policy
provides a list of what is not covered. If in any doubt as to the extent of cover please contact Arthur J. Gallagher Australia.

WHAT TO DO IF YOU REQUIRE MEDICAL TREATMENT


You should seek treatment with a doctor of your choice. You will need to pay any costs charged by the doctor and any costs for
medications prescribed to treat your condition. These costs should then be claimed by completing the claim form attached in
this Appendix (see How to Claim details).

I have a pre-existing medical condition. If I require treatment whilst I am in Australia am I covered?


The policy provides cover for sudden and unforeseen treatment required to treat your condition. Day-today medications
to treat any pre-existing medical conditions are not covered. If in doubt about any pre-existing medical condition and the
scope of cover, please contact Natasha Barker at Arthur J. Gallagher.

Who pays the cost of medical treatment if I am required to see a doctor?


Costs for minor treatments are paid by you. The cost can be reimbursed directly into your bank account by forwarding
a claim form with copies of receipts to Arthur J. Gallagher. For medical costs that will incur lengthy or complicated
treatments including hospitalisation, contact Arthur J. Gallagher.

Does my cover include holiday travel, especially if I decide to travel to another country other than Australia?
As long as you are travelling in Australia as a recipient you are covered by this policy under the Medical section only. If
you decide to travel outside of Australia, you will need to take out separate insurance for your journey as cover under this
policy will not apply outside of Australia.

Will the policy cover me if I decide to stay in Australia after my programme has been completed?
The policy ceases to provide benefits once the programme has been completed. It cannot be extended to cover you if
you stay in Australia.

If I choose to stay in Australia after the completion of my programme, am I still covered by the insurance?
The policy will cover you for up to 5 days after your programme has been completed. This is to allow you for general packing
up and organising your return trip home to your country of domicile. The Endeavour policy cannot be extended and does not
cover you for any leisure related travel you wish to pursue after your programme has finished. If you do require cover for
some leisure travel prior to returning home this can be arranged on a separate policy, please contact Arthur J. Gallagher.

HOW TO CLAIM
Medical Claims

For minor claims, complete the claim form (attached in the Appendix) and submit this with all original receipts to
Arthur J. Gallagher Australia. Alternatively you can contact Arthur J. Gallagher and we will email you a form to complete.

Feeling Sick Need to see a doctor?

If this is not an emergency situation, make an appointment with a doctor in your local area. You can do so with any medical
practice or doctor of your choice. You will be required to pay the bill and then submit a claim to Arthur J. Gallagher.

Payment of Claims

Your claim can be paid in three ways:

Directly into a nominated bank account.


Directly into a nominated overseas bank account. Please note that fees may be charged by the banks which will reduce
any refund available to you.
We will forward to your address an Australia Post voucher which you can redeem at any Australia Post outlet for cash.

Important: All losses should be reported as soon as possible to Arthur J. Gallagher to avoid undue delays in processing claims.
If you have been hospitalised or require treatment in a hospital you will need to contact Arthur J. Gallagher as soon as possible
to confirm details of payments.

Scope of Cover:

Section 1:
The coverage afforded by this Policy shall apply 24 hours a day whilst
an Insured Person is on authorised inpatriation in connection with
the Endeavour Awards Program. (Excluding Student Visa Holders)
Territorial Limits: Australia wide, with restricted cover elsewhere as per the scope
of cover.
Section 2:
The coverage afforded by this policy shall only apply whilst the Insured Person is
engaged on authorised Travel which shall be deemed to mean, travel undertaken
with the consent of the Insured, provided such travel involves a destination outside
the territorial limits of Australia. Such cover shall commence from the time the
Insured Person leaves their place of departure, for the purpose of traveling to
Australia in connection with the Endeavour Awards program, and be continuous
whilst engaged on a direct route to the place of temporary residence in Australia.
Cover does not extend to included incidental or associated holiday travel. Such
cover shall recommence from the time the Insured Person leaves their temporary
residence in Australia and be continuous whilst engaged on a direct route to the
place of departure prior to insured travel. Such cover does not extend to included
incidental or associated holiday travel.
Territorial Limits: Worldwide.

