HON CARL GREENIDGE


VICE PRESIDENT AND MINISTER OF FOREIGN AFFAIRS

Carl B. Greenidge entered the political arena several years ago after
a career in academia and in policy-making. He is a professional
economist of over 30 years standing and an actor in international
policy-making for over two decades. He is a former President of the
ACP/EC Council of Ministers and has been the Director of the CTA
(Technical Centre for Agricultural and Rural Cooperation) in Wageningen, The Netherlands.
Before his posting to the latter ACP-EC specialist institution, he served as Deputy Secretary
General and as Secretary General ad interim of the ACP Group of States (Lom Convention/
Cotonou Agreement) in Brussels, Belgium. He is the only ACP National to have served in
both technical and political capacities in this diplomatic arena.
The Hon. Greenidge is the author of a book on the political economy of agrarian reform,
several monographs on economic issues as well as book chapters and refereed articles in
international journals. Some of these works have been reproduced or published in French,
Dutch and Italian.
Subsequent to University research and teaching, he was involved in policymaking in Kenya
and Guyana. Initially he was the Chief Planning Officer and Secretary to the State Planning
Board of Guyana and subsequently he was the Economic Adviser to the President. He has
been Guyana's longest-serving Minister of Finance and also held the portfolios of Planning
and Trade. Until the 10th Parliament he was best remembered in Guyana for his
management of the Economic Recovery Programme which restored Guyana's standing in
the international financial community.
The Hon. Greenidge has also been the Senior Director (the technical head) of CARICOMS
Office of Trade Negotiations, the successor to the CRNM.
He is a founding member of EUFORIC (European Forum on International Cooperation) and
has been a member of several international expert groups on development, science and
technology and ICTs such as the 5th UN Expert Group on Financial Issues of Agenda 21 (Rio
follow-up). He has served on many international and academic Boards, including that of the
Regulatory Policy Institute, Hertford College University of Oxford.
The Hon. Greenidge now holds the appointment of Second Vice-President and Minister of
Foreign Affairs of the Cooperative Republic of Guyana.

The Ramphal Institute is a not-for-profit organisation that works to advance social and
economic development, environment sustainability, good governance and justice. Its
research and knowledge-sharing seek to inform policy debate and public opinion. The
Institute operates out of Kings College London but retains its legal and academic
independence as it leverages its efforts and outreach to deliver its mandate in a concrete
way and have a positive and sustainable impact.
The Institute bears the name of Sir Shridath Ramphal and continues his pioneering and
courageous work to advance sustainable development and global justice as it searches for
solutions to todays problems. It functions across a broad spectrum of areas, however its
current focus includes; helping small and least developed countries benefit from the SDGs,
agro- food trade and food security, diaspora and business development, Climate Change,
Trade and Development, Megacities, Education and the wider implications of the proposed
Transatlantic Trade and Investment Partnership (TTIP).