INBOUND MEDICAL EXPENSES INSURANCE POLICY

YOUR DUTY OF DISCLOSURE
Before you enter into a contract of general insurance with an insurer, you have a duty, under the Insurance Contracts
Act 1984, to disclose to the insurer every matter that you know, or could reasonably be expected to know, is relevant
to the insurers decision whether to accept the risk of the insurance and, if so, on what terms.
You have the same duty to disclose those matters to the insurer before you renew, extend, vary or reinstate a contract
of general insurance.
Your duty however does not require disclosure of matter:
-

that diminishes the risk to be undertaken by the insurer;


that is of common knowledge;
that your insurer knows or, in the ordinary course of his business, ought to know;
as to which compliance with your duty is waived by the insurer.

Non disclosure
If you fail to comply with your duty of disclosure, the insurer may be entitled to reduce his liability under the contract
in respect of a claim or may cancel the contract.
If your non-disclosure is fraudulent, the insurer may also have the option of avoiding the contract from its beginning.
IMPORTANT INFORMATION
Accident & Health International Underwriting Pty Ltd (hereinafter called A & H International) gives notice that this
contract has been effected under an Authority, given to A & H International by The Company. A & H International has
entered into the Contract as an agent of The Company and not an agent of the Insured.
All cover under this Policy is subject to:

This Policy consists of several Sections. An Insured Person is covered for insurance under those sections selected by
You as indicated in the Schedule.
We hereby agree to insure such person or persons as You shall nominate from time to time on the terms and conditions
and subject to the exclusions set out in this Policy.
There are maximum amounts payable under this Policy with respect to each Insured Person, and with respect to all
claims payable under this Policy during each Period of Insurance. Where the limits are stated as per annum or
annual the limits are pro-rated to equal the Period of Insurance. The limit of the total Sum Insured is stated in the
Schedule.
If You are not entirely satisfied with this Policy You may cancel it by returning it to Us within twenty-one (21)
days of the date of receipt. We will refund Your premium and the Policy will be treated as though it never
existed.

IMPORTANT DEFINITIONS
For the purpose of this Policy the following important definitions apply to each Section:
INSURED PERSON is any person nominated by You from time to time for the insurance cover selected by You and
with respect to whom a premium has been paid.
PERIOD OF INSURANCE is the period referred to in the Schedule.
ARRANGEMENT DATE is the date cover was arranged by Us.
SCHEDULE includes any current Schedule or renewal or variation of this Policy.
TABLE OF BENEFITS specifies maximum annual benefit amounts for specific treatments.
THE COMPANY means CGU Insurance Limited, ABN 27 004 478 371, AFS Licence no. 238291, of 388 George
Street, Sydney, New South Wales, 2000, Australia, a company duly incorporated under the laws of Australia and
registered in New South Wales, Australia.
A & H INTERNATIONAL means Accident & Health International Underwriting Pty Ltd, AFS Licence No. 238261, ABN
26 053 335 952, of Level 4, 33 York Street, Sydney, New South Wales, 2000, Australia.
YOU/YOUR is the Insured named in the Schedule.
WE/OUR/US means CGU Insurance Limited.
NUCLEAR, CHEMICAL OR BIOLOGICAL TERRORISM means terrorism which includes, but is not limited to, any
act, preparation in respect of action or threat of action, designed to:
a.
influence a government or any political division within it for any purpose, and/or
b.
influence or intimidate the public or any section of the public with the intention of advancing a political, religious,
ideological or similar purpose).

SECTION 1 - MEDICAL EXPENSES WITHIN AUSTRALIA


EXTENT OF COVER
1.

If an Insured Person has completed an application form and is accepted by Accident & Health International
Underwriting Pty Ltd and sustains an injury or suffers a sickness or disease and incurs Medical Expenses (as
defined) during the Period of Insurance, We will pay those expenses incurred within Australia as detailed in the
Table of Benefits, provided they are incurred within twelve (12) months from the date the first expense was
incurred and provided the Policy is in force. If an Insured Person has not completed an application form cover is
limited to conditions which are contracted and commencing during the Period of Insurance.

If an Insured Person dies during the period of insurance, We will pay either funeral or cremation expenses if the
body is buried at the place of death, or the cost of returning the Insured Person's body or ashes to his or her
home address up to a maximum of ten thousand ($10,000) dollars.

IMPORTANT DEFINITIONS
DOCTOR means a person qualified and registered to practice medicine or surgery in Australia
HOSPITAL means established and registered under Australian legislation that provides in-patient medical care
MEDICAL EXPENSES means expenses incurred within Australia and within twelve (12) months from the date the first
expense was incurred and paid to a legally qualified medical practitioner, nurse, hospital or ambulance service for
medical surgery, hospitalisation or nursing treatment including the cost of medical supplies and ambulance hire as per
the following Table of Benefits.
In the event of a medical emergency dial the Australian Emergency number 000.
We will only pay for Medical Expenses which are incurred during the Period of Insurance.
PHARMACEUTICAL BENEFIT SCHEME or PBS means the Commonwealth Scheme for the payment of
pharmaceutical benefits detailed in Part VII of the National Health Act.
PRESCRIPTION MEDICINES means those medicines that require a prescription completed by a doctor or other
authorised practitioner in order to be dispensed by a registered pharmacist. Benefits are only payable on prescription
medicines listed within the Pharmaceutical Benefit Scheme.
SCHEDULE FEE means the amount as determined from time to time by the Australia Government and listed in the
Medicare Benefits Schedule (MBS) as the standard fee for a certain treatment or service.

services.
Medications, drugs or other treatments not prescribed by a doctor or not included in the PBS
Dentist or optician charges.
The co-payment payable by you under Australian law or as a result of the provider charging in excess of
the Medicare Benefits Schedule Fee.
Medical or hospital services arising from any event listed as an Exclusion or General Exclusion

EXCLUSIONS
We shall not pay for any medical expenses or other expenses which:
1.

Are caused wholly or partly by childbirth or pregnancy or the complications thereof;

2.

Result from the Insured Person engaging in or taking part in or training for any professional sports of any kind;

3.

Are in relation to cosmetic elective treatment, sterilisation, reversal of sterilisation and infertility treatment;

4.

Are caused by or arising out of the use, existence or escape of nuclear weapons material or ionising radiation
from or contamination by radioactivity from any nuclear fuel or nuclear waste from the combustion of nuclear fuel;

5.

Relate to a sexually transmitted disease, or Acquired Immune Deficiency Syndrome (AIDS) disease or Human
Immunodeficiency Virus (HIV) infection;

CARDS AND MONEY
EXTENT OF COVER
1.

We will indemnify the Insured Person for loss of or damage to Property Insured occurring during the Period of
Insurance and whilst the Insured Person is engaged on Insured Travel.

2.

We will indemnify the Insured Person for loss, theft or fraudulent use of travellers' cheques, travel documents
and credit cards occurring during the Period of Insurance and whilst the Insured Person is engaged on Insured
Travel, together with the cost of replacing, and the Insured Person's legal liability for payment as a result of loss
by theft or unauthorised use by other persons of the Insured Person's personal travel documents.

3.

If the Insured Person's baggage is misplaced by a carrier for more than eight (8) hours whilst the Insured Person
is engaged on Insured Travel during the Period of Insurance, We will pay up to three thousand ($3,000) dollars
to cover the emergency purchase of essential replacement items.

4.

We will indemnify the Insured Person for accidental loss of cash, bank or currency notes, cheques, postal or
money orders or petrol coupons occurring on Insured Travel during the Period of Insurance, together with the
cost of replacing them and the legal liability of the Insured Person for payment as a result of loss by theft or by
unauthorised use by other persons. In respect of money taken with the Insured Person for the purpose of Insured
Travel, cover shall commence from the time of collection from the bank or seventy-two (72) hours prior to the
start of the Insured Travel, whichever occurs last and continue up to seventy-two (72) hours after termination of
the Insured Travel or until deposited at the bank whichever occurs first.

5.

If an Insured Person loses their identification and keys at the same time and whilst engaged in Insured Travel,
We will pay up to one thousand ($1,000) dollars for the replacement of keys and locks.

DEFINITIONS
THE PROPERTY INSURED means:
1.

Baggage and other personal effects (other than household furniture) that accompany the Insured Person whilst
engaged on Insured Travel, including tickets, credit cards, travellers' cheques, travel documents and passports
(any One Article [as defined]) limited to 50% of the Sum Insured, or as specified.
ONE ARTICLE is described as one item (including its attached or unattached accessories) or a set or pair of
items such as earrings, golf clubs, camera equipment etc.

2.

Money, cheques, postal notes, money orders and petrol coupons taken by the Insured Person whilst engaged
on Insured Travel.

CONDITIONS
1.

The amount payable for loss of or damage to the Property Insured will be no more than the cost to repair or
replace the articles in the same condition but not better or more extensive than the article when new.

2.

We may choose to repair or replace lost or damaged property or pay for the loss in cash.

3.

Should We replace damaged goods then salvage remains the property of the Company. If We replace or pay
cash for lost or stolen goods, and those goods are subsequently recovered, then We may seek recovery of these
goods.

4.

The Insured Person must substantiate his loss and provide receipts of purchase of articles claimed for and
provide withdrawal confirmation of money lost or stolen.

5.

The Insured Person must take all reasonable precautions for the safety and supervision of any Property Insured.

EXCLUSIONS
We shall not be liable to make any payment under this Section 2 for:
1.

Wear and tear, deterioration or losses caused by atmospheric or climatic conditions, mechanical or electrical
breakdown, insects, rodents or vermin or by any process of cleaning, repairing, restoring or alteration;

2.

Loss, theft or misplacement not reported within twenty-four (24) hours to the police or responsible officer of any
aircraft, vehicle or vessel on which the Insured Person is travelling. All such reports must be verified by a written
statement from that authority;

3.

Loss of credit cards, travellers' cheques, travel documents, cheques, postal or money orders or petrol coupons
unless reported to the issuing authority as soon as possible after discovery;

4.

Loss or damage to unaccompanied baggage and personal effects unless collected from the Insured Person by
a carrier in order to be taken on the Insured Travel;

5.

Loss or damage of any goods over five thousand ($5,000) dollars that are intended for use in connection with
any trade, business or occupation unless otherwise specified in the Schedule;

6.

Personal Computers including laptops, cameras and camera equipment, and all electronic equipment including
mobile phones, personal digital assistants (PDA), electronic organisers, palm pilots and other hand held
computers:
a.

where theft or attempted theft occurs whilst such equipment is unattended unless securely locked inside
a building or securely locked out of sight inside a motor vehicle;

b.

whilst carried in or on any aircraft, aerial device, waterborne vessel or craft unless they accompany You
or one of Your employees as personal cabin baggage;

c.

for the first two hundred and fifty ($250) dollars of each and every loss.

7.

Loss or damage occurring through confiscation by quarantine, customs regulations or by order of any
Government or Public Authority or losses due to devaluation of currency;

8.

Loss of money in excess of the amount allowed by any applicable currency regulation at the time of
commencement of the Insured Travel;

9.

Any item which is recoverable by You or by the Insured Person from any other source to the extent to which they
are so recoverable. eg. airline tour operators or other domestic or travel insurance policies.

GENERAL EXCLUSIONS APPLYING TO ALL SECTIONS


We shall not pay for any other expenses which:
1.

Are recoverable by You or by the Insured Person from any other source to the extent to which they are so
recoverable;

1.

Are caused by or arising out of the Insured Person engaging in air travel except as a passenger in any properly
licensed aircraft;

2.

Relate to a deliberately self-inflicted injury, including suicide or attempted suicide whether sane, insane or under
any mental distress;

3.

Are caused by or arising out of War, invasion, acts of foreign enemies, hostilities (whether war be declared or
not), civil war, rebellion, revolution, insurrection or military or usurped power, or confiscation or nationalisation or
requisition or destruction of or damage to property by or under the order of any Government or Public or Local
Authority;

5.

Result from losses arising from nuclear, chemical or biological terrorism;


terrorism includes, but is not limited to, any act, preparation in respect of action or threat of action, designed
to:
a.
influence a government or any political division within it for any purpose, and/or
b.
influence or intimidate the public or any section of the public with the intention of advancing a
political, religious, ideological or similar purpose;

6. Result from You engaging in or taking part in naval, military or air force service or operations;
7. Result from a criminal or illegal act committed by You.

GENERAL CONDITIONS AND LIMITATIONS


1.

NOTICE OF CLAIM

Written notice of claim must be given to Us within thirty (30) days after the occurrence of any circumstances giving rise
to a claim or as soon thereafter as is reasonably possible.
2.

SUBROGATION

In the event of any payment being made by Us under this Policy, We shall be subrogated to all the Insured Person's
right of recovery against any person or organisation. The Insured Person must not take any action to prejudice any
such right of recovery and must co-operate with and do all things necessary to enable the recovery action to be
prosecuted.
3.

CLAIM FORMS

Upon receipt of a notice of claim, We shall submit Our usual claim form for completion. We shall not be liable to make
any payment under this Policy unless the claim form is properly completed and all information reasonably required by
Us has been furnished.
4.

YOUR DUTY TO CO-OPERATE

The benefits of this policy depend on You or any person covered by this policy giving Us any reasonable information
and help We require. This includes giving Us written statements of documents We consider relevant. We may also
require You or any person covered by this policy to attend Court to give evidence. You must help Us even when We
have paid Your claim. If You do not co-operate Your payments may be suspended.

5.

PHYSICAL EXAMINATION AND AUTOPSY

We may at Our own expense conduct any medical examination or examinations of any Insured Person or arrange at
Our own expense for an autopsy to be carried out.
6.

LEGAL ACTION

No action at law or in equity shall be brought to recover on this Policy prior to the expiration of sixty (60) days after Our
reasonable requirements in connection with a claim have been met. No such action shall be brought after the expiration
of three (3) years after the time of the loss or damage or the time the liability was incurred (as the case may be).
No action at law or equity shall be brought or maintainable unless and until the parties have first participated in a
formal mediation process before a mediator appointed by agreement or failing that by the president of the law society
of that state the claimant ordinarily resides. The costs of any mediator shall be borne equally by the parties.
7.

CANCELLATION

1.

This Policy may be cancelled by You at any time by giving Us written notice, in which case We shall retain a
proportion of the premium calculated at Our usual short-term rates for the time the Policy has been in force;

2.

We may cancel this Policy in accordance with the provisions of the Insurance Contracts Act. Upon cancellation
by Us, We shall refund a proportion of the premium paid calculated by reference to the unexpired Period of
Insurance.

8.

AGE LIMITATION

We shall not be liable to pay any money with respect to any Insured Person who has attained the age of sixty five (65)
years.
9.

LIMIT OF LIABILITY

Our total liability for all claims arising under this Policy during any Period of Insurance shall not exceed the amount
stated in the Schedule.
10.

CURRENCY

Any claim or benefit paid under this policy will be paid in the same currency as premium quoted.
11.

GOVERNING LAW AND JURISDICTION

This policy shall be governed and construed in accordance with the laws of Australia. Any dispute under this policy
shall be resolved in accordance with the laws of Australia.
